3 University of Arizona, College of Nursing UA Continuing Nursing Education (UACNE) USE OF ANCC COA EDUCATIONAL CRITERIA TO PLAN AND IMPLEMENT LIVE ACTIVITIES Policy Policy ANCC Commission on Accreditation educational design criteria must be used to plan and implement all nursing continuing education activities. Criteria Registered nurses must be involved in the continuing education planning process. This includes a minimum of the Nurse Planner from the Provider Unit and at least one other individual. The continuing education activity is developed in response to the educational needs of the target audience. A knowledge, skills, or practice is identified and the purpose/goal(s) for the activity is clearly stated. The measurable behavioral objectives define the expected outcomes for the learner. The content is aligned with the activity objectives. Each objective has corresponding content. Content specialists with knowledge and expertise in the content area are utilized as needed to develop the learning activity. The teaching/learning resources support achievement of objectives and are congruent with the overall design of the learning activity. Learners are informed in advance of the activity s purpose/goal and learning objectives and the criteria to be used to determine successful completion of the activity. Designated criteria must be used to verify participation and completion of the learning activity. Contact hours are calculated in a logical and defensible manner. There is an identified evaluation process for each activity. All communications, marketing materials, certificates, and other documents that refer to accreditation status must contain the official accreditation statement. Participants receive written verification of the successful completion of the activity. Appropriate commercial support, conflict of interest, and relevant financial interest guidelines are followed. Appropriate disclosures are provided to activity participants prior to start of the activity. Records are secured and maintained in a confidential manner. Co-provided activities follow the stated guidelines. Nurse Planners will be oriented to the ANCC upon appointment to the role and will receive ongoing education by the Primary Nurse Planner (PNP) at their semi-annual meetings. In addition, Nurse Planners will have resources available online at the UACNE website to facilitate compliance with ANCC Approved OPCE 3/14/14 Page 1
4 COA criteria. Nurse Planners are responsible for ensuring that ANCC COA criteria are used to plan, implement, and evaluate all UACNE activities. Nurse Planner competency will be evaluated regularly. Anyone demonstrating a lack of understanding of ANCC COA criteria will receive remediation and additional evaluation by the PNP. The PNP regularly monitors CNE activities, planning committee meetings, and activity records to ensure that ANCC COA criteria are used to plan, implement, and evaluate activities by the UACNE Provider Unit. The Education Manager communicates any irregularities or lack of adherence to ANCC COA criteria in the planning, implementation, and evaluation processes to the PNP, as determined by records monitoring processes used when closing activity record files. Procedure 1. Nurse Planners (NPs) complete the orientation and semi-annual ANCC Commission on Accreditation Educational Design Criteria training to support compliance excellence. The first two planned activities following orientation are mentored by the PNP and facilitated by the Education Manager. 2. NPs complete annual competency testing, passing the test with 80% or higher. If competency is less than 80%, the NP completes remediation sessions with the PNP and complete re-testing. 3. Prior to planning a live activity, NPs refer to the criteria on the UACNE resources tab to ensure that changes to the ANCC COA and UACNE planning, implementation, and evaluation criteria/policies and procedures have not changed. NPs may contact the Education Manager to request assistance or consultation from the PNP. 4. When planning live activities, the NP consults with the PNP to determine whether the activity is within the scope of the Strategic Plan and whether UACNE has the resources necessary to support the live event. a. An Intent to Offer a Live Activity Form is completed by the NP responsible for this content area/product line which includes i. Proposed title ii. Proposed purpose iii. Proposed objectives iv. Proposed event date, time v. Proposed target audience and estimated attendance vi. Proposed marketing plan vii. Proposed budget with ROI stated 1. Proposed sponsors/commercial supporters viii. Proposed co-providers 5. In consultation with the Education Manager, the Assistant Dean for Finance, and the Dean of the CON, the PNP makes the final determination to offer the live event based on resources, CON strategic directions, and UACNE Provider Unit calendar. a. The designated NP will complete/update her Biographical Data and Disclosure Forms online b. The PNP will review these forms to determine whether an actual/potential COI exists, resolving any COI before approving the NP for the live activity c. If necessary, a replacement NP can be appointed to lead the planning committee 6. Once approval for the event has been provided, the NP, PNP, and Education Manager create a timeline/workflow for the planned live activity, identifying deadlines and accountabilities. 5 7. The NP, Education Manager, and CON Event Manager meet to discuss implementation strategies, timelines, and resources (e.g., catering, parking, LHTI). The Education Manager and Administrative Associate create a timeline/workflow to manage the implementation of the activity. 8. The NP identifies planning committee members from the target audience and content experts. a. All planning committee members will be directed to complete the Biographical and Disclosure Forms. b. The PNP reviews these forms to determine whether an actual/potential COI exists, resolving any COI before appointing members of the planning committee. i. Persons whose COI cannot be resolved are not be permitted to serve on the planning committee. ii. Anyone refusing to disclose relevant relationships is not be permitted to serve on the planning committee. c. The PNP/Education Manager complete the Planning Committee Roster. d. The PNP/Education Manager complete the Disclosure Documentation (Summary) form. e. The NP is notified which planners have been approved for the planning committee. 9. Planning begins with needs assessment, identifying gaps in knowledge, skills and abilities. a. Gap Analysis Form is completed by the NP b. Reference list is completed and copies of materials (digital) gathered by the NP 10. The committee prepares a purpose statement and identifies objectives, content, teaching/learning method(s), time frame, and evaluation methods; linking all aspects of the program to ensure coherence and validity of the program. a. Content Outline Form is completed 11. Contact hours are calculated by the NP 12. Evaluation forms/materials will be identified and the NP will meet with the Education Manager to begin creation of the activity registration, evaluation, and completion requirements materials. 13. The NP will notify the Education Manager and the PNP of potential commercial support/sponsors for the activity. Policy and/or will be implemented to obtain support for the activity. 14. The NP will notify the Education Manager and the PNP of potential co-providers per Policy Procedures defined to obtain co-providers for the activity will be implemented. 15. The planning committee identifies presenters/faculty for the activity. a. All presenters/faculty will be directed to complete the Biographical and Disclosure Forms. b. The PNP reviews these forms to determine whether an actual/potential COI exists, resolving any COI before notifying presenters of their acceptance. i. Persons whose COI cannot be resolved are not permitted to present/serve as faculty. ii. Anyone refusing to disclose relevant relationships is not permitted to present/serve as faculty. c. The PNP/Education Manager complete the Presenter/Content Expert Roster d. The NP is notified which presenters have been approved. e. The NP proposes honoraria to the PNP and Education Manager, if applicable. i. Policy is implemented if honoraria will be offered. 16. The NP, PNP and the Education Manager meet with the CON Communications Manager to develop and implement a marketing strategy. a. Refer to the CON marketing strategy and plan for all public, live events. 17. The NP and planning committee receives and reviews all content, including all slide decks and materials to be distributed, to ensure content integrity. Specifically content integrity will be assured by: a. No display of logos, insignias, or other trademarks of commercial interest organizations. Approved OPCE 3/14/14 Page 3
6 b. No reference to commercial interest organizations. c. Fair and balanced presentation of content using multiple examples of products or services when discussing care options. All reasonable clinical alternatives will be discussed when making practice recommendations. d. No reference to trade names, using generic references to pharmaceuticals, products, and services. e. Reference to evidence-based practice standards and guidelines and not to any recommendations by specific commercial interest organizations. f. No distribution of materials by commercial organizations during the CNE event or course. g. No reference to commercial organization during evaluation and/or testing. 18. The NP and Education Manager meet to finalize and submit the LHTI request to support the live activity. 19. Ten days prior to the event, the NP, PNP, and Education Manager meet to finalize implementation plans, including: a. Determination if registration goals have been met and whether the event is to be implemented. b. Disclosure slides are created using template information. c. Script for implementation d. Finalize all event delivery details. 20. The NP completes the Activity Planning Form and submits it electronically. 21. The NP and planning committee members participate in the implementation process of the event, serving as monitors of the session(s) to ensure content integrity. a. Attestation forms are completed for monitored sessions b. Participant rosters and sign-in sheets are completed. c. Participants are directed to the online evaluation and certificate processes. 22. The Education Manager summarizes the evaluation data, providing reports to the PNP and the NP as indicated in Policy The UACNE Council receives a summary report at their next meeting. 23. If this is an annual event, the NP reports the evaluation summary data to the planning committee as it begins work for the next activity. 24. The NP and Instructional Designer meet with the content expert/author(s) to discuss how content is submitted to UACNE using the Content Submission Form. a. Orientation to the Content Submission Form is provided b. Content expert/author(s) are provided resource materials for developing online course materials by the Instructional Designer. c. A timeline for submission of the content materials is developed as part of the contracting process. 13. The Instructional Designer creates the online course skeleton with basic informational pages, registration, evaluation, and completion requirements. 14. The NP notifies the Education Manager and the PNP of potential commercial support/sponsors for the activity. Policy and/or is implemented to obtain support for the activity. 15. The NP notifies the Education Manager and the PNP of potential co-providers per Policy Procedures defined to obtain co-providers for the activity are implemented. 16. The Instructional Designer works with the submitted materials, collaborating with the content expert/author(s) and NP as necessary to develop the online activity. 19. The Education Manager and NP identify possible peer reviewers (typically UA adjunct faculty) to review the proposed online course. a. All peer reviewers will be directed to complete the Biographical and Disclosure Forms. b. The PNP reviews these forms to determine whether an actual/potential COI exists, resolving any COI before notifying peer reviewers of their acceptance. i. Persons whose COI cannot be resolved are not permitted to present/serve as peer reviewers. ii. Anyone refusing to disclose relevant relationships is not permitted to present/serve as peer reviewers. c. The PNP notifies the Education Manager and the NP which peer reviewers have been approved. d. The Education Manager engages two (2) or more peer reviewers. e. Peer reviewers will be instructed to use the Peer Review Evaluation Form, completing their review in 21 days. f. The Instructional Designer, NP, and content expert/author(s) will review feedback from the peer reviewer and make additional changes/modifications to the course. 20. The Education Manager will identify > 3 pilot testers to participate in the online course and record their participation minutes and provide usability and quality feedback/data within 21 days. a. Pilot testers will be instructed to use the Pilot Testing Evaluation Form, completing their test in 21 days. 21. The Education Manager will review feedback from the pilot testers to: a. Calculate the contact hours (refer to Policy ). b. Suggest changes to the Instructional Designer and NP based on data received from pilot testers. 22. The NP completes the Activity Planning Form and submits it electronically once the activity has been developed, tested, and ready to launch. 23. Once the activity is launched, monitoring and evaluation occurs following Policy The activity record is continually updated by the Education Manager. The record remains open until the course sunsets. 11 University of Arizona, College of Nursing UA Continuing Nursing Education (UACNE) SYSTEM FOR AWARDING CONTACT HOURS LIVE ACTIVITIES POLICY Policy Contact hours are awarded for the portion of the learning that is devoted to transmitting new or transferable knowledge. Contact hours are calculated based on a 60 minute formula. The number of minutes of the organized learning activity devoted to new or transferrable knowledge is divided by 60. The minimum number of contact hours to be awarded is 0.5 contact hours or 30 minutes. After the first hour, portions of a 60 minute hour may be calculated. UACNE will not round up to determine contact hours. Live activities that are eligible for contact hours include didactic presentations, discussions, simulation, case study, skills instructions and demonstration, clinical practica, and evaluation. Contact hours for live events are determined by creating an event schedule and adding the number of minutes devoted to each eligible activity. What counts? What doesn t count? Procedure for Determining Contact Hours of Newly Developed Activities 1. Once the learning activity has been completely developed, the Nurse Planner will submit the required planning forms, including the content outline and the activity schedule. 2. The Education Manager and the Primary Nurse Planner determines the number of minutes devoted to eligible activities based on the submitted documents. 3. Determine the total number of minutes for the activity. 4. Subtract the ineligible activities. 5. Divide that result by 60 to determine the number of contact hours for the online activity. 60 minutes/60 = 1 contact hour 120 minutes/60 = 2 contact hours 30 minutes/60 =.5 contact hour Approved OPCE 3/14/14 Page 1

Hours (mean or median) will be calculated based on self-report (item on evaluation form) and E-Front metrics. If there is greater than 60 mean minute differences from the pre-determined number of contact hours, revisions will be made and posted. For ongoing online activities, the number of hours participants have spent completing the activities will be monitored after each 100 participants. Hours (mean/median) will be calculated based on self-report (item on evaluation form) and E-Front metrics. If there is greater than 60 mean minute differences from the pre-determined number of contact hours, revisions will be made and posted. Once the learning activity has been completely developed, the Education Manager and the Nurse Planner determines required number of pilot testers, but no less than 3/activity. a. Pilot testers for all online courses will be representative of the target audience. b. Pilot testers will be chosen from UACNE volunteers, adjunct and permanent UACON faculty, and UAMC staff RNs. 2. Instruct pilot testers to proceed through the course as though they were taking it for contact hour credits. Instructions will be provided in writing, with the ability to ask questions and additional directions from the Education Manager as they proceed. 3. Provide pilot testers with an evaluation form (attached to this policy) that requires them to identify the number of minutes spent with each module of the activity. 4. Mean and median numbers of minutes are calculated for the total number of participants during the 30 day period from that data source. 5. The Education Manager and Primary Nurse Planner review these data to determine whether contact hours are misaligned by >60 minutes and need to be adjusted based on the reported data. 6. The Education Manager adjusts the marketing and course/activity materials online to reflect the correct number of contact hours. 7. 15 University of Arizona, College of Nursing UA Continuing Nursing Education (UACNE) USE OF ANCC LANUAGE AND ACCREDITATION STATEMENT POLICY Policy UA Continuing Nursing Education (UACNE) recognizes that AzNA is an Accredited Approver Unit recognized by the ANCC Commission on Accreditation. As an Approved Provider recognized by AzNA, UACNE will use the following statement on all communications, marketing materials, certificates of completion, and other documents that refer to the Approved Provider Unit s status and approved CE activities. University of Arizona Continuing Nursing Education is an approved provider of continuing nursing education by the Arizona Nurses Association, an accredited approver by the American Nurses Credentialing Center s Commission on Accreditation. Procedure 1. The Education Manager is responsible for providing approved accreditation language to Nurse Planners in an accessible format. Current approved language specifications are accessible to Nurse Planners on the UACNE website under Planning Resources > Policies & Procedures. 2. To assure that all communications about UACNE, including but not limited to marketing materials, announcements of upcoming events, and changes to the UACNE website(s), the Education Manager or Primary Nurse Planner will review all final copies to assure that the appropriate accreditation/approval language has been used. 3. Nurse Planners will submit all communications related to promotion of the learning event to the Education Manager or Primary Nurse Planner for review prior to dissemination. 4. 16 University of Arizona, College of Nursing UA Continuing Nursing Education (UACNE) Verifying Participation and Successful Completion of Live Activities Policy Policy The planning committee determines requirements for successful completion of a learning activity with guidance from the NP to ensure that requirements are consistent with the gap, purpose, objectives and teaching/learning strategies. The NP includes Method of Outcome Measurement as an agenda item for the planning committee meetings and documents the decision in planning minutes. Minimal criteria for successful live events include: Completion of learning activities o 100% of an activity lasting less than 3 hours o 85% for activities lasting more than 3 hours AND Completion of an evaluation Additional criteria may include (but are not limited to): Completion of specific learning activities and assignments such as a reflective learning exercise, self-assessment test or participant profile survey Attainment of a minimum score on an assessment tool such as a quiz, posttest or skill demonstration Demonstration of specific skills or participation in clinical practice. Procedure 1. Registration staff at live events will prepare a registration document (see attached) with the names and participant numbers (provided by our online registration system). 2. Participants will be required to sign in at the beginning and sign out at the completion of the activity, noting time in and out. 3. Registration staff and Education Manager will calculate who is eligible for contact hours based on attendance and if a participant does not meet the attendance requirement, UACNE staff will notify them by and will block access to the evaluation documents on the E-Front learning system that generates the evaluation and certificate documents. 4. Online evaluation documents must be completed prior to the certificate being issued. This is assured through our online LMS and our ability to set required click-throughs. 5. If there is testing and evaluation required on-site, the NPs, faculty, and registration staff will collect these materials, noting compliance on the registration document. At a minimum, participants must: Demonstrate that they have clicked through and participated in all segments of the online learning activities as evidenced by the E-Front participation metrics and monitored by UACNE staff. AND Participation in stop and consider, interactive activities designed to evaluate attainment of activity objectives, and check-in testing. AND Completion of an online evaluation form. Additional criteria may include (but are not limited to): Attainment of a minimum score on an assessment tool such as a quiz, posttest or case study. Participation and completion of a reflective exercise or a clinical application scenario with responses online. Procedure 1. When preparing the online materials, the Instructional Designer sets the E-Front LMS to disallow at will progress through the learning materials. This is achieved by using a controlled click-through mechanism that requires sequential progression through the materials and requires responses in each interactive exercise. 2. Instructional Designer sets check-in testing to require that each question must be answered and that the response explanation (correct or incorrect) must be read in order to proceed. 3. Instructional Designer will set the click-through mechanism to require completion of the evaluation self-assessment form before the certificate is issued. 4. NPs, Education Manager, and PNP will monitor online courses for numbers of hours of contact with the teaching/learning materials as described in Policies and Approved OPCE 3/14/14 Page 1

20 University of Arizona, College of Nursing UA Continuing Nursing Education (UACNE) Disclosure and Conflict of Interest Guidelines Policy Policy UACNE identifies and resolves conflict of interest in its learning activities. UACNE must ensure that the following decisions are made free from the control of a commercial interest: identification of continuing education needs, determination of educational objectives, selection and presentation of content, selection of all persons and organizations that will be in a position to control the content of the CNE, selection of educational methods, and evaluation of the activity. Conflict of interest (COI) exists when an individual has an opportunity to affect continuing education content in relation to a commercial interest with which he/she has a financial relationship. ANCC considers opportunity to affect continuing education content to include content about specific agents/devices, but not necessarily about the class of agents/devices, and not necessarily content about the whole disease class in which those agents/devices are used. With respect to financial relationships with commercial interests, when a person divests himself or herself of a relationship, it is immediately not relevant to conflicts of interest but it must be disclosed to the learners for 12 months. A financial relationship is a relationship where an individual benefits by receiving a salary, royalty, intellectual property rights, consulting fee, honoraria, ownership interest (e.g., stocks, stock options, or other ownership interest, excluding diversified mutual funds), or other financial benefit. Financial relationships can also include contracted research where the institution gets the grant and manages the funds and the individual is the principal or named investigator on the grant. Financial benefits are usually associated with roles such as employment, management position, independent contractor (including contracted research), consulting, speaking and teaching, membership on advisory committees or review panels, board membership, and other activities from which remuneration is received, or expected. ANCC considers relationships of the person involved in the continuing education activity to include financial relationships of a spouse/partner. With respect to personal financial relationships, contracted research includes research funding where the institution gets the grant and manages the funds and the person is the principal or named investigator on the grant. 21 ANCC considers financial relationships in any amount occurring within the past 12 months as relevant in terms of creating a conflict of interest. Relationships with any commercial interest of the individual s spouse/partner may be relevant relationships and must be reported, evaluated, and resolved. Evidence of a relevant relationship with a commercial interest may include but is not limited to receiving a salary, royalty, intellectual property rights, consulting fee, honoraria, ownership interest (stock and stock options, excluding diversified mutual funds), grants, contracts, or other financial benefit directly or indirectly from the commercial interest. Financial benefits may be associated with employment, management positions, independent contractor relationships, other contractual relationships, consulting, speaking, teaching, membership on an advisory committee or review panel, board membership, and other activities from which remuneration is received or expected from the commercial interest. The Primary Nurse Planner (PNP) is responsible for evaluating the presence or absence of actual or potential conflicts of interest and resolving any identified conflicts of interest among the assigned Nurse Planners for an activity prior to the planning phase. If a conflict of interest cannot be resolved, the Primary Nurse Planner will assign a replacement Nurse Planner for that particular activity. In the case of the Primary Nurse Planner, a designee Nurse Planner will evaluate the presence or absence of actual or potential conflicts of interest and resolve these conflicts or re-assign planning responsibilities. The PNP is responsible for evaluating the presence or absence of actual or potential conflicts of interest and resolving any identified conflicts of interest among planning committee members and content experts prior to the planning of an educational activity. The PNP is also responsible for evaluating/resolving the presence or absence of presenters/faculty members prior to their involvement in the planning and implementation process. The NPs/PNPs are responsible for evaluating the presence or absence of actual or potential conflicts of interest and resolving any identified conflicts of interest among peer review/content experts prior to the their involvement in the pilot testing process of online activities. Employees of commercial interest organizations may not participate in planning or implementing UACNE activities. Persons who refuse to complete these forms or persons with known relationships who do not disclose that relationship may not participate in planning or implementing UACNE activities. All conflicts of interest will disclosed prior to learners prior to the education activity. Procedure 1. All individuals who have the ability to control or influence the content of an educational activity must disclose all relevant relationships with any commercial interest, including but not limited to members of the Nurse Planners, planning committee, speakers, presenters, authors, and/or content reviewers. The Nurse Planner and Education Manager will direct individuals will complete and submit a Disclosure and Conflict of Interest Form (attached) located on the UACNE website in one of two ways: a. via to the CON website and to complete the Disclosure and Conflict of Interest Form or b. sent a hotlink to the electronic Disclosure and Conflict of Interest Form via before being appointed to the planning committee. 3. Once the disclosure forms have been submitted, office staff notifies the PNP that they are ready for review and approval. 4. The PNP reviews and evaluates, signs, and dates each form prior to the activity and documents one of the following: a. No relevant relationship with a commercial interest exists and no resolution is required. b. A relevant relationship with a commercial interest exists that has been evaluated by the Nurse Planner as not pertinent to the content of the educational activity and no resolution is required. The rationale for why the relationship is not pertinent is documented on the form. c. A relevant relationship with a commercial interest exists that has been evaluated by the Nurse Planner as pertinent to the educational activity and resolution is required. 5. When a PNP identifies a potential conflict of interest on the individual s Disclosure and Conflict of Interest Form, he/she chooses the most relevant procedure for resolving the conflict of interest and/or potential bias for the activity and documents on the disclosure form which procedure was selected and the outcome of the process. Resolution procedures are clearly listed on the form so that planners, presenters, authors and content reviewers are aware of the procedures at the time they complete the form. 6. Resolution options available to the PNP include: a. Removing individual, with conflict of interest, from participating in all parts of the educational activity. b. Revising the role of the individual with conflict of interest so that the relationship is no longer relevant to the educational activity. c. Not awarding contact hours for a portion or all of the educational activity. d. Reviewing the educational activity by a content reviewer to evaluate for potential bias, balance in presentation, evidence-based content or other indicators of integrity, and absence of bias, AND monitoring the educational activity to evaluate for commercial bias in the presentation. e. Reviewing the educational activity by a content reviewer to evaluate for potential bias, balance in presentation, evidence-based content or other indicators of integrity, and absence of bias, AND reviewing participant feedback to evaluate for commercial bias in the activity. 7. Once the resolution procedure has been completed, the PNP checks the appropriate box on the form.
