3 Introduction Health care assistants (HCAs) and psychiatric assistants (PAs) are members of the health and wellbeing support worker unregulated workforce and work as part of the health care team, providing direct personal care and interaction with clients, patients or consumers within the health and disability sector. The Waikato DHB Workforce Development Plan identifies that there is a need to develop a health and wellbeing support workforce that is knowledgeable and used effectively across the sector. This workforce has the potential to undertake an expanding variety of roles in local communities and in health facilities, including providing cohesion to people with stable chronic disease across the sector. Supporting the education and career development of the health and wellbeing support workforce is a priority for Waikato DHB. This guide will inform key stakeholders about the current training/new Zealand qualification Waikato DHB is providing for health care assistants and other health and wellbeing support workers, which commenced in February The role of the health care assistant and psychiatric assistant The purpose of this workforce is to support safe patient/client/consumer care through activities that maintain the environment of care and through undertaking delegated activities that support activities of daily living for stable patients/clients/consumers. They function as a vital and valued member of the team and the unit in which they work. 1 The HCA and PA are not responsible for decision making in patient/client/consumer care, planning or evaluation of care. They will perform delegated care and housekeeping duties to enhance the satisfaction of the patient/client/consumer. They provide efficiency and quality of care by focusing on patient/client/consumer comfort and wellbeing. 2 The HCA/PA is an unregulated worker and therefore always works under the direction and supervision of a registered nurse 3 or other regulated health care professional. 1 Model of nursing care delivery project (2009). 4 The qualification To ensure the health and wellbeing support workforce are trained and prepared for the role they are undertaking, Waikato District Health Board is fully funding a Level 3 New Zealand Qualifications Authority (NZQA) qualification, the New Zealand Certificate in Health & Wellbeing. This qualification will be rolled out in April 2016 and will replace the Level 3 National Certificate in Health, Disability and Aged Support (Core Competencies.) A condensed training package has been developed, enabling the 70 credits to be completed in 6 9 months. The qualification will be taught, assessed and co-ordinated in-house. All HCAs and PAs training will be required to complete a core component of 39 credits which includes 3 compulsory unit standards. HCAs will then complete an acute care strand of 31 credits and psychiatric assistants will complete a mental health strand of 31 credits. Careerforce is the Industry Training Organisation the DHB is working with to deliver the qualification. A full description of their role is at the end of this guide. The course is not designed to be a substitute for clinical area orientation or specific training in tasks. It compliments the teaching and learning that has already taken place and may identify tasks which require further clinical support. Programme Content. 5 a health or wellbeing setting Communicate to support people s health and 3 5 wellbeing setting Describe and apply a person-centred approach in 3 5 a health and wellbeing setting Unit Acute Care strand Level Credit Standard Support a person to meet personal care needs in a 3 5 health & wellbeing setting Demonstrate knowledge of the ageing process and 3 7 its effects on a person s lifestyle and wellbeing Describe risks, impacts, and actions for falls and 3 3 minimise risk of falls in an health or wellbeing setting Demonstrate knowledge of pressure injuries and 3 4 pressure care Describe a person s nutritional requirements and 3 3 feeding issues in a health or wellbeing setting Demonstrate knowledge of specific conditions and 3 9 their impacts when providing support in a health or wellbeing setting Unit Mental Health strand Level Credit Standard Describe factors that contribute to mental health 3 3 wellbeing and mental health problems Support a person to develop an achieve goals in a 3 3 health or wellbeing setting Respond to loss and grief in a health or wellbeing 3 3 setting 9694 Demonstrate and apply knowledge of 3 5 communication process theory Demonstrate knowledge of specific conditions and 3 9 their impacts when providing support in a health or wellbeing setting Describe knowledge of risk management planning 3 3 in a health or wellbeing setting Describe a person s holistic needs and their impact on a person s health and wellbeing 3 5 Delivery and assessment There are 3 study days to support this learning and the training will be delivered in 3 modules, 2 for the Core unit standards and 1 for each of the strands (acute and mental health.) 6 Each trainee will be given the resource material in the form of module workbooks and assessment books to complete the qualification. The formal assessment of each trainee will be undertaken by registered Careerforce assessors who are DHB registered nurses. The practical assessments will be undertaken in the clinical areas and can be verified by a RN, EN, and in some cases, an already trained HCA/PA who has been approved for this role by the HCA training team. The benefits Health and wellbeing support workers will benefit from the opportunity to enrich their career in a variety of ways, which may include work across a range of DHB settings. Obtaining a qualification will enable them to perform with more confidence and knowledge within a team, ensuring patient/client/consumer safety, have transferable skills, and if desired, staircase into formal health professional roles. Enrolling for this fully funded study Each trainee will have a training agreement completed with Careerforce and will be registered on the NZQA framework. The nurse co-ordinator, HCA training, will facilitate this process. Once each trainee is enrolled they will receive the workbooks and be given the required support to commence the qualification. How long does the qualification take? The qualification is expected to take 6 9 months to complete. There are no exams and each trainee will have their workbooks assessed by the Careerforce registered assessors. What learning resources will be available? The resource material will provide the required information and contain material and activities to complete the learning. Some of the assessment material will require the trainees to search out the relevant DHB policies and procedures so the trainees may require computer access at times. The Library has computers that staff can access as a back up. Supporting the trainee to succeed The DHB HCA training team is composed of a nurse co-ordinator and two nurse educator positions which facilitate the training and support the trainee to complete the qualification. 7 Areann Libline, CNS, Mental Health & Addictions will be available to directly support PAs in the clinical areas. As a registered Careerforce assessor, she will be assessing with the HCA training team assessors. Cultural support will also be available if required. What happens in the event that someone has difficulty in completing the unit standards? Trainees who are not progressing will be supported by the Nurse Co-ordinator or Nurse Educators, HCA Training. What happens in the event that someone doesn t pass part/all of a module? There will be an opportunity to be reassessed and appropriate support put in place. What happens in the event that someone doesn t meet the role requirements? The person will be part of a performance management process as per Waikato DHB policy. 8 How to get more information? The HCA training team are part of the Professional Development Unit (PDU) and information related to the training and development of the health and wellbeing support workforce will be on the PDU website. The Nurse Coordinator will be the key point of contact for information. The role of the nurse manager, charge nurse manager and nurse educator The nurse manager, clinical nurse manager and area specific nurse educator/s will play an important role in supporting the trainee and the qualification, ensuring the success of both. The Nurse Co-ordinator and Nurse Educators, HCA Training, or the CNS MH&A, will keep senior nurses and managers informed of any matters relating to the qualification and the progress of each trainee. Careerforce Careerforce is an Industry Training Organisation (ITO). It develops pathways for national qualifications and facilitates education and training for those working in the health and disability sector across New Zealand. Careerforce works alongside employers, workers and funders, and supports flexible workplace learning for thousands of trainees nationally each year by: providing leadership within the health and disability sector on matters relating to skill and training needs designing national qualifications and setting and monitoring the consistency and quality of national education standards developing arrangements for the delivery of industry training The national qualifications are developed and refined by the sector to ensure they are relevant and meet government strategies and evolving service delivery philosophies, models and service specifications.
