2 WHAT IS THE MASTER PLAN?* Free Higher Education For All Qualified Californians! The California state legislature decreed that higher education in our state would be: UC would admit the top 12.5% of graduating CA high school seniors, CSU would admit the top 33.3%, and community colleges would admit all who could benefit from instruction higher education would be tuition free for all residents of California UC would be the state s primary academic research institution and provide undergraduate bachelors, master s and PhDs. CSU would provide 4 years degrees and master s degrees. Community colleges would provide 2 year AA degrees and enable students to transfer credit to 4 year institutions. * Passed by the CA legislature as the Donahoe Act in 1960

3 WHAT IMPACT DID THE MASTER PLAN HAVE ON CA? ECONOMIC: CALIFORNIA'S ECONOMY WOULD BE THE 8TH LARGEST IN THE WORLD, IF THE STATES OF THE U.S. WERE COMPARED DIRECTLY WITH OTHER COUNTRIES. SILICON VALLEY CONTINUES TO BE A LEADING HUB FOR HIGH-TECH INNOVATION AND DEVELOPMENT, ACCOUNTING FOR ONE-THIRD (1/3) OF ALL OF THE VENTURE CAPITAL INVESTMENT IN THE UNITED STATES CSU IS THE LARGEST UNIVERSITY SYSTEM IN THE UNITED STATES. IT HAS 23 CAMPUSES AND EIGHT OFF-CAMPUS CENTERS ENROLLING 437,000 STUDENTS WITH 44,000 FACULTY MEMBERS AND STAFF. THE UNIVERSITY OF CALIFORNIA HAS 10 CAMPUSES, A COMBINED STUDENT BODY OF 234,464 STUDENTS, 18,896 FACULTY MEMBERS, 189,116 STAFF MEMBERS, AND OVER 1,600,000 LIVING ALUMNI. THE CALIFORNIA COMMUNITY COLLEGE SYSTEM CONSISTS OF 112 COMMUNITY COLLEGES IN 72 COMMUNITY COLLEGE DISTRICTS IN CALIFORNIA HAS OVER 1,800,000 STUDENTS. (

4 WHAT IMPACT DID THE MASTER PLAN HAVE ON CALIFORNIA? DEMOCRATIC: THE FOUNDATION OF OUR DEMOCRACY IS AN EDUCATED PUBLIC. THE BASIS OF TRUSTING THE FATE OF OUR STATE AND OUR NATION TO THE PEOPLE IS THE PREMISE THAT THE PEOPLE ARE INFORMED AND WORTHY OF THIS TRUST. ACCORDING TO A REPORT BY NORTHEASTERN UNIVERSITY, THE MEDIAN ANNUAL EARNINGS IN OF YOUNG BLACK MEN WITH A BACHELOR'S DEGREE WERE 2.5 TIMES THOSE OF HIGH SCHOOL GRADUATES. THE SAME STUDY FOUND THAT 18-TO-24-YEAR-OLD MALE HIGH SCHOOL DROPOUTS HAD AN INCARCERATION RATE 31 TIMES THAT OF MALES WHO GRADUATED FROM A FOUR-YEAR COLLEGE. IF YOU'RE A YOUNG BLACK MALE WITH NO HIGH SCHOOL DIPLOMA, YOU'RE 60 TIMES MORE LIKELY TO END UP BEHIND BARS THAN YOUR CLASSMATES WHO EARNED A BACHELOR'S DEGREE.

5 WHAT HAPPENED TO THE MASTER PLAN? The California Master Plan for Higher Education has been revised in 1972, 1973, 1987, 1989, 2002 and In short, the Master Plan has been severely compromised to: Decimate accessibility in order to make room for more profitable out of state and foreign students, the UC and CSU systems have been turning away in-state high school graduates. Many times students cannot get the classes they need to graduate, extending their time in school. Destroy affordability IN , UNDERGRADUATE TUITION AT UC WAS $7,126. TODAY UC TUITION IS $12,192 PER YEAR. THIS REPRESENTS A 59% INCREASE. Erode quality with the encroachment of online education and larger class sizes, quality education is being squeezed out for the hope of larger profit.

8 WHY DOES THE MASTER PLAN MATTER TO UPTE MEMBERS? Reduced California investment in the University of California yields: Increased workload: less time to support students, faculty and research; fewer staff doing more work; increased response time for tasks; loss of specialization; stress-related injuries and illnesses Elimination of programs: less investment in student outreach; closure of programs; loss of necessary redundancy; layoffs Dependence on private funding: redirects research and creates profit-driven priorities; jeopardizes academic freedom Reduction in course offerings: longer time for graduation; additional costs for students and parents; increased burden on underserved populations; reduced diversity

9 WHY DOES THE MASTER PLAN MATTER TO UPTE MEMBERS??? WE ARE STUDENTS EITHER CURRENTLY ENROLLED IN SCHOOL OR GRADUATES TRYING TO PAY OFF BONE-CRUSHING DEBT. WE ARE PARENTS WHO CARE ABOUT OUR CHILDREN S FUTURE AND ARE STRUGGLING TO HELP THEM WITH COSTS. WE ARE WORKERS WHO SEE THE EFFECTS OF UNDERFUNDING ON THE SERVICES WE PROVIDE EVERY DAY. WE ARE PROFESSIONALS WHO CARE ABOUT OUR PERFORMANCE AND WANT TO DO THE BEST JOB POSSIBLE. WE ARE CALIFORNIANS WHO WANT TO INVEST IN THE GROWTH OF OUR ECONOMY AND DEMOCRACY.
