2 BACKGROUND Summit partners, the Canadian Association of Chiefs of Police and the Canadian Advanced Technology Alliance, believe the National Policing Cybercrime Summit will provide a needed forum to address timely and mission critical aspects of cyber policing in Canada. According to Statistics Canada s Uniform Crime Reporting Survey, in ,084 incidents of cybercrime were reported by Canadian police services. This represented a rate of 33 cybercrime incidents per 100,000 population Same survey shows only 7% of victims of cyber bullying report the incident to police, yet over 1.75 million Canadians claimed to have been targeted by cyber bullying According to the conclusion of the RCMP s Cybercrime report*, there are three main concerns to address: Technology is creating new opportunities for criminals allowing for new crimes and pursuit of old crimes using new ways Cybercrime is expanding with the proliferation of easily available malware tools enabling broader adoption and becoming more harmful i.e. cyber bullying and child exploitation Requires new ways of policing: broader domestic and international cooperation, engagement with private and public sector organizations, integrating new technical skills and tools Addresses the importance of protecting police data, systems, and assets as these are targets as well i.e. the recent Ottawa & Montreal Police web site hacks and Tewksbury Police ransom payment *

3 SUMMIT OBJECTIVE To add tangible value to the fight against cybercrime by bringing police, industry, government and academic leaders together to exchange information on current cybercrime trends, offer demonstrations of forensic tools, share case studies, and receive updates from experts working in the field, towards the ends of identifying opportunities for a collaborative Canadian response. Some days the situation seems insurmountable in its demand for money, time and resources in an environment that is restrained by legal requirements that policing is bound by and the opposition not, compounded by privacy issues and an industry that is torn between its corporate responsibility and making money for its shareholders.
