1 GUIDELINES Mission The Lobeck Taylor Family Foundation s mission is to improve the quality of life for Oklahomans through education, community enrichment and entrepreneurialism. To fulfill this mission, the Foundation acts as a grantmaker, innovator, and convener. History The Lobeck Taylor Family Foundation (LTFF) was established in 1997 by Bill Lobeck and Kathy Taylor. Taylor s daughter, Elizabeth Frame Ellison, took on the role as Executive Director of the Foundation in LTFF supports primary educational programs. LTFF is a proud sponsor of community enrichment events that highlight Tulsa and bring the community together such as Route 66 Marathon, Tulsa Tough and Winterfest. In 2012, LTFF partnered with Tulsa Community College (TCC) and took over as Chair of the TCC StartUp Cup powered by Lobeck Taylor Family Foundation, a business model competition started by Kathy Taylor while she was Mayor of Tulsa. Overview LTFF is particularly interested in semi-established programs created, initiated, supported or staffed by the constituency for whom benefits are sought. This type of effort builds upon and further develops individual and community capacities. LTFF is especially mindful of the waste created by duplicative services and strives to encourage collaborative efforts between multiple nonprofits in the community. Geographic Focus The Foundation's primary geographic focus area is the local Tulsa community. From time to time, the directors will consider small grants for programs outside the Tulsa area, if deemed particularly relevant to the mission of the Foundation. Programmatic Focus Within the primary geographic focus area, the Foundation is particularly interested in direct service programs to: Support primary education. Grow and sustain Tulsa s entrepreneurial eco system. Encourage civic initiatives that enhance and enrich Tulsa citizens, as well as highlight and unite the city. The Foundation will only consider the following types of programs and organizations if services are provided in the Tulsa area: Special projects or programs for primary public schools, as well as supplementary education and enrichment programs. Programs that promote and bring support to Entrepreneurship in Tulsa. Public/civic projects and activities which highlight our city and provide an opportunity to bring the community together. 2 Eligibility The Lobeck Taylor Family Foundation: Awards grants only to qualified charitable organizations that are designated as tax exempt under Internal Revenue Service Code 501(c)(3) and are not classified as private foundations. Does not make loans, and does not provide grants or scholarships to individuals. Does not provide grants for lobbying activities, fundraising dinners and events, or travel. Will generally not consider the following types of organizations and programs for funding: o Athletic Teams o Child Care Centers o Civic Action Groups o Debt or After the fact situations o Immigration/Refugee Issues and Programs o Independent Media Productions o Political/Voter Education o Private Schools o Religious Institutions In addition, the Foundation: Will generally not fund the entire project budget, but prefers to be part of an effort supported by a number of sources. Considers major endowment and capital requests for funding to be a low priority. Does not provide funding through fiscal agents. Considers only completed proposals. Proposals are required for any organization seeking funds and are reviewed twice a year at the Foundation s board meetings. Prefers multi-year grants with measurable results and/ or outcomes. No longer considers merchandise donations, table sponsorships and similar requests for support of specific fund-raising events. The IRS maintains strict rules concerning what a Private Foundation may and may not do in terms of event/ table sponsorship, tickets, etc. We operate under these rules which may result in the LTFF supporting an event without accepting tickets, make a grant for an event and ask that no tickets be made available, or that the tickets be donated back to the non-profit. We do accept grant applicants; please review our focus areas and apply if you believe that your organizations falls within our scope. Important Dates and Deadlines Deadlines for submitting proposals are April 15 and October 15. When a deadline occurs on a weekend or holiday, the deadline will be the next business day. Proposals must be received in the Foundation s office (not postmarked) on or before the deadline date. Hand delivered applications must be received in the Foundation s office by 5:00 p.m. on the day of the deadline. Faxed or ed applications will not be considered. Applicants will be notified within four to eight weeks after the deadline if the proposal is to be considered by the Foundation s Board of Directors. Final funding decisions will usually be mailed out within four weeks after the board meeting. The Board generally considers requests in May and December. 3 Request Instructions The Foundation requires a full proposal when applying for a grant. A full proposal consists of all the following: 1. Lobeck Taylor Family Foundation Request Cover Form. 2. Lobeck Taylor Family Foundation Proposal Checklist. 3. All other documentation as indicated on the Checklist. Requests will be considered only when all materials have been received. In order to treat all applications fairly, the Foundation will adhere strictly to established guidelines. If your proposal is incomplete or is missing the Request Cover Form or Proposal Checklist, further information will be requested resulting in a delay in processing the request. The Foundation is conscious of the environment and does not want proposals to be bound or placed in folders or other casings. Therefore, please submit one unbound, preferably double-sided copy of your proposal and limit the length to 10 pages exclusive of attachments. Prior to the release of funds, a grant agreement letter must be signed establishing the conditions of the grant and reporting requirements.
