5 ECTION I: WELCOME Dear Colleagues, It is my great pleasure, on behalf of the 2007 Annual Conference Committee, to invite you to Minneapolis for the 59th Annual Conference of NAFA: Association of International Educators. More than 7,000 of our colleagues and friends from across the United tates and around the world will join us for this year s conference. This annual event has become the preeminent gathering of experts, professionals, educators, and those learning about the field of international education. Nearly two years of teamwork goes into the planning of this event, and it has been a pleasure working with our extraordinarily talented volunteer leaders, professional staff, and members at all levels of NAFA. uch a team, combined with hundreds of NAFAns (who submitted more than 575 session proposals) and our local arrangements team (who have created a warm welcome experience for all of you), help ensure the quality we have come to expect from this annual conference. My deep gratitude goes to all. Our conference theme, Preparing Global Citizens, invites us to consider the potential of our multifaceted work. As a Canadian international educator, I have a particular perspective on NAFA and I m glad that this U..-based organization is committed to an international vision, a globally inclusive membership, and the peace-building ethics of cross-border educational collaboration. The concept of global citizenship is a principle held dear by many of us. The term, however, has different meanings depending on whether one s nation-home has 33 million inhabitants or 300 million; whether that home is a superpower or has a developing economy; and whether one s citizenship is a right guaranteed by historically legitimated legal principles or a privilege granted within a fragile economy or hierarchical power. The concept of global citizenship is also complex for each of us as we face our responsibility for our one and only world. Each time we exercise our citizenship on the local, national, or global levels there are practical complexities. How do our voting, our shopping, our civic engagement, our habits of conversation as well as our professional practice reflect the value we place on our own cultures and community? Moreover, how do our daily and professional lives reflect and engage the value we place on international cultures, communities beyond our borders, and the responsibilities we may have for unknown others around the world? Dear Friends, Your colleagues in Minnesota extend a warm Midwestern welcome to NAFA 2007 in Minneapolis, the City of Lakes! Named the Most Fun City in America by Money magazine, Minneapolis, has a well-deserved reputation as the cleanest and friendliest city in the UA. Our thriving downtown center, with its 12-block European-style pedestrian street and more than seven miles of glass enclosed skyways connecting all of downtown, is just steps from the Convention Center. In the midst of a modern urban center, our surroundings constantly remind us of our connectedness to the land and water. Minneapolis has never lost touch with its source the mighty Mississippi River preserving and developing the riverfront to combine restaurants, nightclubs, galleries, and shops with antique buildings and natural wonders. Minneapolis has one of the most active music scenes (classical, jazz and others) in the country. There are amusement parks, dozens of museums, golf courses, theater and performing arts venues, and great opportunities for shopping. And all of this is located in the state with highest rate of philanthropy and charitable giving by individuals and corporations in the nation. Join fellow international educators for two days of language and culture immersion at the Wilder Forest Retreat Center near Minneapolis. Concordia Language Villages, a NAFA Global Partner, will host two immersion programs on May (Mandarin Chinese) and June 1 3 (Arabic). Gain a deeper understanding of other cultures and languages in a relaxed setting. The works will be on exhibit at the convention center during the conference. Programs for Leaders in International Education The International Education Leadership Knowledge Community s Networking Reception will be held at the Hilton Minneapolis Hotel on Monday evening. On Tuesday morning, the Conference ymposium, an indepth seminar on Leading, haping, and Acting to Advance Campus Internationalization, will take place. For more details on the symposium, see page 9. (Tickets are required.) The International Education Leadership Knowledge Community Update Meeting and Breakfast will be held Wednesday morning (tickets are required.) enior-level concurrent sessions will also be held in the hotel each morning from Wednesday through Friday, open to all conference registrants. Friday s Events Plan Your Travel to Join In The schedule on Friday, June 1 will include a full lineup of excellent concurrent sessions throughout the day. At 12:30 pm the International Plenary and Luncheon will feature Kishore Mahbubani, author of Beyond the Age of Innocence: Rebuilding Trust Between America and the World and former Ambassador of ingapore to the United Nations. The luncheon will celebrate NAFA s many illustrious international attendees. (Preregistration required see page 33 for details.) 9 ECTION II: CONFERENCE INFORMATION Plenary peakers Our plenary speakers will explore opportunities and challenges facing the global community in the twenty-first century and point the ways ahead. As observers, interpreters, or leaders of political, cultural, and social trends, the speakers insights will provoke discussion and debate throughout the conference. Colin L. Powell J. Brian Atwood Jack Weatherford Kishore Mahbubani OPENING PLENARY Open to All Registrants Tuesday, May 29 4:15 pm 6:00 pm General Colin L. Powell, UA (Ret.) Before becoming ecretary of tate in January 2001, General Powell served as a key aide to the U.. ecretary of Defense and as National ecurity Advisor to President Reagan. He also served 35 years in the U.. Army, rising to the rank of Four-tar General and serving as Chairman of the Joint Chiefs of taff from 1989 to General Powell has stressed that fighting the war on terrorism is not just a military but also a diplomatic task. He led the U.. tate Department in major efforts to solve regional and civil conflicts in the Middle East; in udan, Congo and Liberia; and elsewhere. In all areas, he used the power of diplomacy and the universal ideal of democracy to build trust, forge alliances, and begin to transform these regions into areas where societies and cultures prosper. General Powell was also at the forefront of the administration s efforts to advance economic and social development worldwide in the fight against HIV/AID, in the promise of the Millennium Challenge Account, and in pursuing a freer trading and investment climate worldwide. PLENARY ADDRE Open to All Registrants Wednesday, May 30 11:00 am 12:15 pm J. Brian Atwood J. Brian Atwood is dean of the Hubert H. Humphrey Institute of Public Affairs at the University of Minnesota. Previously he was an adjunct lecturer at Harvard s John F. Kennedy chool of Government, the ol M. Linowitz Professor for International Affairs at Hamilton College, and a founding director and president of Citizens International. In 2001 he served on U.N. ecretary-general Kofi Annan s Panel on Peace Operations. From 1993 to 1999, Atwood was administrator of the U.. Agency for International Development. He has served in key administrative and policymaking posts under several U.. Presidents, including Assistant ecretary of tate for Congressional Relations during the Carter administration and Under ecretary of tate for Management in the Clinton administration. Atwood helped promote a number of highly successful initiatives in the areas of global climate change, democratization, conflict prevention, and health. He led presidential delegations to Haiti, El alvador, and East Africa; was a special presidential envoy to Eastern Zaire during the exodus of refugees caused by the Rwanda genocide; and was President Clinton s Humanitarian Relief Coordinator during the crisis in Kosovo. He has received numerous public service awards, including the ecretary of tate s Distinguished ervice Award. www. nafsa. org/ minneapolis

10 PLENARY ADDRE AND ANNUAL MEETING Open to All Registrants Thursday, May 31 11:00 am 12:30 pm JACK WEATHERFORD Jack Weatherford is The New York Times best-selling author of Genghis Khan and the Making of the Modern World. At Macalaster College in t. Paul, Minnesota since 1983, he holds the DeWitt Wallace Professor of Anthropology. Weatherford has been called a fantastic storyteller. His book on Genghis Khan, according to reviewers, takes wonderful learned detours and is well written and full of surprises. Weatherford traveled to Mongolia numerous times researching the book and, in 2000, became the first foreign scholar to receive an Honorary Doctorate of Humanities from Chinggis Khaan College in Mongolia. He was then invited to deliver a United Nations Lecture in honor of the 800th anniversary of the founding of Mongolia. In 2006 he was awarded the Order of the Polar tar, Mongolia s highest national honor. Weatherford holds a Ph.D. in anthropology from the University of California, an Diego, and has performed graduate research at Frankfurt University in Germany and postdoctoral work at Duke University, the American University of Cairo, and the Catholic University of Ecuador. He has been a Kellogg Fellow, a Fulbright Fellow (Egypt), a Marshall Fellow (Germany), an American Association for the Advancement of cience Congressional Fellow, and a National Endowment for the Humanities Fellow and has lectured at more than one hundred universities, museums, and corporations around the world. KIHORE MAHBUBANI Professor Kishore Mahbubani is Dean of the Lee Kuan Yew chool of Public Policy at the National University of ingapore. He was a diplomat in the ingapore Foreign ervice from 1971 to 2004 and served as Permanent ecretary at the Foreign Ministry from 1993 to During his two appointments at the United Nations, he was also President of the UN ecurity Council. Mahbubani was educated in ingapore, Canada, and the United tates and received the Dr. Jean Mayer Global Citizenship Award of the Institute for Global Leadership (IGL) at Tufts University. Mahbubani has spoken and published globally. His articles have appeared in a wide range of journals and newspapers, including Foreign Affairs, Foreign Policy, Time, Newsweek, and The New York Times. He has also been profiled in The Economist and Time magazines. He is the author of Can Asians Think? and Beyond The Age Of Innocence: Rebuilding Trust Between America and the World. In Beyond the Age of Innocence, which reviewers have deemed both disturbing and challenging, Mahbubani explores the impact of U.. power on the world, including the causes of mounting anti-u.. sentiment. His diverse international background as well as his in-depth knowledge of the United tates enriches his perspective on these issues.

11 PROGRAM FOR LEADER IN INTERNATIONAL EDUCATION Conference ymposium Leading, haping, and Acting to Advance Campus Internationalization This half-day preconference symposium will be held at the Hilton Minneapolis Hotel on Tuesday, May 29, 7:45 am 12:30 pm. The symposium is designed for those who are responsible for, or contribute significantly to, campus internationalization, long-term strategic planning, policy formulation, and essential institutional change. peakers will identify key issues needing the attention and action of lead international officers, including institutional vision, budget allocation, faculty recognition and reward, curriculum, incentives, and institutional change strategies. 12 Concurrent Conference essions Two hundred concurrent conference sessions will be offered Tuesday through Friday and are open to all conference registrants. Presenters will cover an impressive array of topics from international education and related fields, such as campus internationalization, administration and design of programs in education abroad, outcomes of international education and exchange, the education trends and systems of countries around the world, regional developments such as the Bologna Process, institutional linkages, U.. immigration policy and practice, cross-cultural and technical skills to enrich our work. Nearly 600 presenters will contribute to the discussion of theory, practice, and research in international education. Regional Highlight essions A number of outstanding sessions from NAFA s fall regional conferences will also be presented, bringing added value and variety to the conference program and showcasing the expertise of members from the regions. Poster Groups Throughout the week, participants may visit themed poster group displays to hear about the presenters experiences, programs, and services and to exchange ideas. On Thursday, May 31, the Two-Year Institutions Luncheon will take place at 12:30 pm 2:00 pm (ticket required), followed by the Two-Year/Community Colleges Institutional Interest Group meeting at 3:00 pm 4:15 pm.
