2 The Agency on Aging of South Central Connecticut (AASCC) is a private, nonprofit organization incorporated in 1974 and designated as an Area Agency on Aging (AAA), one of five regional AAA s in the state of Connecticut. The AASCC is an Aging and Disability Resource Center (ADRC) that connects seniors and adults with disabilities to the programs and services to which they are entitled. 3 FINANCIAL Emergency Shelters Emergency shelters provide the minimum of necessities to seniors and adults with disabilities on a limited basis during a period of dislocation, crisis, or emergency. Available services may be contingent upon income, age, gender, population groups, or referring agency. Services vary and may include food and shelter, housing assistance, counseling, information and referral, crisis intervention, and help with hygiene. 5 FINANCIAL Homelessness Intervention Programs Homelessness intervention programs can provide funds toward a security deposit for people who will be able to pay their monthly rent but don t have enough money for the security deposit. 6 FINANCIAL Homeowner s Property Tax Relief Programs State law provides a property tax credit program for homeowners who are older than 65 or disabled and whose annual incomes do not exceed certain limits. The credit amount is calculated by the local assessor and applied by the tax collector to the applicant's property tax bill. Credit amounts may be as high as $1,000 for singles or $1,250 for couples. Homeowners may apply at their assessor's office between February 1 st and May 15 th. 8 FINANCIAL Rent Rebates State law provides a reimbursement program for renters who are older than 65 or disabled and whose annual incomes do not exceed certain limits. People renting an apartment or room, or living in cooperative housing or a mobile home may be eligible for this program. Rebates may be as high as $700 for singles and $900 for couples. Renters may apply between May 15 th and September 15 th. 10 FINANCIAL Reverse Mortgage People who own a home and have the actual title to it can apply for a reverse mortgage. A reverse mortgage is a loan that a lender pays the homeowner (in a lump sum, a monthly advance, or a line of credit) while the homeowner continues to live in the house. The homeowner keeps the title to the house and is responsible for maintaining it and paying all real estate taxes. The amount the homeowner can borrow depends on the homeowner s age, the equity in the house, and the interest rate the lender is charging. Depending on the mortgage, the loan becomes due, with interest, when the homeowner sells the house, reaches the end of a pre-determined loan period, or dies. When the homeowner dies, the lender cannot take the title to the house - unless the heirs cannot pay off the loan. The loan can be repaid by selling or refinancing the house. A good reverse mortgage can be obtained through the federal government.
11 FINANCIAL Section 8 Housing The Section 8 Housing Choice Voucher Program is a federal government program designed to help very low-income families, the elderly, and adults with disabilities afford decent, safe, and sanitary housing in the private housing market. The U.S. Department of Housing and Urban Development (HUD) administers the housing choice voucher program by providing federal funds to local public housing agencies (PHAs). The PHAs in turn awards the housing choice vouchers to qualified participants. Participants are not limited to choose apartments located in subsidized housing projects. They are free to find their own housing, including single-family homes, townhouses, and apartments, or even the participant s present residence, as long as it meets the requirements of the program. The owner must agree to rent under the program, and rental s must meet minimum standards of health and safety, as determined by the PHA. A housing subsidy is paid directly by the PHA to the landlord. The participant pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. Under certain circumstances, if authorized by the PHA, a participant may use the voucher to purchase a modest home. This program typically has a waiting list. The waiting list opens to new participants when most people on the waiting list have been served. When the list is about to be opened, a notice is placed in local newspapers. During the application process, PHAs collect information on a participant s income and assets. The PHA verifies this information and uses it to determine the participant s eligibility and the amount of their housing assistance payment. If the PHA determines that a participant is eligible, the PHA places the participant on the waiting list. Once a participant is chosen from the waiting list, the PHA contacts the participant and issues a housing choice voucher. To apply for a voucher, contact the particular PHA. 12 FINANCIAL State Comprehensive Rental Assistance Program (RAP) The Connecticut Department of Social Services RAP provides rent subsidies to low-income and moderate-income households. To qualify, applicants must pay 30 percent or more of their gross adjusted income for rent and utilities. Those 62 years old or older in state-assisted housing, as well as households with incomes at or below 60 percent of the median family income are eligible. RAP pays either the difference between the gross rent and 30 percent of the household adjusted gross income or 10 percent of the unadjusted income, whichever is greater. 14 FINANCIAL Tenant's Rights and Responsibilities Tenant's Rights (Landlord's Responsibilities) - A clean apartment when the tenant moves in. - Clean common areas (hallways, stairs, yards, entryways). - Well lit hallways and entryways. - Properly working plumbing and heating (both hot and cold running water). Tenant's Responsibilities (Landlord's Rights) - Pay the rent on time - by midnight on the ninth day after the day it is due, or the landlord may start legal proceedings to evict the tenant. - Keep the apartment and the surrounding area clean and in good condition. - Keep noise to a level that will not disturb neighbors. - Repair any damage occurring to the apartment through the fault of the tenant, family members, or guests. Notify the landlord at once of major damage. - Give the landlord permission to enter the apartment at reasonable times and with advance notice to inspect it or to make any necessary repairs. - Notify the landlord of any anticipated prolonged absence from the apartment so he or she can keep an eye on things. - When moving out, give landlord proper advance notice. Be sure the apartment is in the same condition as when the tenant moved in and return the key to the landlord promptly. - Notify the landlord immediately if the apartment needs repair through no fault of the tenant. Furthermore, it is illegal to refuse to rent or sell a property, to steer a potential renter or buyer to or from a property, to discriminate in the conditions or terms of a rent or sale (for example, to charge different amounts to different people), or to make housing unavailable to someone because of certain factors: age, ancestry, color, disability, gender, gender orientation, national origin, marital status (except in the case of an unmarried man and woman living together), presence of children, race, or religion. 17 SUBSIDIZED HOUSING Description Subsidized rental housing is usually open to older people who are at least 62 years old with income at or below 80% of the median income for the area they live in. (Some housing sites accept people aged 55 and up.) Rent varies, but is usually no more than 30% of income. Some subsidized elderly housing is owned and/or operated by private nonprofit organizations that receive government grants or loans to develop housing. Other subsidized elderly housing, usually known as low-income public housing, is owned and operated by local housing authorities. 22 HOUSING COOPERATIVES Description Housing cooperatives are organizations in which residents collectively own and manage housing, including rehabilitated apartment buildings. The cooperative aims to develop and preserve housing for low-and moderate-income people. The collaborative nature of these organizations also fosters a sense of commy, which may not be present in privately owned apartment buildings. The residents of a limited equity cooperative own their s, but the cooperative restricts the s' sales price or the amount of profit members can make from sales. 25 CONGREGATE LIVING Description Congregate living facilities provide residents with private living accommodations, moderate supportive services, common areas of dining, and social and recreational activities. These commies furnish at least one daily meal, which is usually included in the monthly fee, housekeeping services and a variety of social and recreational activities. Congregate living facilities do not generally offer in- assistance or health care services. Congregate living facilities are not licensed and staff may not dispense medication or provide nursing services. Appropriate Population Congregate living facilities are intended for individuals who are basically self-sufficient but need a few services to help them to live independently. Individuals who must be supervised, who require three meals a day, or who need daily assistance or extensive services are usually NOT candidates for congregate housing. 26 RESIDENTIAL CARE Description Residential care commies are facilities that provide a room, meals and supervision, but no nursing services. Services vary from facility to facility but may include dietary and housekeeping services, monitoring of prescription medication, social and recreational opporties, and assistance with activities of daily living. Residential care commies in Connecticut are licensed by the Department of Public Health. Appropriate Population Residential care commies are intended for people whose limitations prevent them from living alone. 27 ASSISTED LIVING Description In Connecticut, an assisted living facility is a managed residential commy where supportive services are provided to residents by an entity that is licensed by the Connecticut Department of Public Health as an Assisted Living Services Agency (ALSA). Managed residential commies may hold a license as an ALSA, or they may provide supportive services through contracts with a licensed ALSA. An ALSA provides residents assistance with activities of daily living and may also provide nursing services and medication management. An ALSA is responsible for staffing a registered nurse that is on call 24 hours per day and ensuring that the managed residential commy provides other core services, such as laundry, transportation and housekeeping services, meals, recreational activities, maintenance, and 24-hour security. An assisted living facility must also employ a resident services coordinator and supply emergency call systems and onsite washers and dryers. Assisted living facilities generally offer apartment style accommodations with walk in showers, wide doors for wheelchair access, emergency call systems and other special amenities. Residents typically pay monthly fees. Appropriate Population Assisted living facilities are intended for older adults (ages 60+). They may be completely independent, but usually need help with one or more activities of daily living. Residents may have chronic and stable conditions, including mental health and cognitive conditions. 29 CONTINUING CARE Description Continuing care retirement commies (CCRC) combine three or more levels of care (independent living, assisted living, and nursing home care) in a single setting. CCRCs offer older adults long term contracts for a very high price. The contract guarantees older adults a place to live and access to specified personal and health care services. Each resident must enter into a contract, often referred to as a residency agreement, with a continuing care provider in order to obtain residency. New residents are expected to move into the commy when they are healthy and able to maintain an independent lifestyle. Residents may be asked to pay a sizable entry fee plus monthly maintenance fees, and may have the option of a month to month rental arrangement or may purchase and develop equity in the property. The entry fee does not entitle a resident to own or have equity in a living. The residency agreement guarantees that the continuing care provider will supply housing and access to health-related services for the lifetime of the resident in exchange for an entrance fee and monthly fees. Continuing care, or life care, provides residents with priority access to various kinds of assistance with activities of daily living. CCRCs provide nursing home care when residents are no longer able to live independently. Health care services are typically provided within the commy in an on-site health center. If the health center is not on site, commies will often have an agreement with a local health care facility to admit their residents on a priority basis. Health centers in CCRCs generally emphasize restorative care with the goal of returning residents to independent living. There is usually an age requirement for admission to CCRCs. Connecticut s CCRCs are not licensed but they must adhere to certain statutory requirements. Various components of a CCRC, such as assisted living services, residential care, and nursing home care are licensed by the Department of Public Health. Each CCRC is mandated (but not required) to register with the Connecticut Department of Social Services by filing a current disclosure statement.
