1 Parkrose School District 3 Code: EEA-AR Adopted: 12/91 Readopted: 10/23/95 Revised: 03/13/00 STUDENT TRANSPORTATION SERVICES This procedure has been developed for the purpose of establishing rules, regulations and guidelines governing the orderly operation of the transportation department. District employees directly involved with transportation include all building principals, supervisor of maintenance, transportation, mechanic and drivers, district athletic director, coaches and teachers. Each individual has the responsibility of cooperating with the others in an effort to provide the maximum service for students and patrons of the district. Responsibilities and regulations governing the operation of the program will be made available to all parties with the expectation being for each individual to meet the established guidelines. Transportation policies shall be reviewed annually by all personnel involved. The objectives to be achieved by the student transportation program are as follows: 1. To provide safe, efficient and economical transportation to and from school for all district resident elementary students grades K-5 who live more than one mile from school and secondary students grades 6-12 who live more than one and one-half miles from their designated building; 2. To provide safe transportation for all students who need to change location within the district for educational and extracurricular district activities; 3. To provide safe transportation for district students to activities outside the district including field trips, extracurricular and interscholastic activities; 4. To provide safe transportation for district employees to activities approved by the administrative staff such as workshops, in-service offerings or visitations to other educational institutions; 5. To ensure that the district complies with the regulations established by the Oregon State Board of Education. Responsibilities - Supervisor of Maintenance/Transportation The supervisor has primary responsibility for the transportation program including the drivers, vehicles and all legally required reporting. Functions and duties are as follows: 1-6

2 1. Direct the day-to-day operation; 2. Coordinate the routing and driver assignments of district vehicles; 3. Recommends to the executive director of business and auxiliary services in the matters of records and budgets; 4. Supervises and evaluates the work of all department personnel; 5. Serves as safety officer for transportation; 6. Enforces regulations of the district and the Oregon Department of Education, as well as the motor vehicles regulations of the state of Oregon; 7. Oversees the maintenance of all legally required transportation records; 8. Ensures that students are provided instruction in school bus safety and emergency evacuation. Responsibilities - Mechanic The mechanic is responsible to the supervisor of maintenance/transportation and reports directly to him/her. The mechanic is responsible for the maintenance and repair of transportation department equipment and carries out the preventive maintenance program established by the supervisor. Responsibilities - Drivers Drivers are responsible to the supervisor of maintenance/transportation and report directly to him/her. They are charged with the actual operation of the student transportation equipment as directed by the supervisor. Bus driver responsibility falls into three basic areas: 1. To drive the bus on an assigned route with the safety of the passengers paramount; 2. Maintain order, deal with discipline problems and inform principals of violation of written bus regulations. If a coach is on the bus, see below, Responsibilities - District Emergency Guidelines for all Personnel; 3. Responsibility during special crises. (See emergency guidelines below.) 2-6

3 The bus driver must be familiar with and obey all driving regulations set down by the state and Oregon State Board of Education. Drivers must report to the supervisor of maintenance/transportation in all matters directly related to their work. I. Qualifications for Employment A. Drivers must demonstrate that they know and understand all rules and regulations regarding the operation of school buses in Oregon contained in the most current Oregon School Bus Drivers Manual. B. Drivers must pass the district's drug and alcohol test as required by the Omnibus Transportation Employees Testing Act of C. Drivers must pass a nationwide criminal history records check and fingerprinting in accordance with rules established by the Oregon Department of Education and district policy. D. Before reporting for work the driver must present the following forms to the payroll department: 1. Physician's verification that the individual has passed the physical; 2. W-2 form; 3. Employee payroll records; 4. Current valid school bus driver's license. E. Each driver will be expected to attend in-service activities sponsored by either the district or Oregon Department of Education. The supervisor of maintenance/transportation may excuse individuals who have previously received the training. F. Meet such other criteria as may be established by the Oregon Department of Transportation including the requirements for a commercial driver's license. II. Rules and Regulations for Drivers A. Drivers shall report for work 15 minutes before the start of their run and check with the supervisor of maintenance/transportation for any schedule changes. 3-6

4 B. Drivers are responsible for reporting any malfunction of the bus to the supervisor immediately in writing on the forms provided. C. Drivers will keep their buses clean. D. Maximum load per bus shall conform to OAR (1)(A)(B)(C). DO NOT OVERLOAD. E. No passengers will be allowed to stand. Responsibilities - Principals Principals are responsible to see that all eligible students needing transportation have the opportunity to avail themselves of the services, to identify students with disabilities who warrant special transportation and to discipline students who violate bus regulations. Principals shall ensure transportation officials and drivers receive notification of students having special medical or behavioral protocols identified in student records. Information and/or training, including confidentiality requirements, will be provided to drivers, as appropriate. Principals are responsible to assist the supervisor of maintenance/transportation in the immediate supervision of drivers, including discussing problems that can be corrected immediately with the driver and reporting driver incompetencies and recommendations for improvement to the supervisor. Principals shall report neighborhood or parent complaints on problems to the supervisor of maintenance/transportation. The principal is responsible for seeing that transportation requests for special trips are made to the supervisor of maintenance/transportation. Scheduling timelines mandate that such requests be made as early as possible. All applications for trips must be made in writing and include a written justification. Responsibilities - District Athletic Director, Teachers, Coaches and Chaperons The district athletic director will request athletic transportation for the entire district prior to the beginning of each athletic season. Any special requests should be in no later than ten working days in advance of the date requested. The district athletic director is expected to work closely with the supervisor of maintenance/transportation regarding times of departure, verification of schedules and buses available. Teachers and/or coaches riding buses are responsible to assist the driver and are directly responsible for maintaining order and discipline. For example, if the students on a bus are so 4-6

5 noisy or unruly that the safe operation of the bus cannot be assured, then the driver shall ask that the teacher/coach quiet the students down to an acceptable level. If the teacher/coach is unable or unwilling to control the students within a reasonable amount of time, the driver may assume direct control of the students. The driver shall notify the teacher's/coach's supervisory principal of the incident in writing, as well as notifying the supervisor of maintenance/transportation. Should the driver cause an incident, the teacher likewise shall notify his/her supervisory principal in writing. On trips with scheduled departure times such as athletics, departure times will be followed. On other trips the chaperon shall ensure all students are accounted for and make the decision when to depart. Should a student become unaccounted for, the chaperon should notify the appropriate authority and inform the student's parents, preferably before departing with the bus. Teachers requesting field trips will follow the request procedures. Request must be in the office of the supervisor of maintenance/transportation at least ten working days prior to the trip. Emergency Guidelines for All Personnel In case of extreme emergency a great deal of responsibility is placed on both drivers and chaperons. To assist them in making proper decisions, the following guidelines have been developed: 1. If a situation occurs where it is obvious a student(s) is seriously hurt and the judgment is that moving the individual could endanger him/her, administer basic first aid and seek immediate help from the nearest hospital or medical facility (fire station, police station); 2. If an incident occurs while en route on the bus and the judgment is the individual can be moved, administer appropriate assistance. For further help in an immediate critical condition, direct the bus to the nearest hospital or medical facility (fire station, police station); 3. If an emergency arises while event is in progress, (a) inquire if a doctor is in attendance, (b) call the fire department first aid team and (c) have an ambulance take student to the nearest hospital or fire station; 4. If a student is taken to a hospital, district personnel should contact the parent(s) or guardian(s). The parent(s) or guardian(s) should be informed of the emergency and extent of injury if known. Parent(s) or guardian(s) should indicate (a) if they would like their student to stay in the hospital, (b) if the student should be transferred to another hospital or (c) if the student should return home on the bus. If the parent's/guardian's decision is to come to the hospital, the student and hospital authorities should be 5-6

6 informed; 5. If parent(s) or guardian(s) cannot be reached: a. Confirm that the student has received professional medical assistance; b. Rely on professional advice for the decision to leave student, move to another facility or take home; c. When no further assistance is necessary, proceed with regular duties; 6. Upon arrival at school, contact the principal or assistant principal; 7. Prepare a written report and file in the office; 8. Follow-up contact to parent(s)/guardian(s) by phone or in person to check on condition of student. 6-6
