SJRSC proposes to add a concentration in Computer Information Systems to the BAS in Organizational Management. The college demonstrates well-documented need for the proposed concentration and the Department recommends approval. Rule 6A , Site Determined Baccalaureate Access, Florida Administrative Code Comments Summary A Description of Current Program and Existing Concentrations; Rationale for New Concentrations St. John s River State College s (SJRSC) Bachelor of Applied Science (BAS) in Organizational Management currently has concentrations in Supervision and Management, Health Care Administration, and Public Service Administration. The college proposes to add a concentration in Computer Information Systems to this degree to fill a local need and provide an option for students in computer-related fields to transition to a baccalaureate degree program. The college notes there have been recent increases in enrollment and completions in the Computer Education division. B Planning Process The college engaged in a thorough planning process that involved surveys of various stakeholder groups, consultation with the Computer Education advisory board and local businesses, and an analysis of similar programs offered in the Florida College System. SJRSC also conferred with the University of North Florida and Flagler College, and neither institution indicated opposition to the proposed concentration. In addition, the college received several letters of support from business and industry organizations. These letters and other supporting documentation are included in the appendices. C Workforce Need and Demand SJRSC demonstrates well-documented need for the proposed concentration. The employment data provided in the application show a significant employment gap with no recent graduates in the discipline area in the region. In addition, the college emphasizes that information technology (IT) is a targeted industry cluster for Northeast Florida, and Putman County (part of the SJRSC s service district) is included in Central Florida s High-Tech Corridor. D Academic Content The proposed concentration will be composed of 42 credits of lower division specialized courses, 36 General Education credits, 18 credits of upper division common core courses, and 24 credits of upper level specialized courses specific to the concentration. This reflects a typical degree concentration structure. 1

7 Rationale for Adding Concentration(s) to an Existing Program A. Description of Current Program and Any Existing Concentration(s): The current Bachelor of Applied Science in Organizational Management program provides traditional and nontraditional students with access to a baccalaureate degree that is both affordable and available within the local service district. The program has been crafted to accommodate the varying needs of both traditional full-time students and working adults whereby students can complete the proposed degree at campuses near their homes through a combination of online and hybrid classes. Graduates currently acquire the skills and knowledge necessary for administrative/managerial positions in business, health services, criminal justice, corrections, fire science, government, and other related industries. The current Organizational Management program is an open-access program. Eligible students have completed an Associate of Arts (AA) or Associate of Science (AS) degree in a specified area with a minimum of a 2.0 GPA. Students choose one of three current specializations: supervision and management, health care administration, or public services administration. The 60 credits of post associate-degree courses include 18 credit hours of lowerlevel general education or technical electives and 42 credit hours of upper-level coursework. Upper-level coursework is comprised of 18 credit hours of a common core and 24 credit hours of courses in the particular specialization chosen. The unduplicated enrollment in , the first full year of the program was 168 students with two program completers. Currently, in fall 2012, there are 186 students enrolled and it is anticipated there will be 13 additional completers by the end of fall term. This demonstrated demand and increase in student enrollment/completion reinforces the anticipated need and demand for this program at St. Johns River State College. Current AS degree students in Computer Engineering Technology, Computer Information Technology, and Computer Programming and Analysis, as well as AA students, have limited options within the local service district to transition to a baccalaureate degree program that provides specialized coursework in Computer Information Systems. Therefore, the addition of a Computer Information Systems specialization to the existing Bachelor of Applied Science in Organizational Management will help fulfill this local need. B. Planning Process: Summary of Internal Process and Meetings St. Johns River State College (SJR State or the College) has a long-standing mission objective of enabling students to earn baccalaureate degrees while remaining in the service district. The College has a joint use partnership with Saint Leo University where students may earn baccalaureate degrees in business administration, criminology, human services, education, psychology, and computer information systems. Saint Leo University uses the facilities of SJR State for its courses and programs and has offices on the Palatka, Orange Park, and St. Augustine campuses. Enrollment in these programs for was 167 students. Additionally, the College has formed articulation agreements with several regionally accredited public and private universities. In the past few years, SJR State has signed additional articulation agreements with Kaplan University and Embry-Riddle Aeronautical University, and improved the articulation agreement with the University of North Florida. The UNF/SJR State Gateway Program aligns the College s AA (transfer) degree with many of UNF s baccalaureate programs. This agreement was a result of both colleges wanting to further their relationship and improve the transition process of students between the two colleges providing: seamless transfer/admission, enhanced academic advising and reduced time to degree completion. Despite efforts made by the College to expand baccalaureate degree access to members of the service district, there are still limited opportunities for the nontraditional student. The service district does not have a state university and has only one regionally accredited private college, Flagler College. The nearest state universities are the University of Florida and the University of North Florida. While the majority of college credit students at SJR State are part- St. Johns River State College 5

9 time students, students at both the University of Florida and the University of North Florida are predominantly full-time at the undergraduate level. With the appointment of a new President in November 2008, the College began to reassess how it fulfilled its objective of enabling students to earn baccalaureate degrees while remaining in the service district. Particularly troubling to the College was data on Putnam County, where only 7% of residents age 25 and over hold a bachelor s degree. This compares with a state average of 17% (Appendix A). In January 2009, President Pickens assembled a Bachelor s Degree Task Force. During the District Board of Trustees meeting on February 18, 2009, the Board directed the College to consider expanding its mission to include offering baccalaureate degrees. The College surveyed various stakeholder groups during March and April 2009 (Appendix B). Subsequently, task force members met to review survey results and initial program demand data generated by Economic Modeling Specialists, Inc. (EMSI) Strategic Advantage model. Consideration of economic data and initial supply/demand analysis led the task force to recommend degrees that merited further study. The College became a SACS Level II institution in June 2010 and implemented its first baccalaureate degrees in January Since the initial planning of the Organizational Management Degree, there have been increased enrollments and completions in the AS degree programs which would articulate into the new specialization in Computer Information Systems to include the AS degrees in Computer Engineering Technology, Computer Information Technology, Computer Programming and Analysis, Internet Services Technology, and Network Services Technology. In there was a 12% increase in program enrollments in associated computer programs as well as a 13% increase in degree completions. Given this identified need and the increases in enrollment and completions in the Computer Education division, the formal planning process associated with this proposal began with assembling an adhoc faculty committee. During fall 2012, this sub-group was charged with additional information-gathering concerning a baccalaureate degree in Organizational Management with a specialization in Computer Information Systems. The results included curriculum information, program need data, collaboration reports, as well as financial impact to both students and the College. The Director of Computer Education and computer faculty were tasked with the initial crafting of curriculum. Input has been provided by faculty and advisory board groups resulting in a proposed specialization in Computer Information Systems. The proposed specialization and specified curriculum received approval of the Computer Education faculty on October 31, 2012 (see Appendix C) and the College s Institutional Planning Committee on November 27, 2012 (see Appendix D). The proposal was submitted to the District Board of Trustees on December 5, St. Johns River State College 6

10 Summary of External Process and Meetings As referred above, the College started its planning process by crafting surveys for various stakeholder groups including students, staff, the community, and employers. These were administered in all three counties during March and April Various business groups such as the Chambers of Commerce of all three counties and Workforce Advisory Boards were contacted. The surveys were also posted on the College Web site. The surveys showed overwhelming support from all stakeholders concerning SJR State offering baccalaureate degrees: 91.7% of respondents to the community survey said it was extremely important or important for SJR State to offer baccalaureate degrees; 87.7% of respondents to the student survey said they would be interested in pursuing a baccalaureate degree offered by SJR State. The highest areas of need identified by stakeholders were in education, business/organizational management, nursing, healthcare administration, and information technology/computer. The President and his leadership team attended meetings with various groups and institutions regarding the College s baccalaureate degree initiative. President Pickens met with President Delaney of the University of North Florida and President Abare of Flagler College prior to the District Board of Trustees granting approval for the College to submit an application to add a concentration in Computer Information Systems to its existing Bachelor s degree in Organizational Management. Flagler College is the only regionally accredited postsecondary institution headquartered in the service area. Although not in the service area, most students transfer to the University of North Florida, the closest public university. Neither president indicated that they would have an opposition to SJR State developing a Bachelor of Applied Science degree in Organizational Management with a specialization in Computer Information Systems. Minutes of these meetings can be found in Appendices E and F. The Computer Education advisory board and local businesses have also been consulted. The Computer Education Advisory Board met on November 7, 2012 and unanimously endorsed the pursuit and development of a specialization in Computer Information Systems associated with the Bachelor s degree program in Organizational Management at St. Johns River State College. Additional Stakeholder meetings have been held with: Brian Knight, Founder, Pragmatic Works Devon Washington, Senior Recruiter; TekSystems Tina Wirth, Jacksonville Regional Chamber John Tabor, Clay County Chamber of Commerce Kirk Wendlend, St. Johns Chamber of Commerce Alex McCoy, Putnam Chamber of Commerce St. Johns County Small Business Council To assist in development the curriculum, the Director of Organizational Management and Computer Education faculty reviewed the design of other Organizational Management programs with specializations in Computer Information Systems or related specializations. This resulted in St. Johns River State College 7

11 an analysis of six other Organizational Management programs at Florida State College System institutions. Each program was reviewed with respect to the baccalaureate degree core, any concentration or elective courses, and prerequisites for the program. C. Workforce Need and Demand: Nationally, computer and information technology occupations are some of the fastest growing job markets in the STEM fields through 2020, according to the U.S. Bureau of Labor Statistics (BLS). In fact, the BLS predicts that one of every two STEM jobs will be in computing in However, the expected number of college graduates in computer science fields is not currently predicted to be sufficient to meet the expected job openings. Joel C. Adams analysis of computing jobs to graduates indicates a shortfall of 97,000 jobs in the US each year. The gap between the number of workers needed and the number of qualified college graduates is the problem that this specialization aims to address. Regionally, information technology (IT) is a targeted industry cluster for Northeast Florida, a geographic area including the counties of Baker, Clay, Duval, Flagler, Nassau, Putnam, and St. Johns. St. Johns River State College has three campuses that are centrally located in the region in Clay, Putnam, and St. Johns counties. In addition, Putnam County is included in Central Florida s High-Tech Corridor, which follow Interstate 4 from the Atlantic Ocean to the Gulf of Mexico and includes 22 other Central Florida counties. In the High-Tech Corridor s region alone, there are an estimated 4,700 IT companies employing more than 42,000 people (Florida High-Tech Corridor). The employment data cited in Table 2 and Figure 1 for occupations related to the proposed specialization was obtained from Economic Modeling Specialists, Inc. (EMSI) Strategic Advantage product. Employment projections were derived using a 10 year time period ( ). EMSI data is a compilation and harmonization of more than 80 government and private sector sources including the Florida Department of Economic Opportunity. The dataset covers the entire US population and economy and includes data for industries, occupations, demographics, postsecondary institutions, and selected economic indicators. Despite a sluggish economy in the state of Florida, as identified in the EMSI Occupational Report for 2012, IT occupations are expected to grow by 24.4% in the sevencounty region. This growth rate exceeds the national rate of 19% through In addition, IT is a target cluster industry to promote economic development in Northeast Florida as noted in the Innovate Northeast Florida, Targeted Industry Study conducted in Table 2 demonstrates the anticipated growth from 2011 through 2021 and the median hourly earnings by occupations for the specified Northeast Florida region. Figure 1 - Occupational growth rate comparison for the selected region, state, and nation (EMSI Occupation Report, 2012) St. Johns River State College s analysis of regional job growth in IT/computer science fields confirms faster than average growth in the state and region that outpaces the national growth rate over the next ten years as displayed in Figure 1. St. Johns River State College 9

13 If the number of degree completers holds constant and current job projections hold true, the current number of graduates in the region will not be sufficient to keep up with the increased demand. Thus, there appears to be a significant employment gap that St. Johns River State College can help fill by adding a concentration in Computer Information Systems to the baccalaureate degree program in Organizational Management. In addition to these factors, one of the best ways SJR State can help promote economic development in its service district is through the education of the regional workforce. The 2005 Economic Development Plan for Clay County attests to this: Clay County does not have a 4- year university nor is it likely to create one. As a result, it is in the best interests of the community to have the St. Johns River Community College step into the shoes of a four year university, providing as much as possible academic resources and facilities to the primary employers in the area. As the community college plans it growth, the Clay County community should encourage it to direct a large portion of its growth toward enhancing the local economy. 14 D. Academic Content: Curriculum 1. Courses by Term for the Final Two Years of the Baccalaureate Program The Bachelor of Applied Science degree in Organizational Management with a specialization Computer Information Systems will be a 120 credit hour program consisting of 36 credit hours of general education courses, 42 credit hours of lower level specialized courses, and 42 hours of upper level courses. The 42 credits of upper level courses will include an Organizational Management common core of 18 credits plus an additional 24 credits of computer information specialization coursework. This information is displayed in Table 4. Once accepted into the program, these students would complete an additional 18 credit hours of general education courses and 42 credit hours of upper level courses. Students who have an AA degree may also articulate into this program. They will transfer 60 credits from the AA degree including 36 hours of general education courses. Once accepted into the program these students would complete an additional 18 credit hours of lower level specialized courses from an approved list of courses and 42 credit hours of upper level courses (18 core credits and 24 credits in the computer information system specialization) In addition to the above course requirements, all BAS students will be required to demonstrate foreign language competence. Students, who did not complete the foreign language requirement in high school or before acceptance into the program, will need to complete an additional 8 credit hours of sequential foreign language before graduation. 20 APPENDIX C Computer Faculty Meeting Minutes Subject: New Bachelors of Applied Science in Organizational Management Concentration Date: 10/31/2012 Location: SJR State Orange Park Campus Room T0116 Attendees: Dr. Brian Holbert, Norval Bell, Douglas Leas Approved: Topics discussed: Purpose of the degree specialization The first topic discussed was the purpose of this new concentration in Organizational Management. The consensus was that this degree and specialization should prepare a student to be a manager in an organization responsible for the information systems that support the organization. This is clearly not a degree that would qualify the student to become a programmer, systems administrator, database administrator, network administrator, or IT technician, but rather it would give the student the background necessary to manage an organization that includes such functions. Name of the concentration The second topic discussed was the name of the concentration. The consensus was that it would be called: Bachelors of Applied Science in Organizational Management with a concentration in Management Information Systems. Library Resources The next topic discussed related to which library resources to list in the description document. There are two databases at the school that currently apply and should be listed (Computer Database (Gale) Info and Computer Science ejournal Collection (Springer). In addition a subscription to the ACM digital library should be requested. Program Research Data was collected by many of the members of the Computer Education Department and sent to the committee for inclusion in our discussion. Bunny Howard, Jonathan Blair, and J.R. Adams all provided additional program research for our meeting. We were able to find several similar programs in the state and elsewhere that we could use to model the program after including: Florida State College at Jacksonville, Santa Fe College, Broward College, Polk State College, College of Central Florida, Gulf Coast State College. This is not a complete list of resources but the main areas from which we made our decisions on which courses would be included. Courses suggested for inclusion were all identified and common in similar programs of study found through our research. Course descriptions and course numbering were modeled after courses found in other Florida schools of higher education offering a similar degree. Required Courses The next topic discussed was the list of courses that would be required. Our understanding is that there need to be eight courses for 24 credit hours. We thought that the courses and their prerequisites should give the student a broad foundation in the area rather than taking a deep dive into any specific area. The courses that we propose are shown below. The course numbers and descriptions are preliminary: ISM 3113 Systems Analysis and Design for Information Management Professionals St. Johns River State College 17

Topics include Internet technology, systems management, interface design, programming and the systems development life cycle. Project Management for Information Management Professionals This course, utilizing case studies and Microsoft Office Project applications, is designed to prepare students to utilize project management concepts and techniques for use in the business environment. The course will utilize project management software using Microsoft Office Project. Students should have computer literacy with Windows operating system. Database Management for Information Management Professionals Prerequisite: CGS Database Concepts for Business This course is designed to familiarize individuals with the process of designing relational databases. The objective is to build a working knowledge of database design techniques for both OLTP (online transaction processing) and OLAP (online analytical processing). In addition there will be hands on instruction using software tools designed to build and utilize data warehouses. Web Programming for Information Management Professionals Prerequisite: COP Introduction to Computer Programming This is a course in web application development. Students will learn how to develop Web-based applications in VB and/or C# using object-oriented programming techniques, n-tier architecture and object date sources. Topics include server and validation controls, master pages, managing state, database programming, and Web services. Students should have prior experience with programming. Knowledge of HTML and related databases will be beneficial. Information Systems Management This is a course designed to prepare students in the use of information technology in the business environment. Emphasis is placed on relationships of Management Information Systems and data processing to managerial decision-making in modern organizations. Software applications will be used for data collection and analysis in real world decision-making and problem solving. Networking Technology for Information Management Professionals Prerequisite: CET Network Fundamentals This course provides the student with an understanding of the various networking technologies as they relate to managing the business environment. Students will learn the technical issues involved in data communications, communication protocols, transmission standards and media access control methods along with the human aspects of its management. Organization and Information Technology Systems This course provides students with an understanding and practical application in the use of electronic information systems, including organizational management of such systems. Topics will include management software, data collection, analysis, reporting and distribution, and processes for evaluating software and hardware to determine what will meet the varying needs of the organization. Capstone- Management Information Systems Prerequisite: Graduation application submitted and approval of the dean. This course focuses on the integration of knowledge, skills and abilities learned in the Management Information Systems concentration in the program through a capstone project. The following was discussed: Proposed Nursing degree o President Delaney had no concerns with SJR State offering this program and was supportive of the proposal. This degree is also offered by Florida State College at Jacksonville (FSCJ) which is in President Delaney s district. Proposed addition of an Information Technology track to the existing Bachelor of Applied Science degree in Organizational Management Program. o President Delaney had some reservations about this track although he said he would not object to it. 25 APPENDIX F Meeting between President Pickens and President Abare Meeting held at Flagler College at 12 noon October 3, 2011 Present: Dr. Abare (Flagler College) and President Joe Pickens (SJR State) Discussion: President Pickens discussed with Dr. Abare St. Johns River State College s plans to move forward with offering a baccalaureate degree program in the area of Nursing and adding an additional track to the existing Bachelor of Applied Science degree in Organizational Management. The following was discussed: Proposed Nursing degree o Dr. Abare had no concerns with SJR State offering this program and was supportive of the proposal. Flagler College does not have a nursing program. He did discuss that Jacksonville University had worked with Flagler Hospital to allow a cohort of 25 students from Flagler Hospital to complete an ASN to BSN program. For Jacksonville University to run the program again they would need another 25 students from Flagler Hospital. Flagler Hospital is situated in St. Augustine. Proposed addition of an Information Technology track to the existing Bachelor of Applied Science degree in Organizational Management Program. o Dr. Abare was supportive of the proposal. 26 Excerpt from Minutes: APPENDIX G Computer Science Advisory Board Meeting Minutes Computer Education Advisory Board Meeting: November 7, 2012 Membership Attendance: 12 members present Dr. Holbert presented the advisory board the purpose and background of the Baccalaureate program specialization in Computer Information Systems and provided a draft of the proposed program curriculum. Mr. Holbert requested board review of the curriculum. Ms. Berry, Director of Organizational Management discussed the organizational management program and how the additional specialization would enhance the program and provide opportunities for students to enter positions in management. VP Lebesch discussed the student demand for a computer science specialization. Advisory Board members discussed the specific needs in the industry particularly with programming languages. To meet the needs of students and the business community, the Computer Education advisory members endorsed the addition of the Bachelor of Applied Science in Organizational Management, specialization in Computer Information Systems.
