3 U.S. National Space Policy The Secretary of State, after consultation with the heads of appropriate departments and agencies, shall carry out diplomatic and public diplomacy efforts to strengthen understanding of, and support for, U.S. national space policies and programs Expand international cooperation on mutually beneficial space activities to: broaden and extend the benefits of space; [and] further the peaceful use of space Pursue human and robotic initiatives to develop innovative technologies, foster new industries, strengthen international partnerships, inspire our Nation and the world, increase humanity s understanding of the Earth, enhance scientific discovery, and explore our solar system and the universe beyond. 4 Bilateral Cooperation - Mechanisms U.S.-Japan GPS Cooperation Plenary President/Prime Minister Joint Statement signed in 1998 established cooperation 10 th Meeting held in Tokyo, July 2013 Technical Working Group meets frequently focusing on compatibility and interoperability between GPS and QZSS Civil Space Cooperation Dialogue Initiated in 2008 to facilitate exchange of information on civil space policy and on-going civil space agency activities Chaired by State-OES/SAT for the U.S. 5 Meetings have been held, most recently in July 2013 Comprehensive Dialogue on Space Resulted from the April 30, 2012 Obama-Noda Meeting Engage all relevant Ministries and Agencies to ensure a whole-of-government approach to space cooperation Two meetings since March 2013, EOP Chairs for the U.S. 4

5 Bilateral Cooperation - Activities Earth science cooperation Aqua; GCOM-W1 GPM; OCO-2/GOSAT-1/2 GPS-QZSS Cooperation Discussions The U.S. hosts monitor stations for QZSS in Guam (NOAA) and Hawaii (NASA) Higher degree of interoperability between QZSS and GPS than any other components of the system of global navigation satellite systems Satellite Remote Sensing Policy Discussions Workshops held on the full, open, and timely availability of satellite Earth Observation data and comprehensive emote sensing data policy and governance Japan currently developing a national satellite remote sensing data policy 20+ Bilateral Agency-to-Agency Agreements 5

7 International Space Exploration Forum Hosted by the U.S. Department of State in Washington, DC on January 9, First-ever ministerial-level meeting to build support for global cooperation in space exploration. Thirty-two space-faring countries, plus ESA and EU, participated. Agenda focused on three topics: National Policies and Public Support for Space Exploration; Space Exploration and Utilization: Strategies and Shared Goals; and International Cooperation in Exploration and Peaceful Uses of Outer Space. 8 ISEF Participants noted continuing value of International Space Station (ISS) to future exploration endeavors. In light of the research that has been conducted by more than 80 nations, the ISS partners encouraged expanded international access to this unprecedented facility. 8

9 ISEF Participants also Acknowledged the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS) as an important venue for both spacefaring and non-spacefaring nations Noted the need for discussion of international frameworks and common principles for collaboration on future space exploration Emphasized the importance of commercial spaceflight in exploration activities in accordance with existing national and international guidelines Welcomed an offer from Japan to host the next International Space Exploration Dialogue in 2016 or

10 Implications Outer Space is important to diplomacy Diplomacy is important to Outer Space The U.S. and Japan consider the sustainability, stability, and free access to and use of space vital to our national interests Based on this recognition and our 50+ years of joint space activities, the two nations will continue to broaden and deepen our on-going space cooperation 10
