5 NATIONAL SURVEY OF AWARENESS OF THE GUN CONTROL LEGISLATION Prepared by Canadian Facts, Ottawa, Ontario On Behalf of the Ministry of the Solicitor General Ottawa, Ontario ABSTRACT in January and February, 978, the Working Group on Gun Control began a public information campaign to develop public awareness and understanding of the federal gun control legislation (Bill C-5). As a first step, an advertisement was placed in daily and weekly newspap.ers across Canada. In March, 978, the Ministry asked Canadian Facts to conduct a national survey to assess the extent of public awareness and knowledge of the provisions of the legislation. The survey was included in the CF MONITOR. The sample consisted of 2020 personal interviews conducted in all five regions of Canada with individuals 5 years of age and over..0f the total sample, 58X were aware of new federal laws relating to gun control. Overall awareness was higher among gun owners (70%) than among respondents who did not own guns (5 )4 X,).
6 : Only 4% of the total sample were able to correctly recall any part of the new legislation. Gun owners were only slightly more knowledgeable, 23% were able to correctly cite one or more provisions. The results of the survey indicate that there is some confusion as te the content of the legislation, particularly with regard to the distinction between registration of gun owners and the requirement to obtain a certificate from the police in order to buy a gun. Copies of the newspaper advertisement were shown to respondents and they were asked to recall if they had looked et it. Only 9% of those in the sample claimed to remember seeing the advertisement. These data suggest that the initial phase of the campaign was not effective in communicating specific information about the new laws to gun owners and other members of the general public.
7 BACKGROUND AND PURPOSE II In January and February of 978, the Working Group on Gun Control initiated the first step in a public information campaign designed to develop public awareness and understanding of the new federal gun control legislation (Bill C-5). This initial phase of the campaign consisted of an advertisement in daily and weekly newspapers across Canada. e r In March, 978, the Ministry of the Solicitor General requested Stevenson & Kellogg and Canadian Facts to undertake a national survey to assess the extent of public awareness and knowledge of the provisions of the legislation. METHOD The survey was included in the CF MONITOR', a continuing service of Canadian Facts. The sample consisted of 2,020 personal interviews conducted in all five regions of Canada with individuals 5 years of age and over. A description of the sample design and weighting procedures is included as an appendix. Copies of the questionaire in both French and English are appended. RESULTS The results of the survey are presented in the form of a summary analysis. 8 A. GENERAL AWARENESS OF THE LEGISLATION. Respondents were asked if new federal laws have been passed in Canada in the past few years relating to capital punishment, the control of guns and wiretapping. 2'. Of the total sample, 58% stated that there were new laws relating to gun control. When informed that new legislation had been passed in 977. and asked to recall any part of the legislation, only 4% of the total sample were able to correctly recall any item. In addition to the questions on general awareness and unended recall of specific provisions, respondents were read a series of 5 statements and asked if each was a part of the new gun 'control laws. Three of the statements described actual provisions. The other two were included in order to assess the extent of possible misconceptions about the new laws. The proportions of non-response to all of 5 items provides an indication of the lack of knowledge of the legislation. In this situation which is more likely to result in over rather than under reporting, only 9% of those in the sample claimed to remcmber seeing the advertisement. (38) (639) Aware of new gun control laws. % % % Yes No Don't Know Despite this general level of awareness and their greater degree of knowledge of some of the specific provisions of the legislation, respondents who had seeen the advertisement were not necessarily better informed. In particular, this group was more apt to misinterpret the new laws as containing provisions for registration. Implications of the Research The results of the survey suggest that, as of March, 978, both gun owners and other members of the general public were not familiar with the main provisions of Bill C-5. 8

Although apparently the majority of gun owners were generally aware that new legislation had been passed these data suggest that this group may well be misinformed and uncertain as to the impact which the legislation will have on them personally. The low level of awareness among this group of the requirement to obtain an FAC and the possible confusion between this provision and gun registration are areas of concern. Particularly since it may be difficult in the subsequent phases of the information program to simultaneously correct misconceptions about gun registration and to provide.information about the FAC requirement. However, it should be noted that the survey was designed primarily to assess the extent of respondents' awareness of the legislation. No attempt was made to obtain information on opinions of and attitudes to the legislation in general / or to specific aspects of it. Further the survey does not provide a basis for examining public perceptions of the intent of the new laws. We understand that the remainder of the information program will. be divided into several sections. First a series of TV commercials for use as public service announcements will deal with such topics as safe handling and storage of firearms and the increased penalties for use of a firearm in connection with a crime. The information is to be directed to both gun owners and other members of the general public. In the fall a television campaign will be run for a period of 3-4 weeks. Iris will be designed to provide gun owners with information on amnesty recall. Finally, in January there will be a combined TV and print campaign dealing with the FAC requirement. It is clear that successful implementation of the new gun control laws will depend in large measure on the cooperation of gun owners as well as the support of other members of the population. In this connection we believe that it would be useful for the Working Group to consider structuring the campaign so as to capitalize on those aspects of the legislation which are most likely to be easily understood and most favourably received, for example,those which deal with safe handling and storage of firearms and competency requirements. In order to achieve this objective further research may be required into gun owners' reactions to specific aspects of the legislation and to alternative presentations. We also suggest that the objectives of each aspect of the program should be clearly defined prior to implementation of the advertising. Such direction will be a necessary precondition for any subsequent evaluations.... y 9

STANDARD DEVIATION ( The Standard Deviation is calculated by taking the square root of the variance around the mean. It is a summary statistic of variation printed below the mean. The Standard Deviation gives an idea of the likely variation around the mean if we are simply considering the mean as a descriptive statistic. When Standard Deviation scores are small relative to the means, means can be taken as good representations of the individual scores. STANDARD ERROR The Standard Error is calculated by dividing the Standard Deviation by the square root of the sample size. The Standard Error indicates the likely deviations that can be expected, and therefore the confidence limits. For example, mean ± 2 standard errors will include the "true mean" 95% of the time.
