4 INTRODUCTION 1. NATIONAL PERFORMANCE DIRECTOR S MESSAGE After Athens, it is back in the water and the focus is now firmly on the World Championships in Penrith in September 2005 and the next Olympics in Beijing As our results in the 2003 EnergyAustralia Canoe Slalom World Cup indicate, we perform well at Penrith. We hope to again exploit our home-ground advantage to achieve medal-winning performances as our team lines up against the world s best next September. Along the way, competition will be fierce in each of the three ICF World Cup races in Races will be held in Athens, Augsburg and Seu and the National Senior Team will attend these events next July to warm up for the Worlds. The Team 22 athletes will be part of a large field attending the Pre-Worlds in Prague during their tour in July/August, whilst the Junior Team will attend their Pre-Worlds in Slovenia. In this handbook you will find all the documents you require to nominate for selection to the 2005 junior and senior national teams. Be sure you read and understand all sections of this handbook before you complete and sign your nomination forms. If you have any questions, please do not hesitate to contact me. AUSTRALIAN CANOEING PERFORMANCE INCENTIVE FUNDING Australian Canoeing will administer payments to individual athletes who achieve the following performances in the 2005 international season: 2005 World Championships individual events Gold Medal $7500 Silver Medal $5000 Bronze Medal $3000 Top 5 placing $1500 Top 10 placing $ World Cup competitions individual events Gold Medal $2500 Silver Medal $1500 Bronze Medal $1000 Top 5 placing $750 Top 10 placing $500 All payments under the Canoe Slalom Performance Incentive Scheme will be made following the 2006 Selection Events in February/March 2006 and are conditional upon the athlete(s) being selected to the 2006 senior national team, and are subject to continued ASC funding. Payments will be made in installments of $500 on a monthly basis. Subject to selection to the 2005 senior national team, the following payments will be made from April 2005 (on a monthly basis) for performances during the 2004 international season: Robin Bell top 5 placing at Olympic Games, top 5 placings at World Cups 1,2,4 and 6. Total = $4500. Kynan Maley top 5 placing at World Cup 3, top 10 placings at World Cups 1 and 6. Total = $1750. Louise Natoli top 10 placing at Olympic Games. Total = $1000. 10 NATIONAL RANKING SYSTEM The AC Slalom Committee at the 2001 Slalom AGM adopted the principle of a national ranking system. The ranking system provides a national ranking for all competitors in each class regardless of age groups, based on performances at designated national ranking events. 6.1 Events The following events have been designated as national ranking events in 2004/05 CATEGORY A - any four of the following events may count: Penrith Whitewater, NSW Pre-Australian 10 January Penrith Whitewater, NSW National Championships January Penrith Whitewater, NSW PW Slalom Series 19 February Penrith Whitewater, NSW PW Slalom Series 20 February Penrith Whitewater, NSW EnergyAustralia / Senior Selection 3 25 March Penrith Whitewater, NSW EnergyAustralia / Senior Selection 4 26 March CATEGORY B - only one of the following events may count: Walyunga National Park WA State Championships 15 August Penrith Whitewater, NSW NSW State Championships 3 October Eildon, VIC VIC State Championships 4-5 December Mersey, TAS TAS State Championships December Eildon, VIC Junior Selection 3 5 February Eildon, VIC Junior Selection 4 6 February No race is compulsory. 6.2 Ranking Points At each event ranking points will be awarded to competitors in K1M, K1W, C1M and C2M Ranking points will be awarded as follows: 1 st 0 points 11 th 11 points 2 nd 2 points 12 th 12 points 3 rd 3 points 13 th 13 points 4 th 4 points 14 th 14 points 5 th 5 points 15 th 15 points 6 th 6 points 16 th 16 points 7 th 7 points 17 th 17 points 8 th 8 points 18 th 18 points 9 th 9 points 19 th 19 points 10 th 10 points 20 th 20 points etc. Where an athlete starts, but doesn t finish an event, they will be awarded 999 points for that event The final ranking for each competitor is calculated by the addition of the lowest points scores from up to four Category 10 of 55

11 A events and up to one Category B event to make a total points score from five events achieved by that competitor at national ranking events throughout the season Competitors who have ranking points from only four events will be ranked behind those competitors who have ranking points from five events, etc. 6.3 Event Format The start order for each national ranking event in 2005 shall be the reverse order of the 2004 national ranking list Unless otherwise specified by the AC Slalom Technical Committee, at each venue the course for the second day of competition will be a modified course with up to six gate changes. 6.4 Base Score At the conclusion of each national ranking event a Base Score will be published from which a percentage score shall be calculated for each competitor. The Base Score at each event is the lowest total score recorded by a competitor in any class or age group at that event The Base Score is used to determine performance standards for national team selection. The Base Score can also be used by each competitor as a measure of performance improvement at national ranking events. 6.5 Publication The results from each national ranking event and the updated national ranking list will be published on the AC website following each race. 11 of 55

HOW TO NOMINATE FOR AUSTRALIAN CANOE SLALOM TEAMS In this handbook you will find all the documents you require to nominate for selection to the 2005 Australian Senior and Junior Canoe Slalom Teams. Be sure to carefully read all sections of this handbook before you complete and sign your nomination forms. If you have any questions please do not hesitate to contact your coach or Australian Canoeing. Once you have read this handbook you should complete the nomination form, and forward with the fee for $55 to Australian Canoeing at the address on the form no later than 17 December for Junior Teams and 11 February for Senior Teams. Please ensure you sign the Nomination Form Agreement (copy below) and if under 18 at the time of nomination have your parent or guardian also sign. Notification of receipt of your nomination by the set date will be forwarded to you. 8. ATHLETE ACKNOWLEDGEMENT To be eligible for the Australian Team athletes must sign the declaration on the Nomination Form. The following is a copy of that declaration. It should be noted that the acknowledgement is a legal document and affects your rights. The acknowledgement is: I, HEREBY ACKNOWLEDGE that: I have read and understood the Team Members By Law and acknowledge the terms and obligations contained in the By Law, which are imposed upon me as a result of my selection to a Team and subsequent signing of this acknowledgement. I have been provided with a copy of the Australian Canoeing Selection Procedures Bylaw and the Australian Team Selection Criteria Supplement for the Australian Team to compete in the events. I agree to abide by the terms and conditions of these Selection Policies. 12 of 55

13 There may be some personal expense involved in attending the Selection Events, camps, events and tours as outlined in the Selection documents and I accept full responsibility for my expenses. I understand that I will not be eligible to travel with the team nor compete in events if I have any monies outstanding on the date of departure of the team. I understand that the information that I have provided herein will be included in an Australian Canoeing database and may be disclosed on occasions to the Australian Sports Commission, including the Australian Institute of Sport, State Institutes and Academies of Sport, the International Canoe Federation, Event Organisers and the Australian Sports Drug Agency or otherwise in accordance with the Australian Canoeing Privacy Bylaw. I also understand that information of a biographical nature including my name, date of birth, home state, results, career highlights and interests may be released to the media in response to general requests. I am subject to drug testing by the Australian Sports Drug Agency and/or ICF, and will comply with Australian Canoeing s, the International Canoe Federation s, the Australian Olympic Committee's and the Australian Sports Commissions Anti-Doping Policies; I will provide timely and accurate contact and training information to AC for the purposes of drug testing; and I will maintain a designated level of fitness as determined by Australian Canoeing, and a standard of competitiveness prior to the relevant event for which I have been selected. 13 of 55

SELECTION CRITERIA AND PROCEDURES In the following pages are: 9.1 The 2005 Canoe Slalom Senior Team Selection Criteria Supplement, which sets out the performance criteria that you must meet to be selected in the Australian Team. 9.2 The 2005 Canoe Slalom Team 22 Team Selection Criteria Supplement, which sets out the performance criteria that you must meet to be selected in the Australian Team The 2005 Canoe Slalom Junior Team Selection Criteria Supplement, which sets out the performance criteria that you must meet to be selected in the Australian Junior Team. 9.4 The 2005 Canoe Slalom Junior Development Team (NZ Tour) Selection Criteria Supplement, which sets out the performance criteria that you must meet to be selected in the Australian Junior Development Team. 9.5 The Australian Canoeing Selection Procedures Bylaw, which is the policy that governs the selection of Athletes to Australian Canoeing teams in each of the Disciplines of Canoeing and must be read in conjunction with the relevant Selection Criteria Supplement relevant to the team you wish to nominate for. 9.6 The Team Members Bylaw which outlines the responsibilities and obligations of athletes selected to Australian Teams and Squads and when participating in Training Camps. 15 AUSTRALIAN CANOEING INC ( AC ) 2005 AUSTRALIAN SENIOR CANOE SLALOM TEAM SELECTION CRITERIA SUPPLEMENT This Supplement is to be read in conjunction with the general Selection Procedures Bylaw, which is applicable to all Disciplines. The events for which an Australian Senior Canoe Slalom Team representing Australia and AC will be selected in the year 2005 are: (a) 2005 ICF World Cup series: World Cup 1 9/10 July 2005, Athens, GRE World Cup 2 16/17 July 2005, Augsburg, GER World Cup 3 23/24 July 2005, La Seu d Urgell, ESP (b) 2005 ICF World Championships 28 September 2 October 2005, Penrith, AUS (c) Other ICF events as determined by AC. 1. SELECTION CRITERIA 1.1 The closing date for receiving application forms for selection to the Australian Senior Canoe Slalom Team, as set out in clause 5.1 of the AC Selection Procedures Bylaw, is Friday 11 February These criteria may be amended or supplemented by the Board of AC. AC shall provide as much notice of such change as is possible to all affected Athletes, Member State Associations and others as determined by the Board and in accordance with clauses 3.2 and 3.3 of the Selection Procedures Bylaw. 2. INTERPRETATION In this Criteria, the following words have the following respective meanings: Selection Procedures means the Bylaw adopted by the Board of AC that governs the selection of Bylaw Athletes to Australian Canoeing Teams. Senior Team means the Australian Senior Canoe Slalom Team to compete in 2005 World Cup events, 2005 World Championships and other ICF events. ICF Classes Means Men s K1, Men s C1, Men s C2 and Women s K1. Words not defined in these Criteria have the meaning ascribed to them in the Constitution of the AC or the AC Selection Procedures Bylaw unless a contrary meaning appears from the context. 3. SELECTION EVENTS 3.1 The following events are the Selection Events for the Senior Team: (a) Selection Event 1, Penrith, NSW, 19 March 2005 (b) Selection Event 2, Penrith, NSW, 20 March 2005 (c) Selection Event 3, Penrith, NSW, 25 March 2005 (d) Selection Event 4, Penrith, NSW, 26 March Athletes/Crews seeking selection for the Senior Team must compete in at least three of the specified Selection Events in clause Athletes/Crews may only compete in one ICF Class at each Selection Event SENIOR TEAM ELIGIBILITY & SELECTION CRITERIA 4.1 The Selection Panel appointed by the Board of AC pursuant to clause 4.1 of the Selection Procedures By- Law will, subject to the Performance Standard set out in clauses 4.7 and 4.9, select: Australian Canoeing Inc Page 1 of 3 Date of Issue 26/11/04 Title 2005 Australian Slalom Team Selection Criteria Issue A

16 (a) Three Athletes/Crews in each ICF Class to compete in the 2005 ICF World Cup events and 2005 ICF World Championships. 4.2 Subject to the Performance Standard set out in clauses 4.7 and 4.9, selection to the Senior Team will be based on those Athletes/Crews with the lowest number of ranking points following the Selection Events listed in point 3.1 of this Supplement. 4.3 For the purposes of ranking Athletes/Crews by points, in each Selection Event the following points will be awarded for the Athletes/Crew placing: 1 st 0 points 2 nd 2 points 3 rd 3 points 4 th 4 points 5 th 5 points 6 th 6 points 7 th 7 points 8 th 8 points 9 th 9 points 10 th 10 points 11 th 11 points 12 th 12 points 13 th 13 points 14 th 14 points 15 th 15 points 16 th 16 points 17 th 17 points 18 th 18 points 19 th 19 points 20 th 20 points etc Where an Athlete/Crew starts, but doesn t finish a Selection Event they will be awarded 999 points for that event. 4.4 The points allocated to the Athlete/Crew for each Selection Event as set out in point 3.1 of this Supplement shall be added together to give a total point score, except where an Athlete/Crew competes in all four Selection Events in which case only the lowest three scores will be added together to achieve a total point score. 4.5 Where two or more Athletes/Crew have the same total ranking point score (as calculated under clause 4.3 and 4.4) the Athlete/Crew who has the lowest single ranking points score at one of the Selection Events shall be ranked highest. 4.6 Where two or more Athletes/Crew are ranked equally after consideration of clause 4.5 the Athlete/Crew who has on average the lowest percentage score behind the Base Score at the three Selection Events used to calculate the total ranking points score under clause 4.4 shall be ranked highest. 4.7 Notwithstanding placings, selection to the Senior Team is dependent upon the Athlete/Crew meeting the specific Performance Standard as set out in 4.9 in at least two of the Selection Events to be eligible for selection. 4.8 At the conclusion of each Selection Event the Selection Panel will publish a Base Score from which the Performance Standard shall be calculated for each ICF Class. The Base Score at each Selection Event is the lowest total score recorded by an Athlete/Crew at that event in any of the ICF Classes. 4.9 The Performance Standard for each ICF Class is calculated from a percentage of the Base Score at each Selection Event as follows: Class K1 Men K1 Women C1 Men C2 Men Senior Team Performance Standard Less than 110% of the Base Score Less than 135% of the Base Score Less than 120% of the Base Score Less than 133% of the Base Score Example: Where the winner of the C1 at Selection Event 1 records a total score of and the winner of the K1 records a total score of the K1 score is used as the Base Score for each ICF Class as follows: Base score = secs Senior Team Performance Standard for Men s K1: ( x 110) /100 = Senior Team Performance Standard for Men s C2: ( x 133) / 100 = Only the results of Athletes/Crew who are eligible for selection to the Senior Team under clause 5.1 of the AC Selection Procedures Bylaw will be used for the purpose of calculating selection rankings and Performance Standards in accordance with these Criteria. 17 4.11 Where three Athletes/Crew have been selected in a Class to the Senior Team and an Athlete/Crew withdraws from or is unable to compete in an event or events the Selection Panel will select for that event or those events the next highest ranked Athlete/Crew in that Class following the Selection Events, subject to the Athlete/Crew having met the specific Performance Standards as set out in clause 4.7 and EXTENUATING CIRCUMSTANCES 5.1 For the purpose of this clause 5, extenuating circumstances means an inability to compete at and/or attend at least three of the Selection Events set out in 3.1 arising from: (a) (b) (c) injury or illness; bereavement; and/or, any other factors reasonably considered by the Selection Panel to constitute extenuating circumstances. 5.2 In considering the performances of Athletes/Crew at the Selection Events the Selection Panel may in their discretion give weight to extenuating circumstances and determine whether under normal circumstances an Athlete would have a high probability of meeting the criteria under clauses 3.2, 4.2, 4.4, 4.7 and Athletes unable to compete at the Selection Events required under this Selection Criteria must advise the Chief Executive Officer of Australian Canoeing in writing of this fact and the reasons before the commencement of the Selection Events. 5.4 In the case of injury, athletes will be required to undergo a medical examination by a doctor or doctors nominated by Australian Canoeing. 5.5 A decision in each case of extenuating circumstances will be made by the Selection Panel on an individual basis. The ICF events for which an Australian Canoe Slalom Team 22 representing Australia and AC will be selected in the year 2005 are: (a) 2005 Pre World Championships, 30/31 July, Prague CZE (b) Other ICF events as determined by AC 1. SELECTION CRITERIA 1.2. The closing date for receiving application forms for selection to the Australian Canoe Slalom Team 22, as required by clause 5.1 of the AC Selection Procedures Bylaw, is Friday 11 February These criteria may be amended or supplemented by the Board of AC from time to time in its absolute discretion. AC shall provide as much notice as possible of any change to all affected athletes, Member State Associations and other parties as determined by the Board and in accordance with clauses 3.2 and 3.3 of the Selection Procedures Bylaw. 2. DEFINITIONS In addition to those definitions contained in the Selection Procedures Bylaw the following definitions have application: Selection Procedures Bylaw means the Bylaw adopted by the Board of AC that governs the selection of Athletes to Australian Canoeing Teams. SELECTION EVENTS 3.1. The following events are the Selection Events for the Team 22: (a) Selection Event 1, Penrith, NSW, 19 March 2005 (b) Selection Event 2, Penrith, NSW, 20 March 2005 (c) Selection Event 3, Penrith, NSW, 25 March 2005 (d) Selection Event 4, Penrith, NSW, 26 March Athletes seeking selection to the Team 22 must compete in at least three of the specified Selection Events in clause Athletes may only compete in one ICF Class at each Selection Event TEAM 22 ELIGIBILITY & SELECTION CRITERIA 4.1. To be eligible for selection to the Team Athletes must be under 23 years of age on 1 January Subject to the performance criteria set out in clauses 4.8 and 4.10, selection to the Team 22 will be based on those Athletes with the lowest number of ranking points following the Selection Events listed in clause 3.1 of this Supplement For the purposes of ranking Athletes by points, in each Selection Event the following ranking points will be awarded for the Athlete s placing: 1 st 0 points 11 th 11 points 2 nd 2 points 12 th 12 points 3 rd 3 points 13 th 13 points 4 th 4 points 14 th 14 points 5 th 5 points 15 th 15 points 6 th 6 points 16 th 16 points 7 th 7 points 17 th 17 points 8 th 8 points 18 th 18 points 9 th 9 points 19 th 19 points 10 th 10 points 20 th 20 points etc. Where an athlete starts, but doesn t finish a Selection Event they will be awarded 999 points for that event The points allocated to the Athlete for each Selection Event as set out in clause 3.1 of this Supplement shall be added together to give a total ranking point score, except where an Athlete competes in all four Selection Events in which case only the lowest three ranking points scores will be added together to achieve a total ranking point score Where two or more Athletes/Crew have the same total ranking point score (as calculated under clause 4.4 and 4.5) the Athlete/Crew who has the lowest single ranking points score at one of the Selection Events shall be ranked highest Where two or more Athletes/Crew are ranked equally after consideration of clause 4.6 the Athlete/Crew who has on average the lowest percentage score behind the Base Score at the three Selection Events used to calculate the total ranking points score under clause 4.5 shall be ranked highest. Example: The percentage score for an Athlete/Crew at an Event is calculated by dividing the total score for that Athlete/Crew by the Base Score and multiplying by 100. E.g. The Base Score at Event 1 is and Athlete A has a score of the percentage score is calculated as follows: ( / ) x 100 = % If Athlete A has a percentage score of % and % at two other Events used to calculate the total point score then the average percentage score is calculated as follows: ( ) / 3 = % 4.8.
