1 BOARD OF EDUCATION MEMO DATE: 1/27/2014 TO: FROM: RE: Members of the West Fargo School Board Allen Burgad Approval of CTE Virtual Center with FPS, NCPSD, and WFPS Dear Board Members, The Cass County Career and Technical Education Consortium (CCCTEC) grant proposal member schools consist of Fargo Public Schools, Northern Cass Public School District, and West Fargo Public Schools. We have attached the grant proposal to review and approve at the February 10 th board meeting. Below is a table that summarizes the fiscal impact and potential benefits to the West Fargo School District based on approval from the ND CTE Board. During our recent state visit from the Department of North Dakota Career and Technical Education, a suggested recommendation was issued for WFPS to employ a director for our CTE programs. The Virtual CTE Center would provide an innovative and cost effective means to address this suggestion to enhance CTE programs. It would also establish unique opportunities to collaborate between districts and enhance student programs while sharing costs. Total funds received in the first year of grant participation for the three districts are $429, with total costs for the three districts at $143,300. 3 Abstract The economic expansion in Cass County over the last ten years has created both low unemployment and a shortage of skilled workers. There is currently and will be in the foreseeable future a shortage of skilled workers in the areas of advanced manufacturing, healthcare, and computer information systems. In addition, the energy and aviation career clusters have grown creating opportunities for both blue and white collar workers. To meet this workforce challenge and to better prepare our students for the 21 st Century workforce, participating school districts are proposing the establishment of the Cass County Career and Technology Center (CCCTC). These schools have analyzed the data from the students, communities, business and industry before embracing the concept of the CCCTC. The CCCTC will provide a sequence of Career and Technical Education programs through a variety of delivery methods. This will enhance and expand CTE programming for all participating school districts. In addition, it will act as a conduit between business and industry to bring cutting edge technology, tools and industry expertise into area classrooms. In order to meet the economic workforce demands of communities, school leaders will work collaboratively with business and industry to build and expand upon current partnerships. The CCCTC project will help to foster and grow private and public sector relationships to facilitate programming that contributes to building a skilled regional workforce. As an example of the collaboration that can be expected from this project, the proposed requirements were achieved through a cooperative needs assessment ensuring that courses have close alignment to postsecondary programs and regional employment opportunities. The attached proposal is submitted for review and approval by the North Dakota State Board of Career and Technical Education.

5 Member School Districts The following three school districts are committed to the planning, development and ongoing success of the Cass County Career and Technology Center. School administrators from each school have been part of an ongoing planning committee that has developed this proposal. 6 Governance The Cass County Career and Technology Center will be governed by a board of three members, with one representative from Fargo, Northern Cass, and West Fargo. This board will have the authority provided by NDCC To supervise, manage, and control the area center To provide career and technical education programs approved by the state To contract with, employ, and pay personnel to administer and teach in the center To lease, acquire, or purchase the center s equipment To lease, acquire, purchase, or sell the centers facilities, including real property To receive and administer any private, local, state, or federal funds To enter into contracts consistent with the other powers and duties provided To accept real or personal property available for distribution, including federal grants The CCCTC will set-up an advisory council consisting of a minimum of one member from each member school district. The role of the advisory council will be to work with CCCTC board and director in the planning, start-up, and the successful delivery of the center s programs and services. The CCCTC director will oversee the daily operations of the center. The activities will include, but not limited to: managing budget, course schedules, curriculum, purchasing of equipment, establishing partnerships with business & industry, and communication with the member schools. The director will meet the State Department of Career and Technical Education credentialing requirements. The governance model proposed has been unanimously approved by the member school districts and is in compliance with the procedures set forth in the North Dakota Century Code
7 Needs Assessment The needs assessment for CCCTC proposal is the result of on-going work over the past three years. The three school districts worked either individually or collaboratively to identify ongoing needs for career and technical education programs to meet the ongoing demand and diversity of a growing and changing workforce in Cass County. The first discussion to pursue legislative funding and create a Career and Technical Education Center for Cass County occurred in November 2010 with Dr. Rich Buresh, former Fargo Superintendent; Dr. David Flowers, West Fargo Superintendent; and Dr. John Richman, President North Dakota State College of Science. This meeting resulted in consensus to pursue legislative funding for a regional CTE center. Since that time, there have been multiple meetings to identify the types of local, regional, and national data important to justify the creation of a CCCTC. This data includes but is not limited to the following: West Fargo Career & Technical Education Planning Proposal Career Expo surveys Encouraging Science, Technology, Engineering, Entrepreneurship, and Math (ESTTEM) Institute strategic planning Surveys of seniors at Cass County Schools Surveys of Freshman Juniors at Fargo and West Fargo Public Schools Cass County and North Dakota projected workforce needs This information has provided the CCCTC planning committee the types of data necessary to serve as rationale for the proposed center and its program offerings. West Fargo Career & Technical Education Planning Proposal The West Fargo School Board commissioned a Career & Technical Education (CTE) Advisory Committee to draft advisory recommendations with rationale for the West Fargo Board of Education s consideration, that identify additions, modifications and configurations to the district s Career & Technical Education programming, as well as the location, space and equipment needs for each program when the second high school is phased in. The West Fargo CTE Advisory Committee included community business leaders, teachers, and administrators. Sue Myxter, Fargo CTE Director and Kyle Davison, South East Education Cooperative were members of the committee demonstrating a commitment to regional collaboration. After extensive research and collaboration, members of the West Fargo CTE Advisory Committee identified priorities and CTE curriculum needs illustrated in the table below. 3

It is also important to note a strong desire for partnerships with business and industry and collaboration with sharing programs. The committee made recommendations of the top five programs that should be most fully developed and resourced, in priority from highest to lowest: 1. Health Careers 2. Information Technology 3. Business/Marketing/Entrepreneurship 4. Manufacturing 5. Building Trades/Construction Through the work of the West Fargo CTE advisory committee, a strategic vision to fully develop and support CTE programs in order to prepare students to be college and/or career ready was recommended. This recommendation strongly supports the focus and work the Cass County Career and Technical Center intends to pursue. Encouraging Science, Technology, Engineering, Entrepreneurship and Math (ESTEEM) The Red River Valley ESTEEM Consortium is a catalyst for advancing educators through professional development and creating environments where students have unlimited opportunities to take charge of their own learning in a culture of questioning, creativity, and possibilities, and utilizing community and private sector resources to their full potential. 4
9 The work of the ESTEEM planning committee resulted in a preliminary report to strengthen STEM education and student opportunities for learning. Within this concept was the goal of creating a CTE Virtual Center as part of the bigger picture of improving educational partnerships in the region (See Attachment A ESTEEM Report). Health, Tech and Trade Expo Survey Fargo Public Schools The Health Tech and Trade Expo has been in existence since The mission of the event is To expose students to regional occupational opportunities through hands on experiences. This event is designed to promote careers in the health, technical and trades industries to 9 th graders in Cass County. The Fargo Public schools has conducted exit surveys to identify student interests in certain career clusters from this expo. This data provided insight to the Fargo Public schools in identifying areas of interest and potential growth. Base on survey data, the strongest areas of student interest for coursework were culinary arts, electronics technology, emergency medical, advanced engineering, and veterinarian technician. These areas of interest would fall under the clusters of health careers, agriculture, and information technology. Students also reported a willingness to travel between schools to participate in these classes (See Attachment B Fargo Career Expo Survey). Student Surveys Fall 2013 As part of a needs assessment for this project for the CCCTC, the planning committee developed an online survey for students. All schools surveyed seniors. In addition, Fargo and West Fargo surveyed students in grades The survey was completed by over 2000 students in Cass County with 54% females and 46% males responding. Senior Survey Findings The career clusters with the strongest potential for new programs and expansion of existing programs were in the areas of Health Careers, Business Management, Information Technology, and Law Enforcement and Fire Management (See Attachment C Survey Grade 12). Fargo and West Fargo 9-11 th Grade Survey The career clusters with the strongest potential for new or expansion of existing programs were in the areas of Health Careers, Business Management, Law Enforcement and Fire Management, and Information Technology. This is consistent with what seniors indicated on their surveys (See Attachment D Survey Grade 9-11). The students in both surveys favored both on-line delivery of classes and would travel to another location offering desired CTE course. Taking classes at night or during the summer were favored by under 30% in each area but could still be a viable option. 5
10 This leads the planning committee to believe a hybrid approach to delivering classes would be successful in our region. Cass County and North Dakota Employment Statistics North Dakota s economy is strong, with many businesses looking to expand or start-up. Cass County is no exception with low unemployment and high participation. The challenge is the quality and shortage of the workforce in specific career clusters such as health science, information technology, and advanced manufacturing. The latest preliminary estimates indicate Cass County employment expanded on a year-over-year basis in December In Cass County, employers reported over 1,500 more jobs compared to the previous year, a 2.2 % gain. Cass County s unemployment rate was 2.7% for this same time period, nearly a full percentage point less than December According to North Dakota Job Service, over 5,000 jobs remained open in Cass County in December of The employers with the largest numbers of openings were Sanford Health, Essentia Health, and Microsoft. 6
11 Proposed Program Offerings Year One Based upon study, the Cass County Career and Technology Center proposes the development of a minimum of five program areas, four in year one. The proposed courses follow a scope and sequence of curriculum development and Career and Technical Education new program policies. Program: Health Science Courses Health Careers 1 and 2, Medical Terminology, Certified Nursing Assistant, Prevention/Care Athletic Injuries Health Careers is the highest area of interest. In addition, Health Careers is the highest area of need for our regional employers. This information is confirmed by our regional and state labor market statistics. Program: Welding Courses Welding Technology 1 and Welding Technology 2 This program is a combination of classroom and lab instruction. The major portion of class time is hands-on in the welding lab. Time in the shop is spent on oxyacetylene and arc welding practice. Students become familiar with the different types of equipment and materials and learn the most up-to-date procedures used by welders. Emphasis will be placed on individual hands-on competencies. Welding certification can be earned by taking the American Welding Society Certification test upon completion of the two-year program. An existing Welding program is currently in place between the North Dakota State College of Science (NDSCS) and the Fargo Public Schools at the NDSCS Fargo Campus. Although student interest data is not high in the area of welding, a strong workforce demand from the manufacturing industry is the driving factor in expanding this program. Program: Transportation Course Aviation Technology 1 This is a new program to schools in Cass County driven by the growth of the aviation industry in the Red River Valley. The University of North Dakota aviation program and the Grand Forks Air Force Base have been strong economic engines for years. This could grow with the potential involving Unmanned Aerial Vehicles (UAV) and new potential programs at community colleges in our region. In Fargo, the Jet Center is another example of an aviation business which has a strong need for workers. 7
12 Program: Agriculture Education Course Botany/Horticulture I Red River Valley agriculture has been an economic engine for decades. With the presence of North Dakota State University, a land grant college, the opportunities to partner and involve students in plant and animal science are unlimited. Future Planned Programs Program: Automated Manufacturing Courses Automated Manufacturing 1 and Automated Manufacturing 2 An existing Automated Manufacturing program is currently in place at the Fargo Public Schools. This program is also driven by the needs of business and industry. Although employment data shows manufacturing holding steady nationally, it is a growth industry for North Dakota. Program: Information Technology Courses Introduction to IT Essentials, Computer Hardware and Software, and Programing Essentials According to the Job Service data, the Information Technology sector shows faster than average growth. This growth will occur both nationally and in North Dakota. This growth is shown in both the networking and programming areas. Program: Law, Public Safety, Corrections, and Security Courses To Be Determined Students showed strong interest in this program area. Local law enforcement including school resource officers would partner to develop program. Program: Diesel Technology Course Diesel Technology I State and national statistics demonstrate strong need for diesel technicians. There is strong potential for local and regional industry partnerships along with establishing post-secondary partnerships with NDSCS. 8
13 First Year Course Listings & Descriptions Health Science (Year 1) Health Careers 1 Grade ½ or 1 Credit The Health Careers course is designed to assist students interested in the medical field in determining an occupation that will best suit their capabilities and interests. The program uses a competency based curriculum that is fundamental to a variety of careers in the health care industry. CORE knowledge and skills are introduced the first semester to the students as a foundation in such areas as; Medical Terminology, Anatomy and Related Disorders, Professional Standards, Safety, Monitoring Body Functions, Disease Prevention, CPR and First Aid Certification and Introduction to Health Careers. The second semester provides the students the opportunity to expand their skills and knowledge in specific areas of career interest. Career choices such as Physical Therapy, Occupational Therapy, Pharmacy, Optometry, Radiology, Respiratory Therapy, Medical Records and Secretarial, Dental Careers, Medical Lab, Medical Assisting, Child Care, Nursing, Nursing Assisting and others will be offered. Students may be placed in the community health care setting for on-the-job career experience any time after completion of the CORE segment. Emphasis on academics, professional development, leadership, and organizational skills are integrated throughout the curriculum. License/Credential Required Health Careers Medical Terminology Grades ½ or 1 Credit This class is designed to introduce students to the health information technology field. Students will learn prefixes, suffixes and root words for medical terms. This will include meanings, spellings and pronunciations. Emphasis is on building a working medical vocabulary based on body systems. Anatomy and physiology of major organs, pathological conditions, laboratory studies, clinical procedures and abbreviations are studies for each body system. The student will also learn medical terminology as it relates to pathology, diagnostic, surgical, clinical and laboratory procedures, and common abbreviations and acronyms by body systems. License/Credential Required Health Careers or Medical Terminology Prevention/Care of Athletic Injuries Grades ½ or 1 Credit The course provides the student with a background in athletic training and basic health care. The course emphasizes injury prevention, first responder management daily for athletic injuries and skills to fulfill the activities of daily living. Students will be able in one semester to complete the requirements to become a student athletic trainer. License/Credential Required Health Careers or Prevention Athletic Injuries 9
14 07032 Nurse Assistant Grades ½ or 1 Credit The Nursing Assistant Training program offers classroom instruction and clinical practice to those preparing for employment as a certified nursing assistant in a skilled nursing facility, acute care or home health care. This program includes supervised practical training and clinical practice as required by the North Dakota Board of Nursing. A certificate is issued upon completion of the class. Students also have the opportunity to take the state CNA board exam to acquire state certification. 15 17237 Welding Technology 2 Grades or 2 Credits Welding Technology II provides advanced training in the various welding applications in preparation for college welding programs or entering employment. The course will adhere to American Welding Society standards in welding processes. Continued emphasis will be placed on applied academics, professional development, leadership, and organizational skills. License/Credential Required: CTE Welding Technology Coordinated Plan of Study for Career and Technical Education Scholarship Trade and Industrial Education Welding Technology Course Code Description Credits Welding Technology 1 1 or Welding Technology 2 1 or Cooperative Work Experience ½ to 2 Must Complete as least 2 credits Aviation Technology (Year 1) Aviation Technology 1 Grades or 2 Credits The course provides students for employment in the aviation field. The course covers fundamentals of flight, flight operations, aviation weather, performance and navigation. The course also explores careers in air traffic control, flight dispatching and airport management. Units of instruction include; safety of flight, airport layout, aeronautical charts, radar, radio procedures, airplane power plant, aerodynamics, weather patterns and hazards. Emphasis on applied academics in math and science are integrated throughout the curriculum along with decision-making principles as it applies to flight-related factors. License Credential Required: CTE Aviation Technology Aviation Technology 2 Grades or 2 Credits Students will be prepared to pass the Federal Aviation Administration (FAA) private pilot verbal exam. Course will cover advanced flight topics as well as topics covered in Aviation I to an advanced level. Students will also work in teams to build a full scale aircraft. 11

Topics to be covered include: soils, plants, plant identification, and plant entomology. Courses examine the importance of plant cell structures, functions of cells, plant processes, nonvascular plants, vascular plants, roots, stems, leaves, flowers, and reproduction of plants. Students may be introduced to the biological, environmental, conservation, and ecological concepts encountered in our environment. Landscape design units will prepare students to design, construct, and maintain planted areas and devices for the beautification of home grounds and other areas of human habitation and recreation. These courses will reinforce and extend students understanding of science by associating basic scientific principles and concepts with relevant applications in agriculture. Leadership development and supervised agricultural experience programs are also an integral part of this course. License Credential Required: Agriculture Education 12
17 Coordinated Plan of Study for Career and Technical Education Scholarship Agriculture Education Agriculture Course Code Description Credits Botany/Horticultural Science I Botany/Horticultural Science II Cooperative Work Experience 2 Must Complete as least 2 credits Location and Facilities The CCCTC planning committee focused on both short and long term location and facility objectives. The short-term objectives targeted existing programs and facilities to maximize the staffing, space, and resources of CTE programs, which currently exist in our member schools. The long-term objectives focus on potential growth areas such as leveraging new space at West Fargo s Sheyenne High School for diesel technology. Additional discussion for long-term growth focuses on leveraging assets of NDSU, NDSCS, and the business community. Health Careers Highly qualified Health Career instructors currently are employed in Fargo and West Fargo schools. The CCCTC will hire additional Health Careers staff as needed to support instruction at all member schools. Welding Technology Welding Technology classes are currently delivered at the NDSCS campus in Fargo. There is also potential for delivering curriculum from the Northern Cass lab. Aviation Technology These new classes will initially be delivered at West Fargo high schools with opportunities for students to be transported to this location. Partnerships with Fargo Jet Center are being developed. Agriculture Education Highly qualified Agriculture Education instructors currently teach existing programs at Northern Cass, the host site for courses of this program. Curriculum Delivery Models CCCTC proposes the use of multiple delivery models in order to provide students the greatest opportunity possible to take quality CTE programs. Potential delivery models include face-toface on-site instruction, interactive television (ITV), online, and hybrid/satellite programs involving traveling teachers and / or the use of community partners to deliver the coursework and hands-on experiences. 13
18 The CCCTC will work closely with current CTE centers across the state, community colleges, and business and industry to identify and develop the best options to deliver classes. For example, CCCTC will consider the use of on-line curriculum for medical terminology, contracting aviation teachers through a partnership with the Jet Center, and developing health science internship opportunities with area health care industry. Finally, the CCCTC will work to leverage the assets of North Dakota University System partners, NDSU and NDSCS. This could come through facilities and equipment, dual credit, and sharing instructors. As we move forward in North Dakota to become a more integrated P-20 education system this could be a foundational piece which could drive CTE to the next level in participation of all students. The proposed delivery model(s) for each of the CCCTC courses is provided below. Member schools have determined that courses will follow the bell schedule and yearly calendar of the school delivering the curriculum. For example, if West Fargo delivers an aviation class, it will follow the bell schedule and yearly calendar of the West Fargo Public schools. There are many proposed classes which are intended to be delivered online. These classes can be delivered asynchronously which will assist in reducing scheduling conflicts. The online delivery of classes allows students flexibility to participate because these classes can be accessed 24/7. The close proximity of participating schools allows for traveling instructors. Programs such as Health Careers and Aviation will feature a hybrid approach of both online delivery with face-toface instruction for lab coursework. 14

20 Fiscal Information Through research, advisory committees, surveys, and feedback from district superintendents and board members, the proposed Cass County Career and Technical Center recognizes leadership as a critical component to advance the proposed center. The CCCTC is budgeting for a full-time CTE Director to provide the essential communication and collaboration between stakeholders of member schools, develop business and industry partnerships, and support implementation of new CTE programs. The medical career cluster was also identified through our student surveys and community advisory groups as a targeted program for member schools. Thus, a majority of the initial staffing and equipment costs were designated towards this program.
