1 Effective July 3, EDUCATIONAL LEADERSHIP (1) Purpose. The Professional Educational Leadership certificate is part of Georgia s leadership certification system and provides a statewide structure to ensure that building-level and systemlevel leaders meet minimum state requirements. Georgia issues two (2) Professional leadership certificates: Standard and Performance-Based. Both of these titles are Renewable certificates. This rule outlines the certificate structure for obtaining Standard and Performance-Based Educational Leadership certification that includes a Non-Renewable certificate for educators employed in a leadership position and missing renewal requirements, GACE content assessment or who are hired in a leadership position conditioned upon completion of a GaPSC-approved Educational Leadership Program resulting in Performance-Based Professional certification. (2) Requirements. (a) Standard Professional Certificate: 1. Georgia educators are eligible for the Standard Professional certificate in the field of Educational Leadership by meeting the following conditions: (i) Holding a valid Clear Renewable certificate in Educational Leadership at level five (5) or higher on the effective date of this rule. These certificates will be converted to a Standard Professional certificate and affected educators will continue to hold that certificate (subject to renewal) and will remain eligible to serve in building-level and system-level leadership positions; (ii) Completing a GaPSC-approved certification preparation program in Educational Leadership at the master s degree level or higher prior to September 30, 2009.These educators are eligible to apply for a Standard Professional certificate upon employment by a Georgia local unit of administration (LUA); (iii) Satisfying Special Georgia Requirements as outlined in GaPSC Rule SPECIAL GEORGIA REQUIREMENTS: (I) The GACE Educational Leadership content assessment must be passed at the Professional level. There is no Induction level passing score for this assessment. 2. Out-of-state educators applying for initial certification in Georgia are eligible for a Standard Professional certificate in the field of Educational Leadership upon employment by an LUA based on completion of the following requirements: (i) Satisfying Special Georgia Requirements as outlined in GaPSC Rule SPECIAL GEORGIA REQUIREMENTS: (I) The GACE Educational Leadership content exam must be passed at the Professional level or exempted according to the criteria outlined in section (10) of GaPSC Rule CERTIFICATION AND LICENSURE ASSESSMENTS; and (ii) Completing one of the following options: (I) Completing an out-of-state state-approved certification preparation program in Educational Leadership at the master s degree level prior to December 15, 2010;
2 Page 2 (II) Holding a professional out-of-state certificate at the master s degree level based on completion of a state-approved certification preparation program in Educational Leadership prior to December 15, 2010; (III) Holding a professional out-of-state certificate based on completion of a state-approved certification preparation program in Educational Leadership at the master s level after December 15, 2010 and having three (3) years of acceptable, successful out-of-state educator experience in a leadership position (See GaPSC Rule EXPERIENCE REQUIREMENTS); (IV) Completing an out-of-state state-approved certification preparation program in Educational Leadership at the specialist s or doctoral degree level; or (V)Holding a professional out-of-state certificate based on completion of a state-approved certification preparation program at the specialist s or doctoral degree level in Educational Leadership. (b) Performance-Based Certificate: 1. Educators are eligible for the Performance-Based Professional certificate upon employment by an LUA in the field of Educational Leadership by meeting one of the following conditions and after satisfying Special Georgia Requirements (See Rule SPECIAL GEORGIA REQUIREMENTS): (i) Completing a GaPSC-approved Performance-Based certification preparation program at the specialist or doctoral degree level in Education Leadership; (ii) Completing a GaPSC-approved Performance-Based certification-only Educational Leadership preparation program for candidates already holding a specialist or doctoral degree; or (iii) Completing a GaPSC-approved Alternative Preparation for Educational Leadership Program. See GaPSC Rule ALTERNATIVE PREPARATION FOR EDUCATIONAL LEADERSHIP PROGRAM. (c) Non-Renewable Certificate: 1. A one (1)-year Non-Renewable Standard Professional certificate may be issued at the request of an employing Georgia LUA to an educator holding a valid or expired Georgia Clear Renewable or Professional certificate in Educational Leadership and missing renewal requirements. 2. A one (1)-year Non-Renewable Standard Professional certificate may be issued at the request of an employing Georgia LUA to a Georgia educator who completed a state-approved educator preparation program in Educational Leadership prior to September 30, 2009 and must complete the GACE content assessment for renewable professional certification. 3. A one (1)-year Non-Renewable Standard Professional certificate may be issued at the request of an employing Georgia LUA to an educator meeting requirements in (2)(a)2 and missing the GACE content assessment for Professional certification. 4. A Non-Renewable Performance-Based Professional Educational Leadership certificate may be issued at the request of an employing Georgia LUA to educators in the following situations:
3 Page 3 (i) A one (1)-year Non-Renewable Performance-Based Professional certificate may be issued to an educator holding a valid or expired Georgia Clear Renewable or Professional certificate in Performance-Based Educational Leadership and missing renewal requirements; (ii) A five (5)-year Non-Renewable Performance-Based Professional certificate may be issued to an individual holding a master s degree or higher, and employed in a leadership position. During the validity period of this certificate, the educator must enroll in and complete a GaPSC-approved Performance-Based Leadership preparation (Building level or System-level) program. Should the educator be reassigned from building-level to system-level or vice versa while in the approved program, it is the responsibility of the GaPSC-approved provider to adjust the program to match the existing employment level and the responsibility of the LUA to request the appropriate certificate; or (iii) An educator meeting admissions criteria for the Georgia Alternative Preparation for Educational Leadership Program and employed in a leadership position may be issued a five (5)-year Non-Renewable Performance-Based Professional certificate. During the validity period of this certificate, the educator must enroll in and complete the GaPSC-approved program. (d) Educators holding a Non-Renewable Standard or Non-Renewable Performance-Based certificate must meet all requirements outlined by the GaPSC and convert to the appropriate Professional certificate prior to the end validity of the certificate. If the educator s Non-Renewable certificate expires prior to completion of the GaPSC requirements, the Superintendent may request a one (1)-year Waiver certificate. If the Waiver request is for a Superintendent, the request must be made by the Chair of the Local Board of Education. (e) Educators holding a Performance-Based Professional Educational Leadership building-level certificate but employed at the system level (or vice versa), must have the employing LUA request a three (3)-year Non-Renewable Performance-Based Professional certificate. During the validity period of the certificate the educator must complete all requirements of a GaPSC-approved preparation program for the Educational Leadership Performance-Based Professional certificate. (f) Permit (See GaPSC Rule PERMIT CERTIFICATE). (g) Meet Special Georgia Requirements (See GaPSC Rule SPECIAL GEORGIA REQUIREMENTS). (3) Certificates Not Issued. The GaPSC does not issue the following certificates for this field: (a) International Exchange certificate (See GaPSC Rule INTERNATIONAL EXCHANGE); (b) Induction certificate (See GaPSC Rule INDUCTION CERTIFICATE); (c) Adjunct License (See GaPSC Rule ADJUNCT LICENSE); (d) Pre-service certificate (See GaPSC Rule PRE-SERVICE CERTIFICATE); (e) Advanced Professional certificate (See GaPSC Rule ADVANCED PROFESSIONAL CERTIFICATE); and (f) Lead Professional certificate (See GaPSC Rule LEAD PROFESSIONAL CERTIFICATE). (4) To Add the Field (See GaPSC Rule ADD A FIELD).
4 Page 4 (a) To add Educational Leadership to an existing Professional certificate in any field, an educator must complete a GaPSC-approved certification program in Performance-Based Educational Leadership to include all applicable Special Georgia Requirements (See GaPSC Rule SPECIAL GEORGIA REQUIREMENTS). Georgia educators who complete out-of-state programs not approved by the GaPSC will not be eligible for Georgia certification in Educational Leadership. (5) To Upgrade the Level (See GaPSC Rule CERTIFICATE UPGRADE). (a) In order to qualify for an In-Field or New-Field Upgrade, all requirements outlined in the Certificate Upgrade Rule must be completed. 1. Educators completing a GaPSC-approved Performance-Based Educational Leadership program at the doctoral level who are not currently certified in Educational Leadership will not qualify for an upgrade to Level Six (6) based on achieving All But Dissertation (ABD) status during the doctoral program. A New-Field Upgrade requires completion of the GaPSC-approved program in Performance-Based Educational Leadership at a higher degree level, so an educator enrolled in a doctoral program will not qualify for a New-Field upgrade until completion of that program, passing the GACE content assessment and adding the field (6) Payment on Leadership Degrees. (a) The following procedures for placement on the State Salary Schedule apply to Georgia educators and out-of-state educators applying for educational leadership based on reciprocity: 1. The Georgia General Assembly added language to O.C.G.A (through HB455 in 2009 and HB923 in 2010) that would place restrictions on paying educators salary increases based on earning advanced degrees in Educational Leadership. Specifically, the State will pay on advanced leadership degrees if the educator holding the degree is employed in a leadership position as defined by the Georgia Department of Education (GaDOE). 2. If an educator earned a leadership degree from a GaPSC-approved or GaPSC-accepted institution prior to July 1, 2010, then he or she will be paid on the degree level regardless of position assignment. 3. If an educator was enrolled in a GaPSC-approved or GaPSC-accepted leadership degree program prior to April 1, 2009, and completed the master s degree by July 1, 2012, or completed the specialist degree by July 1, 2013, or completed the doctoral degree by July 1, 2014, then he or she will be paid on that degree level regardless of position assignment. 4. Unless grandfathered under (6)(a)2 or 3 above, an educator who earns a leadership degree from a GaPSC-approved or GaPSC-accepted institution after July 1, 2010, must be employed in a leadership position in order for the advanced leadership degree to be considered in the calculation of the educator s salary. (7) Renewal Requirements (See GaPSC Rule RENEWAL REQUIREMENTS). (8) In-Field Statement (GaPSC Rule IN-FIELD ASSIGNMENT). (a) Educators holding a valid Standard Professional certificate in Educational Leadership are infield to serve as a building-level or system-level education leader in positions that require leadership certification. Educators holding a valid Performance-Based Professional Educational Leadership (building-level) certificate may serve in the described positions at the building-level, and those
