The Certificate of Proficiency in Insolvency (CPI) CPI Registration and Requirements Why take CPI in 2009? The CPI is a great qualification to give you your first step towards a career in Insolvency. Many candidates will either take this examination in order to give themselves a qualification which proves that they have a solid knowledge of the matters of Insolvency law and practice, or alternatively, they will take the CPI as a stepping stone towards taking the JIEB (Joint Insolvency Exams Board) exams (which must be passed before applying for an Insolvency Practitioners Licence). Passing the CPI will not gain you any exemptions towards the JIEB exams, however it provides the best foundation for approaching these exams. The CPI is an intermediate insolvency examination, which is recognised inside and outside of the insolvency profession as a test of competence in insolvency administration. It is an exam for individuals working in insolvency or related areas, covering all key areas. The examination is set by the Insolvency Practitioners Association (IPA). Success in the CPI exam will entitle you to apply for Affiliate membership of the Insolvency Practitioners Association, and an Affiliate member may describe himself as an Insolvency Technician. The Exam The exam is a test of insolvency competence and consists of one 3-hour paper, held once a year. 40% of the paper is allocated to multiple-choice and short form questions, while the remaining 60% is based on essay style questions. Approximately two thirds of the marks will be for corporate insolvency matters, while the remaining third will be for personal insolvency matters. Exam Date The 2009 CPI exam will take place on the 5th June 2009.* Registering for the Exam In order to sit the CPI exam, an individual must be registered as an IPA student, and must submit an entry form and pay for the exam by the 27th March 2009.* Please note that it is your responsibility to register with the IPA and to pay your exam fees. This is not included in the BPP course fees. Exam entry forms are available from the IPA from the first half of February, and are automatically dispatched to registered students during this month. The exam is set and administered by the IPA, and is held at a number of centres throughout the UK. Eligibility No experience, or previous qualifications are required in order for you to be eligible to sit the CPI exams. Further details of this, together with prices, can be found at the IPA website Results Exam results are sent directly to the student in the second half of August, and successful candidates are displayed on the R3 website The pass mark is set each year by the examination moderator and the chairman of the IPA Examinations & Training Committee. Distance Learning courses Our distance learning programme can be used in conjunction with our classroom courses, or on a stand-alone self-study basis. You will receive clear and comprehensive study notes, a work programme, question bank, 3 CDs and 3 sets of passcards, as well as 3 link exams and a mock exam (all to be completed at home). Candidates studying by distance learning who wish to attend individual tutorial days can book onto these at a set rate of 150 per day plus VAT. Applications for individual tutorial days should be sent in writing, along with a completed application form. Link and classroom courses Our link course, recommended for all first time candidates, comprises 14 days of tuition, described next, linked together by directed home study and link examinations. You will receive a full material package, together with tutorial support for problems and ongoing help with your studies. Please see table above for course dates. Introduction & Liquidations Course (2 days) This course will give you a full introduction to Liquidations including procedures and directors liability, as well as guidance on prioritising your work, study skills and exam technique. Personal Insolvency Course (2 days) Covers an introduction to Personal Insolvency, including both Bankruptcy and Individual Voluntary Arrangements. Administrations, CVAs and Receiverships Course (2 days) This course covers Administration Orders, CVAs and Receiverships and the various procedures involved. Insolvency Accounts Course (2 days) This course covers Insolvency Accounts, including statements of affairs, estimated outcome statements and summaries of receipts and payments. The examination has become more numerical in recent years and this course is designed to prepare you for this. Link Exams and Home Study Mock Exam Three mid-term practice examinations for you to complete at home and then send to us for marking and assessment. A further mock exam is provided for completion prior to the Final Revision Course. Please note this is not the same as the final mock exam day. Final Revision courses (6 days) An intensive six day final programme of lectures, tests and question practice designed to get you up to speed for the real exam. This course covers all of the main areas examined in this paper, and is packed with essential guidance on exam technique. The 6 days revision are made up of 2 days each on Liquidations, Administrations and Personal Insolvency. Final Mock Exam Day (optional) London - 26th or 28th May Birmingham - 27th May Leeds - 27th May Manchester - 26th May The mock exam day will provide invaluable exam practice. Scheduled in the build up to the Final Examination, the day provides candidates with the opportunity to practice a freshly written exam style paper under exam conditions before working through their answers with their tutor. 7 Tel: Fax: Frequently Asked Questions 5 Frequently Asked Questions Do I need to have registered for the exams to attend the courses? No, you can book onto and attend BPP courses at any time without signing up for the exams. Does registering for a BPP course automatically mean I am registered for the exam? No, registering for courses and signing up for the exam are separate. To register for the real exam you must contact the Insolvency Practitioners Association. You must register as a student member, and pay the examination fee by the IPA cut off date (usually around the end of March). Can I attend individual days from the link course? You can book onto individual days from the link course at a daily rate of 150 plus VAT per day. To do this, fill in the booking form and tick the days you would like to attend. Do I have to attend all of my courses at the same centre? No, BPP will offer you as much flexibility with your studies as possible. If you cannot attend a course, and wish to swap to an alternative, we will do this for you free of charge, providing there are spaces on the course you wish to attend. How long does it take to study for the CPI exam? This depends on the individual. Some candidates have more experience in certain fields than others and require less study time. The more time a candidate spends preparing and working through the material the more chance of success they will have. I have started the course, but due to work commitments I will not be ready to sit the exams this year, what are my options? We have a very flexible policy regarding the deferral and cancellation of our courses. Please contact our client care team on for further details. Can I use my BPP Membership for CPI courses? BPP Membership discounts are not applicable to CPI examination training, however we offer a vast range of Professional Development courses, some of which are detailed in this brochure, where you can receive up-to 50% discount. Is there a cut off date to sign up for a BPP course? You can book onto a BPP course at any stage of the programme. If you wish to join the link programme after it has commenced, we will reduce the charge by the days you have missed. When is the cut-off point for new law being examined? All law passed up to 1st January 2009 will be examinable in the June 2009 sitting. Should any new examinable law be passed after the BPP materials have been published, we will issue updated information.

JIEB - Your Next Step Your next step towards becoming a licensed insolvency practitioner is to pass the examinations of the Joint Insolvency Examinations Board. You are eligible to sit these exams if you are a member of a recognised professional body, or have satisfied the requirements of the IPA or Secretary of State for Trade & Industry. These exams take place annually in December and comprise three 3-hour papers on: Liquidations Administrations, CVAs and Receiverships Personal Insolvency Why not make a start on JIEB in 2009? Following recent changes to the regulations, it is now possible to attempt one paper in your first sitting of the JIEB exams (previously you had to take at least two papers on your first try). This means that it is now possible to get a head start on your JIEB studies by attempting the Personal Insolvency Paper in 2009, which if successful will leave you with just the corporate papers to attempt in BPP will be running a Conversion course in 2009 to help students to adapt their CPI studies to the JIEB. If you would like to discuss how we can help your organisation contact our in-house team on or in-house@bpp.com JIEB - Voluntary arrangement only licences Section 389A of the Insolvency Act 1986 (inserted by the Insolvency Act 2000 on the 1st January 2003) allows the Secretary of State to recognise bodies to authorise their members to act as office-holders in Voluntary Arrangements. Members of such bodies who meet acceptable requirements, as to education, practical experience and training can act as a nominee and supervisor in the future, to take appointments as Voluntary Arrangement Practitioners. The Joint Insolvency Examination Board have recently agreed to allow candidates to sit just the personal insolvency examination at the December 2008 sitting. (Previously first time candidates have been required to sit a minimum of two papers). At the time of print it is expected that successful candidates, meeting the other criteria of their RPBs, will be able to apply for IVA-only licences from April 2008 onwards, upon successfully taking and passing the exam for this one paper. S.389A has only recently been brought into force and candidates will need to get in touch with their RPBs in relation to the obtaining of a licence. 17 15 Terms and Conditions These terms and conditions and the application form comprise the agreement pursuant to which BPP Professional Education Ltd provides Insolvency Courses of Study and Tests and BPP Learning Media Ltd supplies Insolvency Study materials to the candidate. 1. Payment Terms 1.1 Full payment or authorisation to invoice an employer, must accompany the application form. 1.2 Full payment or authorisation to invoice an employer is required when any Insolvency Study Materials are ordered and prior to any study materials being despatched. 1.3 Full payment or authorisation to invoice an employer for any online study tool is required when ordered and prior to any log on details being supplied. 1.4 BPP Professional Education Ltd acts as agent for BPP Learning Media Ltd in collecting payments for any Insolvency Study materials supplied under this agreement. 1.5 Where BPP Professional Education Ltd has received authorisation to invoice the employer the following payment terms apply: - Full payment is due within 30 days from the date of the invoice - Payment is due immediately if booking is made less than 30 days before the course start date - If BPP Professional Education Ltd fails to receive full payment of the invoice by the course start date or date of the Test the candidate may be refused entry to the course/test - BPP Professional Education Ltd and BPP Learning Media Ltd reserve the right to charge late payment interest on any outstanding invoices, at a rate of 8% above the Bank of England base rate - BPP Professional Education Ltd and BPP Learning Media Ltd reserve the right to recover any reasonable debt collection costs in connection with this agreement - The employer is liable for all unpaid invoices 2. Insolvency Study materials 2.1 All study materials, including but not limited to Distance Learning Materials, CD Rom, i-learn CD Rom, i-pass CD Rom, Audio Success CD, Revision/Assessment/Tool Kit, MCQ Cards, Passcards, Question Banks, Review Exercises, Mock Exams (papers and suggested solutions), Online Tests, Online Tutorials, Online Downloads and Study Texts are supplied to the customer by BPP Learning Media Ltd. 2.2 Unless Clause 3.2 applies BPP Learning Media Ltd will despatch Insolvency Study materials to the candidate on receipt of full payment or authorisation to invoice an employer in accordance with the following delivery guidelines. - UK: delivery within approximately 5-7 working days of despatch; - Europe: delivery within approximately 6-8 working days of despatch; and - Rest of the world: delivery within approximately working days of despatch. 2.3 BPP Learning Media Ltd will refund the cost of any Insolvency Study Materials (less postage and packaging) if returned by the candidate to BPP Learning Media Ltd, 17 Fairway Drive, Greenford, Middlesex, UB6 8PW within 14 days of receipt in a re-saleable condition. Proof of postage must be obtained by the candidate and produced in the event of any query. 2.4 BPP Professional Education Ltd must be notified of any queries, complaints or short deliveries within 14 days of receipt of Insolvency Study Materials. 3. Classroom Courses 3.1 Candidates must bring any relevant course joining instructions to all sessions of the Insolvency Course of Study. Failure to bring joining instructions may lead to candidates being refused entry to the course. 3.2 BPP Professional Education Ltd reserves the right to cancel, reschedule, or change the location of a course, if in the opinion of BPP Professional Education Ltd, such an action is necessary. BPP Professional Education Ltd will notify the candidate as soon as the change is made. In such circumstances, the candidate has the option to reschedule the course, apply the fees to another course, or to receive a refund or credit note for the course fees paid. 3.3 Subject to availability, provided full payment has been received, and BPP Professional Education Ltd is informed at least 1 working day prior to the course date, it may be possible to transfer to an alternative course date. Such transfer may also give rise to an additional charge by BPP Learning Media Ltd for replacement Insolvency Study Materials. 3.4 Under no circumstances are Insolvency Courses of Study or Insolvency Study materials transferable between candidates. 3.5 All cancellations and deferrals must be made in writing. 3.6 Provided that at least 1 days notice of a cancellation or deferral of a Course is provided to BPP Professional Education Ltd, a refund will be payable (less a deduction for the Insolvency Examination Study Manual and a cancellation fee of 100). 4. Distance Learning/Home Study Courses 4.1 Distance learning customers can upgrade to an appropriate classroom course and will be invoiced for the balance of the cost over and above the price of the distance learning course using the classroom course prices in force at the time of upgrade. There may also be an additional charge for replacement study materials. 5. Intellectual Property 5.1 BPP Learning Media Ltd grants the candidate a non-transferable, non-exclusive licence to use its products (including information, training material content, software and data) under the terms of this agreement. 5.2 This licence terminates upon termination of this agreement for whatever reason. 5.3 The candidate warrants that they shall only use the products of BPP Learning Media Ltd for their own educational purposes and shall not, without prior written consent, copy, make available, retransmit, reproduce, sell, disseminate, licence, distribute, publish, broadcast or otherwise circulate the products of BPP Learning Media Ltd (or any part of them) to any person other than in accordance with this agreement. 5.4 The candidate shall fully indemnify BPP Learning Media Ltd in respect of any infringement of any intellectual property rights arising as a result of use of their products in breach of this agreement. 6. Change of address or other contact details 6.1 BPP Professional Education Ltd must be notified in writing of any change in a candidate s contact details, including the address specified on the candidate s application form. 7. Security 7.1 Personal possessions are the sole responsibility of the candidate and BPP Professional Education Ltd accepts no responsibility for anything that is lost or stolen from a venue. Customers are advised to keep valuables with them at all times. 8. Notices 8.1 Any notices required to be served by BPP Professional Education Ltd or BPP Learning Media Ltd under this agreement will be deemed properly served if sent via prepaid postage to the postal address, or ed to the address notified by the candidate, at BPP Professional Education Ltd s discretion. 9. Limitation of Liability 9.1 The liability of BPP Professional Education Ltd and BPP Learning Media Ltd for direct losses arising out of their negligence (other than in respect of liability for death or personal injury), breach of contract or any other cause of action arising out of or in connection with this agreement shall be limited to the cash receipts from the candidate (or employer) for the Insolvency Course of Study or Insolvency Study Materials. 9.2 BPP Professional Education Ltd and BPP Learning Media Ltd shall not be liable for any indirect or consequential loss whether arising from negligence, breach of contract or otherwise. 10. Warranty 10.1 BPP Learning Media Ltd warrants that Insolvency Study Materials will be of satisfactory quality but does not warrant that they will be error free BPP Professional Education Ltd warrants that it will perform any services under this agreement with reasonable skill and care These warranties are provided in lieu of all other warranties express or implied which are hereby excluded to the fullest extent permitted by law. 11. Data Protection 11.1 Candidates agree that, in relation to information held from time to time, BPP Professional Education Ltd and BPP Learning Media Ltd may: - Use the information to perform their obligations and enforce rights under this agreement. - Use the information to inform customers about courses, products or services which may be of interest to them. - Share the information with BPP group companies to inform the candidate about other products or services which may be of interest to them. - Use the information to inform candidates of feedback and exam results. - Communicate with the candidate s employer regarding their progress, results and attendance Candidates have the right to receive details of the personal information held by BPP Professional Education Ltd or BPP Learning Media Ltd. A fee of 20 will be payable In the event that candidates do not wish to receive correspondence from BPP Professional Education Ltd or BPP Learning Media Ltd, a written request should be sent to the registered office. 12. Validity 12.1 If any provision of this agreement is held to be invalid or unenforceable by any tribunal of competent jurisdiction, the remaining provisions shall not be affected and shall be carried out as closely as possible according to the original intent. 13. Jurisdiction 13.1 The parties to this agreement irrevocably submit to the exclusive jurisdiction of the English Courts for the determination of disputes arising under this agreement.

Cancellations and Refunds All cancellations MUST be in writing. For bookings cancelled at least 15 days (by 5.30pm) prior to the course date, we will refund the course fee. For bookings cancelled between 14 and 4 days (by 5.30pm) prior to the course date delegates may attend another course of equivalent value free of charge. The fee is still payable and is non-refundable. For bookings cancelled 3 working days or less (by 5.30pm) inclusive of the course date, delegates may attend another course of equivalent value for an administration fee of 25 plus VAT for a half-day course, 50 plus VAT for a one day course, or 100 plus VAT for a two day or more course.
