Data-Driven Safety Approach Roadway Data Traffic Data Crash Data Safety Analysis Safety Decisions Implementation of Investments / Improvements Evaluation of Benefits / Effectiveness

Collection What roadway data are collected, how are they collected, and standards should they meet? Analysis How do the roadway data related to a variety of analysis tools including State-specific tools and national tools such as HSM? Management What policies and procedures exist for the collection, maintenance, usage and updating of roadway safety data? Expandability How do roadway safety data relate to other data including but not limited to, crash data and infrastructure data? Can the existing data be expanded in the future as data needs arise?
Roadway Data - Capability Assessment Develop State capability baselines - Work with States to identify desired goal capability level. Assess national capability and identify national gaps - Determine opportunities for national leadership & programs and Develop a national action plan. Work with States to develop State-specific action plans - Identify available resources and peer exchange in
State Safety Data Capability Assessment Pilots: Mar-Apr 2011 Assessments and Action Plans: Apr 2011 May 2012 Midpoint Report: Nov 2011 Final Report: July 2012 As of Peer Exchanges July / September /November 2012 February 2013
Capability Assessment Initial findings (to date) Organizational structure and agency relationships can be a challenge. Other agencies maintain databases separate from the centralized State database. Importance / challenges of local road data. Need improved coordination between modes in data-related assessment, technical assistance and guidance. States need support in analysis tool implementation.
Four Peer Exchanges Exchange ideas and provide information about current practices, approaches, and techniques that can directly apply or adapt to fill gaps in capabilities at the State level. Four Areas: Collection, Analysis, Management, Expandability Each State will be invited to participate in at least one August, September, November, February
Proposed Outcomes Provide an opportunity for participants to share best practices and management innovations with each other. Serve to strengthen the development of the State s individual Roadway Safety Data Action Plans, with the most attention given to the area being covered by that peer exchange. Gather information to be compiled to form a National Roadway Safety Data Action Plan.
Roadway Data Community of Practice Access highway safety data from a variety of sources in one place. Customize your own safety data dashboard to meet your needs. Discuss safety data with other transportation professionals.
Data-Driven Safety Challenges What data to collect, how much to collect, what type of analysis to perform, and evaluation of safety improvement. FHWA tools to address these challenges include: Fundamental Data Elements (FDE) to identify data to collect CDIP & RDIP to determine quality of data collected HSM & Systemic Project Selection Tool to analyze data, evaluate and estimate safety benefits, and make safety investment decisions
Fundamental Data Elements Guidance Reports - Memo
Roadway Data Improvement Program (RDIP) Work with states to assess roadway and traffic data inventories Examine data collection practices Advocate geo-spatial referencing for locating collected data Improve the storage, maintenance and integration of roadway/traffic data Assess state usage of roadway and traffic data 13
RDIP Program What does the RDIP consist of? Guide Workshop Technology Transfer Session Report with recommendations How is the RDIP conducted? A technical assistance team (TAT) of subject matter experts reviews relevant materials prior to State visit Meet with key administrators, managers, technicians on-site Assess State practices and procedures for roadway/traffic data Develop recommendations for improvements 14
Highway Safety Manual Provides practitioners with the best factual information and tools for safety analysis Facilitates roadway design and operational decisions based on explicit consideration of their safety consequences Highwaysafetymanual.org provides access to technical assistance, guidance, and FAQs 15
Guidance & Products HSM Training Guide HSM Implementation Guide for Managers Integrating the HSM into the Project Development Process Guide (coming soon) 16
HSM-related Safety Analysis Tools SafetyAnalyst AASHTOware supporting the roadway safety management process represented in Part B of the HSM ( IHSDM software suite supporting the predictive methods and techniques represented in Part C of the HSM ( CMF Clearinghouse database supporting an agency's roadway safety management process or as input to the safety prediction methods (cmfclearinghouse.org) 17
Systemic Approach to Safety Systemic Safety Improvement An improvement that is widely implemented based on high-risk roadway features that are correlated with particular severe crash types. Systemic Problem Identification System-wide crash analysis Crash characteristics at the system level Select focus crash type(s) Select focus facilities Identify common characteristics

The Focused Approach to Safety Opportunities to address three Focus Areas in Texas Roadway Departure Crashes Intersections Related Crashes Pedestrian Related Crashes Targeted delivery of resources to focus States Allows FHWA to prioritize safety technical assistance 20
Which States are Eligible to Participate? 21
What are the specific benefits to the focus State? Geared towards existing SHSP fatality reduction goals in each Focus Area Provides additional access to: FHWA Resource Center Training and technical assistance Tools and technologies 22
