1 Regional Strategic Planning; Local Delivery Regional Learning Partnership South West Wales (RLPSW&CW) Regional Delivery Plan for Employment & Skills for South West & Central Wales Expression of Interest Form (EOI) The Regional Delivery Plan for Employment & Skills for South West & Central Wales will identify the region s skills needs, articulate the collective response and then identify the interventions to be supported by the appropriate investment e.g. domestic or structural funds. It is not an ESF funding plan it is wider than Structural Funds. Please note this EOI does not form part of any funding application process. The purpose of the document is to identify proposed activity areas to implement the Regional Delivery Plan for Employment & Skills SW&CW. Please note as a guide that the EOI should be completed in 12 point font and each box should not exceed a maximum of words 1a. Name of Organisation: (responsible for submitting the application and managing the activity): Engage Training-Bridgend College 1b. Proposed Activity Title: Work Based Learning Activities 1c. Details of the Activity: What is the purpose / aim of the activity? Which priority from the plan does it address? The aim of the activity is to increase the skills and qualification level of employed (including self employed) individuals in South West Wales. It will provide demand led activities which will aid progression, enhance lifelong learning and increase the competencies of the workforce. The activities will include: NVQ provision for employed people to upskill and ensure competence in job-related skills Bite-sized training courses delivered at local training venues with flexible delivery options including evenings and weekends. These short courses will be based on NVQ competencies in team leading, management, customer service, retail skills and business and administration skills, including ICT training Employability workshops delivered at employers premises to harness labour market intelligence Networking events held at local training venues and on employers premises Information and guidance events held at local training venues, community venues and on employers premises Use of social media such as blogs to provide information and updates The activies will address priorities 4,5,6,7,8,12,13 and 14 from the Regional Delivery Plan. 2 2. Please explain why the activity is needed, identifying where your evidence of need has come from and how this aligns with the intelligence, priorities and themes contained within the plan. This operation will complement the activities of the Economic Prioritisation Framework through the backbone of core activities of Business Support including leadership and mangement skills linked to business needs. In addition, Individual Support including work based learning schemes will be linked to LMI in the local areas of South West Wales so the EU funds can be deployed where they will have the greatest impact. In line with the thematic economic opportunities listed in the EPF, the activities in our scheme will address upskilling for organisations across the following sectors based on employer demand: Energy, Food & Farming, Climate Change & Resources, Exploitation of ICT, Advanced Manufacturing, Life Sciences & Health, and Tourism, Recreation and Leisure. In addition the activities will also support other key expanding sectors in the area including IT and Business Services, Legal and Accounting and Media by delivering demand led skills activity and local employment support. The activities align with Priority Axis 2 Skills for Growth of the West Wales and the Valleys ESF Operational Programme, the aim of which is to invest in skills as a driver of productivity and growth, to aid progression within employment and improve the skills mix and diversity of our workforce. Specific Objective 1: To increase the proportion of the employed workforce with intermediate level skills (Level 3 or 4) or above Specific Objective 3: To increase leadership and management skills to support organisational flexibility, adaptability and growth and to stimulate demand for workforce development, to encourage workforce mobility and increase workforce diversity. The UK Commission for Employment and Skills (UKCES) Employer Skills Survey 2013 identifies the following top 5 skills lacking in Welsh applicants. Technical, practical or job specific skills 69% Planning and Organisation skills 44% Oral communication skills 42% Customer handling skills 38% Problem solving skills 37% The activities specifically support all of the priorities and themes listed above and will help to reduce the shortage of skills in the Welsh workforce. 3. 3 5. Please detail how you have consulted and collaborated with other stakeholders of similar activities in the region (and outside if relevant). How have you ensured that this does not duplicate existing activity/ provision? Engage Training is currently a delivery partner in the Apprenticeship and Traineeship Consortium led by Pembrokeshire College. As a result, Engage Training has forged strong partnerships with local SW&CW training providers. Data from the UK Commission's Employer Skills Survey (2011) and the Swansea University Skills Report (2013) indicates the need for the training provision that Engage Training offers. For example, we have significant experience in providing short courses and NVQ provision to micro businesses, which have been identified as having a larger than average presence in the SW&CW region. As Bridgend is on the eastern border of the South West region, we have historically delivered to companies based in the South West region and have extracted LMI from companies in the South West who have contacted us. Since 2012, we have redirected companies based in the South West to the ESF-funded training programme 'Skills for Industry' (depending on eligibility) and we have had referrals from SFI for Bridgend-based businesses. Our consultative approach with SFI is evidence of our commitment to avoid duplication. Engage Training is also a partner in the Working Skills for Adults (WSfA) ESF Convergence Programme which has been operational since 2009 in South East Wales. Our experience of working with WSfA's numerous joint sponsors in consultation and collaboration has ensured that the programme's activities have been delivered effectively. As a result of our activities in WSfA we communicate with an extensive network of intermediaries who provide referrals to our training provision and inform us of relevant developments. This collaboration and consultation with partner organisations will inform our activities in SW&CW to avoid duplication. 6. Please give details of the partners involved in the activity, directly or as consultees, and your ongoing working arrangements. Engage Training is part of Bridgend College and is led by a Head of Department supported by a complement of NVQ Assessors/Trainers who can deliver short courses and NVQ's. The department also has a wealth of experience delivering European Funded Projects, Apprenticeships, Essential Skills and Employability Training. Engage Training can also call upon The People Business Wales, its partner organisation responsible for the delivery of training in literacy and numeracy skills. In addition, Bridgend College staff can be engaged for specialist or STEM provision as required Bridgend College also has many delivery partners within the SW&CW its consortium of Work Based Learning, Skills Academy Wales, led by Pembrokeshire College. It is through these partnerships that progression opportunities can be brokered on a local level. For example porgression from Level 3 Leadership and Management courses onto potential Higher Apprenticeship places. 7. What change will the proposed activity seek to achieve and what barriers will be overcome?

4 This operation will support upskilling for employed and self-employed people under two key ESF Operational Programme themes: Adaptability, Growth and Progression and Leadership and Management. 1. Adaptability, Growth and Progression Operation activities will include: a) NVQ provision to assess competence and skills b) ICT training including social media platforms to break down barriers to engagement with technologies c) Accredited short courses to include NVQ-related topics such as time management training courses, communication skills training, training in dealing with conflict, networking skills training and telephone techniques courses d) Employer open days for information sharing to increase labour market intelligence 2. Leadership and Management Operation activities will include: e) NVQ provision to assess competence and skills f) Accredited short courses to include NVQ-related topics such as confidence building, co-ordinating strategic change, the application of technology as well as information and guidance regarding work progression, succession planning and sustaining profitable enterprises g) Employer workshops to support the engagement of individuals in Leadership and Management training The barriers we aim to address include: Access to vocational qualifications in the workplace for employed people in SMEs Access to qualifications and short courses at flexible and convenient times/places Access to job-related skills training Access to digital inclusion activities and ICT training Access to labour market information for employers 8. 5 The activity can be aimed at employees through direct contact with their employer where relevant. However certain activities could be held in centralised locations at various times which will attract employed people in their own right. The activity also aims to address the specific needs of self-employed people so that they will be able to fully participate in the activies on offer. We aim to offer networking opportunies which will help micro businesses to engage with similar enterprises to link them together to help each other's businesses. This could expand to helping them share resources, staffing, experience etc which they may not have been able to share previously. Employers (from Micro, SME's and relevant larger employers) will also be supported by helping them to analyse their current and future business needs. They will also have the opportunity to access in house training for their staff and be able to attend external training and networking opportunities. In addition, links would be made with the Communities First Programme to deliver activity to support community members including employed individuals and local businesses with skills needs. 9. How does the activity propose to be financed? This could be a mix of LAPS funding, College Staff, College Overheads matched with ESF or other external funding sources. 10. 7 GUIDANCE NOTE Please note as a guide that the proforma should be completed in 12 point font and each box should not exceed a maximum of words. The total length of the proforma should ideally be not more than 4 pages, dependent on the complexity of the project. Please ensure when completing question 1c that you describe what the proposed activity is, stating which Employment and Skills Priority the activity will address. The 14 priorities that have been identified for the region are listed in the plan on page 5. The answer to this question should give the reader a quick overview of what the activity is and will do. Ideally, test your answer on a non-expert. Remember this is an introduction to the activity, not your organisation or field of work! When completing question 3 there is a need to indicate which thematic area of the Regional Employment & Skills Delivery Framework your activity fits into. A copy of the framework can be accessed via this link and is available as an appendix to the plan. Please provide the evidence of need for your activity, the source and reference where it aligns to the contents of the Regional Delivery Plan for Employment & Skills.
