1 Office of Programs and Academic Assessment (MC 103) 2630 University Hall 601 South Morgan Street Chicago, Illinois November 3, 2011 TO: FROM: Ilene Harris, Chair Senate Committee on Educational Policy Kim Neumann, Assistant Director for Academic Programs I am submitting for review and action by the Senate Committee on Educational Policy the attached Proposal to Revise the IBHE Postbaccalaureate Certificate in Health Information Management. The proposal was approved by the Academic Affairs Committee in the College of Applied Health Sciences on September 22, 2011 and was reported to the Graduate College Executive Committee on October 28, /19/2011

2 2 Title:Revision of the IBHE Postbaccalaureate Certificate in Health Information Management Sponsor:Department of Biomedical and Health Information Sciences, College of Applied Health Sciences Description: The following revision to the IBHE Postbaccalaureate Certificate in Health Information Management is proposed: Change the required course BHIS 406 Medical Terminology for Health Information Management, from 1 to 2 hours. In changing the credit hours, course content will be expanded to include detailed terminology for coding procedures, and an examination of root operations and approaches mandated by ICD-10-PCS (the Department of Health and Human Services final rule for International Classification of Diseases, 10th Edition, Clinical Modification/Procedure Coding System). The total number of credit hours required for the Certificate changes from to hours, depending on whether a student completes the Certificate concurrently with an MS in Health Informatics degree, and on whether the student receives proficiency credit for some courses, as described on the attached description of the program. Justification: On January 16, 2009, the Department of Health and Human Services (DHHS) published the final rule for International Classification of Diseases, 10th Edition, Clinical Modification/Procedure Coding System (ICD-10-CM/PCS) adoption, setting a compliance date of October 1, The increased level of detail and specificity of ICD-10-CM/PCS requires more detailed knowledge of medical terminology and is a required competency for students in this program.in order to meet the challenges of transitioning ICD-10- CM/PCS into the Health Information Management (HIM) curriculum, BHIS 406has been expanded beyond the basics, addressing more details regarding terminology for coding procedures, increasing course content and including an examination of root operations and approaches used in ICD-10-PCS. An introduction to the definitions of the current 31 root operations and seven approaches used in ICD-10- PCS will provide students with a solid foundation when learning ICD-10-PCS coding. A thorough understanding of these definitions is a significant factor in understanding ICD-10-PCS coding. In order to comply with DHHS mandates, we have increased the course content, and expanded the credit hours from 1 to 2. Catalog Statement: See attached Minority Impact Statement: No impact is anticipated, as this change is not expected to change the diversity of our current student enrollment. Budgetary and Staff Implications: There is no impact on budget or staff.

3 3 Library Resource Implications: There is no impact on library resources. Space Implications: Since this is an online program, there is no impact on space. Unit (e.g. department) approval date: Department of Biomedical and Health Information Sciences Committee on Academic and Education Policy College approval date: College of Applied Health Sciences Academic Affairs Committee, September 22, 2011 Contact Person: Karen Patena, Program Director, HIM Programs Proposed Effective Date: Summer, 2012 BHIS 406 Medical Terminology for Health Information Management. 2 hours. An Introduction to medical terminology and pharmacology, necessary to understanding the use of clinical vocabularies and classification systems in health information systems. Extensive computer use required. Meets eight weeks of the semester. Taught fully online. Students must have an active UIC NetID with valid password and access to a computer and the Internet. [Revise from 1 to 2 credit hours.]
