1 Clinician Job Announcements Sinoe County Health Team based in Greenville, Liberia is recruiting for over 30 new positions throughout the County Health Team clinics in Sinoe County. Registered Nurses (RN) Nurse Midwives Midwives (RM or CM) Physician Assistants (PA) This is a great time to be part of Sinoe County Health Team (SCHT) while restoring levels of service. The road from Buchanan south to Greenville has had big improvement through recent construction activity. Several CHT programs are kicking off that will increase the level of care. We have partners supporting SCHT in its growth to serve people in Sinoe County. You can help make a difference delivering meaningful services using your skills and knowledge. Sinoe has a population of approximately 145,000 inhabitants. SCHT consists of 32 health facilities including one hospital and 31 clinics. About 60% of deliveries are performed in a health facility with a skilled attendant. Children under one year obtaining OPV3/Penta3 coverage has big room for improvement. Sinoe County Health Team was one of the first counties in Liberia to be Ebola free. The World Bank is specifically funding Sinoe County for the purpose of restoring service levels to the recent pre-ebola situation. There are more than 30 open positions. Benefits are attractive. Positions evolve to Liberian MOH positions over next 1-2 years. 2 JOB DESCRIPTIONS POSITION TITLE: REPORTS DIRECTLY TO: DIRECTLY SUPERVISES: DEPARTMENTAL/FUNCTIONAL RELATIONS: PURPOSE Registered Nurse Officer in Charge Indirect supervision: TTM (traditional trained midwives), nurse aide, dispenser, laboratory aide Community Health Department A registered nurse is one who provides and coordinates nursing and health care activities including participation in search activities (i.e. outreach), promotion of primary health care activities, and supervision of personnel as necessary. KEY RESULT AREAS: Healthy Patients Clean Facilities Healthy Communities DUTIES General Management Functions: Works collaboratively with the health team in planning and carrying out total patient care. Assesses the condition of patients and makes nursing diagnosis. Renders nursing care to patients within an assigned unit. Reports unusual changes in patient s condition promptly to Officer in Charge. Participates in health maintenance activities of immunization, prenatal care, nutrition counseling, child spacing, sanitation and personal hygiene. Establishes good working relationship with the community and members of the health team. Provides first aid in medical and surgical emergencies. Technical Duties: Observes, records, and reports symptoms and conditions of patients to Officer in Charge (or Health Care Personnel at the end of shift, as applicable.) Takes, records and interpret vital signs. Works collaboratively with the health team in planning and carrying out total patient care. Observes, records, and reports symptoms and conditions of patients to nurse in charge (or a Health Care Personnel at the end of shift, as applicable.) Calculate, measure and administer correct medications, record patient s notes, desired and unto ward reactions. Page 2 of 8
3 Sets up treatment trays, prepares instruments and other equipment and assists physicians and surgeons with treatments or minor surgery. Maintains accurate records relating to patient s condition, medications and treatments. Responsible for maintaining accurate narcotic records. Counsel patients (In all job descriptions). The RN works collaboratively with the health team in the Community Setting. Assesses community health needs/problems. Identifies and solicits resources for health care. Plans, implements and monitors primary health care programs. Performs minor surgical procedures (i.e. incisions and drainage, circumcision, suturing of lacerations) as approved by the County Health Officer. Participates and conducts both In-service and education programs for continued personal and professional development. Supervisory Function: Assists in administering highly specialized therapy with complex equipment. Substitutes for other team member/leader when necessary. Works with other departments to provide the optimum in patient care. Gives and receives reports at the change of shifts when applicable for location. Conducts health education programs. Teaches and assess knowledge, attitudes, and skills of PHC (primary health care) team members. Diagnoses and treats common health problems and makes referrals as necessary. Evaluates health care services. Assists with research related to nursing the health care. Assists in teaching and supervising of students assigned to unit/clinic. Supervises and evaluates all professional and auxiliary personnel, when applicable at location. EDUCATIONAL QUALIFICATION AA degree/diplomat in Nursing; BSC/Master in nursing and currently licensed Three (3) years or more training as a nurse WORK EXPERIENCE Minimum: Completion of clinical practices OTHER REQUIREMENTS Ability to communicate clearly and effectively, both verbally and in writing. Ability to establish and maintain effective working relationships with employees. 4 POSITION TITLE: Nurse Midwife REPORTS DIRECTLY TO: Maternal child health (MCH) supervisor; or Reproductive health supervisor; DIRECTLY SUPERVISES: Family planning, EPI, ANC staff at hospital or clinic settings DEPARTMENTAL/FUNCTIONAL Community Health Department RELATIONS: PURPOSE A nurse-midwife performs the responsibilities as a Registered Nurse and as a specialist in midwifery. KEY RESULT AREAS: Healthy Babies Safe Delivery Healthy Communities DUTIES General Management Functions: The Nurse Midwife manages prenatal and postnatal care of mothers, conducts, normal and abnormal deliveries. Manages a midwifery unit or clinic service. MCH clinic and trains midwifery students. Records all deliveries conducted and reports all deliveries conducted to Officer in Charge for data transfer to Central. (Monthly) Performs other duties as assigned by immediate supervisor. Technical Duties: Should be current in new dimensions in midwifery. Organizes and conducts workshops for midwives and trains Traditional Midwives. Initiates and imparts ways of improving Midwifery. Conduct, analyze and report research findings for publication. Supervisory Function: Takes active role in National Vaccination Campaign. Supervises all midwifery personnel in the unit EDUCATIONAL QUALIFICATION AA/BSc degree or diplomat in Nursing and midwifery program; Currently licensed as a registered nurse and also as a midwife. 5 JOB DESCRIPTION POSITION TITLE: Registered or Certified Midwife REPORTS DIRECTLY TO: OIC /County Level DIRECTLY SUPERVISES: Family planning, EPI, ANC staff Supervises member of health team DEPARTMENTAL/FUNCTIONAL Community Health Department RELATIONS: PURPOSE Provides maternal and Child health services, including family planning in the PHC clinic and supervise the activities of the TMs/TTMs in the clinic catchment area, and coordinating the referral of high-risk pregnancies. KEY RESULT AREAS: Healthy Babies Safe Delivery Healthy Communities DUTIES General Management Functions: Assesses and diagnoses pregnancies. Give prenatal care to all pregnant woman, including malaria prophylaxis and tetanus immunization. Identifies mothers at risk and makes the necessary home visits and referral. Conducts and manages all normal deliveries in the clinic or home setting, giving supportive care to the mother. Assesses the newborn and make referrals if necessary. Handles obstetrical complications/emergencies as they arise and make timely referrals. Give safe and clean care to the mother and newborn during delivery and immediately afterwards. Encourages mothers to use the clinic and hospital settings for delivery of child. Technical Duties: Should be current in new dimensions in midwifery. Organizes and conducts workshops for midwives and trained Traditional Midwives. Initiates and imparts ways of improving Midwifery. Conduct, analyze and report research findings for publication. Supervisory Function: Takes active role in National Vaccination Campaign. Supervises all midwifery personnel in the unit. EDUCATIONAL QUALIFICATION Must have completed two years of training from a recognized midwifery program. Training Institute and have passed the Midwifery State Board Exam. Page 5 of 8

7 POSITION TITLE: Physician Assistant REPORTS DIRECTLY TO: Officer in Charge in unit or clinic DIRECTLY SUPERVISES: Family planning, EPI, ANC staff Supervises member of health team at hospital DEPARTMENTAL/FUNCTIONAL Liberia National Physician Assistant Association RELATIONS: EXTERNAL RELATIONS Communities within assignment area Hospital and Clinics of assignment PURPOSE The Physician Assistant (PA) is responsible for the overall health clinics/centers management and activities, community health activities, and supervision of the community health Team. PAs practice in the primary care, emergency units, in-patient, out-patient and clinics. PA delivers health care services to diverse patient population with acute to chronic medical and surgical conditions. KEY RESULT AREAS: Perform physical examinations Eliciting patient histories Ordering of laboratory investigations DUTIES General Management Functions: Performing and interpreting diagnosis as well as therapeutic procedures Implementing and monitoring patient management for plan for medical surgical conditions Counseling patient to include prescribing therapeutic regiments Facilitating the referral of patients in the provision of communities care. Technical Duties: Renders PA care to patients within an assigned unit. Reports unusual changes in patient s condition promptly to Officer in Charge. EDUCATIONAL QUALIFICATION A graduate of an accredited School of Physician Assistant (in the case of Liberia, there are two PA schools, TNIMA at JFK memorial Hospital in Monrovia, Baptist College of Missionary Physician Assistant in Gbarngba in Bong County. Current license issued by the PA board of examiner Other qualifications include: BSc, MS, MPH, etc. in the case of foreign Physician Assistants Page 7 of 8
