1 Agenda Item #09-11 Effective Immediately Proposal to Revise the RN to BS in Nursing Maj Rationale: The RN to BS in Nursing Program at Eastern was approved by CAA in 2005 to provide a public education avenue in this region to enable nurses with associate degrees diploma nursing backgrounds to advance their educations and earn bachel s degrees. Nurses who hold Bachel of Science in Nursing degrees elevate the quality of health care in our region and state. East Central Illinois has a particularly low proption of nurses prepared at the baccalaureate level. It is advantageous to the welfare of the area s citizens to facilitate the local preparation of nurses with baccalaureate educations. Adult Learners. Eastern s Nursing Program is serving a very specific population, nontraditional students who have returned to school following completion of a basic nursing program. Most of them also have had many years of experience in nursing practice leading to an average student age of 40 years, clearly in the adult learner categy. Feign Language Requirement Difficulties. Meeting the feign language requirement is particularly difficult f students well past high school who have multiple wk and other responsibilities. o This student population has little feign language background. Most RN to BS students did not have any feign language in high school and those who did completed that coursewk many years ago. o There are similar situations at Eastern where no feign language is required. In many ways the RN to BSN students are similar to the students in the Bachel of General Studies and Career and Organizational Studies programs. The Bachel of General Studies Program has never required feign language f their adult student population. In 2004 CAA approved the removal of the feign language requirement f the Career and Organizational Studies Bachel of Science Degree Program (COS). o The timing of classes difficult f these students. Eastern s Nursing Program is delivered using methods that allow students to participate from a distance during the evenings. This schedule isn t available f feign language classes. Because most of our students wk full time as RNs, the requirement to come to campus four times per week during the day would be a considerable barrier to the nurses advanced educations. o The requirement f feign language is unusual in RN to BS in Nursing Programs. As a member of the Illinois Association of Colleges of Nursing, Dr. Nelson, the Chair of the RN to BS in Nursing Program, has surveyed all of the Nursing Deans and Directs of member schools in Illinois about this issue. No RN to BS in Nursing program, including University of Illinois, Illinois State University, Southern Illinois University, and Lakeview College of Nursing, was identified that requires feign language f graduation. Requiring feign language puts our program in a less competitive position related to these other baccalaureate completion programs. 1
2 The nature of the student population and the barriers to taking feign language f wking professionals reduces the accessibility of the Nursing Program. Accessibility to education is a principle element of the EIU Mission Statement. Therefe, we request that the feign language requirement be removed effective immediately f this degree. In addition, in der to assure that the graduates of the RN to BS in Nursing Program are culturally competent, we will separately request the approval of a new course, Cultural Competence in Health Care. The content of the proposed course includes general cultural concepts and principles of caring f diverse populations. There is a particular emphasis on Hispanic cultures and an introduction to Spanish f health care professionals. This course would be of significant benefit to professional nurses and their Hispanic patients. The RN to BS in Nursing curriculum contains a professional elective in the first semester of the juni year. Students who have not completed either two years of high school coursewk, two semesters of university level coursewk in a single feign language are required to take NUR 3403 as their professional elective. Current Catalog Copy: (B. S. in Nursing) The RN to BS Nursing Program is committed to offering superi, accessible undergraduate nursing education f registered nurses pursuing a bachel of science degree with a maj in nursing.
