4 1 Introduction The Abu Dhabi Education Council (ADEC) has implemented a state-of-art network infrastructure across all schools as a key building block providing connectivity between all schools and the ADEC primary datacenter. Reliable, high performance and secure network connectivity is essential for critical applications such as esis and other centrally-hosted applications, as well as future services planned for deployment to schools. With the Schools Network Infrastructure Programme ADEC established a set of standards for all schools including secured wired and wireless network services. All present and future schools must be maintained to these standards. ADEC is keen to have all their Infrastructure works, devices implementation and applications installation QA ed in order to reduce the number of incidents calls coming to the help desk during the early stage schools opening. In order to avoid late snags from floating to surface and affecting the schools operations, ADEC requires from a third party vendor to ensure that the QA is being implemented and controlled thru all the project and not only during the project closure and handover to ADEC from suppliers. In this regard, the successful bidder should have: 1. Proven capability to handle such critical quality control and assurance 2. Capability to mobilize team within highly spread geographical areas within very short period of time, that is days and not weeks 3. Having the talented staff to perform the required checklist as detailed below 4. Be proactive and hence eliminate problems before even appearing 5. Financially stable 6. Have a long history of achievements and references in the Abu Dhabi market and especially in government entities Our main goal is to achieve: 1. Appropriate cable management is done and no loose cables are exposed so safety is taken care of which comes first 2. Quantity match with the approved distribution plan 3. Quality is maintained as per ADEC Standards and Guidelines 4. No items are stored in the school without installation 5. QA process activities are to occur at different stages of the project lifecycle: a. At Site Building stage where the ODF & MDF are checked for construction Compliance b. Power source and cooling are provided and adhere to the ADEC guidelines c. MDF/IDFs are dust free as announced by the contractor on site d. Once cabling is done, a QA checklist to be carried out to confirm quantity and distribution as per approved data outlet distribution report e. Active implementation carried out as per quantity and quality agreed upon f. Quality check on all cable termination for IWB, CCTV and Audio Visual equipment g. Quality check on all devices (Desktop, pcs, printers, etc..) installed RFP No. ADEC/2015/1112 Document 2 of 4 Page 3 of 23
5 2 Summary of Required Services The table below summarizes the services that are required along with the estimated number of sites during the next 3 years. The objective of re-visit services is confirm resolving the snags highlighted in the original QA reports. The detailed specifications/requirements for the services are provided in the following sections. 6 3 Detailed Requirements ICT Infrastructure and Devices QA 3.1 Overview The Quality Assurance supplier will attend to ADEC Schools Sites to perform the tests outlined within this statement of work using the agreed quality controls and outputs, which will be provided to the QA supplier in the form of a toolbox. The QA Toolbox will consist of the Quality Assurance deliverables listed below: Q01 - Passive Checklist Q02 - Passive Checklist Photos Q03 - Line of Business testing Q04 - Line of Business testing Screenshots Q05 - Data Outlet Validation Q06 - NRFU Validation Q07 - NRFU Validation Data Q08 - NIP Validation Q09 - NIP Validation Data Q10 - BoQ Validation Q11 - Wireless Survey Q12 Network Performance Testing Q13 - Video Conferencing Q14 - Audi Visual Q15 Desktop pcs Q16 Multifunction Printers Q17 Interactive Boards Q18 - IPT Q19 Standard Users Applications Q20- Snag List Q21- Quality Report In addition to the tests outlined above, and as part of the site visit, the QA supplier will also perform an inspection of the site offices and working areas to verify the work carried out by ADEC s suppliers has in no way compromised the health and safety of the staff. Furthermore, the Quality Assurance team will inspect the site implementation to ensure that the work undertaken has not caused any damage to aesthetics of the site. 7 3.2 Quality Assurance Criteria Upon completion of the Quality Assurance of the site, the vendor will produce a Quality Report. The Quality Report will designate the site as having one of the three Site output statuses defined in the table below. Site Accepted Site Accepted with Snags Site Rejected Site ready for handover to ADEC Site has minor defects but does Site has major defects that Operations with no significant defects not affect the site handover to ADEC Operations affect the site handover to ADEC Operations The Quality Assurance performed fall within the categories defined in the table below. Acceptance or rejection of the site will be dependent on meeting the specific success criteria defined for each of the Quality Assurance validations. In the event that a site designated as Site Rejected due to failing the QA criteria, third party Quality Assurance verifier will provide responsible supplier with a list of discovered defects in the form of a snag list. The supplier must then revisit the site in question and perform the necessary remediation actions to resolve the snags and update the snag list accordingly adding their comments to each snag item (e.g. fixed, component replaced, no fault found and tested ok, etc.) RFP No. ADEC/2015/1112 Document 2 of 4 Page 6 of 23
8 Q01 - Passive Checklist The Quality Assurance team will inspect the site passive installation and report on the level of adherence to the approved ADEC guidelines and reference documents. The QA team will validate and record their findings Pass/Fail in each corresponding template and record any defects/non-conformity to Guidelines in the Snag list. Rack layout & Type MDF & IDF location verification M&E Trunking The site will be designated a site output status based upon the following Success Criteria: In the event that one hundred percent (100%) of test items on the Passive Checklist result in Pass, the site output status will be Site Accepted. In the event that failures of test items within the Passive Checklist are less than five percent (5%) and where the failures do not present a risk to the health and safety of the pupils and staff, and does not compromise the function or operation of the site, the site output status will be Site Accepted with Snags. In the event that failures of test items within the Passive Checklist are greater than five percent (5%) of the total number of tests, or failures present a risk to the health and safety of the pupils and staff, or failures compromise the function or operation of the site, the site output status will be Site Rejected. Q02 - Passive Checklist Photos The Quality Assurance team will inspect the site passive installation and provide evidence of site adherence to quality standards in the form of photos. Photos will include: Visible compromises to the health and safety of the students and staff as a result of works carried out by ADEC s suppliers Visible damage to the site aesthetics that has resulted from the works carried out by ADEC s suppliers Visible non-conformity to the standards and guidelines defined for the site infrastructure Photographic evidence that Rack layout & Type adheres to standards Photographic evidence of MDF & IDF location verification Photographic evidence of M&E adheres to standards Photographic evidence that all trunking adheres to standards RFP No. ADEC/2015/1112 Document 2 of 4 Page 7 of 23
9 Q03 - Line of Business Testing The Quality Assurance team will validate access to ADEC s Line of Business (LoB) applications from all areas of the site. The QA team will complete LoB testing (LAN) from a minimum one port connected to every VLAN in every IDF in a site. Line of Business testing refers to the set of ADEC services that the site s end users are expected to make use of as part of their daily work. Such services, accessed by Staff, Students and Guests, through both the Wired and Wireless network include Internet, ADEC Portal, ERP, E-SIS and the ability to copy data between the site and the ADEC Head Quarters. The QA team will use Checklists and testing scripts to cover the following validation criteria: LoB over LAN LoB over WLAN Provide Snags & Site statistics The site will be designated a site output status based upon the following Success Criteria: In the event that one hundred percent (100%) of test items on the Line of Business testing result in Pass, the site output status will be Site Accepted. In the event of a failure of any test items within the LoB Checklist, the site will not meet the LoB success criteria, the site output status will be Site Rejected. Q04 - Line of Business Testing Screenshots The Quality Assurance team will perform Line of Business testing and provide evidence of successful completion from the site in the form of screenshots. Screenshots will include: LoB over LAN (All VLANs from all IDFs in the site) LoB over WLAN (All WLANs- STAFF, Student, Guest) Q05 - Data Outlet Validation The QA team will conduct CAT6 performance validation of one hundred percent (100%) of data outlets. Fluke cable scanner devices configured as per supplier recommendations, and in adherence to the cable scanner s manufacturer specifications, will be used to perform end to end testing and record all findings (Pass/Fail). The site will be designated a site output status based upon the following Success Criteria: In the event that one hundred percent (100%) of data outlet validations result in Pass, the site output status will be Site Accepted. In the event of failure to less than five percent (5%) of the data outlets tested within a floor, the site output status will be Site Accepted with Snags In the event of failures to more than five percent (5%) of the data outlets tested within a floor, the site output status will be Site Rejected. 10 The QA supplier will provide evidence of successful testing, in the form of Cable Test reports for all validated data outlet Q06 - NRFU Validation The Quality Assurance team will perform Network Ready for Use (NRFU) and similar documents testing in all area for all active components, the NRFU tests will validate the configuration of all active components within the site using the NRFU template provided by ADEC and provide a snag for each set of tests per device or supplier. The site will be designated a site output status based upon the following Success Criteria: In the event that one hundred percent (100%) of test items on the NRFU validation tests result in Pass, the site output status will be Site Accepted. In the event of a failure of any test items within NRFU validation tests that do not compromise the function and operation of the site, the site output status will be Site Accepted with Snags. In the event of a failure of any test items within NRFU validation tests that do compromise the function and operation of the site, the site output status will be Site Rejected. Q07 - NRFU Validation Data The Quality Assurance team will perform NRFU testing and provide evidence of successful completion of NRFU testing of the site in the form of completed NRFU document. Q08 - NIP Validation The Quality Assurance team will validate the configuration of active components by reviewing and validating the Network implementation Plan (NIP) and similar documents. The NIP tests will validate the configuration of all active components within the site using the NIP template provided by ADEC. The site will be designated a site output status based upon the following Success Criteria: In the event that one hundred percent (100%) of test items on the NIP validation tests result in Pass, the site output status will be Site Accepted. In the event of a failure of any test items within NIP validation tests that do not compromise the function and operation of the site, the site output status will be Site Accepted with Snags. In the event of a failure of any test items within NIP validation tests that do compromise the function and operation of the site, the site output status will be Site Rejected. Q09 - NIP Validation data The Quality Assurance team will perform NIP validation and provide evidence of successful completion of NIP validation of the site in the form of completed NIP document. Q10 - BoQ Validation The Quality Assurance team will use the Site BoQ as built document and validate assets installed in the site showing the quantities delivered to the site. 11 Validation of BoQ as built will include: Quantities of equipment Type of equipment Validation of Serial Number Validation of Asset tag number The site will be designated a site output status based upon the following Success Criteria: In the event that one hundred percent (100%) of BoQ validation tests result in Pass, the site output status will be Site Accepted. In the event of a failure of any test items within BoQ validation tests that do not compromise the function and operation of the site or the commercial agreement, the site output status will be Site Accepted with Snags. In the event of a failure of any test items within BoQ validation tests that do compromise the function and operation of the site, or the commercial agreement, the site output status will be Site Rejected. Q11 - Wireless Survey The Quality Assurance team will perform validation that the Wireless LAN coverage meets the requirements defined by ADEC. The coverage will be measured using the already supplier AirMagnet survey tool software, and a Wireless Survey report (including coverage heat map) will be produced. The site will be designated a site output status based upon the following Success Criteria: In the event that one hundred percent (100%) required coverage areas meet ADEC s coverage requirements, the site output status will be Site Accepted. In the event that greater than ninety percent (85%) required coverage areas meet ADEC s coverage requirements, the site output status will be Site Accepted with Snags. In the event that less than ninety percent (85%) required coverage areas meet ADEC s coverage requirements, the site output status will be Site Rejected. Q12 - Network Performance Testing The Quality Assurance team will perform Network Performance Testing to ensure network performance meets the requirements defined by ADEC. For all school area the network performance will be measured from at least one data outlet connected to all IDFs in the site, using the performance testing approach defined by ADEC. The QA team will produce a Network Performance Test report. The site will be designated a site output status based upon the following Success Criteria: In the event that network performance is above eighty percent (80%) of the required network performance, the site output status will be Site Accepted. 12 In the event that network performance is above sixty percent (60%) of the required network performance, the site output status will be Site Accepted with Snags. In the event that network performance is below sixty percent (60%) of the required network performance, the site output status will be Site Rejected. Q13 - Video Conferencing The Quality Assurance team will perform Video Conferencing test to ensure performance and audio/video quality meets the requirements defined by ADEC. The Quality Assurance team will perform the following quality activities: Passive Validation BoQ as built Validation Testing of equipment Q14 - Audio Visual The Quality Assurance team will perform audio visual validation to ensure performance and audio/video quality meets the requirements defined by ADEC. The Quality Assurance team will perform the following quality activities: Passive Validation BoQ as built Validation Testing of equipment Q15 - Desktop PCs The Quality Assurance team will perform validation of the desktop pcs against the planned distribution list to ensure performance and functionality meets the requirements defined by ADEC. The Quality Assurance team will perform the following quality activities: Passive Validation BoQ as built Validation Active Validation Q16 - Multifunction Printers The Quality Assurance team will perform validation against the Multifunction Printers system to ensure performance and functionality meets the requirements defined by ADEC. 13 General testing (Printing / Scanning / Faxing) Q17 - Interactive Boards The Quality Assurance team will perform validation against the Interactive Boards to ensure performance and functionality meets the requirements defined by ADEC. The Quality Assurance team will also perform the following quality activities: Passive Validation BoQ as built Validation Active Validation Q18 - IPT The Quality Assurance team will perform validation against the IPT system to ensure performance and functionality meets the requirements defined by ADEC. The Quality Assurance team will also perform the following quality activities: Passive Validation BoQ as built Validation General testing of the IPT devices Q19 - Standard Users Applications The Quality Assurance team will perform validation against the users applications to ensure performance and functionality meets the requirements defined by ADEC. The Quality Assurance team will also perform the following quality activities: Active validation License Validation General testing for the applications Q20 - Snag list Upon completion of the QA review for each site, the Quality Assurance team will provide a record of all defects found in a Master Snag list document and report it to ADEC s designated suppliers. The suppliers will perform the remediation necessary actions to fix all defects and update the Snag list accordingly. The supplier will provide a signed copy of the updated snag list to ADEC upon completion of remediation. Following remediation by the supplier and upon the request of ADEC, the Quality Assurance team may be required to re-review specific sites to validate that the site meets the Quality Assurance standards defined by ADEC. 14 Q21 - Quality report Upon completion of the QA review for the site, the Quality Assurance team will provide ADEC with a Quality Report communicating their findings and site recommendations. The Quality Report will detail: Recommended site output status (Accepted, Accepted with Snags, Rejected) Summary of the site output status providing a clear rationale in support of the recommended status Overview of each test performed (Toolbox Q1 Q21) providing statistical data to support the site output status Site observations and recommendations to include: o Health & Safety observations o Operational observations o Functional observations o Commercial observations o Aesthetics and decor observations o Comments or observations staff relevant to the works carried out by ADEC s suppliers The Quality Report will be produced by the Quality Assurance team and provided to the programme team who will perform a review of completed Quality Reports. The Quality Report will provide ADEC with the status of the site and identify that the work have been completed to the standards defined by ADEC and are to be accepted into operational support. 3.3 Recommendation Checklist The following checklist is a recommended list where the suppliers are encouraged to modify as to suit best the current purpose. Desktop PC Physical Check-up Record user location (Room #, Office #) Check with Master Distribution list whether this location should have a PC Is furniture available to mount the PC? Are all parts of the basic setup available, that is screen, CPU, Mouse and Keyboard? Is the patch cord safely laid between the wall socket and the computer? Can you power on the pc? Did the PC reach the login screen for user authentication? Can you login to the pc using the assigned account? OS & Standard Application Is window OS uploaded into the pc and it is the right version? Is Office uploaded into the pc and is the right version? Is Antivirus software active and running into the pc? Are all drivers properly configured and device manager showing no alert at all? Check OS & application alerts and verify that warning logs are non-existent Is the right image (Ghost image) on the computer if available? Are software applications installed as per ADEC guidelines? Is the educational software installed in the PC ESIS Is the interactive board software installed in the PC? Local Printer Is the local printer located as per Master Distribution list? 19 4 Detailed Requirements - QA for CCTV Implementations 4.1 Overview The Abu Dhabi Education Council (ADEC) is planning to implement a state-of-art high-availability CCTV Surveillance System across all public schools. Reliable, high performance and secure network connectivity is essential for critical security. All present and future schools must be maintained to these standards. ADEC is keen to have all the CCTV works, devices and system implementation Quality Tested by a 3 rd Party Vendor in accordance with ADEC provided guidelines in order to reduce the number of incidents calls coming to the helpdesk and to provide mission critical surveillance in schools. Main goal of this QA is to achieve: Quality is maintained as per ADEC Standards and Guidelines Quantity match with the approved BoQ CCTV Cameras implementation carried out as per quality agreed upon Appropriate cable management is done and no loose cables are exposed so safety is taken care of which comes first Power source and cooling are provided and adhere to the ADEC guidelines Security Rooms are as per requirements The Quality Assurance supplier will visit School Sites to perform the tests outlined within this statement of work using the agreed quality controls and outputs, which will be provided to the QA supplier in the form of a toolbox. The QA Toolbox will consist of the Quality Assurance deliverables listed below: Q01 Passive Components Validation Q02 Active Components Validation Q03 BoQ Validation Q04 Network Implementation Plan (NIP) Validation Q05 CCTV Cameras / Encoders Testing Q06 CCTV Functional Testing Q07 CCTV User Training Assessment RFP No. ADEC/2015/1112 Document 2 of 4 Page 18 of 23
20 4.2 Quality Assurance Criteria Upon completion of the Quality Assurance of the site, QA team will produce a Quality Report. The Quality Report will designate the site as having one of the three Site output statuses defined in the table below: Site Accepted Site Accepted with Snags Site Rejected Site ready for handover to ADEC Operations with no significant defects Site has minor defects but does not affect the site handover to ADEC Operations Site has major defects that affect the site handover to ADEC Operations The Quality Assurance performed by QA Team fall within the categories defined in the table below. Acceptance or rejection of the site will be dependent on meeting the specific success criteria defined for each of the Quality Assurance validations. Category Statement Example 1 Health & Safety Inadequate work that can be harmful to Site Personnel (Students, Staff,...) Debris and leftovers that can cause harmful incidents Sharp edges that may cause serious injury or damage to personal property. 2 Functionality 3 Documentation 4 Commercial Implemented site services are not functioning Site document standards (Toolbox) are not adhered to. Discrepancies between what is commercially agreed for payment and actual work carried out System not powering on Recording not happening Missing Site document Documents contents are wrong or inaccurate Number of equipment mismatch Wrong equipment installed 5 Operations Work carried out has an impact on site personnel conducting their normal day to day activities Damage school equipment during installation RFP No. ADEC/2015/1112 Document 2 of 4 Page 19 of 23
21 In the event that a site designated as Site Rejected due to failing the QA criteria, third party Quality Assurance verifier will provide responsible supplier with a list of discovered defects in the form of a Snag List. The supplier must then revisit the site in question and perform the necessary remediation actions to resolve the snags and update the Snag List accordingly adding their comments to each snag item (e.g. fixed, component replaced, no fault found and tested ok, etc.) As for Accepted sites with Snags, Supplier must take full responsibility in scheduling and reporting their progress on fixing snags (as above). Q01 - Passive Components Validation The Quality Assurance team will inspect the site passive installation and report on the level of adherence to the approved ADEC guidelines and reference documents. Following areas will be tested: Camera physical installation / mounting Environmental / mechanical protection of cameras / connectors Cable concealment / termination CCTV control equipment installation in CCTV rack Power supply for all equipment Verify that health / safety of all those involved is not compromised Q02 - Active Components Validation The Quality Assurance team will inspect the site passive installation and report on the level of adherence to the approved ADEC guidelines and reference documents. Following areas will be tested: All network components e.g. IP cameras, encoders, network switches are reachable / pingable Verify NVR server is up and running and live / recording playback can be performed Verify that PTZ controller is able to control PTZ cameras RFP No. ADEC/2015/1112 Document 2 of 4 Page 20 of 23
22 Q03 - BoQ Validation The Quality Assurance team will use the Site BoQ as built document and validate CCTV assets installed in the site showing the quantities delivered to the site. Validation of BoQ as built will include: Quantities of equipment Types of camera Validation of Serial Number Validation of Asset tag number Q04 CCTV Cameras / Encoders Testing The Quality Assurance team will inspect the site CCTV cameras and report on the level of adherence to the approved ADEC guidelines and reference documents. Following areas will be tested: Verify location is as per the drawings Verity the selection of the camera is as per the Observation Criteria, lighting, field of view, outdoor / indoor, PTZ / fixed focal length, IP / analog camera (based on distance from switch) For non-ptz cameras, verify that lens adjustments are done i.e. focus, focal length, iris, tilt, pan Verify that video stream parameters are as per technical requirements from ADMCC i.e. encoding profile, dedicated IP address per channel, security (HTIPS / 802.1x), resolution (CIF- 4CIF/HD), WB, WDR, fps (12-30), video analytics, streaming protocol (RTP/UDP), multicast support Q05 - CCTV Functional Testing The Quality Assurance team will inspect the site CCTV control equipment and report on the level of adherence to the approved ADEC guidelines and reference documents. Following areas will be tested: Verify that location of control equipment is as per the drawings VMS: must support standard compression formats of H.264 / MPEG4 VMS: must have failover redundancy and must be able to switch to standby server automatically VMS: must support multicast streaming, external connections defined ICD, connection to other systems through WAN / LAN, provide list of cameras to external interface, ability to stream recorded video in a selectable format e.g. name, timestamp, area, metadata, etc. VMS: Be synchronized to GPS / Network time VMS: Should support non-encrypted streaming Servers: must have dual CPUs, redundant power, redundant network link Servers: CPU load must not exceed 70% Storage Servers: Dual CPU / controllers, redundant power, redundant network link RFP No. ADEC/2015/1112 Document 2 of 4 Page 21 of 23
23 Storage Servers: Recording storage should be configured in RAID5 Storage Servers: Retention period of recording as per MCC guidelines Storage Servers: Must have enterprise class HDD with 7,200 RPM spin rate Alarms: Loss of communication, camera signal, system power User privileges: Check user privileges of each user for access rights Date security / integrity: Check access logs to verify unauthorized access e.g. access or delete data by a user not authorized to carry out that action For multicast networks in schools, verify that routing has been done based on PIM-SM Q06 CCTV User Training Assessment The Quality Assurance team will sit down with CCTV Operators to understand the level of training provided by the Supplier on usage of CCTV Systems. Following areas will be tested: CCTV operators should understand the system and are capable of carrying out day-to-day operations. CCTV operators are aware of the responses they are required to take with respect to the nature of events. School should maintain records of all users that are certified to use the CCTV system. A complete record of past operators should also be maintained. 4.3 Optional Tests STORAGE The Quality Assurance team will inspect the site CCTV External Storage and report on the level of adherence to the approved ADEC guidelines and reference documents. Following areas will be tested: Verify BOQ of Storage solution and mounting location in MDF cabinet. Verify that Storage is powered and connected with core switch and CCTV VSM server using specified patch cord color and switch port numbers. Check if storage device is successfully added to the VSM server as additional partition. UPS Verify BOQ and UPS mounting location in MDF cabinet. Verify all MDF PDUs are connected through UPS.Verify use of correct patch cords (brand and color) and connection to core switch in the specified port. Power load should successfully transfer to UPS when utility power of MDF cabinet is disconnected. RFP No. ADEC/2015/1112 Document 2 of 4 Page 22 of 23
24 Verify backup power and re-charge time. One specified server should gracefully shutdown when UPS runs out of power. UPS should be connected to the centralized UPS monitoring software for error/ health notifications 4.4 Quality Report Upon completion of the QA review for the site, the Quality Assurance team will provide ADEC with a Quality Report communicating their findings and site recommendations. The Quality Report will detail: Recommended site output status (Accepted, Accepted with Snags, Rejected) Summary of the site output status providing a clear rationale in support of the recommended status Overview of each test performed (Toolbox Q01 Q06) providing statistical data to support the site output status Site observations and recommendations to include: Health & Safety observations Operational observations Functional observations Commercial observations Aesthetics and decor observations The Quality Report will be produced by the Quality Assurance team and provided to the programme team who will perform a review of completed Quality Reports. The Quality Report will provide ADEC with the status of the site and identify that the work have been completed to the standards defined by ADEC and are to be accepted into operational support.
