1 UNITED STATES DEPARTMENT OF AGRICULTURE FOOD SAFETY AND QUALITY SERVICE WASHINGTON, DC FSQS DIRECTIVE /29/79 PREPARATION OF TIME AND ATTENDANCE REPORTS FOR INTERMITTENT EMPLOYEES I. PURPOSE This Directive provides instructions for preparing Time and Attendance Reports (T&A's) for intermittent employees. II. CANCELLATION Cancel FSQS Directive dated 1/10/79. III. REASON FOR REISSUING To explain the use of Transaction Codes "26," "11," and "25," and to amend the attachment showing sample of T&A Report. IV. BACKGROUND An intermittent employee: A. Does not have an established tour of duty. B. Does not earn leave of any kind. C. Earns overtime pay for all time worked over 8 hours per day OR over 40 hours per week, whichever is greater. D. Earns night differential pay only when substituting for regularly scheduled employee whose tour of duty includes night work. V. REPORTING TIME WORKED Complete the T&A Report for an intermittent employee in accordance with instructions in the MODE T&A Report Handbook, except for the Time in Pay Status, Transaction Code, and Total Time in Pay Status Blocks. The following procedure for computing the hours worked by an intermittent employee will insure that the employee is credited with the correct amounts of regular time and overtime. (See Attachments 1 and 2.) DISTRIBUTION: G03 OPI: FD- Systems and Procedures Branch
2 A. For All Intermittent Employees. 1. At the end of each day, enter on line 15 the total hours worked that day and enter the clock hours for the time worked in the "clock hours" block. 2. At the end of each week, break down hours worked as follows: total hours worked. a. Use the following transaction codes to report the (1). Regular time use "01." (2). Overtime over 8 hours per day with night differential use "26." See restriction in subparagraph B. 2. (3). Regular time with night differential use "11." See restriction in subparagraph B. 2. (4). Overtime (over 8 hours per day) use "19." (5). Overtime (over 40 hours per week) use "21." (6). Overtime (over 40 hours per week with night differential use "25.") See restriction in subparagraph B. 2. b. Add the total hours worked for the week and determine the number of hours worked over 40 and compare them with the number of hours worked over 8 hours per day. The employee is entitled to whichever is greater. c. Enter on line 2 and line 3, if necessary, the hours worked each day, up to a MAXIMUM of 8 hours per day and 40 hours per week. Enter "01" and/or "11," as applicable, in Transaction Code column. d. If the total of all hours opposite Transaction Codes "01" and "11" is less than 40, enter on the next available line all hours worked over 8 each day, until the combined hours on all lines total 40. Enter "26" or "19" in the Transaction Code column. (EXCEPTION: If the employee is FLSA exempt and the hourly base rate of compensation exceeds the overtime rate for GS-10, step 1, record all hours up to 40 hours per week against Transaction Code "01" and/or "11," as applicable.) Note: The combined total of hours entered against Transaction Codes "01," "26," "11," and "19" can never exceed 40 per week. e. When the hours entered against Transaction Codes "01," "26, and '11," and "19" combined, total 40 for the week, enter on the next available line all other hours worked, and enter "21" and/or "25 ", as applicable, in the Transaction Code column. 3 f. Enter in the first week and second week columns the total hours for each week. Enter fractional hours in code as directed in the MODE T&A Report Handbook (i.e., 15 minutes -- 1; 30 minutes -- 2; 45 minutes -- 3). Add all entries in both columns to arrive at the hash total in the Total Time With Pay Block. B. Additional Requirements for Use of Transaction Codes "11," "25" and Transaction codes "11," "25" and "26" should only be used by intermittent employees when performing substitute work for another employee whose regularly scheduled tour of duty includes night work. I 2. When these codes are used, a "6" should be entered in the block marked "INT" at the top on the T&A. There should also be noted in the "Remarks" section of the T&A the hours of substitute work performed for which the payment of night differential, in addition to the regular time or overtime rate, is due.
