3 3 Environmental Sustainability Report 1 Introduction This publication comes at a time when environmental sustainability has moved to the heart of the Arts Council s 10 year vision, ensuring that cultural organisations can adapt and respond to climate change by measuring and reducing their environmental impact. I am extremely proud that over the past two years we have looked at ourselves and sought to improve the sustainability of our own estate. This publication summarises our achievements, including a 31% reduction in our electricity, gas and water bills since 2009 an equivalent to a 40% reduction in our CO 2 emissions. These are, of course, savings that allow us to put more money into the arts, reflecting that our commitment is motivated by both ethical concern and economic imperative. The changes across the technical performance of our estate and organisational behaviour are a first step towards embracing the low-carbon economy of the future. We hope that the cultural sector across the country will join us on this journey. Alan Davey

4 4 Environmental Sustainability Report 2 Summary Environmental sustainability is arguably the single biggest issue for society to address in the next 20 years. In December 2009, the Executive Board committed Arts Council England to work towards a resilient, low-carbon future. This paper is intended to provide an up-to-date report of the Arts Council s sustainable practices and achievements in reducing its carbon emissions. The Arts Council reports annually as part of the government s benchmarking programme, which reviews the government estate running costs and sustainable practice. This report is published for Parliament as State of the estate. The Arts Council recognises the results of this report and works on an initiative known as High Performing Property (HPP). Both national and regional action plans are created to continue and build upon our current procedures, actively working on raising awareness and reducing carbon emissions. This initiative has been ongoing since financial year 2008/09. The main sustainable practices introduced throughout the Arts Council s estate since 2008/09 are as follows: video conferencing one-stop shop travel provider improved procurement mobile working and hot desks low-energy lamps all IT equipment recycled filtered water and removal of bottled water in all offices sustainable and eco-friendly cleaning products biodegradable products recycled paper for all offices

5 5 Environmental Sustainability Report flow reducers fitted to taps and showers energy usage monitored and recorded throughout financial year standard two-sided printing The Arts Council has a dedicated office services manager in each office. One of the objectives of that role is to encourage sustainable practice, through motivating colleagues to continue such practice and to build on our achievements to date. As a result, the following outcomes have been achieved: there are recycling stations throughout all offices and individual rubbish bins have been removed from underneath desks staff engage in presentations on sustainability awareness electrical equipment is switched off, not left on standby a travel-to-work policy encourages staff to utilise bike loan/rail/car-share schemes

6 6 Environmental Sustainability Report 3 Estate projects Arts Council England operates throughout England, with office locations as shown in the map below. The Arts Council s estate equates to 105,817 square feet. The organisation review that came into effect in April 2010 provided an opportunity for the Arts Council to look again at our collective approach to environmental sustainability. This splits into two distinct areas the technical performance of our estate and the organisational behaviours that impact upon our carbon footprint and wider sustainable practice. Changing our office environments provided the opportunity to change our use of energy and resources. In the Head Office refurbishment we introduced a number of measures, including:

7 7 Environmental Sustainability Report zoning of plant and air conditioning to be more responsive to specific locations reducing the number of printers, photocopiers and faxes and introducing multi-functional devices (MFDs) reducing the number of microwaves and other peripheral equipment standardising and reducing amounts of stationery used introducing light and movement sensors to control standard office lighting providing a standard pallet of ethically produced office furniture with residual sale value if the need to dispose or recycle arises IT equipment reused/recycled through a WEEE-compliant organisation assessment of IT data centre locations and relocation to more fit-for-purpose locations, to reduce expenditure on travel and subsistence virtualisation of servers. We have 66 running virtual servers, and 17 physical servers. The virtual servers use, on average, 74.2% less power than physical servers. All our servers have power-saving mode In our new Manchester office, The Hive, we chose to move to a passively controlled office with very limited air conditioning and all of the features of the national office design. We were awarded the Cabinet Office BREEAM excellent rating recognition for this new office. (BREEAM is the world s foremost environmental assessment method and rating system for buildings.)

8 8 Environmental Sustainability Report 4 Estate data usage and cost Graph 1 illustrates Arts Council England s overall estate running costs over a three-year (financial) period. Figures include rent, rates and service charge liabilities as well as Facilities Management day-to-day expenditure. Graph 1: Estate running costs (m) / / /12 We have achieved a 1.5million saving (27%) since 2008/09. These savings have been achieved through the earlier closure of two regional offices and co-locating the London regional team into our Head Office in Westminster and the North West teams into The Hive. In addition, we continue with our estate rationalisation programme and have completed some separation works in Brighton to reduce our office space by approximately 5,000 square feet. We continue to offer our surplus office space to the market

9 9 Environmental Sustainability Report and work closely with other government departments, recognising opportunities to share space within the government s estate. Note: In Graph 1 the figure quoted for 2011/12 is from 1 April 2011 to date and subject to further spend up to financial year ending 31 March By introducing video conferencing into all offices we have seen a reduction in rail travel and spend, as shown in Graph 2. 10 10 Environmental Sustainability Report 5 Gas and electricity (kilowatt hours KWH) In line with estate changes, which includes co-locating staff and introducing sustainable practices into our offices, we have seen a reduction in our overall emissions, as shown in Graph 3. 13 13 Environmental Sustainability Report Graph 6 shows an overall decrease in CO 2 emissions throughout the Art Council s estate over a three-year period. We have achieved a reduction in CO 2 emissions of (tonnes), equivalent to 40%, since 2008/09.

14 14 Environmental Sustainability Report 6 Next steps We have embedded our commitment and approach in the Arts Council Plan as follows: Arts and culture have a particular role in bringing to the fore issues that changes in climate will mean and what a future might look like as we take steps to significantly reduce our carbon emissions. Through our behaviour and our investment, we will support creative responses to climate change and practical steps to embed environmental sustainability in the arts and cultural sectors. We will make environmental sustainability a core consideration when making grants for capital projects. We will publish guidance, for our National Portfolio and applicants to Grants for the arts and strategic funding, on our environmental and carbonreduction expectations, how to achieve and measure them, and examples of good practice. The Arts Council continues to ensure that sustainable practice is at the forefront of future changes and planning. We will continue to record, monitor and introduce changes to continue our drive to reduce emissions as an organisation. We will report as per the Treasury Guidance on Sustainable Practice as part of our annual report. Our commitment and the targets we are working towards over the next financial year are as follows: estate review continues in line with any internal restructuring estate rationalisation continues, working closely with other government departments and the Government Property Unit IT changes planned for the future to introduce new software that will build on sustainable practice ongoing waste management review and improvements exploring the options to introduce a closed loop paper system

Aim to set achievable targets on an annual basis as part of an ongoing new steering group at the end of financial year 2011/12 we will review the previous year s usage and set offices targets to achieve throughout 2012/13
