1 UNIVRSITY OF LINCOLN JOB DSCRIPTION JOB TITL DPARTMNT LOCATION College Accountant Finance Brayford Pool JOB NUMBR FS6064 GRAD 7 DAT February 2015 RPORTS TO Senior Finance Manager CONTXT The Finance Department consists of approximately 25 professional staff who have relationships with every area of the University at both a strategic and operational level. The role of Finance ranges from supporting the development of University strategy, to maintaining accurate accounting records and the safeguarding of assets. JOB PURPOS To provide a complete finance business partnering service to the College, the PVC and all College staff. To support the PVC in achieving their strategic objectives. To work alongside the College in the development of short and long term financial plans, performance monitoring, financial appraisal and the provision of appropriate, accurate and timely management information. 2 KY RSPONSIBILITIS Strategic and Planning Understand the University s vision, strategic objectives and values and how the College s own goals and objectives map to these. Provide business partner support to the College in achieving objectives. Identify and challenge activities where the College is not operating in line with the strategic objectives or where they are not demonstrating appropriate awareness of the operating environment. Work with Planning and other Finance staff to ensure forecasts for student numbers, and the resulting HFC grants and fees, are consistent with the College s strategy and correctly calculated. Monitor actual student numbers and related income and provide guidance to the PVC and other senior staff to adjust planned expenditure to reflect changing circumstances. Attend College xecutive meetings offering specialist financial knowledge and expertise in the key long term decision making processes. Provision of Management Information Demonstrate good financial awareness and technical accounting skills. Understand financial information and provide sensible interpretation of the numbers. Present MI in a focused and userorientated style to facilitate key decisions. Prepare monthly management accounts for the College. Monitor income and expenditure against budget and identify variances. Lead regular meetings with PVCs and budget holders to review performance and investigate causes. Provide advice regarding likely impact on delivery of budget and provide explanation of remedial action if necessary. Provide the PVC and other senior staff with timely, accurate and reliable financial information to assist in the making of key decisions. Provide budget holders with timely, accurate and reliable financial information to assist in the performance of their duties. Work closely with the Senior Financial Accountant, PVC and College staff to prepare an accurate and agreed College TRAC return. nsure the full costing of College activities is fully understood throughout the College and that the relevant TRAC information is used for key decision making purposes. Provide information to the Senior Financial Accountant and other Finance colleagues for year-end purposes. Budgeting and Forecasting Support the PVC and key finance staff in the preparation of annual budgets and five year plans. nsure budgets are accurate and in line with strategic objectives of both the College and the Page 2 of 7

Provide guidance and support on the allocation of College resources suggesting options and creative solutions for optimisation strategies. nsure budgets are produced to the agreed Finance timetable and proper communication is maintained throughout the entire process. Manage the College s monthly re-forecasting process. Proactively identify issues arising from actual results to date / run-rates / forecasts and address these with the appropriate budget holders and the PVC. scalate issues to wider Finance and University management as necessary. xternal Income Generating Activities/ Commercial Activities Provide financial analysis, support and guidance in the preparation of all business cases for income generating and commercial purposes. nsure all financial analysis and modelling is robust and accurate with appropriate investment appraisal techniques considered. Work closely with PVCs and Principal Investigators to review incentivisation expenditure plans ensuring best use of resources with appropriate investment appraisal modelling. Work closely with Research and nterprise and key research staff in the College to provide relevant financial information for RC bids and submissions. Liaise with Research Councils and other external funders as necessary in support of these bids. Work with PIs to review the progression of RC activity and to ensure accurate reflection in the College and University results on a monthly basis. nsure income is recognised on an appropriate basis (in accordance with Accounting Standards) and any project slippage is understood and highlighted as necessary. Staff support and guidance Provide accurate advice on technical aspects of accounting and offer reasoned, and technically sound, solutions to issues raised. Provide continual support and advice to budget holders and College finance officers in all aspects of financial awareness, procedures, regulations and compliance. Assist in the provision and direction of the work of the College finance officers ensuring the best split of resources between Finance and College. Provide on-the-job training and coaching as appropriate. Assist with the provision of the Financial Awareness Training programme to all relevant College staff. Systems nsure the reporting structures are appropriately set up to support all College activities. Utilise the coding structure and functionality within the Agresso system to ensure that all College activity is appropriately coded to facilitate internal monitoring and external reporting. Support the development of Finance systems ensuring that they are up to date and fit for purpose. Page 3 of 7

4 Other duties Whilst the role is within the Finance team, in order to develop the business partnering relationship, it is expected that the role holder will spend a proportion of their time physically located in the College working closely with key finance and non-finance staff. To liaise with internal and external auditors as necessary. In addition to the above, undertake such duties as may reasonably be requested and that are commensurate with the nature and grade of the post. Page 4 of 7
