2 NRSWA Operative Training Overview The New Roads and Street Works Act requires that anyone who executes, works for, or on behalf of a utility company, is qualified for the activities being carried out. Any street works site must have at least one qualified operative on site at all times during works, and the site must have a qualified supervisor appointed to the site who can oversee the works. The supervisor need not be on site at all times, but must be able to adequately carry out the role. The supervisor qualification does not replace or over rule the operative qualification and one person cannot cover both roles at the same time. The courses are arranged for delegates to become qualified in combinations of operative of supervisor units. For your guidance, operatives are manually carrying out the work, supervisors are trained to make sure that the operatives are doing the work correctly and safely. Who Should Attend? Courses are designed for operatives who physically carry out the work on the roadways and highways. Courses vary in their combination of the units to provide delegates with their skills and knowledge to perform duties in accordance with the Street Works Act Course Content 5 Days The following units are covered: Location & avoidance of underground apparatus Signing, lighting & guarding Excavation in the highway Reinstatement & compaction of backfill materials Reinstatement of sub base & road in non bituminous materials Reinstatement of cold-lay bituminous materials Reinstatement of hot lay bituminous materials (may not be included in the course) Reinstatement of concrete slabs (may not be included in the course) Reinstatement of modular surfaces and concrete footways Please note: not all units are completed at each centre, please call for details. 4 NRSWA Re-Assessment In the past renewals of Street Works qualification have been completed reregistering the holder of the card for a further 5 years without the need for any type of reassessment. Following new legislation this is about to change. Why has Street Works Re-Assessment been introduced The reassessment process has been introduced to improve the standard of workers on the Highway following new regulations that came into force in April These regulations introduced the requirement for reassessment every five years and from 6th April 2011 this will become mandatory. Timescales? From 6th April 2011, the window for re-registration of a Street Works card will be six months before and six months after expiry of the earlier registration. Failure to pass the test by six months after the expiry will result in the candidate completing the full course again. We highly recommend that you have completed the tests within a 4 month timescale as you have to have the new card back to you within the 6 months. The registration can take up to 8 weeks to come through, so don't delay, book your re tests today. How does it work? As agreed by HAUC (UK), the reassessment will be in the form of knowledge based, multiple choice tests. For each unit that an individual holds, they will need to undertake the corresponding reassessment. For example, if an operative currently holds units 1-6 & 9 they will need to sit and pass the 7 reassessment units 1-6 & 9 to qualify for re-registration. Each individual reassessment will: Consist of 10 multiple choice questions per unit Have a time allocation of 30 minutes Have a pass mark of 80% Candidates will be required to present their SWQR card on the day of their tests. Photocopies will not be accepted so we recommend an audit of current employees is carried out to confirm they still have possession of their cards. 1 Days Who is affected? All holders of SWQR cards whether they are operatives or supervisors will need to have successfully completed a reassessment for each of the units they already hold before they can re-register and continue to carry out street works. Currently the regulations only apply to England which means that any operative or supervisor based, or working on the highways, in England will have to take part in reassessments to re-register their qualifications. 5 NRSWA Unit 1 Cable Avoidance (CAT & Genny) NRSWA Unit 1 location and avoidance of underground apparatus aims to teach candidates how to use cable avoidance equipment (CAT & Genny) on roads and pathways. Service strikes can cost thousands in damages, so it is important that streetworkers are trained to find underground cables before beginning works. Assessment Candidates may be assessed two per assessor providing there is no cross contamination of evidence & location is large enough to cater for them. Assessor must control site to ensure where two candidates are being assessed, they both demonstrate competence. Delegates must be able to: Interpret utility plans and point out on the ground where the services are and interpret the symbols on utility plans. Recognise a range of services commonly found when carrying out excavations. Identify the risks of damage to services and the implications of such damage to gas, water and electricity. Use cable location equipment to find and trace underground services (at least three to include BT and electric cables). Describe services that cannot be found with conventional cable location equipment. Conduct activities safely. 6 NRSWA Unit 2 Signing, Lighting and Guarding The NRSWA Unit 2 will teach candidates how to set up and lay out signing, lighting and guarding. Assessment Candidates may be assessed two per assessor providing there is no cross contamination of evidence & location is large enough to cater for them. Assessor must control site to ensure where two candidates are being assessed, they both demonstrate competence. Care should be taken to ensure where candidates are assessed in two's that they are not being lead. Delegates must be able to: Produce plan of intended site showing position of signs, guarding & traffic signals. Plan must include all relevant distances, sizes and dimensions required. Produce list of equipment for intended site Demonstrate sequence of setting out the advance signing, safety zones & pedestrian walkways Demonstrate positioning, testing, adjusting, commissioning and decommissioning of temporary traffic signals 1 Days Answer a range of questions to demonstrate knowledge of subject Conduct activities safely wearing appropriate safety wear Provide sufficient evidence of knowledge by way of oral or written questions. Evidence from workplace must be signed by a suitably qualified person & returned to the assessment centre for validation before registering candidates. This evidence must contain at least site plans, site job number, description of job, witness testimony & include the use of traffic signals. 7 NRSWA Unit 10 Monitoring Signing, Lighting & Guarding The NRSWA unit 10 supervising signing, lighting and guarding course is required for street workers that supervise other workers setting up signing, lighting and guarding on streets and pathways. The course can be taken at one of our (over 30) UK wide training centres, or on your site. A suitable location would be anywhere that a realistic simulation of traffic can take place or on a real road with unpredictable traffic and pedestrians. Assessment Delegates must be able to: Provide detail for an intended site, preferably from a real road, showing all distances & dimensions in accordance with the Safety at Street works and Road Works Code of Practice Make formative decisions & recommended remedial action from a given plan Observe an operative surveying a work site & record observations and remedial action required from the site plan Observe an operative setting up and taking down a site Record observations made and explain reasons for agreeing or disagreeing with site operations and working practices 1 Days Explain any remedial action required Complete the part B question paper Provide evidence from the work place where the assessment is carried out on a simulated site.
