5 About Perth Western Australia Perth is a growing city with a wonderful climate and welcoming people. This city of 'Sunshine and Surf' is the capital of Western Australia - vast and scenic, and Australia's largest state. Situated on the banks of the Swan River, Perth offers the best of city and country life, with restaurants, entertainment, business ventures and tourist attractions as well as beautiful scenery, parks, mountains and clean, modern living. Perth has a population of approximately 1.5 million people spread across 2,500,000 square kilometres. It boasts Kings Park, one of the largest city parks in the world, which overlooks the city from Mt Eliza. From there you can see the glowing Perth city skyline, parks lining the banks of the Swan River and even the Darling Ranges in the distance. The Premier of Western Australia is the head of the executive government in the Australian State of Western Australia. 6 EDUCATION SERVICES FOR OVERSEAS STUDENTS (ESOS) FRAMEWORK The ESOS legislative framework is designed to ensure that Australia s reputation for delivering quality education services is maintained and that the interests of overseas students are protected. It sets minimum standards and provides tuition and financial assurance. Together with Australian immigration law, the ESOS framework also imposes visa related reporting requirements on both students and educational institutions. The Department of Education has produced an Easy Guide to ESOS. What is an International Student? If a student is not an Australian citizen or permanent resident or a New Zealand citizen, then they are an International Student. Does the ESOS framework apply to all International Students? The ESOS framework only applies to those International Students who have Student Visas. The ESOS Act refers to these students as Overseas Students. The ESOS framework providing quality education and protecting your rights The Australian Government wants overseas students in Australia to have a safe, enjoyable and rewarding place to study. Australia s laws promote quality education and consumer protection for overseas students. These laws are known as the ESOS framework and they include the Education Services for Overseas Students (ESOS) Act 2000 and the National Code Protection for overseas students As an overseas student on a student visa, you must study with an education provider and in a course that can be found on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) at CRICOS registration guarantees that the course and the education provider at which you study meet the high standards necessary for overseas students. 7 The Tuition Protection Service (TPS) is a placement and refund service for international students, which is activated in the event that your provider is unable to teach your course. These standards cover a range of information you have a right to know and services that must be offered to you, including: orientation and access to support services to help you study and adjust to life in Australia who the contact officer or officers is for overseas students if you can apply for course credit when your enrolment can be deferred, suspended or cancelled what your provider s requirements are for satisfactory progress in the courses you study and what support is available if you are not progressing well if attendance will be monitored for your course a complaints and appeals process. One of the standards does not allow another provider to enrol a student who wants to transfer to another course but who has not completed six months of the final course of study in Australia. If you want to transfer before you have completed six months of your final course you need your provider s permission. Your responsibilities As an overseas student on a student visa, you have responsibilities to: satisfy your student visa conditions maintain your Overseas Student Health Cover (OSHC) for the period of your stay meet the terms of the written agreement with your education provider inform your provider if you change your address maintain satisfactory course progress if attendance is recorded for your course, follow your provider s attendance policy, and if you are under 18, maintain your approved accommodation, support and general welfare arrangements. Course Entry Requirements The Australian Government requires international students to meet minimum academic standards before they can obtain a student visa. In addition, international students must be enrolled in full time study to satisfy visa requirements. Age: Above 18 years of age only. Students under the age of 18 are not eligible to enrol with the IDAT Institute Students may require an additional English test and if necessary a short course in English to lift their standard prior to commencing their enrolled course. Past educational and vocational qualifications should be added to a student s course entry application. Where a student believes they may have course credits, a request for a Recognition of Prior Learning application should be included in the student application. 14 Students with a grade below this level may require an additional English test and if necessary a short course in English to lift their standard prior to commencing their enrolled course. Past educational and qualifications should be added to a student s course entry application. Where a student believes they may have course credits, a request for a Credit Transfer/Recognition of Prior Learning application should be included in student s application. Courses IDAT Institute will provide hands on training approach and assessments that will include observations, written test, presentations, tasks and class activities. Students will be assessed according to industry standards that will equip students with the essential skills and knowledge to enable them to have firm footing in chosen field of study. Students who have successfully completed their course will be awarded with a qualification which is nationally recognized in Australia and internationally. IDAT is approved by the Australian Skills Quality Authority, to award Australian Qualification Framework (AQF) qualifications and statements of attainment in the following courses in accordance with its scope of registration: BSB40812 Certificate IV in Frontline Management TAE40110 Certificate IV in Training and Assessment A limited amount of courses are run each year with classroom sizes of approx. 10 persons. As well as keeping in touch with family and friends back home, students also use the institute s computers for assignments and research purposes. This area has been designed to create the ideal environment for maximizing learning so the students can make the most of hands on experience, practical experience that is required by future employers. Practical Class sizes are kept to a minimum, ensuring every student receives individual attention from their trainer. Classroom Classrooms are fully air-conditioned, and are equipped with white boards. No food or drinks are permitted in any classroom at any time. 20 DEFERRING, SUSPENDING OR CANCELLING A STUDENT S ENROLMENT Procedure Student initiated deferral, suspension or cancellation Students wishing to defer, suspend or cancel enrolment must meet one of the following conditions: Unavailability of the course Visa delay Compassionate and compelling circumstances these are generally beyond the control of the student and have an impact on the student's course progress or wellbeing. These could include but are not limited to: o o o o Serious illness or injury, where medical certificate states that the student was or will be unable to attend classes; Bereavement of close family members such as parents or grandparents (where possible death certificates should be provided); Major political upheaval or natural disaster in the home country requiring emergency travel and this has impacted on the student's studies; or Traumatic experience which could include: involvement in, or witnessing of a serious accident; or witnessing or being the victim of a serious crime, and this has impacted on the student (these cases should be supported by police or psychologists' reports) Deferral prior to commencement Students may request a deferral prior to course commencement. Student must complete Student request to defer, suspend or cancel a course" form and submit to the Student Administration Manager. When the deferral is processed the student will receive a revised Confirmation of Enrolment (CoE). Suspending your enrolment Students wishing to suspend their enrolment must complete a "Student request to defer, suspend or cancel a course" form with all supporting documentation attached. All applications should be submitted at least 14 days prior to suspension date. The maximum suspension period is six (6) months. Approval will only be given in the limited circumstances described above. The student will receive notification in writing of the result of the request. 21 Cancelling your enrolment Students wishing to cancel their enrolment must complete a "Student request to defer, suspend or cancel a course" form with all supporting documentation attached. The student will receive notification in writing of the result of the request. If the student has not completed the first six months of their principal course they must provide a letter of offer from an alternative provider therefore complying with the conditions of Standard 7 of the National Code. See policy on Transfer between Providers. IDAT Institute initiated deferral, suspension or cancellation. IDAT Institute may defer commencement of a course when a course is not offered. This notice will clearly identify that a student will be given 20 days to access the IDAT Institute s internal complaints and appeals process. When the appeals process is initiated, IDAT Institute will maintain the student's enrolment until the internal appeals process is complete. IDAT Institute reserves the right to not provide learning opportunities during this process should it be deemed appropriate. Applicants will be informed that deferring, suspending or cancelling his or her enrolment may affect his or her student visa. The suspension or cancellation will be notified to the Secretary of Department of Education via the Provider Registration and International Student Management System (PRISM) as required under section 19 of ESOS Act where the student s enrolment is deferred, temporarily suspended or cancelled on completion of the 20 days or at the end of the appeals process if the appeal is not upheld. 22 Local Information Cost of Living IDAT Institute students in Australia typically spend between $250 to $500 a week on accommodation, food, clothing, entertainment, transport, international and domestic travel, and telephone and incidental costs. The following chart is only a guide to help you understand the breakdown of costs. The estimated 2014 annual premiums for OSHC are $500 for single student cover and $1000 for family cover. 25 Home stay Rented Rooms Private Rental Accommodation Backpacker Hostel IDAT Institute provides a free accommodation placement service to assist students in locating suitable accommodation, with the exception of some homestay placements where students will pay an AUD$220 placement fee. This fee is payable to a homestay agency (not the Institute) and is subject to change. Homestay: It means accommodation in a private home with a host family. Furnished bedroom with study space is provided for students in Homestay. Meals are provided, but the student must pay for their own travel, telephone calls, entertainment and personal needs. The approximate weekly cost is AUD$245 to AUD$275 per week. Students must pay two weeks in advance. Rented Rooms: Students can rent a room in a private house. Meals are not normally provided, but students have access to the kitchen to cook their own meals. Rent varies from AUD$150 to AUD$220 per week and may or may not include gas, electricity costs and other bills. Private Rental Accommodation: Most popular choice is renting an apartment or house which can be arranged through real estate agents. Rental costs do vary depending on type of property, number of bedrooms and location. Rent varies from AUD$290 upwards per week. Two weeks rent in advance and a bond equivalent to one month's rent is required while you rent a property. To rent a property from a real estate agent you need to put an application and they may require a reference letter and financial and identification proof. Backpacker Hostel: Nice clean single or double rooms are provided. Self cooking facilities are available as well as air conditioning in all the rooms and access to the swimming pool. Hostel locations are mainly in the centre or near to the city. Facilities such as supermarkets, a post office, a bank or a medical centre are usually nearby. Costs: $ per person/night Accommodation usually takes two to four weeks to arrange, depending on the type of accommodation required. Permanent accommodation cannot be arranged prior to arriving in Australia. These costs are indicative only and are correct as at 2014 and subject to change. Students must inform IDAT Institute 4 weeks in advance, prior to arrival if they require accommodation service Bringing My Family Most student visas allow you to bring your family members to Australia as your dependants (check your individual circumstances with the Department of Immigration and Border Protection See: Arranging Visas). 26 children. Before bringing your spouse or children to Australia, you will have to prove that you can support them financially. The cost of supporting a family in Australia is very high. You may have to consider and discuss many issues with your family. Rather than bringing your family together with you to Australia, some students may find it useful to arrive first, settle into studies, find appropriate accommodation, adjust to living in Australia and then arrange for their family to join them. Before making a decision to bring your family to Australia it is important to consider the following issues: The cost of airfares for your family to and from Australia; Possible higher rent for a larger home; Limited employment opportunities for your spouse; Extra costs for food, clothing and other necessities; The effect on you and your studies if your family is not happy in Australia; Whether your children will adjust to school in Australia; Waiting lists for child care centres; and Whether to come alone to Australia first and arrange things for your family, or whether to all come at the same time. Many schools offer before- and after-school care programs (usually 7:30am-8:45am and 3:30pm- 6:00pm). Children who need these programs must be registered with the school. 27 Schools If you would like to bring your children to Australia with you, you must be aware of the following schooling issues: It is an immigration policy that school-age dependants of international students undertake formal schooling while they are in Australia. You will need to provisionally enrol your child in a school before you leave your home country and you will normally have to pay the school fees one semester in advance. The school will issue an electronic Confirmation of Enrolment Form (ecoe) stating the program and its duration, so that you can obtain the appropriate visa for your child. The Diplomatic Mission in your country can tell you which State schools are registered to take international students. Fees are payable by international students at all State schools unless you: Are in receipt of sponsorship or scholarships from the Australian Government (e.g. the Australian Development Scholarship, IPRS); Hold a higher institution or approved non-government scholarship. These scholarships must be approved by the State government for the dependants to be exempt from school fees. You will be responsible for school fees and other costs including school uniforms, books, excursions and stationery. When choosing the most appropriate school for your child, it is best to ask questions about the school's curriculum, size, extra-curricular activities and the size of individual classes. 28 Dealing with Problems STUDENT PROSPECTUS It may be difficult for you at first when you moved to a new country, culture and maybe away from your family for the first time so it is normal to have some problems in settling down. Sometimes the problem is because you do not really understand the way things are done in this new country, but the best way to deal with any problem is to talk about it. So if you have a problem, the first person to contact is your trainer unless the problem is one with your trainer.
