10 Innovative Poland Are we an innovative country? Poland ranks in the second ten of the European Union s most innovative Member States. Therefore, it is important that we ask ourselves a much more important question: What do we do in order to increase the levels of innovation in Poland? What is it that we do to increase the competitiveness of Polish economy? A couple of years ago, as the Managing Authority, we have launched the Operational Programme Innovative Economy (OP IE) with a budget exceeding PLN 40 billion. These funds have been employed to finance approx. 0 thousand projects so far. Most of these projects result from the proactive attitudes of Polish entrepreneurs, who use these resources to introduce new solutions to their businesses, develop new products and services. The Programme is also addressed to public administration entities, higher education and research and development institutions. As a result, access to e-services in Poland has increased significantly, our scientific background is constantly being upgraded, and new technologies are created almost on a daily basis. Owing to this innovation-supporting programme, entrepreneurs and scientists have submitted a steadily increasing number of inventions for international and regional protection procedures. Many of these inventions have great commercial potential. Moreover, the OP IE is the chance for imaginative and creative people to make their dreams come true. Innovative young companies are co-financed and supported with professional business consulting services. For many of them, the gate to international career is thus opened. Local governments have launched investments which support the development of information society. The Internet is now available in many places where service providers had previously found it unprofitable to deliver the signal to. As a result, the number of digitally excluded Polish citizens is rapidly decreasing. Central offices are launching e-services with a view to making it easier for entrepreneurs and citizens to meet their administrative obligations. These are real-life benefits. Business environment institutions, owing to the support obtained from the OP IE, deliver top quality pro-innovative services to their corporate customers. They help both beginner entrepreneurs and mature companies find their own path of development and obtain funds. Their offer also includes very advanced services such as transfer and commercialization of technologies. The results of the Operational Programme Innovative Economy will become clear to us after all of the financed projects are implemented and completed. The scale of their impact varies greatly some of the projects comprise single enterprises, while other contribute to the creation of brand new standards and system solutions. This publication presents a vast range of projects and illustrates the great amount of work carried out by our beneficiaries. 11 Priorities of the Operational Programme Innovative Economy The Operational Programme Innovative Economy (OP IE) is one of four national operational programmes financed from the structural funds of the European Union. OP IE supports innovative undertakings at various stages of their implementation from the birth of the very project idea, through the research and implementation stage to the management of intellectual property and promotion of project results. The Programme is addressed to entrepreneurs, scientific and research entities, business environment institutions and public administration whenever the provision of electronic services is at stake. OP IE, whose budget amounts to EUR 0.8 billion, is structured around priorities (co-called priority axes) which define particular support areas and the distribution of financial means to particular objectives.

Development of high research potential centers Project value: PLN 9.7 million Value of EU co-financing: PLN 8. million Project implementation dates: The aim of this project was to establish the Laboratory of Teleinformatic Technologies and Photonics which, together with other administrative units of the Faculty of Electrical Engineering at the West Pomeranian University of Technology (WPUT) in Szczecin, should contribute to creating one of the most state-of-the-art centers for comprehensive telecommunication technology research in Poland. This undertaking comprised all aspects of establishing a fully equipped research laboratory, a suitable place for advanced scientific research and implementation works related to teleinformatic and photonic technologies. Value of the equipment purchased as part of the project amounted to nearly PLN 0 million. This new equipment and furbishing of six workshop rooms enables e.g. research and analysis of qualities of optical devices and materials, including elements of teleinformatic networks, as well as design and test activities related to networks. With this equipment in place, the laboratory allows its users to participate in top quality research projects in the fields of photonics and optoelectronics. Currently, the workshop is used to carry out works related to the use of photo-reactive quantum wells in optical fiber systems as well as to the design and tests of new solutions for telecommunications networks. Implementation of this project allowed us to develop and test various photonic elements, devices and systems which can be applied not only in telecommunications. It opens up the possibility for us to establish partnerships with other research centers and enterprises with respect to implementation of innovative photonic and teleinformatic technologies, says professor Ewa Weinert-Rączka, project coordinator. The laboratory works in unpaid partnerships with telecommunication companies. It is also employed as a scientific, research and didactic resource for university students majoring in Electronics and Telecommunications as well as Teleinformatics at the University s Faculty of Electrical Engineering. 8

In Poland, there are still many places where the telecommunication signal is missing or where the residents cannot afford purchasing a computer and paying an Internet service fee. Gmina Złocieniec, in cooperation with the Municipal-Gmina Social Welfare Center, decided to help the most impoverished families in the Gmina area by providing them with computer sets and Internet access for the period of 5 years. The idea was mainly to provide people with equal opportunities. Support has been provided to those households whose material conditions were disadvantageous, who had to use welfare services in the form of allowances and benefits, who could not afford purchasing a computer and access to telecommunication services, says Leszek Modrzakowski, Secretary of the Gmina. Priority has been given to families with many school-aged children. The support scheme has covered 30 households, including 0 households from 0 villages in the Gmina area and 0 households from the town of Złocieniec. The project, however, was not limited to the provision of equipment and Internet access alone. A total of 35 hours of training (9 groups, 5 hours each) was also provided. Training participants have been taught the basics of computer operation, Internet use and Occupational Health and Safety standards applicable for workplaces with computers. Regular maintenance works are performed on the computers. Gmina Office employees, together with social workers, regularly check whether the project participants use the equipment they have been given in compliance with the applicable rules and provisions of agreements they have undersigned. As for the specific benefits, the children have gained the opportunity to better prepare for their classes in school, while the parents have started using e-services. They are gradually gaining more and more ICT skills, which increases their access opportunities to education and job market. There is one example which stands out as a proof of the einclusion program s effectiveness, adds Leszek Modrzakowski. One inhabitant of our Gmina owes the health of her son to Internet access, as she used the Web to arrange for her child a surgery in a clinic in Berlin. 0

Their works comprised mainly probing and sampling materials for analysis from ships. Such research methods, however, are timeconsuming, expensive and unable to provide the possibility of ongoing monitoring of the entire sea area. The ideal method for researching the environment of the Baltic Sea is remote sensing via satellite. The use of a satellite shortens down the time necessary to scan a selected area from several days to several minutes. The use of this technology, combined with mathematical models some of which have already been designed by project contractors will allow for the detection of various characteristics of the sea, including its temperature, sea currents, water pollution or the speed and quantity of the primordial organic matter produced. These characteristics will be available online as maps and digital data. Such information can be used for fishery and tourist purposes, as well as in conflict situations between Baltic Sea countries related e.g. to the issue of environmental degradation. The SatBaltyk operational system can already be used in practice. The following stages of project implementation, including the launch of the autonomous offshore measurement platform which will allow for continuous calibration and test measurements, will increase the operability of the entire system, the quality of collected information and the number of qualities of Baltic ecosystem which can be measured and defined, explains professor Bogdan Woźniak, project manager. The project is implemented by a consortium composed of the Institute of Oceanology of the Polish Academy of Sciences (the leader and beneficiary) and institutes from three universities of the Pomeranian region: the University of Szczecin, University of Gdansk and the Pomeranian University in Słupsk.

23 Surgeon s helper Optimization of abdominal hernia treatment with synthetic implants (HAL 00) Project initiator: Medical University of Gdańsk Sub-measure:.3. Development projects Project value: PLN 3 million Value of EU co-financing: PLN.4 million Project implementation dates: Nearly 0 thousand new patients suffering from abdominal hernia are registered in Poland each year. Even though laparoscopic treatment brings better results than traditional procedures, some patients still suffer from relapses. This results e.g. from the fact that the intra-abdominal implants used during the procedure and the plugs used to attach them are fitted intuitively. Research works carried out as part of the project focused, among others, on the biomechanics of the abdominal cavity and aimed at increasing our knowledge of the environment in which the implant is designed to work. Moreover, mechanical qualities of synthetic materials intra-abdominal implants as well as qualities of various types of plugs have been examined. Our research is very innovative. We are the first in the world to carry out simulations of implant-tissue system interac- tions in the event of post-surgery cough, which is often the reason why these two elements become detached and the illness returns. We constructed a specialized pressure chamber to which we would insert the systems we were analyzing. The tests were conducted on various materials used by surgeons. Following these tests, we have created a data base including information about more and less effective methods of surgical hernia treatment, says Agnieszka Tomaszewska, deputy project coordinator. The knowledge thus obtained has been employed to construct the computer program named HAL 00, coupled with laparoscopic cameras. The program provides the surgeon with active support during the surgery. Dissemination of this video-surgery technology will not only contribute to the simplification of the surgical procedure and increase in the competitiveness of Polish hospitals HAL 00 can also be used for running virtual tests of new types of implants. 4

This upward tendency is also visible in the sector of broadband Internet access. Projects financed under the Operational Programme Innovative Economy have contributed to this achievement. One of such projects is The last mile in Community Słupsk and Kobylnica. This undertaking, implemented by the Systemy company, has provided residents of 50 households in six towns and villages near Słupsk Gać, Redęcin, Zębowo, Sycewice, Łosino and Rogawica with comfortable broadband Internet access. Each project participant has been given a socalled Client set, which delivers the signal to their computer. The radio line guarantees the transfer speed of no less than MB/s. The project comprised the establishment of project headquarters in Słupsk and 3 intermediary base stations in other parts of the region, from where the signal is distrib- uted. Furthermore, two servers necessary for service provision have been purchased and launched. We have delivered the Internet to places where service providers had previously found it unprofitable provide their services. At the same time, the project allowed for the development of our company by broadening our area of business and increasing the number of service customers. It is possible that we will implement another similar project in the future. Our goal is to provide top quality services, and so we not only deliver the broadband network, but also provide information for our customers and maintenance services for the devices installed as part of the project, says Dawid Krętowski, owner of the Systemy company. Therefore, more and more white spots areas on the map which have previously been devoid of Internet access keep disappearing in the Słupsk area. According to the project assumptions, its completion will increase the percentage of Internet users in the area by as much as 30%. 6

27 Technology at full speed Use of smart materials and constructions for the development of concept and creation of an innovative rotor-bearing system for energetic microturbines Project initiator: University of Warmia and Mazury in Olsztyn Sub-measure:.3. Development projects Project value: PLN 7.4 million Value of EU co-financing: PLN 6.3 million Project implementation dates: An intelligent bearing which smartly adjusts itself automatically to varied work conditions, may revolutionize the way in which high-speed rotating machinery is constructed this is the idea behind the project implemented by the University of Warmia and Mazury (UWM) in Olsztyn. The university offered to introduce changes to the construction of bearings as it is performed today. Traditional rigid bearing (the part of the bearing on which the shaft extension is based) has been replaced with a construction comprising several layers of foil, adjusting its shape to any current position of the shaft. Limited friction translates into decreased quantity of construction materials used, which means that the element is not only more durable but also cheaper to maintain. These characteristics should guarantee marketing success for the project. The whole idea was to find a comprehensive solution for the problem of bearing power machinery with bearings which are oiled with fluids characterized by very low boiling temperatures, explains Wojciech Miąskowski, project manager. This approach requires combined effort of sev- eral scientific teams from all over Poland. The results of this project will include the creation of numerous innovative solutions, starting with the very construction of bearings and bearing systems for high-speed rotating machinery power machinery in particular through new materials, technologies for material production, testing and shaping, ending with numerical models and research tools (e.g. computer software). The project is implemented in partnership with the AGH University of Science and Technology in Krakow, the Institute of Turbomachinery at the Polish Academy of Sciences in Gdańsk, the Institute for Sustainable Technologies National Research Institute in Radom and the Institute of Electronic Materials Technology in Warsaw. The interdisciplinary composition of the consortium is a guarantee of the precision of research and test works performed on the newly created construction. The project will be completed with the construction of a bearing prototype, and the industrial property thus created will be submitted for protection. 8

Three-dimensional city models, localization of engineering structures, flood risk maps and analysis of thermal losses in buildings these are several examples of activities made possible owing to the implementation of the project designed by the OPEGIEKA company in Elbląg. Owing to the use of a new technology, digital maps are created with the use of thermovision cameras, laser scanner and aerial cameras during photogrammetric flights (flights during which photographs of the surface of Earth are taken). The aims of the undertaking included not only the launch of the production of particular sensors but also an analysis of potential possibilities of connecting thus collected data in order to create high quality products which facilitate the management of spatial information. The photo maps (orthophotographic maps) which are commonly used in the Internet (e.g. Google Maps) are products of the photographic method combined with measurements done with a laser scanner. The latter allows for a precise specification of coordinates of particular points located on the surface of the Earth. In this way, it becomes possible to recreate the shape of the land. This type of model allows for the photographs to be processed into maps. Our system makes it possible to create maps of flood risks. Such maps illustrate the possible effects of a flood for various water levels assumed. They also allow for the optimum planning of urban development. Moreover, they can be used by insurance companies for risk assessment purposes, says Jakub Krawczyk, manager of the Aerial Unit at OPEGIEKA. This new equipment allows us to perform photogrammetric flights ordered by investors who plan to set up construction works of structures or buildings. During a single day, we are able to image several hundreds of square kilometers. This technology also works better than any other on forest areas, where land surveyors find it difficult to carry out traditional measurement works. Apart from specialist cameras and the laser scanner, the company also purchased a Vulcanair P68 TC model airplane as part of the project. The plane is employed as a mobile platform for the sensors. Its nose is made of acrylic glass, which provides excellent visibility for the pilot. 30

31 Faster than diabetes Development of a method for detecting the markers indicating predisposition to insulin resistance Project initiator: Medical University of Białystok Sub-measure:.3. Development projects Project value: PLN 9.6 million Value of EU co-financing: PLN 6.7 million Project implementation dates: Diabetes is considered to be a social disease. As it can do great damage to the human body, its early diagnosis is of crucial importance. Insulin resistance, which means that one s organism does not react to insulin as intensely as it should, is a predisposing factor for type diabetes as well as diseases of the circulatory system, neurodegenerative diseases, polycystic ovary syndrome and many other afflictions. Insulin sensitivity of an organism can be measured through costly and time-consuming tests such as the so-called euglycaemic clamp. However, not everyone can afford this type of examination. Early detection of predisposition to insulin resistance, which can be achieved through simple markers, can have great significance for the process of development of prophylactics programs for lifestyle diseases. The Medical University in Białystok the leader of a research group searching for such markers has obtained the funds for the implementation of a project titled Development of a method for detecting the markers indicating predisposi- tion to insulin resistance from the Operational Programme Innovative Economy. Our project includes examinations of young and healthy volunteers whose insulin sensitivity is measured with the euglycaemic clamp technology. We analyze the process of gene expression in their skeletal muscles and adipose tissue, sampled by way of biopsy. We also analyze the proteins in their blood plasma, explains professor Marek Strączkowski, project manager. A complex statistic analysis will allow for the identification of those factors which are to the greatest extent related to insulin resistance; factors which may be the biomarkers, or main indicators, of insulin resistance, he adds. The project may result in the discovery of those destinations within the organism where the medicine used by patients with type diabetes has its effects. Other parties involved in the project include the Institute of Biochemistry and Biophysics of the Polish Academy of Sciences, the Faculty of Biology at the University of Warsaw and the Medical University of Łódź. 3

Until recently, the Communities Grajewo and Rajgród in Podlaskie Voivodeship belonged to this group of areas. As both these districts are little populated, operators found it unprofitable to construct their telecommunications infrastructure there. Currently, residents of these Communities are no longer members of the digitally excluded community. By applying revolutionary solutions of radio technology, the Gig@net company has constructed a telecommunications infrastructure based on seven radio lines in this area. 50 subscribers from 8 villages located in the area of both Communities have thus gained access to broadband Internet with a guaranteed transfer speed of no less than MB/s. For both individual residents of Grajewo and Rajgród Gminas as well as for the schools located there, a brand new window on the world has been opened. The use of new technologies will contribute to the development of information society, says Paweł Jastrzębski, project coordinator. Access to information will allow school students to broaden their knowledge and decrease the information gap which has previously separated them from their peers attending town and city schools. Households located in the rural areas, on the other hand, have been given a chance of dynamic growth, e.g. by setting up farm tourism enterprises. The Internet will allow owners of such businesses to present their offer online, inform other Internet users about tourist assets of Communities and contact their potential customers directly. Finally, farmers have been given a tool which facilitates their cooperation with seed and fertilizer producers as well as recipients of agricultural products. 34

By investing in research and development, we have become a fully European company: we now develop and produce top quality medical products. We want to create products whose functions are as close to the natural human needs as only possible, says Lechosław F. Ciupik, doctor of bioengineering and president of LfC. The research and project group, comprising 0 people, have been giving most of their attention to those conditions which have yet not been sufficiently diagnosed, including spondyloarthritis as well as neurological and oncological spine conditions. The team works in partnership with six other medical and technological centers in Poland and abroad. In total, over 00 researchers and scientists are involved in the project. The scientists want the innovative solutions they are working on to be as comprehensive as possible, taking into account not only the surgical treatment, but psychological Owing to the funds from the European Union, the project team can employ state-of-the-art materials and advanced technologies, as well as use unique research and measurement equipment in their activities. So far, three inventions have been patented owing to the support from the European Regional Development Fund. One of them is the intervertebral space implant named Car- LIF. This three-dimensional implant is made of bio-titanium powder and constructed with a computer-operated stream of electrons, which allows for the detailed and exact rendering of the complicated anatomic shapes. 36
