2 San Francisco Housing Authority The San Francisco Board of Supervisors established the San Francisco Housing Authority in The San Francisco Housing Authority is the oldest housing authority in California and the 17th largest in the country. Since its inception, the San Francisco Housing Authority's Conventional Public Housing Department has grown to include over 40 developments located throughout San Francisco. In 1974, the Housing Choice Voucher Program (formerly "Section 8") was introduced to the San Francisco Housing Authority. Today, the San Francisco Housing Authority serves over 20,000 individuals residing in San Francisco. Over 10,000 of these individuals and families are served through the Housing Choice Voucher programs. The San Francisco Housing Authority was successful in receiving approval from the United States Department of Housing and Urban Development for the conversion of 4,575 public housing units to the Rental Assistance Demonstration (RAD) Program in two phases by July The Mission of the San Francisco Housing Authority is to deliver safe and decent housing for low income households and integrate economic opportunity for residents. Position Summary The Director of Leased Housing Programs directs the overall operations of the Housing Choice Voucher Program (HCVP) in order to aid low income residents in acquiring safe, affordable housing. Working under administrative direction of the Deputy Executive Director/Chief Operating Officer, the Director of Leased Housing Programs is responsible for the long-term planning for the Housing Choice Voucher Program, providing leadership and advice on all related matters. The Director of Leased Housing Programs manages program quality, leasing, terminations, recertifications, interim changes, Housing Quality Standards inspections, Public and Indian Housing (PIH) Information Center (PIC), and submissions and portability. The Director of Leased Housing Programs plays a key role in the oversight of a variety of Special Programs, including Project-based Vouchers (including RAD conversion sites) Moderate Rehabilitation Program, Special Programs, the Family-Self Sufficiency Program, and other leased housing programs, and will participate in proposing, advising and implementing Agency policies and procedures. The Housing Choice Voucher Program of the San Francisco Housing Authority ("SFHA" or the "Authority") is responsible for the following: administering Housing Choice Voucher Subsidy Programs; ensuring program compliance with U.S. Department of Housing and Urban Development (HUD) regulations and applicable City and County of San Francisco laws; coordinating the placement of applicants and the delivery of resident services and support programs with the Client Services Administration; coordinating the documentation of tenant grievances/complaints with the Office of the Ombudsman; coordinating subsidy payments with the Office of the Finance; monitoring the expiration of leases; coordinating with the appropriate Offices/Administrations and agencies the pre-occupancy inspections and periodic inspections throughout the lease term of subsidized units to ensure compliance with all applicable City and County of San Francisco laws, including the housing, building fire codes and health laws; and conducting annual and intermittent re-examination of family income. All activities of the Director, of Leased Housing Programs must support SFHA's strategic goals and objectives and produce results that accomplish the goals of the Housing Choice Voucher Program. Essential Duties and Responsibilities Plans, directs, coordinates and provides advisory services relative to Housing Choice Voucher Programs, ensuring compliance HUD regulations and applicable City and County of San Francisco laws Administers Annual Contribution Contracts between SFHA and HUD Administration of Project-Based Section 8 Housing Assistance Payments (HAP) Contracts for properties and units in its San Francisco portfolio, including RAD conversion properties. Responsible for the publication and dissemination of information concerning the Program; establishes and maintains contracts with local stakeholders to inform them of the goals and objectives of HCVP that will be of interest to the public; and supplies information about HCVP which the general public should know in order to understand the objectives of the program and how it affects them. Provide guidance and assistance to eligible applicants on how to interact with landlords in securing housing, such as applicable housing quality standards and procedures for family and owner inspections, significant aspects of applicable state and local laws, applicable fair market rent, etc. Administers and enforces housing assistance contracts with owners, brokers, management agents, etc; monitors contracts to ensure compliance on the part of the tenant as well as the contractor; and takes appropriate actions in the case of noncompliance or default Conducts continuing and special reviews of HCVP and institutes/recommends changes in policies or procedures for more effective functioning Interprets HCVP objectives to the community and promotes public interest through public addresses, participation in community conferences and meetings with groups and individuals Directs the preparation of periodic and special reports on the number, size, rents and other characteristics of HCVP existing housing unit, the number of listings utilized by site occupants and general reports on the activities of HCVP Coordinates with the Client Placement Department on the placement of applicants and the delivery of resident services and support programs Page 2
3 Directs the subsidy payments program to ensure that (1) payments are timely and correct and (2) terminations are lease-ups in HCVP are adjusted in the payment system as necessary Directs the pre-occupancy inspections and periodic inspections throughout the lease term of leased units to ensure compliance with applicable City and County of San Francisco laws, including the housing, building and fire codes and health laws Conducts annual and intermittent re-examination of family income Coordinates with the Office of the Ombudsman on the documentation of tenant grievances/complaints Manages the budget for the HCVP and Moderate Rehabilitation Programs, including monitoring and managing program utilization Attends meetings with the Deputy Executive Director/COO and other top officials to advise on policies and procedures which have implications on HCVP Programs Develops information to support management in attaining objectives; assumes responsibility for emergencies and initiates actions required for solutions; develops data needed in resolving major operating problems for use in program planning and for formulation of overall management policies for the efficient, economical and coordinated conduct of HCVP activities; identifies problem areas and recommend s corrective action as appropriate; and makes critical analyses, adopts and directs changes determined to improve programs Prepares and directs the preparation of recurring and special reports as requested by the executive Management Team (Executive Director and Deputy Executive Director/COO) Confers regularly with HUD to keep apprised of new or changing policies, procedures and special priority matters Reviews staff communications to assure coordinated presentation; recommends further action concerning changes in policies, programs, procedures and the organization as they relate to matters in HCVP; and assures that the Executive Management Team is provided with current information on work pending and the rate of progress on major assignments Develops quantitative and qualitative measures for evaluating the performance of each subordinate employee and the performance of the division; and develops and implements procedures for the routine collection of information for these measures Through subordinate managers/supervisors, supervises and effectively utilizes employees HCVP, including: assigning and reviewing work; utilizing personnel to accomplish work objectives and to develop increased capabilities of employees: rating employee performance in accordance with established standards; recommending personnel actions; interviewing and selecting new employees; approving/d isapproving leave; investigating complaints and resolving differences between employees and groups of employees; and providing for training and giving such other guidance as needed to assure the expeditious accomplishment of work and the development and maintenance of competent staff Ensures that the operating procedures for all activities of HCVP are completely documented and that documented procedures are updated and revised as necessary Plans routine operations, special projects and new and improved activities; reviews and approves work plans; and confers with subordinates to develop properly structured activities with clearly delineated tasks, responsibilities, reporting requirements and timeframes Monitors and evaluates routine operations and special activities for efficiency, effectiveness and compliance with policies and procedures ; analyzes existing work methods and management techniques employed to determine if they provide maximum efficiency and effectiveness; and revises as necessary Job Competencies To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Mastery knowledge of the Housing Choice Voucher Program (HCVP), and governing laws, regulations, policies, procedures and other requirements Extensive knowledge of HUD regulations, general real estate and land lord/tenant laws, economics, finance and property management procedures General knowledge of business related theories and practices including: economics, finance, accounting, law, project management, etc. Demonstrated knowledge of project management principles and practices Education A minimum of (7) seven years' progressively responsible experience in public housing or assisted housing management, with at least (3) three years' experience in a supervisory capacity; Bachelor's degree in real estate, public administration, management, business or related field from an accredited four year college or university preferred; and/or equivalent combination of demonstrated experience and education which meet the minimum qualifications requirement. Experience with HUD programs, low-income housing or multi-family housing is required. Page 3

5 San Francisco San Francisco, officially the City and County of San Francisco, is the cultural, commercial, and financial center of Northern California and the only consolidated city-county in California.[San Francisco is a unique and breathtaking metropolis. From the famous icon of the Golden Gate Bridge to the exquisite art galleries, the City takes pride in its unrivaled attractions, renowned museums, and its unique neighborhoods which are treasures of its own. Discover the variety of sites, shops, and restaurants that reflect the City's great ethnic and cultural diversity. Neighborhoods The historic center of San Francisco is the northeast quadrant of the city anchored by Market Street and the waterfront. It is here that the Financial District is centered, with Union Square, the principal shopping and hotel district nearby. Cable cars carry riders up steep inclines to the summit of Nob Hill, once the home of the city's business tycoons, and down to the waterfront tourist attractions of Fisherman's Wharf, and Pier 39, where many restaurants feature Dungeness crab from a still-active fishing industry. Also in this quadrant are Russian Hill, a residential neighborhood with the famously crooked Lombard Street; North Beach, the city's Little Italy and the former center of the Beat Generation; and Telegraph Hill, which features Coit Tower. Between Russian Hill and North Beach is San Francisco's Chinatown, the oldest Chinatown in North America. The South of Market, which was once San Francisco's industrial core, has seen significant redevelopment following the addition of AT&T Park and an infusion of startup companies. New skyscrapers, live-work lofts, and condominiums dot the area. Further development is taking place just to the south in Mission Bay, a former railyard now anchored by a second campus of the University of California, San Francisco. West of downtown, across Van Ness Avenue, lies the large Western Addition neighborhood, which became established with a large African American population after World War II. The Western Addition is usually divided into smaller neighborhoods including Hayes Valley, the Fillmore, and Japantown, which was once the largest Japantown in North America but suffered when its Japanese American residents were forcibly removed and interned during World War II. The Western Addition survived the 1906 earthquake with its Victorians largely intact, including the famous "Painted Ladies", standing alongside Alamo Square. To the south, near the geographic center of the city is Haight-Ashbury, famously associated with 1960s hippie culture. The Haight is now home to some expensive boutiques and a few chain stores, although it still retains some bohemian character. North of the Western Addition is Pacific Heights, a wealthy neighborhood that features the mansions built by the San Francisco business elite in the wake of the 1906 earthquake. Directly north of Pacific Heights facing the waterfront is the Marina, a neighborhood popular with young professionals that was largely built on reclaimed land from the Bay. San Francisco is also characterized by its numerous culturally rich streetscapes featuring mixed-use neighborhoods anchored around central commercial corridors to which residents and visitors alike can walk. Many neighborhoods feature a mix of businesses, restaurants and venues that cater to both the daily needs of local residents while also serving many visitors and tourists. Some neighborhoods are dotted with boutiques, cafes and nightlife such as Union Street in Cow Hollow, 24th Street in Noe Valley, Valencia Street in the Mission, Grant St. in North Beach, and Irving Street in the Inner Sunset. This approach especially has influenced the continuing South of Market neighborhood redevelopment with businesses and neighborhood services rising alongside high-rise residences. Entertainment and Performting Arts San Francisco's War Memorial and Performing Arts Center hosts some of the most enduring performing-arts companies in the U.S. The War Memorial Opera House houses the San Francisco Opera, the second-largest opera company in North America as well as the San Francisco Ballet, while the San Francisco Symphony plays in Davies Symphony Hall. The Fillmore is a music venue located in the Western Addition. It is the second incarnation of the historic venue that gained fame in the 1960s, housing the stage where now-famous musicians such as the Grateful Dead, Janis Joplin, Led Zeppelin and Jefferson Airplane first performed, fostering the San Francisco Sound. 6 Sports Major League Baseball's San Francisco Giants left New York for California prior to the 1958 season. Though boasting such stars as Willie Mays, Willie McCovey and Barry Bonds, the club went 52 years until its first World Series title in 2010, and won two additional titles in 2012 and in The Giants play at AT&T Park, which opened in In 2012, San Francisco was ranked #1 among America's Best Baseball cities. The study examined which U.S. metro areas have produced the most Major Leaguers since The San Francisco 49ers of the National Football League (NFL) were the longest-tenured major professional sports franchise in the city. The team began play in 1946 as an All-America Football Conference (AAFC) league charter member, moved to the NFL in 1950 and into Candlestick Park in The team began playing its home games at Levi's Stadium in Santa Clara, California in 2014; the team is still named the "San Francisco 49ers", even though they are much closer to the city of San Jose. The 49ers won five Super Bowl titles in the 1980s and 1990s. Beaches and Parks Several of San Francisco's parks and nearly all of its beaches form part of the regional Golden Gate National Recreation Area, one of the most visited units of the National Park system in the United States with over 13 million visitors a year. Among the GGNRA's attractions within the city are Ocean Beach, which runs along the Pacific Ocean shoreline and is frequented by a vibrant surfing community, and Baker Beach, which is located in a cove west of the Golden Gate and part of the Presidio, a former military base. Also within the Presidio is Crissy Field, a former airfield that was restored to its natural salt marsh ecosystem. The GGNRA also administers Fort Funston, Lands End, Fort Mason, and Alcatraz. The National Park Service separately administers the San Francisco Maritime National Historical Park a fleet of historic ships and waterfront property around Aquatic Park. There are more than 220 parks maintained by the San Francisco Recreation & Parks Department. The largest and best-known city park is Golden Gate Park, which stretches from the center of the city west to the Pacific Ocean. Once covered in native grasses and sand dunes, the park was conceived in the 1860s and was created by the extensive planting of thousands of non-native trees and plants. The large park is rich with cultural and natural attractions such as the Conservatory of Flowers, Japanese Tea Garden and San Francisco Botanical Garden. Lake Merced is a freshwater lake surrounded by parkland and near the San Francisco Zoo, a city-owned park that houses more than 250 animal species, many of which are endangered. Cycling and Walking Cycling is a popular mode of transportation in San Francisco. 75,000 residents commute by bicycle per day. Bay Area Bike Share launched in August 2013 with 700 bikes in downtown San Francisco and selected cities south to San Jose. The San Francisco Municipal Transportation Agency and Bay Area Air Quality Management District are responsible for the operation with management provided by Alta Bicycle Share. Pedestrian traffic is a major mode of transport. In 2015, Walk Score ranked San Francisco the second-most walkable city in the United States. Education Public colleges and universities include: City College of San Francisco, one of the largest community colleges in the country is located in the Ingleside, with several extension campuses.
