11 SITE - CIVIL GENERAL EXISTING SITE CONDITIONS AND DEFICIENCIES Overall vehicular paving condition: Fair Overall sidewalk paving condition: Good Pavement striping condition: Poor Site Deficiencies: The pavement condition across the site is fair with the exception of the drive aisle at the south side of the stadium itself, which is in good condition. There appears to be one small area of localized cracking in the dumpster area within the southeast corner of the western parking lot. The disabled parking area within the western parking lot does not have an ADA compliant route across the adjacent drive aisle to connect to the stadium facility. The un-paved gravel area located just east of the drive aisle on the south side of the stadium is currently being utilized for parking and presents an unstable surface that is difficult to maintain. This area should be permanently paved for future parking consideration. A section of sidewalk adjacent to Stadium drive located at the northeast corner of the site has subsided resulting in sidewalk failure and exposure of the back of curb. The striping condition across the entire site is poor, with the majority of parking spaces and drive aisle markings needing re-striped. 15 ENGINEERING REPORT - MECHANICAL / ELECTRICAL / PLUMBING Mechanical Systems Information The home side press box is currently being served by two Trane DX Gas rooftop units (RTUs) that were installed in These units are in good moderate condition but should have several years of useful life left. The field house is being served by two Carrier DX Gas RTUs that were installed in These units are in moderate condition. RTU-C, installed in 2000, is a unit that is also serving the Field House. It is approaching the end of its useful life and may need to be replaced in the near future. A fourth RTU serves Field House Room M9. It is a 10 ton Carrier unit that was installed in It is in good condition and should have several years of useful life left. RTU-E is a Trane unit that serves the locker room areas and was installed in It is in moderate condition but should have some useful life left. Different areas of the field house are also being served by Carrier DX Splits that were installed in These units are approaching the end of their useful life and may need to be replaced in the near future. The girls dressing room is currently being served by a Carrier DX air handling unit (AHU) that was installed in This AHU, along with its condensing unit, is in poor condition and may need to be replaced in the near future. The visitor side press box is currently being served by Carrier window units that are in poor condition. Electrical Systems Information The electrical system at Williams Stadium has undergone several renovations since the facility first opened. Electrical distribution equipment typically has a 20 to 30 year useful life, after which, retrofitting, refurbishing, or replacement is necessary to maintain a reliable electrical system. There are a total of ten distribution panels throughout the facility that are at the end of their useful life and may need to be replaced in the near future. General Electric panels located in the home side restroom and concession stand are in poor condition and are at the end of their useful life. The same can also be said for General Electric Panels located in the varsity equipment room, field house boiler room, visitor concession, and weight room areas. An ITE panel that is located in the varsity equipment room has also reached the end of its useful life and may need to be replaced in the near future. There are several Square D and Cutler Hammer panels and transformers located throughout the facility that have been installed within the last ten years. This equipment is in good condition and should have several years of useful life left. Maintenance has requested a need for electrical power to the storage building on the east side of the stadium. 16 ENGINEERING REPORT - MECHANICAL / ELECTRICAL / PLUMBING Plumbing Systems Information The sewer and water mains are original to the facility. Maintenance has reported that the field house showers are outdated and that there are trough urinals in the facility s older restrooms. Flush valves on toilets and urinals are a combination of Sloan and Zurn manufacturers. Approximately half of the flush valves are low consumption and the other half are not. A majority of the lavatory faucets throughout the facility are metered. The field house shower faucets are Bradley manufacturers. The facility s electric water coolers are Oasis units, all of which are in good condition. The water heater that serves the girl s locker room is in poor condition and may need to be replaced within the next five years. Lighting Information Exterior lighting is not sufficient. Additional parking light poles should be installed on both the home and visitor sides, a combined total of 15 poles. The original field house and girls locker rooms need to have their lighting replaced. The lighting under the bleachers will need to be upgraded. The lighting in the rest of the facility is in good condition. Fire Alarm Information There are currently four fire alarm panels in Williams Stadium. The first fire alarm panel is manufactured by Notifier. The model of this panel is AFP 200. This panel was installed in The area which the panel is located in is the field house. The second fire alarm panel is manufactured by Notifier. The model of this panel is AFP 200. This panel was installed in The area which the panel is located in is the press box. The third fire alarm panel is manufactured by Firelite. The model of this panel is MP 24. This panel was installed in The area which the panel is located in is the athletics office. The fire alarm panels in the field house and the athletics office should be connected to the press box fire alarm system. Fire Sprinkler System Information There is a fire sprinkler system provided in place at Williams Stadium which only serves the press box. 17 ENERGY MANAGEMENT Energy Management System Information The EMS has been updated several times as new equipment has been installed over the years. All current controls and corresponding sensors appear to be working adequately at this time. Maintenance has reported that areas not on the EMS are experiencing issues due to people turning thermostats too low. This issue can be remedied by putting these sections of the building on controllers so the building is controlled by one system. Maintenance has also reported that there is no EMS control in the weight room. All controls and sensors appear to be working at this time. 19 ENGINEERING REPORT - STRUCTURAL The recommendations below are based on our Structural Team s review of the scans of existing documents available in Garland ISD Archives, interviews with Garland ISD Staff from the School Facilities Department and the Maintenance Department, and onsite visual surveys of representative areas that were accessible. As with any structural condition assessment, more detailed assessments can always be performed at an additional cost with more time and may lead to additional recommendations; recommendations for specific types of more detailed assessments are provided below. Specific data regarding structural descriptions and observations of current conditions is provided in the Engineering Report - Structural Appendix separately for each construction phase of each facility. Therefore, refer to the Engineering Report Structural Appendix for more detailed information on where the following recommendations apply. Further Study is recommended to confirm that there is not a vapor barrier under the slab. If this is the case, recommend any new flooring be systems which allow moisture to breathe through the system or systems that have sufficiently moisture-resistant adhesives if possible or removing and replacing the slab with a new slab over a new vapor barrier. Further Study is recommended to determine if the unreinforced masonry will have any net axial tension or excessive flexural tension under code required design wind forces, which is not permitted by the code. Retrofitting new structural components may be recommended. Further Study is recommended to determine the design and condition of the connectors between wythes. Installing new connectors may be recommended after study. Further Study is recommended to determine if there is sufficient lateral anchorage at the top of all exterior unreinforced masonry that are parallel to roof joists. Installing lateral restraints may be recommended after further study. If any modification to the Unreinforced Masonry is desired, Special Analysis will be required and significant Architectural and Structural limitations may be required. Further Study of the mechanical anchorage of the framing members from the wood roof trusses to the foundation is recommended. Installing retrofit connectors to provide net uplift resistance may be recommended. Installing new bottom chord net uplift horizontal bridging angles along the ends of the steel joist is recommended when an opportunity presents itself such as a building remodel. 21 SECURITY Summary: This security assessment was performed on September 24, 2013 at Williams Stadium in Garland Texas. There was a brief interview with a staff member, however no campus personnel accompanied us with the walk through. The survey includes information on the stadium and the athletic office. General Statistics: The areas immediately surrounding the campus building are the GISD Technology and Transportation Building to the east, industrial businesses to the south, GISD Student Services to the west, and densely packed single family residences to the north. The roads bordering the campus are Stadium Drive to the north and Travis Street to the south. There are two main parking lots on the east and west sides of the stadium. Preparedness and Life Safety: Campus Evacuations, Lockdown Procedures, and Drills o It is assumed that all students, faculty, and staff all practice the ISD s mandatory standard for fire drills, emergency lock down, and shelter in place for inclement weather. Severe Weather o It is unknown if the campus has a functioning weather radio system which includes exterior mounted devices used for monitoring the weather. Automated External Defibrillator AED o A map depicting the location of AEDs should be placed at all exterior exits of the press box, concessions stand, elevators and other occupied spaces around the stadium. First Aid Kits o There was a first aid kit in the concessions area, athletic office, and press boxes. Student Pick-up and Drop-off o Not applicable Outer perimeter: Other than parking, there is a six foot fence that creates an enclosed perimeter around the stadium itself and there were few gaps or gates without locks. Building Exterior: There were electrical panels for the Athletic Office with on/off switches that were not secured. There were utility pull boxes under the bleachers on the west side of the stadium that were open with cabling exposed. There are signs of graffiti the property on the east wall of the Athletic Office. Facility Assessment Report, Garland Independent School District 21

22 SECURITY Doors and Vestibules: All exterior doors are kept locked during the day and most gates had padlocks on them. Visitor Management: For the stadium, the only visitor management are the gates that are used to control entry during an event. At the Athletic Office there is a main entry, but there is no intercom or surveillance camera system. It is unknown if visitors are required to press the intercom button near the front door to request entry or if the door remains unlocked during school hours. Electronic Safety Security / Communications: Surveillance The stadium and athletic office has an existing surveillance system that monitors both the interior and exterior of the building. The majority of the cameras are installed inside the press box at major entrances. o Due to the long distances between buildings and school property, there appears to be insufficient camera coverage around the general exterior of the stadium. o Due to the nature of the Athletic Office and boys locker rooms, there are very few interior cameras. Intrusion There is an existing intrusion alarm system used on campus. Motion detection is used as the primary means of detection. Motion detectors have been strategically located at exits and main administrative area, but not in locker rooms. o Inside of the concessions storage room was a motion detector that was poorly installed and appeared to be broken or not functioning properly. Access Control The existing access control system consists of card readers at strategically located doors; main entry and choice keyed exterior doors. o There was no access control on the GHS Field House, Visitor Locker Room, or the Weight Room to the south of the stadium. o The two concessions at the northeast and north west of the stadium do not have access control. Intercom An intercom system was not observed inside of the press box or concessions areas. There are several dumpsters that are placed in the fire lane and are not protected by bollards. 26 SECURITY Recommendations: 1. To increase the ability for administrative staff and/or SRO to accurately identify a person of interest in a video, the resolution or quantity of interior and exterior cameras should be increased. 2. To help first responders during an emergency the school district should standardize the identification of: a. Exterior Doors: Every exterior door should be numbered on both the interior and exterior side of the door. 3. A map indicating the location of all AEDs should be placed on the inside of the stands at: i. The concessions stands ii. All bathroom entrances 4. All devices that had exposed wires need to be repaired or replaced. 5.
