3 Purpose of the Community Meeting Fulfill a requirement of the EPA Brownfield Cleanup Grant Guidelines The City of Abilene will submit a Cleanup Grant on or before November 19, 2012 for the former Lincoln Middle School, 1699 South First Street The focus of this meeting is to: Gather input and information on the preparation of this application; Discuss cleanup implementation options and solicit input on the preferred alternative Provide information on the brownfield cleanup process Community involvement is a key consideration in evaluating applications

4 What are Brownfields? Brownfields are real property, the expansion, redevelopment, or reuse of may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. Cleaning and reinvesting in these sites takes development pressures off of undeveloped and open-land, and improves and protects the environment.

5 Types of EPA Brownfield Grant Programs Assessment Grants Abilene used an Assessment Grant secured by the West Central Texas Council of Governments to complete environmental studies on the subject property. Cleanup Grants used to remove or mitigate known contaminants Revolving Loan Fund Grants for Cleanup activities Area-Wide Planning Grants

6 How EPA Brownfield Grants have been used In 2010 the West Central Texas Council of Governments received a Brownfield Assessment Grant to investigate sites impacted (or potentially impacted) by hazardous substances Funds were used to prepare a series of reports, including: Phase I Environmental Site Assessment Phase II ESA/Limited Site Investigation Report Asbestos Study and Cleanup Cost Opinion Lead-Based Paint Report Analysis of Brownfield Cleanup Alternatives Findings from the Asbestos Study are being used to define the City s needs for Cleanup Funds

7 Analysis of Brownfield Cleanup Alternatives (ABCA) The five identified remediation alternatives are: Alternative 1: In place management of the confirmed asbestos containing materials and lead-based paint Alternative 2: Encapsulation of the confirmed asbestos containing materials and lead-based paint Alternative 3: Complete renovation of the interior of the structure Recommended Alternative Alternative 4: Removal of asbestos containing materials from the interior of the structure, partial removal of damaged lead-based paint from the interior and exterior of the structure, management of remaining lead-based paint in good condition Alternative 5: No action

8 Cleanup Needs Asbestos Cleanup Needs have been cited in the following areas at the former Lincoln Middle School Building: Original School Building: $73,195 Auditorium: $18,085 Kitchen/Band Hall: $21,290 Boy s Gym: $8,100 Girls Gym: $1,550 Former Tech Building: $13,525 Exterior Building Materials/Outlying Buildings: $115,235 TOTAL ESTIMATED COST: $250,980

15 Summary of the EPA Request Requesting a $200,000 Brownfield Cleanup Grant to remove asbestos from the school property Requires a funding match of $40,000 (20% match) This will enable the buildings and site to be reused in a constructive manner
