The event was Co-hosted by Security Sector Skill Development Council. More than 350 Chairmen, Managing Directors and CEOs of the India s TOP 350 Guarding, Security Training and Investigation Companies attended the leadership Summit. The Summit was graced by Chief Guest Shri Rajiv Pratap Rudy Hon ble Minister of Skill Development & Entrepreneurship & Parliamentary Affairs, Sh. Jual Oram, Hon ble Minister of Tribal Affairs, Sh. Haribhai P Chaudhary, MOS, Ministry of Home Affairs and the valedictory function was chaired by His Excellency Sh. Shivraj V. Patil, Governor of Punjab. Our Page 1 of 14

INAUGURAL WELCOME ADDRESS BY KUNWAR VIKRAM SINGH Kunwar Vikram Singh, Chairman APDI & CAPSI delivered the welcome address in the inaugural session on 12 th, He covered most important aspects pertaining to the Security and PI Industry in the Country. He laid special emphasis on the proposed PDA(R) Page 2 of 14

3 Bill, 2007 which was subjected to some policy issues by the Parliamentary Standing Committee. These issues were addressed by a specially empowered committee headed by Secy (Border Management). This Committee of Police Modernization and Reforms Wing submitted its draft report in June, 2014 for amendments in the PDA(R) Bill, The report suggested very stringent measures for licensing PDAs. Kunwar Vikram Singh said that core-group of APDI was formed to examine this draft report and the clause-by-clause analysis of the report was duly sent to Secy, Minister of Home Affairs, GOI. Some serious issues were addressed in the forwarding letter of Kunwar Vikram Singh presented to the Secy, Home. Delegates and dignitaries were also informed that Association of Certified Professional Investigators has been created to award credentials of Certified Professional Investigators (CPI), to members of APDI who meet stringent requirements formulated for accredition. Road Map for progression of ACPI for 2015 was also drawn and presented by Kunwar Vikram Singh. His inaugural address received wide applause for the efforts of Central Leadership in projecting Security & PI Industries in proper colours. APDI SESSIONS AND SPEAKERS: DAY ONE Third session on opening day was chaired by Mr. V.V. Katti, President CAPSI and Mr. N.C. Padhi, IPS (former Secretary Security) GOI was the guest of honour. 4 Professional Investigators. From planning an investigation to Report writing is meticulous exercise. Mr. Sanjay Sharma, CPP, Security Head, Merck spoke on How to increase Effectiveness in Investigation. His expertise and experience was duly reflected in his address. The ten points to increase effectiveness in Investigation should always be borne in mind by Mr. N.C. Padhi covered importance of Intelligence in matters of Internal Security. His vast experience was very well projected in his address. APDI SESSIONS AND SPEAKERS: DAY TWO Opening session on day two was chaired by Mr. C.M Sharma, IPS Former DG, UP while Mr. V.M Pandit, President APDI was the Co-Chairman of the session. Page 4 of 14

5 Mr. K.S. Ramasuban, CVC, West Bengal was the Guest of Honour. Mr. Subhash Wadhawan, Mr. Sachit Kumar, Mr. R.S Jagdev and Mr. Sanjay Kaushik were the panelist on the topic Private Detective Agencies (Regulation) Bill, Need for Relook. Mr. V. M. Pandit, spoke about grave implications of MHA Committee Report on the proposed Bill. The Committee has proposed various amendments in the original Bill with a lot many riders and restrictions to be in-corporated. A clause-by-clause analysis of the Committee was projected in the address of Mr.V.M.Pandit. A copy of the Analysis alongwith copy of the forwarding letter addressed by Kunwar Vikram Singh to Secy Home was provided to APDI delegates. This communication from APDI is being examined by the Govt. and further deliberations on the subject would follow suit in due course. Mr. C.M.
