3 Our Mission S port Manitoba s annual business plan is an important tool in providing structure and guidance to our many diverse partners and stakeholders. It outlines Sport Manitoba s initiatives for the upcoming year while challenging partners to achieve the common goals of the Canadian Sport Policy. Sport Manitoba s annual business plan is developed fromthe Manitoba Action Plan for Sport (MAPS). MAPS addresses sport s common needs and challenges. It also provides direction for Sport Manitoba s leadership, planning and programming roles. MAPS; it helps to facilitate collaborative planning and strategic alliances between Sport Manitoba and other key stakeholders in the development of healthier individuals, stronger families, and more vibrant communities throughout Manitoba. MAPS is monitored by Sport Manitoba on an ongoing basis and is reviewed by a board of directors once every four years. The board evaluates emerging initiatives and trends which are added to MAPS as new areas of emphasis or priorities. MAPS will once again be aligned with the Canadian Sport Policy which is also being reviewed in The shared Canadian Policy focuses on developing more strategic partnerships between the sporting community and key community-based stakeholders in recreation, education, health and healthy living. 4 Sport Manitoba s Key Roles and Services Implement the policy directives of the Province of Manitoba in concert with the Manitoba Action Plan for Sport and Canadian Sport Policy. Facilitate joint planning with over 100 provincial and community organizations and stakeholders for the development and delivery of programs for the greater participation and achievement of excellence in amateur sport by Manitobans. Provide in excess of $10 million dollars in funding and service to support the activities of over 300,000 Manitobans who participate in amateur sport. Lead and support specific sport development programs including the Power Smart Manitoba Games, TeamManitoba, Athlete Assistance, Coaches Development, KidSport, Canada-Manitoba Bilateral Programs, and Women in Sport. Promote the benefits of sport to all Manitobans, while communicating the sport contributions and achievements of Manitobans. Provide the Sport for Life Centre with the provision of administrative space, support, and consultative service to partner organizations; the Sport for Life Sport Medicine Centre, providing physical therapy, nutrition counselling, sport psychology, and a number of other sport medicine services to the sport community and public at large. Lead an integrated systemof service delivery through the Sport Performance Centre in an environment that will help ensure Manitoba s athletes are moving toward their performance goals.

5 About Sport Manitoba Board of Directors A sixteen-member volunteer board of directors that is representative of Sport Manitoba s major partners governs the organization. The Province of Manitoba appoints the Chair and Vice-Chair. The board is a policy governance body and acts in the overall best interests of amateur sport. Human Resources Sport Manitoba has a staff of 53 employees. The senior management team includes the President & CEO, and seven unit directors. This teamholds regular meetings with emphasis on planning and priorities. Staff is focused on programand project management, service provision, research and information support, and special projects. Location Sport Manitoba is located in the Sport for Life Centre at 145 Pacific Avenue in Winnipeg, Manitoba, with regional offices in Winnipeg, Beausejour, Morden, Gimli, Dauphin, Brandon, and Thompson. Core Business Processes As outlined, Sport Manitoba s core business is: - Long range planning for sport in Manitoba - Sport partner funding - Sport development programming - Sport marketing - Provisions of sport partner service

6 SPORT Sport Manitoba is establishing a new home to serve the province - the Sport for Life Centre. The Sport for Life Centre will profoundly improve access to sport and sport training across Manitoba. A first in Canada, the Centre will house sport expertise, training space and tools, exercise and sport facilities, therapeutic space, research capabilities and the Hall of Fame all in one central location. PHASE 1 is an 84,000 square foot renovation that includes: Education and training space Sport Resource Centre Sport Medicine Centre Manitoba Sports Hall of Fame 65 Provincial Sport Organizations PHASE 2 is an 80,000 square foot field house featuring: Track for running, walking, and sport training 80 metre sprint lanes Strength, conditioning and testing areas Aerobic training centre Multi-purpose areas, which can be used as court spaces and for fitness training and workshops

7 FOR LIFE CENTRE Develop Leaders With an emphasis on training, mentoring and coaching, the Centre will develop leaders across the province who will help our next generation succeed - in sport and in life. Train Athletes, Coaches and Volunteers Manitoba s athletes, coaches and teams - at all levels - will grow and develop using this top-notch, year-round training facility. It will combine ground-breaking opportunities in coaching, physical therapy, fitness testing, nutrition and sports psychology, which will result in success on provincial, national, and world stages. Coaching and training resources will also be available online and via web-conferencing so that all Manitobans can benefit. Help Kids Join the Right Team Sport programming and leadership development will be provided for underserved youth, providing an alternative to gangs Revitalize Downtown Winnipeg The Sport for Life Centre is centrally located and will invigorate Winnipeg s inner city by attracting 400,000 people downtown each year. Bring Sports Heroes to Life The new and interactive Manitoba Sports Hall of Fame will serve as a source for inspiration, as will athletes of all levels training together in the same facility. Build Healthy Communities The Sport for Life Centre will be a one-stop resource that offers healthy alternatives for all ages. The same skills that aid sport development translate into valuable life skills and, in turn, a healthier community. Capital Campaign The Sport for Life Centre s Capital Campaign to build phase two of the Sport for Life Centre is underway and will see an increase in awareness, announcements, promotion, and philanthropic and corporate giving in 2012/2013. Our Sport for Life Centre website provides an overview to potential donors and users of the impacts the Centre will make on athlete and coach development throughout Manitoba. It focuses on the advantages of the Sport for Life Centre and provides visitors with detailed plans for the facility and the programming options. Our marketing strategy includes significantly raising the awareness to our sport partners of the benefits their athletes and coaches can realize through the Sport for Life Centre, the programming potential for their sport, and to provide opportunities for the sport community to donate online. Naming rights partnership discussions have begun with our corporate community to enhance our capital campaign and to assist with the ongoing operating costs for the field house. The Province of Manitoba has committed to match our private sector fundraising campaign up to $6 million and significant discussions are ongoing with the federal government with the hope they will make a similar commitment. The support from our government partners allows Sport Manitoba to leverage both community philanthropic giving as well as naming rights support fromthe corporate community for segments of the Sport for Life Centre.

9 Hall of Fame The Manitoba Sports Hall of Fame is excited to be planning the opening of a new gallery space in Phase 1 of the Sport for Life Centre in the fall of The new gallery will be over 3,000 square feet and boast a layout featuring decade galleries to celebrate over 70 sports and 100 years of history. The space will be a mix of permanent modular decade galleries and portable displays, both of which can be refreshed to keep the gallery new and interesting. Interactive components will separate this Hall of Fame fromits previous incarnations with a jersey try-on exhibit for photo opportunities next to sport legends life-sized replicas, four media players strategically placed throughout the decade galleries and a new gaming area for physical activity through a Wii Connect concept of video gaming. The new gallery will open with an admission charge, admission desk and new paid staff on site. The Hall of Fame rebonded the organization s logo to celebrate the new home of Manitoba s sport heritage. Sport for Life Performance Centre The Sport for Life Performance Centre enables an integrated systemof service delivery in an environment that will help ensure Manitoba s athletes are moving toward their performance goals. The focus of the Performance Centre is to provide a menu of sport science services and programs to help athletes at the Canadian Sport for Life Learn to Train and Train to Train stages of the athlete performance pathway. This will develop an athlete s mental, physical, technical and tactical requirements to achieve their desired performance outcomes. Programs and services will be aligned with the Canadian Sport for Life concepts and will be fully integrated with the appropriate stages of Long TermAthlete Development (LTAD) initiatives. They will build on the existing Performance Enhancement Program(PEP), extend in-house testing and assessment services with field application mechanisms, and provide increased opportunities for education and mentorship. The Sport Performance Centre initially and primarily caters to the specific developmental needs of Interprovincial Games and provincial teamathletes and coaches, elite athletes transitioning fromthe provincial to national level, and national teammembers. Programs will also be developed and made available for secondary users of the facility that will include individual club teams, corporate wellness including staff at the Sport for Life Centre and the general public. Sport Medicine Centre The Sport Medicine Centre is a multidisciplinary clinic offering an exceptional level of quality patient care. Patient care is one-on-one with clinicians working directly with coaches, parents, doctors/surgeons, and other teammembers to keep athletes young and old in the performance pathway. The Sport Medicine Centre will continue to increase its revenues through building its staff and services with consideration given to the addition of athletic therapy, casting, and radiology. New programs include the Ask the PT/Chiro which serves to provide a question and ask service to the sport community. Additional new programs and services will look to connect the systemby working with the Sport Performance Centre supporting coaches and athletes through tools such as Functional Movement Screens to assess injury risk and sport specific screening and training needs.

10 Canadian Sport For Life Long TermAthlete Development Canadian Sport for Life (CS4L) is a movement to improve the overall wellness of Canadians through physical activity and sport. While CS4L is a movement for all Canadians, the foundation is built upon the physical literacy of children where fundamental movement and sport skills are critical to involvement in sport through all stages of life. Sport Manitoba and the CS4L movement share the same goal: to align and integrate the sport systemso that physical education in school, recreation, and organized sport are all working together to develop our youth. To accomplish this, CS4L has established a Long TermAthlete Development (LTAD) model, which Sport Manitoba continues to lead, support and implement. LTADidentifies the specific stages of athlete development fromfirst entry in sport, in the Active Start stage to the podiumperformances in Training to Win stage while recognizing lifelong physical activity at any age in the Active for Life stage. It addresses developmentally appropriate activities within each stage and introduces and refines basic and technical skills, physical, mental, and tactical skills. LTADensures that coaching, training, and competitive programs are in place based on growth and development of children within the appropriate stage. Sport Manitoba will utilize the LTADmodel: As a template to guide and support Provincial Sport Organizations (PSO s) with their LTADsport specific planning. To integrate LTAD s seven stages into the design and delivery of all Sport Manitoba programs and grants. To gain support for CS4L s adoption within the recreation, education and health sectors through sports planning partnership such as Community Sport Alliances. ONE COUNTRY VISION SYSTEM

11 Sport Manitoba continues to lead, direct, and implement the CS4L/LTAD framework. Working partnerships and joint initiatives which have been established with the health, education, and recreation sectors will be continued. These connections are essential to making our population lead healthier living lifestyles by becoming more physically active. Sport Manitoba will partner with organizations and businesses to promote physical literacy within the community. Developing physical literacy in all children provides a solid foundation for their participation in and enjoyment of sport as well as many other forms of physical activity other than sport. This provides a basis for collaboration with our non-sport partners. Sport Manitoba works with PSOs in LTADplanning and programming. This ongoing work will include maintaining a network of CS4L contacts within the sport community, hosting two summits a year to share best practices, collect and analyze key progress indicators to determine our progress and support Performance the development of resources to educate Pathway PSOmembers and parents. As part of the development of resources, Coaching Manitoba will produce a DVDshowing coaches how to do age appropriate strength and speed training as well as test for improvements. The DVDwill focus on the Learn to Train and Train to Train stages of athletes in Canada s LTADmodel. Coaching Manitoba will also continue to expand the delivery of Active Start programming for children using the learning facilitators trained and developed in the 2011/2012 year. Further analysis of programs will be done to prepare and align grant funding with LTADprinciples by the 2014/2015 fiscal year. This will result in amalgamating grant areas and restructuring the granting and accountability requirements. 12 Leadership and Capacity Building Each year approximately recognized Provincial Sport Organizations (PSOs) receive over $4.5 million in direct funding and approximately $1.5 million in bingo revenues which are allocated by Sport Manitoba. In addition, PSOs and/or their member clubs/teams athletes, coaches, and officials are eligible to apply for over $1 million in programassistance. PSOs are regarded as cornerstones for the development of their sport in Manitoba. In order to ensure that they are effective, efficient and accountable for all resources allocated to them, Sport Manitoba is taking a greater role in supporting PSOs with their decision making and budgeting policies and procedures. Sport Manitoba is developing an integrated funding systemto support PSOs LTADplans and will work to reduce the amount of administration required by PSOs to apply for Sport Manitoba grants. The foundation of Manitoba s amateur sport systemincludes more than 20,000 volunteer coaches. They use personal time to build their communities through sport and provide participants of all ages with a positive sport experience. Through Coaching Manitoba, Sport Manitoba will continue to grow the Manitoba Lotteries Regional Coaching Academy programand establish an academy database of regional coaches. Coaching Manitoba will also expand general coach education opportunities that meet the new National Coaching Certification Programcoach professional development policy. Sport Manitoba will continue to support Community Sport Alliances which help to facilitate an ongoing process for communication, cooperation and collaboration between the various stakeholders in sport within their community. Alliances provide separate sport, recreation and school organizations with an opportunity to not only achieve their individual goals, but to also develop common goals to support all sports within their community. Alliances are currently established in Brandon, Lakeshore, Morden, Selkirk Tri S, Swan River, Thompson and Winnipeg.

13 Since its inception in 2002, Sport Manitoba has managed the Canada-Manitoba (Bilateral) Sport Development Agreement and programs on behalf of the province. The programis designed to encourage and support opportunities for children and youth from Aboriginal and recent immigrant populations to participate in sport. It continues to be one of the key foundations for increasing levels of physical activity in inner city, ethno-cultural, and Aboriginal populations in both Winnipeg and isolated and semi-isolated communities in northern Manitoba. Canada-Manitoba (Bilateral) Sport Development Agreement The Bilateral Programwill continue to focus on working with established community-based organizations, assisting themin developing local coaches, and emphasizing training/skill development as the keystones to running meaningful entry level programs. Continued emphasis will be placed on capacity building within both the Manitoba Aboriginal Sport Association and the Winnipeg Aboriginal Sport Achievement Centre. These organizations, in partnership with local key stakeholder organizations, continue to play an increasing leadership role in planning the delivery of communitybased programming.

14 Enhanced Excellence Multi-Sport Games Sport Manitoba is continually striving to improve the performance level of Manitoba s athletes, coaches, and officials. The newly developed Sport Performance Centre caters to the specific developmental needs of interprovincial games and provincial teamathletes and coaches. The Sport for Life Performance Centre enables an integrated systemof service delivery in an environment that will help ensure Manitoba s athletes are moving toward their performance goals. Canada Games Following the principles of Own the Podium, 2013 Canada Summer Games, and 2015 Canada Winter Games stakeholders will engage in a performance planning process led by Sport Manitoba designed to strengthen the sport development system while aiming to achieve sustainable podiumperformances and a commitment to excellence. Based on a gap-need analysis, TeamManitoba sport performance plans will clearly demonstrate a sport s organizational readiness to move forward and its understanding of where it is at in the provincial and national sport environment. Plans will establish realistic and attainable performance objectives that outline ways to overcome barriers and performance gaps. Sport Manitoba will provide human resource support to assist PSOs in developing their plans, identifying and providing specific sport science needs, monitoring and evaluating plans and allocating financial resources to assist PSOs in achieving their performance objectives at the Canada Games. Power Smart Manitoba Games Held every two years, the Power Smart Manitoba Games are the largest province wide multi-sport event attracting over 1,600 participants in 11 sports. Eight regional teams with up to 200 participants each compete over a one week period at the Provincial finals. Swan Valley will host the 2012 Summer Games and Morden/ Winkler/Stanley will host the 2014 Winter Games. The Manitoba Games help to implement ongoing regional sport planning and developmental programs with participating PSOs. Increasingly the Games are focusing on supporting athletes at the Learning to Train and Training to Train stages of their development.

15 Measuring Results Sport Manitoba continues to focus energy on performance-based and results-oriented decision making and strives to create results that are specific, concrete, and have measurable outcomes that will lead to programimprovement. In 2013 Sport Manitoba will establish key measurable outcomes in areas such as athlete development, coaching development, implementation and impacts of the Canadian Sport for Life model and KidSport. A vision of success will be defined for each of these areas, tools will be developed to allow a baseline to be established and measurement to occur; and a communication strategy developed to ensure that the sport community, corporate community, general public and our funding partners are aware of the impacts that Sport Manitoba is having on our province and the benefits for Manitobans of all ages and abilities.

We remain committed to increasing partnership support through special projects and marketing efforts. Additional partner investments will be leveraged to support specific initiatives like the Manitoba Games, TeamManitoba and KidSport.
