1 October 4, 2012 Salem-Keizer Transit RECRUITMENT ANNOUNCEMENT For Temporary Appointment Salary Range DOQ Closing Date: Open until filled Position Summary: Responsible for managing large scale transit related capital construction projects. Project budgets can exceed $5,000,000 and involve multi-jurisdictional participation. This appointment is for a limited duration of approximately 4 months with eligibility to compete for regular appointment. Minimum Qualifications: A minimum of five years of capital project management experience, preferably in a transit environment and senior project management experience effectively managing complex, large-scale public projects. A bachelor s degree in city/regional/urban planning, environmental studies, public policy/administration, construction management or similar professionally recognized field of study from a recognized college or university. OR A satisfactory equivalent combination of related experience and training which provides the required knowledge, abilities, and skills may substitute for the bachelor s degree.

2 Ability to obtain and maintain a valid Oregon Class C driver s license and driving record which demonstrates adherence to safety and traffic laws and regulations. No criminal conviction which may, in the sole judgment of the District, constitute a threat to property or the safety of others. Desired Qualifications: Experience managing large transit capital construction projects, Public sector construction management experience, Experience managing public involvement processes including presentation preparation and delivery, environmental planning and Project Management Professional (PMP) Certification To apply, you must submit the following: 1. 4 Salem-Keizer Transit JOB DESCRIPTION CAPITAL PROJECTS MANAGER JOB SUMMARY: Under the direction of the Director of Transportation Development, this job classification performs a wide variety of administrative and technical duties of a complex nature managing capital projects with a heavy emphasis on transit related construction projects. Project budgets can exceed $5,000,000 and involve multijurisdictional participation. ESSENTIAL JOB FUNCTIONS: District point of contact on assigned capital projects, performing a variety of highly skilled duties such as: assembling, coordinating and managing multidisciplinary technical review teams made up of professional staff from consultants, other departments, or other governmental jurisdictions and utilities. Responsible for overall project management ensuring projects stay within scope, schedule, and budget per accepted project management policies and procedures. Create and establish project budget estimates, define project scopes and schedules for complex projects. Unique elements may include solar power generation and security design components. Manage consultant teams, working directly with consultant project managers to ensure adherence to project scope of work, budget, and milestones by the consultant team. Facilitate the resolution of challenges associated with coordinating multiple complex projects. This includes the creation and implementation of work plans and alternatives analyses. Review construction progress and inspect construction sites; direct and approve changes in design as needed. Manage a variety of specific phases of project development including: National Environmental Protection Act requirements; Americans with Disability Act requirements Right-of-way and real estate acquisition; Site selection Business and residential relocation; Engineering; Design; Permitting;

5 Compliance with established building codes; Compliance with health and safety requirements; Multiple phases of project construction; and Other activities associated with capital construction projects. Develop, organize, schedule and manage site selection planning studies and needs assessments to identify short- and long-range capital facility requirements within District service areas. Compile and present capital development alternatives to District management, the Board of Directors and others. This includes the preparation and presentation of maps and graphic descriptions of proposed capital projects. Facilitate strong working relationships between consultants, local agency staff, state and federal agency staff, community organizations, and the public. Participate in public involvement events as required by the facility development plan or by District management; coordinate communications with District management, staff and the Board of Directors. Perform complex task planning efficiently and accurately, and in accordance with all applicable Federal Transit Administration, State of Oregon, and local jurisdiction requirements. Work with other Transportation Development Division staff, and employees from other departments to coordinate the implementation of capital projects and to ensure compatibility with other District efforts. Make presentations to the Board of Directors, city councils, planning commissions, and other groups on a variety of transit related capital projects; prepare written materials for the Board of Directors and other groups. AUXILIARY FUNCTIONS: Assist Grants Administrator with capital grant application scope of work statements and project cost estimates. Throughout the lifetime of each project, remain in communication with Grants Administrator regarding progress reports and any changes to scope of work or budget that could impact funding. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS Extensive knowledge of technical and administrative aspects of all phases of project management, including planning practices, procedures, and management of information systems used to develop construction projects and preparation of design plans; familiarity with related codes, guidelines and regulations necessary for a variety of public infrastructure projects; and ability to facilitate and communicate in a multidisciplinary environment. Extensive knowledge of local, state, and federal regulations and guidelines, e.g., New Starts, NEPA, etc. Ability to effectively lead and coordinate team projects, including: Effectively manage consultants. Interpret regulations and effectively communicate with others.

6 Establish and maintain effective working relationships with other employees, commissions, boards, state and local government agencies, contractors, builders, and the general public. Demonstrate proficiency in both oral and written communication; operate computers using standard word processing, spreadsheet, and project management software. Analyze information from such resources as GIS and Excel databases, CAD drawings, surveys, and other resources. Understand specifications and design drawings for construction projects. Manage conflict, and seek appropriate avenues of resolution. Meet position attendance requirements; work safely; perform job functions in a timely and accurate manner; communicate effectively with other employees and the general public using courtesy, tact, and good judgment; and act as a positive representative of the District.
