On 30 th September 2013 Slough Borough Council awarded Cambridge Education a contract to deliver a range of education services to the Slough community. Over the next 3 years we will be responsible for the provision of School Improvement, some areas of SEN support, Educational Psychology, school access services and Early Years provision including Children s Centres. 4 JOB DESCRIPTION Date: 23 rd June 2014 Post Pay Level: Soulbury (Educational Psychologists Scale A SCP SPAs) subject to meeting requirements; previously allocated SPAs will be recognised) DBS requirement: Enhanced (Children & Adults) JOB TITLE: Educational Psychologist; RESPONSIBLE TO: RESPONSIBLE FOR: Senior Educational Psychologist, Vulnerable Children / Autism Social Communication & Interaction Vulnerable Children / Looked After Children As a member of the Integrated Support Service this post is directly responsible for :- Contributing to statutory work EGC assessment and plans as commissioned by Slough Borough Council, SEND / LDD. Providing psychological advice and support to a number of Slough schools Working with the Senior Educational Psychologist, Vulnerable Children / Autism Social Communication & Interaction, to ensure that the service is responsive to the needs of vulnerable groups with special emphasis on Looked After Children Liaising with Social Services and other agencies to ensure that the educational provision offered to this group of children and young people is appropriate to meet their longer term educational needs and aspirations. This will include visiting LAC in settings other than Slough schools when required. To carry out preventative work with parents, teachers and other professionals, to promote good practice for all children and young people

5 MAIN ACCOUNTABILITIES: 1. To work co-operatively and in collaboration within the Slough Psychology Service and with Slough schools. 2. To work in partnership with parents, children, teachers and other professionals applying psychology to enhance the learning and development of children. 3. To provide a range of advisory and consultative work in schools and with parents especially in relation to children s development and learning needs. 4. To assist in planning and developing appropriate interventions and projects for children and their families with a range of needs. 5. To provide a service to schools and the local community that is accountable and fully inclusive. 6. To assess and evaluate your work regularly and to provide written plans and reports outlining the outcomes of the work. 7. To ensure that all activities are carried out safely within relevant health and safety policies and safeguarding procedures. 8. To advise the Authority on the special educational needs of individual children as required by the relevant legislation and guidance and to contribute to the Local Authority procedures for monitoring and reviewing 0-25 years with statements of Special Educational Needs. 9. 6 Person Specification EDUCATIONAL PSYCHOLOGIST Experience Description 2 years experience of working with children. / Desirable Method: Application A Interview I Test T Experience of working with children and young people with a special educational need. Knowledge Knowledge, understanding and the ability to apply as appropriate current psychological methods and research applicable to education. Knowledge of all aspects of professional educational psychology and its applications to the changing role of the local authority. Evidence of commitment to Equal Opportunities. Ability to co-ordinate, manage, monitor and evaluate projects. Desirable Ability to organise workload both flexibly and efficiently. Demonstrate ability to adhere to accepted codes of professional conduct. Qualifications Good honours degree in Psychology or equivalent as recognised by the British Psychology Society. Postgraduate qualification in educational psychology. Current driving licence and access to a car. Eligible for BPS Chartered Psychologist status. HCPC registered

7 Main Conditions Of Service AS AND WHEN DIRECTORATE: JOB TITLE: Education Services Associate Educational Psychologist Level Associate Educational Psychologists are paid a daily rate of 400. Payment of Salary Payment is paid upon receipt of an invoice providing details of the number of days worked. Hours of Work As and When As the need for as and when work fluctuates, the dates and times you are offered will be intermittent, will fluctuate and may be offered at short notice. Please note that there is no mutuality of obligation with regard to this work. This means Cambridge Education do not have to offer you work and, when we do offer you work, there is no obligation on you to accept it. However, once you accept a commission you are committing to undertake that particular work package. Occasional duties of this kind do not accrues continuous service and work under this arrangement is separate from any other employment with Cambridge Education. Pension There is no entitlement for as and when workers to join Mott MacDonald Pension scheme. Sick Pay As and when workers do not have the right to any occupational sick pay, but may be entitled to Statutory Sick Pay (SSP) if they meet qualifying requirements. Notice Period As Cambridge Education / Mott Macdonald is under no obligation to offer you work and you are under no obligation to accept it, the arrangement may be ended, by either party, at any time without notice. For clarity, termination of this arrangement should be made in writing. Should you not undertake work for Cambridge Education / Mott MacDonald in the period 1st April to 31st March this arrangement will automatically be terminated and your record closed. Working Time Regulations The standard weekly working limit is 48 hours, although individuals can voluntarily agree to work longer hours. This is normally averaged over a 17 week period. Adult workers (those aged over 18 years) will normally be entitled to 11 hours consecutive rest per day and a 24 hour rest break each week. Adult workers will normally be entitled to a minimum 20 minute rest break (unpaid) if their working day is longer than six hours. As there are no restrictions on your ability to work for other employers, it will be difficult for Cambridge Education / Mott MacDonald to monitor your average working time as required by the Working Time Regulations We would, therefore, ask you to sign and return the attached exclusion from the maximum 48 hour working week. If you do not return the form we will assume that you do not have any other work and you will be expected to notify your line manager if the position changes.

8 Health and Safety You are required by law to carry out duties in a safe and proper manner both for yourself and for the well-being of others in accordance with Cambridge Education / Mott MacDonald health and safety policy. Conduct and Other Particulars During any period when you are undertaking work for Cambridge Education / Mott MacDonald, you are expected to abide by certain key policies and procedures; this includes standards of conduct and customer care, no smoking and equal opportunities. As you are not part of our permanent staff establishment you do not come under our conditions of service. However, if you experience any problems at work, please refer to your line manager or a member of the HR team. Confidentiality During the period of undertaking your work package you will have access to confidential information about Cambridge Education / Mott MacDonald and its service users. It is a requirement of this arrangement that you do not disclose this information to any third party unless authorised to do so by your line manager, or required to do so under any statute, enactment or court direction. Any breach of this term of your agreement will lead to an investigation and could result in removal from the list of people who would be called upon to undertake work packages. This restriction will continue to apply after the termination of your agreement without limitation in time but shall cease to apply to any information or knowledge that subsequently comes into the public domain, other than as a result of unauthorised disclosure by you. Data Protection You understand and agree that, where necessary, for the purpose of you undertaking your work package or for compliance with Cambridge Education / Mott MacDonald contractual, statutory management or other similar obligations, the company (or any other person appointed by it on its behalf) may process personal data or sensitive personal data relating to you or your agreement with the Council. (i) You agree that you will only process personal data in accordance with instructions given to you by the company or as required or allowed by law. In addition, you acknowledge that you are responsible for ensuring that any personal data of other employees which you may use or access during you undertaking your duties and responsibilities is kept secure from unauthorised access or disclosure. You agree to notify the Company of all changes to the personal data, including but not limited to name, address, marital status, contact details, qualifications and next of kin.

9 Disclosure and Barring Service (DBS) (The Rehabilitation of Offenders Act 1974) Posts which involve working with children or vulnerable groups are covered by the Rehabilitation of Offenders Act 1974(Exceptions) (Amendments) Order 1986 and the Criminal Justice and Court Services Act If this post involves working with children it is also covered by the protection of Children Act The DBS has been set up by the government to ensure safer recruitment practice to protect children and vulnerable adults. Two types of checks are available; Standard and Enhanced. A caution or conviction will not necessarily bar you from obtaining employment. The Disclosure that will be required for this post is (please delete as appropriate) * STANDARD/* ENHANCED/*not applicable. Prior to any offer of employment being made you will be required to complete an online DBS application. For this check you will need to declare ALL UNSPENT CAUTIONS, BIND OVER ORDERS & CONVICTIONS. All information given will be treated as strictly confidential and will be stored securely. Once completed, the DBS check is submitted to be processed. The DBS searches police records and, in relevant cases, barred list information, and then issues a DBS certificate to you. If required, you may need to produce the DBS Disclosure copy to Mott MacDonald. We will consider any previous offences in accordance with our Equal Opportunities policy. There are, however, certain offences which will restrict you from working with children under the regulations made under the Protection of Children's Act 1999, including Schedule 1 offences such as sexual and violent offences. At interview, or in a separate discussion, we will ensure that an open and measured discussion takes place on the subject of any offences or other matters that might be relevant to the position. Failure to disclose information that is directly relevant to the position sought could lead to withdrawal of an offer of employment. We undertake to discuss any matter revealed in a Disclosure with the person seeking the position before withdrawing a conditional offer of employment. Standard DBS check Standard checks contain details of an individuals convictions, cautions, reprimands or warnings recorded on police central records and includes both 'spent' and 'unspent' convictions. These are shown on a criminal records check. Disclosures may also be sought for people entering certain professions such as legal and accountancy Enhanced DBS check An enhanced check contains the same details as a standard check, together with any information held locally by police forces that it is reasonably considered might be relevant to the post applied for. An enhanced check with information from the DBS's children's and/or adults barred list is only available for those individuals engaged in regulated activity with children and/or adults and a small number of posts as listed in the Police Act regulations. Disqualification By Association In October 2014, the Department for Education (DfE) issued an update to its Statutory Guidance Keeping ChildrenSafe. This update requires any establishment which provides care for children under the age of 8, to ensure that staff working in these settings are not disqualified from doing so under the Childcare (Disqualification) Regulations You are required if successful to sign the declaration below confirming that you are not disqualified under those Regulations from working with children.

10 General Employment Information Data Protection Act The information you provide will be processed in accordance with the Data Protection Acts 1998 and any subsequent legislation.
