3 A Letter from the President Dear Advisory Committee Member: One of the vital aspects of Broward College s mission is to meet the critical workforce education and training needs of Broward County. In order for the college s programs to meet the needs of our community, collaborative relationships with local industry leaders, the School Board of Broward County and government are necessary. Through this countywide effort, the college develops programs that support and advance student success while promoting civic responsibility and community engagement. By becoming a member of Broward College s Advisory Committee, you are making an impact on the quality of education, the economic health, and the quality of life in our community. As we move forward with this project and many others, I want to personally thank you for your membership and support. This handbook has been prepared to acquaint you with the policies, procedures and guidelines governing advisory committees. 4 Career and Technical Education Advisory Committee Handbook About Broward College Broward College opened its doors as the Junior College of Broward County on September 6, 1960 with 701 registered students. Ten years later, BJC became Broward Community College (BCC), which officially became Broward College on July 1, Legislation signed by former Governor Charlie Crist reflected the college s status as a four-year baccalaureate degree-granting institution. Today, the college has grown to include three major campuses (Central, North and South) and five centers, serving more than 66,000 students annually. From a very modest beginning, we have reached a pinnacle of sorts, having recently been named one of the top 10 percent of community colleges in the country by the Aspen Institute. Broward College awards associate and baccalaureate degrees and offers technical and occupational training for the citizens of Broward County. It is one of the 28 public colleges in the Florida system. The college is designed to be a community-based institution that provides a comprehensive range of programs that respond to changes in the community and advances in technology. Where appropriate, these programs are articulated with the public school system, area vocational schools, and upper-level institutions to ensure that students can move smoothly from one system to another. The college s District Board of Trustees, its legal governing body, serves as a corporate body with all powers necessary and proper for governance and operation. Trustees are appointed by the governor, approved by the Florida Department of Education, and confirmed by the Florida Senate. The college operates under the statutory authority and rules of the Florida Department of Education. State appropriations and student fees provide operational funding for college programs. Construction and building maintenance funds are provided through statewide capital outlay bonds, not through local property taxes. 4

5 Mission Statement The mission of Broward College is to achieve student success by developing informed and creative students capable of contributing to a knowledge- and service-based global society. As a public community college accredited to offer associate degrees, selected baccalaureate degrees, and certificate programs, the institution and its District Board of Trustees are committed to fostering a learning-centered community that celebrates diversity and inclusion by empowering and engaging students, faculty and staff. As an institution committed to the ideals of the value and dignity of the individual, Broward College recognizes the religious, ethnic and cultural diversity of its students and staff and endeavors to provide equal educational opportunity for all students. Furthermore, through excellence in teaching, the college fosters the value of lifelong learning to enable students to appreciate knowledge and to acquire an education that will assist them in assuming positive roles in a changing society. Believing that educated people should be guided in their behavior by decency and civility, the college promotes honesty, integrity, and social responsibility among its staff and its students. Purpose As it fulfills its mission, the college is committed to responding to the cultural diversity of Broward County. The college provides a variety of delivery systems and instructional modes to enable students to prepare for the future in accordance with their individual abilities, needs and interests. The college is committed to providing academic support services to students with disabilities. In its role as an institution of higher education and in its efforts to be a premier teaching institution, Broward College is dedicated to fulfilling the following major functions: Philosophy 5

To serve as an entry point for baccalaureate degree programs by providing the first two years of a four-year curriculum through a program of general education that includes communications, humanities, social and behavioral sciences, science, mathematics, wellness, computer competency, and international/intercultural awareness. 2. To prepare individuals for employment through a variety of specific programs in the general areas of business, management and office systems, the health sciences, the engineering, construction and mechanical technologies, computer technology, human and public services, natural and environmental resources, and aviation. 3. To provide economic development and continuing education that meets the needs of business, industry, the professions, and government. To enhance workforce development opportunities for individuals seeking to upgrade their skills to maintain employment, advance within their current fields, change careers, or enrich their lives through lifelong learning programs. 4. To provide college-preparatory instruction for those students who need to enhance their basic academic skills prior to engaging in college-level work, and to guide students whose first language is not English to the mastery of communication skills. 5. To serve as a cultural center for Broward County by providing a wide variety of quality visual and performing arts programs and activities which educate, entertain, enrich lives, and elevate the human spirit. 6. To provide international and intercultural educational experiences to help students develop perspectives that will enable them to function effectively in a multicultural environment and in an interdependent world. To pursue relationships with educational institutions and agencies in other countries in order to engage in an academic interchange and promote the improvement of higher education on a global scale. 7. To provide current students a full range of student development and academic support services which are proactively available both on the college campuses and in the Broward County community. To provide the opportunity for students to contribute to the wellbeing of others through student servicelearning programs that are part of their higher education experience. 8. To engage in programs and activities that will expand the opportunity for higher education to prospective students throughout the entire Broward County community. Such programs may be offered in conjunction with the School Board of Broward County, the State University System, the city/county government, and various community agencies. 6

7 Workforce Development The Institute for Economic Development The Institute for Economic Development is a vital part of the total program at Broward College. The Institute focuses on the community by extending the college into the community through noncredit offerings and programs reaching beyond the traditional limits of the college. The Institute for Economic Development houses the following departments: Continuing Education Center for Business and Industry Health Science Continuing Education and Workforce Development RENEW WINGS Continuing Education The Continuing Education Department offers non-credit courses that provide continuing professional education (CPE) for individuals wishing to upgrade their present skills, to explore new occupational fields, and for intellectual enrichment and/or specialty programs. Continuing Education courses vary in structure and length. Non-credit courses are offered at North, Central and South campuses and at the Tigertail Lake, Miramar, Pines, Willis Holcombe, and Weston centers and other community locations. Center for Business and Industry The Center for Business and Industry (CBI) at Broward College s Institute for Economic Development works to support the economic wellbeing of Broward County s workforce. CBI provides design, development, delivery and evaluation of training programs as well as professional consultation to address workplace problems. Established in 1990, CBI has structured diverse, competency-based programs for industries and organizations focused on enhancing the skill and information base of employees. Programs are delivered by qualified trainers, business practitioners, and experienced educators to guarantee timeliness and quality. Health Science Continuing Education and Workforce Development The Health Science Continuing Education and Workforce development program provides educational opportunities based on a continuum for health professionals who want to increase their knowledge and skills. The program supports and assists in implementing the mission of the college through continuing education offerings for healthcare providers. Target groups include medical assistants, dental assistants and hygienists, dietitians, registered and licensed practical nurses, certified nursing assistants, clinical laboratory personnel, nursing home administrators, radiographers, physical therapists and assistants, respiratory therapists, psychological services licensees and massage therapists. RENEW Refugees Entering New Enterprises and Workforce (RENEW) is a comprehensive ESOL (English for Speakers of Other Languages) and job training program for refugees and political asylees. RENEW operates as a component of the Institute for Economic Development at Broward College and is funded by the U.S. Department of Health and Human Services, Office of Refugee Services, and administered by the Florida Department of Children and Families. All services are free for eligible clients. WINGS WINGS (Women Investigating New Goals and Services) is a comprehensive re-entry program offering assistance to women who are 35 years or older and are in transition due to separation, divorce, death or disability of a spouse. Due to their circumstances, they need to enter the job market, or return to school for training. They have many barriers to employment due to their lack of recent work experience, lack of education, lack of updated skills and other issues. This program helps women return to school to update skills and continue their educational pursuits. 7

8 Career and Technical Education Academic Programs Associate in Science Degree The Associate in Science (A.S.) degree is a career education and transfer degree. It is a 60+ credit-hour degree designed to prepare students for immediate employment in a specific occupational area and/or for transfer to one of the universities in the state system. The degree requires completion of at least 15 semester hours of transferable General Education courses that meet the criteria of the Commission on Colleges of the Southern Association of Colleges and Schools, along with technical courses, which may or may not transfer. The General Education courses will transfer and apply toward the 36 credit hours required for the baccalaureate degree in the State University System. In some areas of study, statewide program-specific articulation agreements have been developed ensuring the transfer of the A.S. degree. Associate in Applied Science Degree The Associate in Applied Science (A.A.S.) degree is a college-level, career-technical degree. The A.A.S. is a 60+ college credit-hour degree combining both General Education and technical courses. Graduates are prepared for immediate entry into the workforce and have the communication, problem-solving and academic skills necessary to successfully compete in the job market and advance in the workforce. The A.A.S. provides the same career preparation as the A.S., but is not designed as a college transfer program. However, the A.A.S. does transfer to Broward College s Bachelor of Applied Science degree program. The degree may also transfer to some universities under special articulation agreements between the college and those universities. 8

9 Technical Certificate A Technical Certificate is earned through a program of study of less than 60 credits of college-level technical courses that prepares students for immediate employment in a specific occupational field. It generally does not require the completion of General Education courses. The Technical Certificate may be part of an A.S. or an A.A.S. degree, thus permitting the student to receive academic credit for the certificate courses. Vocational Certificate A Vocational Certificate is a program of study, usually one year or less, consisting of a prescribed number of vocational credits (noncollege-level credits). One vocational credit is equal to 30 contact-hours of classroom instruction. The program focuses on providing students with the skills they need for a specific job. The Vocational Certificate is awarded upon completion of all vocational program courses and demonstration of attainment of predetermined and specified performance requirements in reading and mathematics as defined by Florida State Board of Education rules. Applied Technology Diploma The Applied Technology Diploma (A.T.D.) is awarded upon completion of a course of study that is part of an A.S. or an A.A.S. degree and that leads to employment in a specific occupation. The A.T.D. may consist of either vocational credit or college-level credit and comprises approximately 50% of the technical component of the A.S. or A.A.S. degree. Transfer of A.T.D. coursework to an associate degree program is guaranteed for a period of three years following the date of the award of the A.T.D., based upon A.S. or A.A.S. degree articulation agreements. Advanced Technical Certificate The Advanced Technical Certificate (A.T.C.) is a program of study consisting of at least nine credit-hours, but less than 45 credithours, of college-level courses. The A.T.C. is awarded to students who have already received an Associate in Science or Associate in Applied Science, or other undergraduate degree, and who are seeking an advanced specialized program of study to supplement their degree. 9

11 About Advisory Committees for CTE Purpose The purpose of an advisory committee is to provide assurance, through technical assistance and resources, that an occupational training program curriculum meets the needs of business, industry, labor, the professions, technical trades, or the community it is designed to serve. The advisory committee also ensures that the occupational training program graduates are capable of performing entry-level skills in the occupation in which they are trained. An advisory committee is a group of employers and employees, from outside the field of education, providing guidance and direction to educators on the design, development, implementation, evaluation, maintenance, and revision of career and technical education programs. Successful advisory committees focus on innovative, quality programs. Because representatives on the committee have first-hand information concerning current business trends, technological demands, and realistic job requirements, their participation on the committee helps strengthen communication between education and the world of work. Non-supervisory persons employed in a capacity performing those competencies directly related to the specific program Former students with at least one year of onthe-job experience related to the specific program Current student or president of a student organization related to the program All Broward College representatives are ex-officio members without voting privileges. Term of Office Advisory Committee appointments are made for two, three or four years. Frequency of Meetings Committees will meet at least twice each year and follow standard parliamentary procedures. The dates and times for each meeting are planned to allow for the greatest participation by members. The program manager or associate dean in conjunction with the Advisory Committee chair will prepare the agenda for the meeting. Membership Each advisory committee should consist of 10 to 15 individuals who are representative of the industry and of the diversity within the county. No more than one-third of the membership should be made up of adjunct faculty who are working in the field. Additional adjunct faculty, full-time faculty and college administrators may serve as ex-officio members. The composition of an advisory committee may include: Supervisory persons currently employed in an industry directly related to the specific program 11

12 Responsibilities of Committee Members Each advisory committee member is expected to: Attend meetings regularly Participate in the committee discussions Serve on subcommittees when requested Keep the career and technical education administrators and instructors informed of new industry developments pertaining to their program Advise on current job needs Advise on the relevance of courses or programs as related to current job needs Advise on the development, operation, and evaluation of the program, so students may benefit from a quality program Assist with planning for events sponsored by the advisory committee Responsibilities of Committee Officers Officers of the Advisory Committee should include a chair, vice chair and secretary. The executive assistant, program manager or associate dean may serve as secretary and take minutes and distribute those minutes prior to the next meeting. The chair and vice chair should be industry representatives elected annually at the spring meeting. The vice chair should assume the role of chair in subsequent years. 12 The chair (business or industry representative) conducts meetings, appoints subcommittees or task forces as needed to research a particular problem and recommend solutions, and serves as the representative for the industry at special events or on search committees. The vice chair (business or industry representative) presides over meetings in the absence of the chair and oversees subcommittees. The secretary (executive assistant, program manager or associate dean) takes minutes of the meeting and distributes minutes to members, records votes on items, and assists the advisory subcommittees. Role of Advisory Committees Advisory committees are established to assist in planning, implementing and evaluating each of their occupational programs A single advisory committee is established to serve the needs of a specific program whether it exists on one or all of the campuses. The major functions of advisory committees: Assist the college staff in determining the workforce development needs in a specific area Assist the college in identifying specific competencies that program graduates are expected to demonstrate Assist in arranging the defined competencies into the format of an established curriculum Serve as a communication link with other businesses and industries in the area by promoting the program Assist, wherever feasible, in the placement of program graduates Provide feedback to college staff regarding the competency of program graduates and make recommendations concerning revision and/or improvement of the program Promote career and technical programs and assist in the development of marketing and recruitment materials Interpret labor market information (LMI) for emerging occupations and ensure that Broward College is developing programs that are relevant for Broward County

13 Assist in justifying new program proposals by providing employment data from the business or industry such as number of openings and average wages to ensure that the occupation is on the targeted occupations list for Broward County Provide assistance in securing scholarships for prospective students in the program Benefits of Serving on an Advisory Committee By serving on an advisory committee, members have an opportunity to provide a valuable service to Broward College and its students by serving as a consultant, providing guidance and direction to career and technical education instructional programs and to have a direct impact on the skills of future employees. Advisory committee members may: Identify new technologies or delivery systems Evaluate space, equipment, and layout of laboratories to ensure that Broward College is providing graduates with current information and technologies Help identify and recruit qualified faculty Assist in placing graduates Provide opportunities for internships or practicums for students Analyze course content and sequence Suggest program priorities Assist in analyzing graduate follow-up data Provide recommendations for continuous improvement of programs Identify sources for donations for equipment and supplies Follow-up/ Special Committee Meetings Minutes of the meetings will be distributed to advisory committee members and the CTE program coordinator by the program manager. Program managers should also send members follow-up reports on the effectiveness of their recommended changes or innovations. Special-task committees or focus groups can be appointed by the advisory committee to address specific interests. These subcommittees are formed for a specific assignment and will be dissolved after completing a report to the advisory committee at the next meeting. 14 Guidelines and Procedures for Program Managers in Collaboration with the Associate Dean The college representative is an ex-officio member of the committee and as such his or her duties entail: Preparing the agenda in consultation with the committee chair or other members and arranging for a meeting place Notifying members of the time and place of the meeting Notifying the administration and appropriate faculty members at all campuses of the time and place of the meeting Arranging for parking permits and other hospitality needs Providing statistical or descriptive information about the career and technical programs Confirming that the academic dean, the associate vice president for Career & Technical Education, and the CTE program coordinator are able to attend the meeting prior to finalizing a time and date Preparing minutes of all meetings and submitting copies to the members, academic dean, CTE program coordinator, provost, and vice president for academic affairs Mailing minutes to all concerned as soon after the meeting as possible Recommending Advisory Committee Members Securing competent members to serve on advisory committees is extremely important. Representatives on the committee should be leaders in the industry with the expertise to provide guidance and direction for the program. Suggestions for nominations may come from any source, including business, industry or the community. Those responsible for recommending candidates should consider the following: Adequate time: The committee members should be able to devote sufficient time in order to contribute to the program. Representative of the community: The committee members should be representative of the geographic region served by the college. Representative of the occupation: The committee members should be representatives from highly respected businesses or industries, or from the professions. The employee representative should be a skilled individual who is respected by co-workers and active in his or her profession. Representative of the population: As an Equal Access/Equal Opportunity Institution and in accordance with the college s Affirmative Action plan, Broward College has the responsibility to secure representation of ethnic minority groups and women on its advisory committees. 14

15 Advisory Members Appointment Procedures All appointments to advisory committees are made by the president or his or her designated representative based on recommendations from appropriate administrative personnel, who should contact prospective members in advance to determine their willingness to serve. After recommendations for appointments are entered on the Advisory Committee Membership Status Report (which must be completed for all appointments, deletions, or changes), they should be signed by the associate dean, the academic dean, and the campus president before being forwarded to the associate vice president for CTE for processing. The associate vice president will prepare appropriate letters and forward the appointment to the vice president for academic affairs, who will forward the appointment to the president for a signature. When changes in membership occur, recommendations for new members should follow the process discussed above. Appropriate letters of appreciation from the president will be sent to those whose terms have expired. It is important that membership be reviewed and new members added as appropriate. Ample notice should be given for each meeting. The calendar of the associate vice president for CTE should be checked to avoid conflicts in scheduling and to ensure attendance at the meeting. The agenda should be mailed to each member at least three weeks in advance to allow an opportunity for the member to gather information and be prepared to discuss the items on the agenda knowledgeably. Whenever a program exists on more than one campus at Broward College, it is expected that representatives from each of the campuses will be present at each of the advisory committee meetings. The college provost and senior vice president for academics and student successs, associate vice president for career & technical education, academic deans, CTE recruiters, job developer/placement specialists, student advisors, and the program coordinator should be invited to attend the meetings. Scheduling Meetings Advisory committee meetings are scheduled by the respective associate deans and program managers. When scheduling meetings, it is important to select times when the maximum number of committee members will be able to attend. If the responses indicate there will not be enough in attendance to have a quorum, the meeting should be rescheduled. The college representative prepares the agenda for committee meetings with the assistance of the chair of the committee. The agenda should reflect the concerns of the committee. Items on the agenda should provide an opportunity for members to fully discuss each issue in the context of the complexity of the program. 15

16 Planning for the Meeting Committee discussions should focus on the agenda, and every attempt should be made to involve each member. It is important to encourage members to actively give information and advice to the program. It is helpful if each member of the committee is provided with a current roster of the committee membership. Time should be allowed for open, free discussion on the strengths and weaknesses of the program. Discussions may include relevance of the courses/programs, performance of graduates, changes in the workforce, emerging trends, review of the College Catalog, articulation efforts, brochures and recruiting materials. A tour of the college and facilities before or after the meeting may be provided. The time and place of the meeting should be arranged for convenience of the majority of the members. A notice of the meeting, the agenda, the most recent advisory committee minutes, and a copy of the current or proposed new course outline should be mailed to each committee member three weeks prior to the meeting. Remind committee members one week prior to the meeting. The agenda is planned with specific objectives and outcomes for the meeting. A copy of the minutes of each meeting must be sent to each member and appropriate Broward College personnel. A formal motion to delete the program must also be made and seconded, and noted in the minutes. Include all course titles recommended for deletion and indicate the associated programs in which the courses are found. Articulation of Programs Programs that have articulation agreements with other institutions should have representatives from the other institutions on their advisory committees to maintain continuity of the programs. Curriculum All curricula are developed and revised by Broward College faculty with advisory committee input and comments. Curriculum revision approvals require a formal motion and must be noted in the minutes. Forms and instructions for submitting materials to the committee may be obtained from Broward College Curriculum Services website. 16
