1 Guidance on the acquisition of Certificate of Proficiency as Ship Security Officer (SSO) Date: 26 February 2009 This guidance is valid until 1 July Introduction In accordance with Resolution MSC.203(81), persons acting as Ship Security Officers (SSO) must be qualified for this in accordance with regulation VI/5 of the STCW Convention. Furthermore, a certificate must be issued to them certifying that they are qualified as Ship Security Officers. This guidance describes the guidelines for the issuance of Ship Security Officer Certificates to persons holding a valid Danish certificate of competency or a Danish recognition certificate as a navigation officer and/or engine officer. 2. New and existing Ship Security Officers It is evident from Resolution MSC.203(81) that countries that have ratified the STCW Convention may continue to approve persons as Ship Security Officers until 1 July 2009 if they have acted as Ship Security Officers in accordance with the Ship Security Plan of one or more ships before 1 January 2008 and if this can be proven. The Danish Maritime Authority has chosen to apply this transition arrangement so that it is not necessary to issue Ship Security Officer Certificates immediately to existing Ship Security Officers. However, such certificates must be issued to them under any circumstances before 1 July However, it is recommended that until a certificate has been issued to the Ship Security Officer in question documentation is kept on board certifying his qualifications as a Ship Security Officer in the form of a copy of the statement from the Danish Maritime Authority of 7 December 2007 (enclosed as appendix 1 to this guidance). A certificate must be issued to new Ship Security Officers who have not acted as such in accordance with the Ship Security Plan of one or more ships before 31 December This means that a certificate must be issued to these officers in accordance with the abovementioned regulation VI/5 if they are expected to act as Ship Security Officers after 1 January Procedure for the issuance of Ship Security Officer Certificates This guidance distinguishes between two different situations where the person in question: 1. has passed a training programme as a Ship Security Officer or

2 2. acts as a Ship Security Officer (SSO) before 1 January 2008 without having passed a training programme approved by the Danish Maritime Authority. 2/5 Appendix 2 to this guidance provides an overview of suppliers of security training programmes who have been formally approved by the Danish Maritime Authority and who are authorised to issue Ship Security Officer Certificates on behalf of the Danish Maritime Authority. The certificate may be issued to the relevant persons if they contact the course supplier directly in accordance with the guidelines given below. Re 1 has passed a training programme as a Ship Security Officer If the training programme has been approved by the Danish Maritime Authority, the course supplier may substitute/supplement a previously issued course certificate by a Ship Security Officer Certificate. If the training programme has not been approved/recognized by the Danish Maritime Authority, a Ship Security Officer Certificate cannot be issued. Re 3 acts as a Ship Security Officer without having passed an approved training programme If the person in question has acted as a SSO for a minimum of six months before 1 January 2008, a Ship Security Officer Certificate may be issued on the basis of a shipowner s statement. The certificate is issued by the Danish Maritime Authority. ==================== Recognition of the competences of Ship Security Officers and the issuance of Danish Ship Security Officer Certificates to Officers with foreign maritime education and training A person with a Danish Recognition Certificate follows the same rules and procedures as a person with a Danish Certificate of Competency if the person in question has passed a Ship Security Officer training programme approved/recognized by the Danish Maritime Authority (see the section above). As regards persons holding a Ship Security Officer Certificate approved by a flag State with an endorsement that the training programme complies with the STCW Convention, this certificate substitutes a Danish Ship Security Officer Certificate and, consequently, there is no need to issue a Danish certificate. ==================== When the Danish Maritime Authority is to issue the certificate, the following should be done: An application form available from the homepage of the Danish Maritime Authority is forwarded. The application form is accompanied by a shipowner s statement, which must contain personal data (name and civil registration number or date of birth and nationality) and a Guidance on the acquisition of Certificate as Ship Security Officer (SSO) 14 May 2008 case number:

3 confirmation that the person in question has acted as a Ship Security Officer for a minimum of six months before 1 January When a course supplier issues the certificate, the following should be done: The relevant course supplier is requested to issue a Danish Ship Security Officer Certificate. The issuance of the certificate and registrations, etc. must be done in accordance with the rules and guidelines stipulated in section 11 of the Danish Maritime Authority s Education plan for maritime security courses for ship officers and others of 18 June In special cases where the course supplier has ceased to offer courses or is for some other reason not able to issue the certificate, the Danish Maritime Authority should be contacted and will, subsequently, issue the certificate on the basis of the required documentation of a passed course. 3/5 4. Approval of course suppliers The Danish Maritime Authority approves suppliers of courses/training programmes for Ship Security Officers, and the relevant course suppliers contact the Danish Maritime Authority for approval. In order to receive an approval, an education plan describing the course/training programme must be available, and furthermore the planning, implementation and evaluation must be quality-managed. The approval is accompanied by an obligation to issue a Ship Security Officer Certificate. The education plan may have the form of either a plan issued by the Danish Maritime Authority or an education plan drafted by the course supplier for a specific course. After having granted the approval, the Danish Maritime Authority will audit the supplier at suitable intervals. The Danish Maritime Authority may require its expenses in connection with the approval and audit covered. The approval rules are stipulated in Order no. 770 of 5 July 2006 issued by the Danish Maritime Authority on the approval and quality assurance, etc. of maritime training programmes. Attention should be drawn to the fact that training programmes/courses must as a minimum comply with regulation VI/5 of the STCW Convention and must be approved by the Danish Maritime Authority. After 1 October 2008, the issuance of a Ship Security Officer Certificate is conditional upon the course supplier s approval by the Danish Maritime Authority. This guidance and the appendices as well as the above-mentioned Order and education plan are available from the homepage of the Danish Maritime Authority. 4.
