2 OVERVIEW Eycon was established in 2003 with the mission to provide premium MIS, GIS and M&E consultancy and training services to government, private and development/humanitarian sectors. The company brings together highly qualified and experienced professionals in the fields of: Monitoring and Evaluation; Management Information Systems; Survey Design and Management. Software/web Development; and Geographic Information System. Eycon works closely with the UN, government and non-governmental organizations with key focus on humanitarian and development sectors including: emergency response, health and education systems, water and sanitation, microfinance and gender. During past one decade, Eycon has successfully completed a number of assignments for its valued clients including: United Nations agencies, donor-funded projects, international and local NGOs and other development organization. The company has a rich capacity in information technology and has a team of qualified software engineers, web/mobile applications developers, database and GIS specialists. M&E Services Project M&E We have long-standing experience in designing systems and solutions for project M&E in humanitarian/development sector. With a particular focus on Results-based Monitoring (RBM) we can help you with: M&E framework; Monitoring and reporting systems; Monitoring database; and M&E Training. Eycon has developed software/web based tools to support management of large and complex projects implemented by multiple partners in geographically dispersed areas. The system helps in tracking progress on workplan activities and reporting back to management and the funding agency in a timely manner. Third-party Monitoring We provide field monitoring services as an independent (third-party) monitor. We have a large resource pool of experienced human resources to draw upon. We can recruit, train and deploy monitors to perform direct observation, assessments, inspection, audit and reporting of activities and outputs. MDG Indicators Tracking Eycon is the local resource group to support UN s DevInfo in Pakistan. DevInfo is a United Nation s standard database tool used worldwide to monitor progress on Millennium Development Goals (MDGs). 5 Surveys, Assessments and Studies Survey Design and Management Our experience spans over all phases of household and facility surveys including: design; planning; recruitment and training of survey staff; data collection, data management and analysis. 6 OUR EXPERIENCE This section presents our past experience and achievements in terms of key projects and assignments we have completed during recent years. Further detail can be provided on request. Management Information System (MIS) We have extensive experience in designing and implementing management information system for large-scale public sector organizations. The MIS to our credit are for healthcare, education and microfinance sectors. 1) Health Information System Eycon has major expertise in health information system domain. Some of our key achievements include: a) Integrated M&E System for Performance Monitoring, Punjab and KPK ( ) Eycon is providing technical assistance to the Punjab and Khyber Pakhtunkhwa Health Departments in developing a web-based integrated M&E system. This is a top-down performance monitoring system that helps to objectively assess performance of various management levels using KPIs collected from DHIS and other data sources. This system will be implemented in all (61) districts of the two province. b) MNCH Monitoring System/Database (MNCH-MIS) ( ) Eycon provided technical assistance to develop an online web-based system to monitor National MNCH Programme in all provinces of Pakistan. Integrated to DHIS, this system features online reporting and an executive dashboard with advanced graphical presentation and data drill down facilities. c) Sudan Health System Observatory (2011) Through WHO, Eycon s key expert has provided technical support to Sudanese Ministry of Health in designing a conceptual framework for a Health System Observatory (HSO) and a comprehensive HMIS. d) District Health Information System (DHIS) ( ) Provided design specifications and technical oversight for a subcontracted software development of DHIS on Open Source platform. 7 implementation of software in 24 districts covered by USAID-funded PAIMAN project. e) Health Management Information System, Pakistan 2003: Developed an internet-based data transmission system with the aim to speed up data exchange among various levels : Developed training modules on analysis, interpretation and use of HMIS/FLCF-generated indicators in planning and management of health system and services. 1997: Converted the HMIS/FLCF software to Windows platform. The legacy system was developed in Foxpro 2.6 on DOS platform. f) LHW-MIS (1997) Supported the National Programme on Family Planning and Primary Health Care (NP FP&PHC) in designing a software application for monitoring programme activities. g) Maternal Death Reporting (MDR) System based on Verbal Autopsy (2003) The National Programme for Family Planning and Primary Health Care (NPFP&PHC) of Ministry of Health has established a Maternal Death Reporting System in the country. This system that uses verbal autopsy techniques, provides better understanding of the underlying causes of maternal deaths and uncover reasons for delays in seeking emergency obstetric care, thus helps in designing specific program interventions to address these issues. Eycon reviewed the verbal autopsy tools and conducted training on revised system. 2) Micro-Finance MIS (1997-present) This customized software is helping the local NGOs to track their microfinance programmes. Current implementation includes three NGOs (National Rural Support Programme (NRSP), Sarhad Rural Support Programme (SRSP) and Akhuwat) and their 150 plus field offices across country. Eycon s key expert provided technical support in software development and capacity building of staff in system administration and database management. An M&E Consulting Company 7
8 1) District Citizen s Information Center (DCIC) Mardan (2003) DCIC was piloted in Mardan district with the aim to empower communities through access to information on resources and development projects. Eycon provided technical support to UNICEF, district administration and local NGOs in development of a GIS-based information system and capacity building. 2) Community Citizen Boards (CCBs) MIS ( ) Under the decentralized local government setup, this system provided registration and project monitoring support to developmental projects implemented by community organizations. The system has been successfully piloted in four districts of NWFP (Abbottabad, Nowshera, Swat, Bannu) and two districts of Punjab (Kasur and Lodhran). Geographic Information Systems (GIS) 1) District Development Atlases of Balochistan. (2010) Eycon provided technical assistance to Planning and Development Department, Government of Balochistan in developing thirty (30) district atlases to support developmental planning. The atlases were produced using latest GIS technology. 2) Arsenic Monitoring and Mitigation Project for PCRWR (2005) Pakistan Council for Research on Water Resources (PCRWR) in collaboration with UNICEF acquired services of Eycon to develop a GIS-based spatial analysis tool for arsenic monitoring and mitigation project. 3) LHW Coverage Mapping (2006) PAIMAN, a USAID-funded project on maternal, newborn and child healthcare, hired services of Eycon to develop GIS-based coverage mapping system of Lady Health Workers (LHWs) in 24 project districts. This system helped in planning deployment of LHWs in under- and un-served areas. Software and Web Applications We have successfully completed a number of software and web development applications for local and overseas clients. Dashboard systems Monitoring & Evaluation 3) Monitoring of UNICEF s Emergency Response Programme in Punjab ( ) UNICEF outsourced field monitoring of its flood emergency programme to Eycon for Punjab province. Our monitoring teams covered eleven (11) districts, visited programme areas on daily basis and collected and reported monitoring data. 4) PRSP-II M&E Framework (2008) Provided technical inputs to PRSP Secretariat in updating the M&E framework of Poverty Reduction Strategy Paper (PRSP-II). 5) PAIMAN s Project Monitoring & Reporting System ( ) Developed a web-based workplan monitoring and reporting system for a $96 million USAID-funded project in maternal and newborn healthcare implemented by a consortium of eight (8) partner organizations in 24 districts of Pakistan. 6) Monitoring & Reporting System for GJTMAP ( ) Gender Justice Through Musalihat Anjuman Project (GJTMAP) was a UNDPsupported project aimed to eliminate gender discrimination and end violence again women through an alternate dispute resolution system in 20 districts of Pakistan. Eycon supported in developing a computerized programme monitoring and reporting system and implemented in all districts. 7) DevInfo (2003-present) Eycon is the official resource agency to support DevInfo in Pakistan. DevInfo is a global tool used by the United Nations for monitoring and reporting country and regional progress on social indicators under the MDG framework. We have necessary technical capacity to conduct training, customization and data management and we have helped UNICEF, UNDP, ESCAP and other UN agencies in implementing and promoting the use of DevInfo in Pakistan. 10 8) Evaluation of NWFP-EMIS (2004) Education Management Information System (EMIS) was developed in the province of NWFP with DFID s financial and technical inputs through a 7-year NWFP-Education Project. We helped DFID in conducting evaluation of EMIS component of the project. The study identified reasons for failure of this project component and documented the lessons learnt during the process. 9) Validation of Punjab School Census Data (2009) The Programme Monitoring and Implementation Unit (PMIU) of Punjab Education Sector Reform Programme (PESRP) with the technical and financial assistance of UNICEF commissioned an independent evaluation of 2007 School Census. Eycon designed and conducted this study and made recommendations for improvements in future rounds. 10) Validation of Early Learning and Development Standards (ELDS) (2010) Eycon helped Unicef and the Projects Wing of Ministry of Education and validating the Early Learning and Development Standards (ELDS). The study helped adjust and fine tune standards for child s readiness for school. 11) Evaluation Studies Other evaluation studies, that we have been involved in, include: - Evaluation of EMIS in NWFP - Evaluation of Primary Health Initiative in Rahimyar Khan district - Mid-term evaluation of MNCH projects in Pakistan - Final Evaluation of PAIMAN Project Surveys and Data Management 4) Multiple Indicator Cluster Survey (MICS) ( ) MICS is a survey methodology designed and supported by UNICEF and used worldwide to collect data on MDG indicators. Eycon has participated in a series of six (6) provincial MICS as data management agency and successfully completed all assignments in Punjab, Sindh, Balochistan, FATA and AJK. 11 5) Health and Nutrition Assessment of IDPs and Flood Affected Areas in NWFP and Southern Punjab (2009) Eycon and UNICEF conducted a Health and Nutrition Assessment in camps and host communities where internally displaced population (IDPs) of Bajaur and Swat conflict areas were residing, as well as parts of Rajanpur and DG Khan affected by torrential rains and floods in The study was based on internationally recognized SMART protocol and estimated mortality rates anthropometric measurements of women and children through household survey. 6) Baseline Survey for Fortified Blended Food Distribution in FATA (2008-9) This survey was conducted in coordination with the National Health Program in Mohmand and Khyber agencies. The sample comprised 600 children for the baseline and 100 mothers for KAP. One Focus Group Discussion in each village was also conducted to compliment the baseline results. In the current situation in FATA it was one of the most challenging surveys that EYCON has conducted and completed successfully. 7) Health Facility Assessment, FATA (2007, 2009) Save the Children, USA, under USAID-funded Child Health Project initiated a series of baseline surveys in the least developed, highly conservative and most turbulent Federally Administered Tribal Areas (FATA). The assessment covered all 743 health facilities in terms of their ability to deliver basic healthcare package for children and women. Eycon was subcontracted the entire survey management including: survey planning; questionnaire design; training and field work; data processing and report writing. 8) Health and Nutrition Survey of Earthquake Affected Areas (2005) This series of surveys was jointly funded by WHO, UNICEF and WFP, carried out in IDP camps and communities of earthquake affected areas in AJK and NWFP. The total sample size was over 3,500 households. The survey used SMART protocol to collect information on mortality, nutrition and assessment of damage. Eycon was selected based on its proven ability to rapidly design and launch this survey within one week time including mobilizing teams of 50 male and female enumerators in earthquake hit areas under harsh weather and extremely difficult circumstances. Data analysis and report writing was done jointly by Eycon, nutrition and health experts from UNICEF, WFP and Emory University, Atlanta, USA. An M&E Consulting Company 11
12 9) Needs Assessment of Allai Tehsil (2006) Save the Children (SCF) has initiated a comprehensive assessment of health, nutrition and household food security of one of the worst affected and hard-to-reach area, Allai Tehsil. The study is based on a quantitative and qualitative assessment carried out in the communities of Allai tehsil. Eycon has helped SCF/US in complete data management including data entry/cleaning data analysis and computation of health, nutrition and vulnerability indicators. 10) School Health and Nutrition Survey in Allai (2006) Save the Children, USA, conducted a household survey of school age children (5-9 years) in Allai tehsil. The survey aimed to assess indicators on health and nutrition status of children of school going age. Eycon helped in data entry/cleaning, data analysis and computation of education and health indicators. 11) Rapid Assessment of Schools in AJK (2005-6) This assessment was carried out in AJK districts to assess the level of damage to 4500 schools, ensure their current functional status and determine needs for repair and refurbishment. Eycon provided technical support in the design (protocol and instruments), training of data collectors, field monitoring and data entry and analysis. An M&E Consulting Company 12
