2 Production Economics at University of Vaasa Empirical technology management research University of Vaasa has a distinctive national role in Finland. The teaching and research activities of this Institution are widely based, their focus being on business studies, administration, languages, culture and technology. The University has four faculties: Business Administration, Accounting and Industrial Management, Humanities and Social Sciences. The Faculty of Accounting and Industrial Management offers the subjects' top academic merit in Finland. The instruction is founded on vigorous research and the applications of its findings. The department of Information Technology and Production Economics is responsible for instruction and research in the areas of production economics, information technology, production automation and electrical engineering. The department functions consist of two major lines -the Information Technology and Production Economics. Much emphasis is laid on research and education between these areas. The aim of the Information Technology line of study is to produce economists able to apply information technology when solving technical, administrative and economic problems in an organisation. The subject concentrates on tasks which require economic analysis and evaluation, an ability to deal with problems connected with information flows, information processing and information technology in the production process, as well as a capacity for independent problem-solving in all of these areas. Much emphasis is laid on connecting the education contents to the actual needs of production, technology and the processes used in industry, as stated in the department's motto: "Industry is our laboratory". The programmes offer possibilities for M.Sc., Lic.Sci. and Ph.D. degrees in areas of business administration and engineering's. The faculty has very close and vigorous links with local business and industrial life. There are about 200 M.Sc. students and 45 Ph.D. students at the department. More than 90% of the theses made in the department, are sponsored by a company. The basic concept in production economics is defined as combining the management, engineering, and economy. On this foundation the Production Economics team concentrates on developing the world-class competitiveness in various international companies. Production Economics has three docents supporting knowledge on the areas (Industrial Programme Networks, Information Management and Environmental Management). The research has been organised to two main thrusts: Competitive Priorities: Competitive Priorities: Technological competitiveness, Product models, Product development, Logistics -Supply Chain Management, Production planning and control, Mass customisation, Agile manufacturing, Cost engineering. Our strategy to take ICPQR Conferences outside the USA for the first time has been to describe global Productivity and Quality issues how they look like from Finland, Europe and Transition Economies. This strategy has been introduced by those about 70 Papers covering our Topics of Interest: Product Development Processes, Total Quality Management and Environmental Competitiveness. 4 Welcome Greeting As a President of the International Society for Productivity and Quality Research, it is my pleasure to chair this International Conference on Productivity and Quality Research. The conference is a result of collaboration with ISPQR and the University of Vaasa. I find this particularly pleasing since it is the first time that the ICPQR conference will be held outside the United States, even though previous participants have come from scores of countries around the world. Delegates to the 1999 conference will find a variety of cutting-edge papers that seek to push the frontiers of productivity and quality management toward a better, research and theorybased understanding of these important issues confronting academics and practitioners. With more than 70 papers from countries around the world, ICPQR '99 promises to be a wideranging examination of quality and productivity research. This state-of-the-art in productivity and quality research will investigate a variety of related themes, including total quality management, product development, productivity management, environmental competitiveness, strategic implications, and related topics. 6 Keynote Speakers Total Quality Management Prof. Samuel K. M. Ho, Hong Kong Baptist University Business School PhD (Mangt.), FIQA, FHKAAST, Lead Auditor (ISO9000), EQA Assessor. Professor of Strategic and Quality Management of the International Management Centres in the UK. At the moment Dr. Ho is visiting at the Hong Kong Baptist University Business School. Prof. Ho is the Editor of the Managing Service Quality Journal and a guest editor for four international journals on quality management, with over 80 publications by himself. He has done research in South East Asia and Japan with the Asian Productivity Organisation and is also the Director of the Hong Kong 5-S Campaign an undertaking funded by the Industrial Support Fund for training 2,500 managers as 5-S Lead Auditor in two years' time. Environmental Competitiveness Prof. T. Nejat Veziroglu, University of Miami, College of Engineering Professor Veziroglu has 32 years of experience of teaching, research and consulting and he will be the keynote speaker in Environmental Competitiveness. His area of expertise include heat transfer, thermodynamics and energy research. He has contributed in hydrogen energy, two phase flow instabilities, interstitial heat transfer and environmental problems and has published 300 papers and reports, 200 proceedings and 2 Journals on Energy, Environment & Heat Transfer. Communications affecting P&O Prof. Hans-Jürgen Warnecke Prof. Hans-Jürgen Warnecke became a Doctor of Engineering in Becoming a Professor in 1971, he occupied the Chair of Industrial Manufacturing and Factory Operation at the University of Stuttgart, and also became head of the Fraunhofer Institute for Manufacturing Engineering and Automation IPA. Notable fields of work include corporate planning and control, automation, assembly and handling technologies, maintenance, quality assurance, measuring and sensor technology. Since October 1993, he has been President of the Fraunhofer-Gesellschaft (Association for the Promotion of Applied Research), with its headquarters in Munich, and from January 1995 until January 1998 President of he Association of German Engineers VDI, based in Dusseldorf. 6

11 Arrival and Social Programme Arrival, Registration When arriving by air to Vaasa please notice that free ICPQR bus transport from the airport to the hotel will be provided by the conference organisers for all flights arriving on Sunday from Helsinki and Stockholm. The Registration for the Conference will begin on Sunday afternoon from 3 pm at the hotel Radisson SAS Royal Hotel Vaasa (conference venue). Information Bothnia Congress's registration and information desk will be open daily in the entrance hall of the conference hotel. In Wasa Pilot Power Plant several new Wärtsilä NSD power plant technologies and ABB's new desulphurization technology will be developed and demonstrated. Approximately FIM 40 million of the project's total investment, FIM 160 million, has been provided by the Finnish Ministry of Trade and Industry and by the Thermie A programme of the European Union, based on the project's innovative nature and new technology. BUSSES 5 and 4 TECHNOLOGY RESEARCH CENTRE TECHNOBOTHNIA, Vaasa Technobothnia is a technology research centre in Vaasa, Finland established by the Swedish Polytechnic, Finland; the Vaasa Polytechnic and the University of Vaasa. The centre offers services in the fields of research, product development, measurement, and general development to companies and organizations supporting entrepreneurship. Technobothnia has all the advantages, know-how, and resources which the university and the two polytechnics offer, and the equipment at the centre is among the most modern in Finland. Within the Technobothnia network there are about forty persons with doctor or licentiate degree in technology. The projects are carried out by researchers instructed by professors and senior teachers, and students doing their diploma work.
