2 Welcome FISITA Honorary Committee In 2009 we established the FISITA World Automotive Summit to enable policy-makers and influential thinkers to meet with leaders of the automotive industry and work together on issues of major importance to the future of the automobile. Previous Summits have tackled the issues of CO 2 Reduction from Road Transport, Global Traffic Safety and the Re-Invention of Mobility in an Increasingly Urban Future. The first of these led to FISITA becoming a participant in the UN Framework Convention on Climate Change. Following the 2010 Summit on Global Traffic Safety, FISITA became a participant in the WHO s Global Road Safety Collaboration. The FISITA Honorary Committee is a group of top industry leaders who support FISITA s agenda to promote efficient, affordable, safe and sustainable automotive transportation. This year our topic is autonomous vehicles a fastdeveloping phenomenon that looks likely to revolutionise the automotive industry like no other development in its 120 year history. A rapid convergence of sensor-based, communications and computing technologies seem to hold the promise of the crashless car as well as transformational improvements in the efficiency of our traffic flows. Autonomous vehicles could lower energy consumption, reduce emissions and even offer a commuter the chance to take two hours of his day back in productivity. The key technologies are already here, demonstrated in numerous test programmes taking place throughout the world. But when and how will autonomous capabilities start to penetrate mainstream vehicle markets? How can the technology be made sufficiently compact, robust and affordable? What changes will be needed to our laws, insurance systems and traffic infrastructure? And how will drivers respond to, and cope with this brave new world of autonomous mobility? This year s FISITA World Automotive Summit will seek to answer these questions with the help of policymakers and influential experts spanning the worlds of government, law, insurance, traffic policy, human factors and, of course, technology. 5 Moderator Speakers Prof. Dr-Ing. Ulrich Seiffert Eva Molnar Bryant Walker Smith United Nations Economic Commission for Europe (UNECE) Stanford Law School Prof. Seiffert is chairman of WiTech Engineering GmbH in Braunschweig. He began his career with Volkswagen AG in 1966 and became head of the division for vehicle safety research in He went on to hold various managerial positions in the Volkswagen Group and in 1980 he also began lecturing at TU Braunschweig in automotive safety. He was awarded an honorary professorship in 1986 and from 1988 to 1995 he was Member of the Board for Research and Development of Volkswagen AG. In 1997 he became spokesman of the Centre for Traffic Management (ZVB) at TU Braunschweig. He is also a member of the supervisory and advisory boards of various companies and institutions. Prof. Seiffert is the author of numerous books on automotive safety and has received many awards for his work in the field, including the Safety Award USA, FISITA Medal, Fellow SAE, and Man of the Year from Autocar & Motor magazine. He obtained his Diplom degree in mechanical engineering from TU Braunschweig and his PhD from TU Berlin, where his doctoral thesis was on Problems of Automotive Safety. Eva Molnar is the Director of the Transport Division of the UNECE in Geneva, a post she has held since Before that she spent 8 years as the Sector Manager for Transport in The World Bank, Europe and Central Asia Region and was for several years a guest lecturer at the Budapest University of Economics and Technical Sciences. Prior to this she worked as an infrastructure and management consultant and for more than a decade she held several senior positions in the Hungarian Transport Ministry. During this time she was the CEO of Kapos Volan, a road transport company in Hungary, as well as a member of the supervisory boards of transport enterprises, including the Austro- Hungarian railways, Raberbahn. An economist by training, Eva Molnar has a long track record in Trade and Transport Facilitation. The World Bank s first investment program in Facilitation which covered several countries in South-east Europe was prepared, appraised and implemented under her supervision. Bryant Walker Smith is a fellow at the Center for Internet and Society at Stanford Law School, a fellow at the Center for Automotive Research at Stanford (CARS), and a lecturer in law at Stanford Law School who writes, speaks, and teaches on the legal and policy aspects of increasing automation. He is a member of the New York Bar and a former transportation engineer who has worked on infrastructure issues in the US and Europe. He also chairs the Emerging Technology Law Committee of the Transportation Research Board of the National Academies and the planning task force for SAE s On-Road Automated Vehicle Standards Committee. Prior to joining Stanford, he clerked for the Honorable Evan J. Wallach at the United States Court of International Trade. He holds an LL.M. in international legal studies and a J.D. (cum laude) from New York University School of Law in addition to a B.S. in civil engineering from the University of Wisconsin. Bryant designed and taught the first-ever course on the legal aspects of autonomous driving and recently published a white paper on the legality of self-driving vehicles and a law review article on managing autonomous travel demand. Bryant s legal research addresses questions of authority, uncertainty, and boundary in disciplines ranging from tort law to administrative law to international economic law.
6 Dr. Robert P. Hartwig Prof. Dr.-Ing. Frank Flemisch Ricky Hudi Insurance Information Institute Fraunhofer FKIE Audi AG Robert P. Hartwig is President and Economist of the New York-based Insurance Information Institute. Dr. Hartwig joined the I.I.I. in 1998 as an economist and became chief economist in Since becoming president in 2007, his work has focused on improving understanding of key insurance issues across all industry stakeholders including media, consumers, insurers, producers, regulators, legislators and investors as well as academic and research institutions. Dr. Hartwig previously served as director of economic research with the National Council on Compensation Insurance, as senior economist for the Swiss Reinsurance Group and as senior statistician for the United States Consumer Product Safety Commission. He has authored papers on a wide variety of insurance industry issues and has testified before numerous state and federal regulatory and legislative bodies, including many Congressional committees. He received his Ph.D. and Master of Science degrees in economics from the University of Illinois at Urbana-Champaign. He also received a Bachelor of Arts degree in economics cum laude from the University of Massachusetts at Amherst. Prof. Dr.-Ing. Frank Flemisch leads the Human Systems Integration branch of Fraunhofer FKIE in Wachtberg/Bonn, represents Germany in the NATO-RTO Human Factors Panel, and is professor for Human Systems Integration at the RWTH Aachen. He is involved in research projects on participatory design of assistant systems and automation, and on cooperative control of assisted, automated and partially autonomous vehicles. He studied Aerospace engineering at the University of Armed Forces Munich, specialising in systems dynamics, and graduated with a thesis on car simulators in After some years as a training officer, he worked as a systems and human factors engineer on cognitive assistant systems, earning a Ph.D. on the influence of assistant systems on visual behaviour. He spent three years at NASA working on intuitive interfaces and biologically inspired, active controls. From he led a team on system ergonomics and design of automation and assistant systems of cars and trucks at DLR-ITS in Braunschweig. There he worked in EU projects including SPARC, CityMobil, HAVEit and interactive. He co-led the German standardisation team on ISO/DIS LKAS (Lane Keeping Assistant Systems) and was a member of the BASt group on Legal Consequences of Vehicle Automation. Ricky Hudi is Head of Electrics/ Electronics at AUDI AG, a position he has held since January After graduating from his electrical engineering studies, he started his career with BMW in the Engine/Transmission Electronics internal development department. He then transferred within BMW to BMW Technik GmbH, where he was able to extend his knowledge throughout the entire field of vehicle electronics. In1997 he joined Audi AG heading pre-development in the area of Electrics/Electronics and specialising in the development of innovative systems for the new Audi A8. The central networking architecture conceived at that time has since become the standard used in all new vehicles of the VW Group. In early 2000 he became Head of Development for Infotainment, where he introduced systems including Audi MMI into series production. From 2003 to 2008 he was Head of Electrics/Electronics Production, during which time he expanded the electronics expertise in domestic and overseas Audi plants, and achieved significant cost savings both in ongoing series as well as for new vehicle projects.
7 Prof. Dr.-Ing. Klaus Bogenberger University of the Federal Armed Forces Munich Univ.-Prof. Dr.-Ing. Klaus Bogenberger is Professor of Traffic Engineering at the University of the Federal Armed Forces Munich, Germany, a position he has held since January Following military service he commenced his studies at the Technical University of Munich in 1991, receiving his diploma in Civil Engineering in 1996 and his doctorate in In 1999 he was a Visiting Scholar at the Institute for Transportation Studies at the University of California at Berkeley. Prof. Bogenberger has worked extensively as a consultant to the BMW Group in the area of Science and Transportation, responsible for a range of topics and projects relating to traffic engineering and mobility. From 2008 to 2011 he was a Managing Partner of TRANSVER GmbH, a firm of consulting engineers for Transport Planning and Traffic Engineering with offices in Munich and Hannover. Prof. Bogenberger also serves as a Consulting Engineer of the Technical Chamber of Bavaria and is a member of both the Research Association for Roads and Transportation and the Association of Road and Traffic Engineers. His research interests include Traffic Control and Flow, Navigation Systems, Cooperative Transportation Systems, Driver Assistance Systems and Car-sharing strategies. Prof. Claes Tingvall Swedish Transport Administration Prof. Claes Tingvall is Director of Traffic Safety at the Swedish Transport Administration and Adjunct Professor at Chalmers University of Technology. He is a leading architect of the Vision Zero policy for traffic safety. Born in 1953 in Sweden, Claes Tingvall has held numerous positions related to traffic safety since 1976, and has published extensively in the areas of injury epidemiology, vehicle occupant protection and design methods for in-depth analyses of accident data collected in the field. Since 1991 he has held adjunct professorships at Chalmers and at Monash University (until 2011). Between 1998 and 2001 he was Professor and Director of Monash University Accident Research Centre, Australia. Since 2001, Prof. Tingvall has held the post of Director of Traffic Safety in Sweden. Between , he was also Chairman of EuroNCAP.
