Smith, Director of Finance One Government Way Somersworth, NH All proposals/bids must be received by July 24, 2014 at 2:30 p.m. EST at which time they will be publicly opened and read aloud at the Somersworth City Hall. *IMPORTANT: If you are not interested in submitting a quotation on this particular bid request, but wish to remain on our active bid list, please sign and return the attached form with a NO BID indication. Failure to respond in this manner will result in deletion from our bid list. Vendors wishing to respond to a bid request with alternates to specifications must notify the Finance Office no less than five (5) days prior to the bid request opening date. If the proposed changes are acceptable, the City will advise other potential respondents, thereby maintaining equality in the bid process. Failure to advise the City could result either in rejection of the alternate proposal or in an untimely extension of the sealed bid process. Vendors may be asked, as part of the bid evaluation process, to supply company financial information. This data will be held in the strictest confidence and be utilized only to help assess the stability of a responding firm. The records will be returned to you after identifying the successful respondent to the bid request.
2 Request Type Proposal/Bid Page 2 of 16 BACKGROUND The City of Somersworth is requesting bids from qualified Contractors to replace and repair the roofing on two City of Somersworth facilities: I. The Water Treatment Facility, 9 Wells St., Somersworth, NH consists of two roof sections that require replacement. The original facility was constructed in 1895 and has a high slope slate roof with copper flashing (approximately 4,300 square feet, Contractor to field verify). An addition to the water treatment facility was built in 1991 and has a low slope membrane roof (approximately 9,000 square feet, Contractor to field verify). The low slope membrane roof is to be replaced in kind with additional rigid insulation to be provided. However, there are two alternates for the work proposed for the high slope slate roof: Alternate 1: Repair of the existing slate roof in place, or Alternate 2: Remove and replace the slate roof with an asphalt shingle roof. There is an alternate for replacing the existing rolled copper gutters with new rolled copper gutters as follows: Alternate 3: Remove and replace existing copper gutter with new quarter round integrated solid copper gutter with copper straps and fasteners and repair/replace fascia as needed for a complete installation. II. The Wastewater Treatment Facility, 99 Buffumsville Road, Somersworth, NH has a low slope ballasted membrane roof (approximately 13,875 square feet, Contractor to field verify). This membrane roof is to be removed and replaced in kind. The City is requesting a bid for each facility, and a total for both facilities. Although the City desires to contract with a single Contractor for both facilities, the City reserves the right to award each contract individually if it is determined to be in the best interest of the City. Pre-Bid Walk Through Inspection: A non-mandatory pre-bid walk through inspection of each facility roof has been scheduled for July 10, 2014 at 1:00PM The City highly recommends that all Contractor s bidding on the projects attend the Pre-Bid walk through. 3 Request Type Proposal/Bid Page 3 of 16 SCOPE OF WORK I. Water Treatment Facility Bid Item #1 - Membrane Roof (1991) Section: 1. The work consists of: removal of existing membrane roof, damaged rigid insulation and metal roof edge; and installation of new, fully adhered EPDM membrane, new rigid insulation, and new metal roof edge. 2. Roof to be fully adhered 60-mil reinforced EPDM membrane roof system. 3. The Contractor is to be certified by the roof manufacturer as having the necessary experience and equipment to install the specified system. 4. Remove and dispose of existing roof membrane, flashings, terminations, and metal roof edge. 5. Cut out and dispose of any wet or damaged rigid insulation. Fill voids with new insulation flush with existing insulation. Payment for removal and replacement of rigid insulation to be by unit price. 6. Install 2 inch polyisocyanurate roof insulation (25 psi) over existing insulation. Mechanically attached to roof deck per roof manufacturer s installation instructions. Stagger joints of new insulation with joints of existing insulation. 7. Install new kiln dried wood blocking at perimeter of roof system to match new insulation added thickness. 8. Clean all roof surfaces of debris, contaminants, and moisture in preparation for new roofing. 9. Install fully adhered 60-mil reinforced EPDM per manufacturer s installation instructions. 10. Base flashings to extend 8-inches minimum above roof. Pipe boots shall extend 6-inches minimum above roof. Use 6 inch wide seam product for splicing adjoining seams of membrane per manufacturer s requirements. 11. Provide terminations, flashings, and sealants per manufacturer s recommendations at roof perimeter and penetrations. 12. Install roof drain per manufacturer s recommendations. Maintain roof drain function during reroofing. 13. Provide pre finished aluminum (0.050 gauge minimum) embedded gravel stop roof edge. Color to match existing. 14. Complete roof system installation is required in the same work day. Each day s work shall be weather tight. Apply temporary protection as required. 15. Clean up and protect finished work until substantial completion. 16. All work must have a 2 year workmanship guarantee and a 15 year manufacturer s standard roof system warranty. 4 Request Type Proposal/Bid Page 4 of 16 Bid Item #2: Slate Roof Repairs Section (see Alternate 2 for Copper Gutter) 1. The work consists of repairing existing slate roofing, flashings, and replacement of copper gutters to provide for a fully functional slate roof. 2. Provide qualified workers, trained and experienced in installing slate roofing systems of this configuration. 3. All work to be in accordance with the latest editions of the SMACNA and NRCA Roofing Manuals. 4. The Owner has maintained a small stockpile of replacement slate on site and will provide a portion of slate remaining from the original building roofing for spot repairs. The Contractor is to field verify the amount of slate stockpiled and its serviceability for use in the field. Original slate should be used for the most visible repair areas of the building. 5. Slate shall be Grade A, (ASTM S1), hard, dense rock, punched or drilled for two nails each. Cracked slate shall not be used. Exposed corners shall be full. New slate shall match existing as close as possible in color, thicknesses and lengths of the existing slate. Salvage and reuse intact and serviceable existing slate materials whenever possible. 6. The slate roofing underlayment shall be 30 pound asphalt saturated rag felt per ASTM D 226, flashed under existing underlayment. Provide self-adhered waterproofing membrane at eaves and valley repairs. 7. Flashing shall be 20 ounces per square foot, light cold-rolled temper (H00) copper conforming to ASTM B The roofer shall use large head slaters' solid copper nails, 2 inch or longer. Nails should penetrate the roof deck a minimum of 1 inch. 9. As much as possible all nail heads shall be covered by slate. Exposed nails are only permissible where unavoidable. Exposed nail heads shall be covered with elastic cement. 10. All repair areas shall be covered with slate in a proper and weatherproof manner. Match existing roof exposure and hip and ridge construction. 11. Install new flashings at all roof penetrations. 12. Repair all copper roof flashings in areas of roof repair as required with the exception of roof edge. Match existing flashing construction and configuration. 13. Replacement gutters shall be a dark brown 6 half round aluminum gutter of one piece construction that shall closely match the existing gutter s profile. All joints to be locked and sealed. Repair/replace fascia as needed prior to installing new gutters. All copper gutters, fasteners, and hardware removed shall be delivered to the City of Somersworth Public Works Department. 5 Request Type Proposal/Bid Page 5 of Replace existing copper downspouts with new aluminum downspouts (matching). Deliver copper downspouts to the City of Somersworth Public Works Department. 15. Upon completion, all areas of the existing building roof shall be repaired to provide a sound, visibly whole roof. The roof must be left watertight and neat in every respect, and subject to the Owner s approval. 16. The Contractor shall furnish the Owner with a stock of 200 lbs extra slate for future roof repairs. 17. Furnish a warranty to the Owner against defects in material and workmanship of slate roof repair areas for a period of 2 years and a period of 5 years for work related to metal flashing, gutters and downspouts. Alternate 1: New Asphalt Shingle Roof (replaces Bid Item #2 and Alternate 2) 1. The work consists of: removal and disposal of existing slate roofing and associated metal flashings, gutters and downspouts; and replacement with new asphalt shingle roofing and metal flashings. 2. All work shall be in accordance with NRCA Roofing Manual (latest edition) and the written installation requirements of the roofing materials manufacturer. 3. Asphalt shingle to be lifetime warranty Certainteed Grand Manor asphalt shingle roofing in Colonial Slate color. 4. Remove and dispose of existing slate roofing, metal flashings, gutters and downspouts. All copper materials are the property of the City of Somersworth and are to be delivered by the Contractor to the City of Somersworth Public Works Department. 5. Remove copper gutter and downspouts and deliver to Owner. Repair/replace damaged and worn fascia as required. 6. Clean all roof surfaces of debris and contaminants in preparation for new roofing. 7. Install roof underlayment and asphalt shingle roofing when ambient temperature is above 45 degrees F. 8. Provide self-adhered waterproofing membrane underlayment: (2) overlapped sheets (5-6 width) at eaves and (1) sheet (3 width) in valleys per manufacturer s recommendations. The turret location shall get full coverage of self adhered waterproofing membrane underlayment. 9. Provide synthetic roof underlayment at remainder of roof: Roof underlayment to be CertainTeed Diamond Deck, synthetic polymer-based scrim reinforced underlayment. 10. Install new flashings at all roof penetrations. 11. Fasten underlayment and roof shingles with standard round wire deformed shank roofing nails, hot dipped galvanized; minimum inch head diameter; minimum Filename Request for Bid Utility Building Roof Repairs B Page 5 of 16
6 Request Type Proposal/Bid Page 6 of shank diameter; shank to be sufficient length to penetrate 1 inch into decking for shingles, ¾ for underlayment. Provide (4) nails per shingle. 12. Flashings shall be 20 ounces per square foot, light cold-rolled temper (H00) copper conforming to ASTM B Supply and install new F-8 residential style copper drip edge metal with continuous nailing flange anchoring at eave and rake locations. 14. Install metal valley flashing. Overlap valley flashing a minimum 5 inches with asphalt shingles. 15. Install hip and ridge accessory shingles at hips and ridges, attach per manufacturer s recommendations. 16. Replacement gutters shall be a dark brown 6 half round aluminum gutter of one piece construction that shall closely match the existing gutter s profile. All joints to be locked and sealed. Repair/replace fascia as needed prior to installing new gutters. 17. Replace existing copper downspouts with new aluminum downspouts (matching). 18. Complete roof system installation is required in the same work day. Each day s work shall be weather tight. Apply temporary protection as required. 19. Clean up and protect finished work until substantial completion. 20. All work must have a 2 year workmanship warranty and a standard 30-year Manufacturer s warranty for asphalt shingles. Alternate 2: New Rolled Copper Gutter, Downspouts, Brackets, and Fasteners (replaces line items 12 & 13 for Bid Item #2) 1. The work consists of: removal and replacement of existing copper gutters and downspouts with new quarter round integrated solid copper gutters, brackets, fasteners, and downspouts. Match existing construction details and configuration. All gutter joints to be locked and soldered. Deliver all copper gutters, fasteners, brackets, and downspouts removed to the City of Somersworth Department of Public Works. 2. Repair/replace damaged and worn fascia as needed prior to installing gutters. 3. Repair/replace copper downspouts as required for weather-tightness. II. Wastewater Treatment Facility Bid Item # 3: Membrane Roof 1. The work is to consist of removal and replacement of the existing ballasted membrane. 2. 7 Request Type Proposal/Bid Page 7 of 16 necessary experience to install the specified system. 3. Move and shift existing river rock ballast as required to perform roof work. Prior to moving ballast, field verify thickness in order to match existing thickness in final ballast placement. 4. Remove and dispose of existing EPDM membrane, flashings and metal roof edge. 5. Remove and replace any damaged roof edge and attachment blocking 6. Cut out and dispose of any wet or damaged rigid insulation. Fill voids with new insulation flush with existing insulation. Payment for removal and replacement of rigid insulation to be by unit price. 7. Clean all roof surfaces of debris, contaminants and moisture in preparation for new roofing. Prepare and clean surfaces for new construction. 8. Install ballasted 60-mil reinforced EPDM membrane loose laid over existing insulation. 9. Base flashings to extend 8 inches minimum above roof. Pipe boots shall be 6 inches minimum above roof. Use 6 inch wide seam product for splicing adjoining seams of membrane per manufacturer s requirements. 10. Supply and install all flashings, terminations, and sealants at roof perimeter, penetrations, and terminations in accordance with manufactures instructions. 11. Complete roof system installation is required in the same work day. Each day s work shall be weather tight. Apply temporary protection as required. 12. Place existing river rock ballast to match and provide additional ballast as necessary to match original conditions. 13. Clean up and protect finished work until substantial completion. 14. All work must have a 5 year workmanship guarantee and a 15 year manufacturer s standard roof system warranty. Additional Job Requirements The following are the City s expectations of the Contractor while work is occurring. 1. All work areas are to be swept and left neat and clean after each day s work is completed and at the end of the project. 2. Work shall not unduly disrupt the day-to-day activities of the Utilities. Business hours for the facilities are Monday through Friday 7:00 am to 4:00 pm. Work shall be performed between these hours. The Contractor s hours may be extended to 5:00 pm or to sunset, whichever is sooner, with specific authorization from the Director of Public Works and Utilities. 3. The Contractor is responsible for all job site safety means and methods including specific requirements for low slope and high slope roof work. 4. 8 Request Type Proposal/Bid Page 8 of 16 and grounds below the area of roof work to insure that no damage to property or injury to pedestrians occurs. 5. The Contractor is responsible for all permits and fees required. All work shall adhere to all Federal, State, and Local building codes, and safety rules and regulations. 6. The Contractor shall provide a warranty for workmanship and weather-tightness in the roof system for 5 years fro membrane and asphalt shingle roofs and 2 years for slate roof repair from the date of substantial completion of the work. The warranty will be for labor and materials and for issues resulting from normal weather and operating conditions. Normal weather is defined as any weather event for which the President of the United States has not declared a natural disaster in Strafford County. 7. Work shall be completed by October 15, Completion date may be extended, by the City in writing, for any reason determined to be in the best interest of the City. INSURANCE REQUIREMENTS The Contractor s Public Liability and Property Damage Insurance shall provide adequate protection against Public Liability, Property Damage, and Vehicular Liability. The Contractor shall supply a copy of insurance coverage as detailed below to the City before the start of any work on this project. Minimum Insurance requirements, naming the City of Somersworth as additional insured, are as follows: a. Workmen's Compensation Insurance Legal Requirements b. Commercial General Liability Limits of Liability Bodily Injury: $2,000,000 per occurrence $2,000,000 aggregate Property Damage: $2,000,000 per occurrence $2,000,000 aggregate c. Combined Single Limit, Bodily Injury and Property Damage $2,500,000 per occurrence - $2,500,000 aggregate The Contractor shall comply with all Federal, State and local laws and ordinances including Social Security, Unemployment Insurance, Pensions, etc Filename Request for Bid Utility Building Roof Repairs B Page 8 of 16
9 Request Type Proposal/Bid Page 9 of 16 BID BOND All bids must be submitted with a Bid Bond in the amount of five percent (5 %) of the Bid Price. Bid Bonds may be presented in the form of a contract executed between the BIDDER and a Surety Company, a certified check, or cash. P ERFORMANCE BOND The successful BIDDERS(s) shall execute a Performance Bond in the amount of one hundred percent (100%) of the Bid Price. The BIDDER, Owner and a Surety Company shall execute Bond. PAYMENT BOND The successful BIDDER shall provide a Payment Bond in the amount of one hundred percent (100%) of the Bid Price, executed between the BIDDER, Owner and a Surety Company WARRANTY 2 year workmanship guarantee on all slate roof repair work performed; 5 year workmanship guarantee on all membrane and asphalt shingle roof installation work performed; 15 year Manufacturer s warranty on all membrane roof materials installed; 30 year Manufacturer s warranty on all asphalt shingle roof materials installed. PRIME CONTRACTOR REQUIRMENTS Prime Contractor means a contractor who enters into a contract with the City of Somersworth to perform the work prescribed by the contract. 10 Request Type Proposal/Bid Page 10 of 16 Subcontractor means an individual, partnership, limited liability company, association, corporation, subsidiary, or joint stock company that performs contracting services, and its members, managers, officers, shareholders, representatives, trustees, or receivers appointed by any court of competent jurisdiction to whom the Prime Contractor sublets any portion of the contracted work. Prime Contractors bidding the work shall not sublet more than 49% of the contract value (in aggregate) to one or more qualified Subcontractors for this project. All Subcontractor s must provide insurance certificates and must meet the same standards as the Prime Contractor to perform work for the City of Somersworth. 15 Request Type Proposal/Bid Page 15 of 16 Preparation of Bids/Proposals GENERAL TERMS AND CONDITIONS Bids shall be submitted on the forms provided and must be signed by the bidder or the bidder s authorized representative. The person signing the bid shall initial any corrections to entries made on the proposal form. Unless otherwise stated in the Request for Bid/Proposal, the bidder agrees that the bid shall be open for acceptance for sixty (60) calendar days from the date of submittal to the City of Somersworth. Acceptance or Rejection of Bids/Proposals The City of Somersworth reserves the right to reject any or all bids, to waive technical or legal deficiencies, and to accept any bid that is determined to be in the best interest of the City. The City of Somersworth also reserves the right to reject the bid of a bidder that has failed to perform properly or complete on time contracts of a similar nature. Delivery of Bids/Proposals Bids must be submitted in a sealed envelope, and shall be addressed to the City at the address and to the attention of the official as outlined in the bid documents. All bids must be submitted prior to the specified date and time. Any bids received after the specified date and time will not be considered and will not be opened. Bids delivered via facsimile, , or any format other that within a sealed envelope shall not be considered. Withdrawal of Bids/Proposals A bidder will be permitted to withdraw their bid unopened after it has been deposited if such request is received in writing prior to the time specified for opening the bid. Public Opening of Bid/Proposals Bids will be publicly opened and read aloud at the time and place as indicated in the bid documents. Any bidder, authorized agent, or other interested party may be present. Bid/Proposal Ownership and Costs Upon submission, bids become the property of the City of Somersworth. The cost of preparing and submitting a bid is the sole responsibility of the bidder and shall not be chargeable in any manner to the City. 16 Request Type Proposal/Bid Page 16 of 16 Examination of Proposed Materials The submission of a bid shall be deemed a representation and warranty by the bidder that it has investigated all aspects of the RFP, that it is aware of the applicable facts pertaining to the RFP process and its procedures and requirements, and that it has read and understands the RFP. No requests for modification in the provisions of the bid shall be considered after its submission on the grounds that the bidder was not fully informed as to any fact or condition. Statistical information, which is contained within a RFP or any addendum thereto, is for informational purposes only. The City disclaims any responsibility for this information that may subsequently be determined to be incomplete or inaccurate Quantities Quantities of materials, whether to be used on projects, or purchased directly by the City, are provided for informational purposes only unless otherwise specifically stated. Buy Local The City of Somersworth reserves the right to award any bid to local vendors, as determined by the City, even in the event they may not be the lowest qualified vendor, if it is determined to be in the best interest of the City. The City will consider such factors as overall cost, prior service, and any other pertinent information available when making such decisions. Insurance Requirements The successful bidder shall procure and maintain insurance, in the amounts and coverage detailed by the proposal documents at the bidder s sole expense. The successful bidder shall be required to present to the City of Somersworth a certificate of insurance in the amounts required naming the City of Somersworth as an additional insured. Bid Results After the bids are opened and read, the bid results will be available for the public. Bidders that desire a comprehensive list of the bid results may do so by attending the bid opening, or requesting such, in writing, to the Director of Finance and Administration. The award of a bid shall not be considered official until such time that a Purchase Order, fully executed contract, or an award letter has been issued by the City of Somersworth. No presumption of award shall be made by any bidder until such documents have been executed and are in hand. Verbal notification of award is not considered official. Any action by the bidder to assume otherwise is done so at their own risk and the City will not be held liable for any expense incurred by a bidder that has not received an official award.
