Introduction Since its inaugural conference in 2012, Global Forum on Energy Security has become China s premier international platform for deliberations on the changing global energy landscape and China s role in global energy security. We have seen remarkable changes in global energy market, economy and geopolitical situation in 2014, while Crude oil price dropped about 50%, and still keep around $60 per barrel at present. Global economy faced declined growth rate and deflation, all emerging markets and OECD economies excluding US had a lower growth rate than that of 2013, while China s economy has entered new normal situation. Ukraine crisis deepens since 2012 and we still can t foresee the end, EU faces more risky energy supply; the sanctions have put more difficulty on Russia s supply capability and investment for future; China and US signed agreement of emission reduction voluntarily; China and Russia declared agreement of long-term natural gas trade until 2048, and China still has to fight with serious smog spreading nearly all populated regions. One belt one road strategy put forward by President Xi has become one of China s most important actions in global affairs, it is expected to promote jointly development of China and the rest of the world in the areas of energy, economy and culture, and to make a more efficient and secure global energy market. This suggests that more attention should be put on how to share the benefits and opportunities of rising China, and how to share the cleaner, smarter and more efficient energy services from technological revolution, and it is also the topic of Global Forum on Energy Security 2015 Conference. GFES 2015 is co-organized by Chinese Academy of Social Sciences, United States Energy Security Council and Chinese Energy Fund Committee, Institute for the Analysis of Global Security, Center for Studies on International Energy Security, Graduate School of CASS, and Center for Studies on China s Circular Economy and Environment of CASS, with purposes to promote academic and policy communication on global energy security and clean energy as well as sustainable development. We will also report effective policy recommendations to various governments. 2.
