3 About Us: Your Association ABOUT US The Ontario Medical Association (OMA) represents the political, clinical and economic interests of the province s medical profession. Practicing physicians, residents, and students enrolled in one of the six Ontario faculties of medicine are eligible for OMA membership. Founded in 1880 as a voluntary association of the province s physicians, the OMA has played a vital role in the development and promotion of health-care services across Ontario. The OMA is governed by a Council that is composed of more than 250 delegates, 11 districts, 47 Clinical Sections, two Trainee Sections and the Board of Directors. The Board consists of representatives from 11 Districts, a representative of the six faculties of medicine in Ontario, and five Assembly Directors elected by Council. The OMA also has a number of Committees that bring together experts from across the province to assist the Association in the development of programs and services relevant to the personal and professional lives of members and to address important clinical and legislative issues facing physicians and patients. Programs, discussion papers, and educational material arising from the work of the OMA s Health Policy Committees are important components of the medical profession s contribution to the development of public policy on health care. OMA staff implements policy developed by Council and the Board of Directors. Headed by the Association s Chief Executive Officer, OMA staff includes professionals in the fields of administration, practice management, finance, health policy, legal services, economics, computer technology, insurance, hospital services, laboratory proficiency testing, medical services, physician health, public affairs and communications. About Us: Your Association Between meetings of Council, the Board represents the OMA s governing body and members in all business affairs, and exercises the rights and powers of the Association. From among its members, the Board elects the Association s Executive Committee, which is responsible for liaising with government and other organizations. The OMA s 49 Sections represent physicians sharing a common specialty or area of clinical or practice interest. Section activity has increased in recent years, thereby enhancing the profession s ability to shape decision-making and ensure that patient care remains in the forefront in policy decisions. 4 5

4 The Role of Your Constituencies THE ROLE OF YOUR CONSTITUENCIES Your Medical Society is the local lifeblood of the OMA. Representing physicians in the community, each Society strives to promote the highest standards of medical care. Functions of the Medical Society include: actively participating in the regional planning of health-care facilities encouraging an adequate supply of physicians and hospital beds establishing committees to study and report on health matters within the area co-operating with local government and civic groups to improve public health standards sponsoring strong continuing medical education programs for physicians advising school authorities about public health and physical fitness studies and programs working with local news media to promote better public understanding of medical and health issues It is through the Medical Society that individual physicians have an opportunity to contribute to developing the policies of the OMA. Serving on executive committees and electing active and effective delegates to Council can contribute to the overall development of the OMA. The leadership of each Society and delegates to Council are elected annually by its local members. Each Society has a robust support system in place made up of experienced physicians and OMA staff members who help each Society carry out its role. It is through the Medical Society that individual physicians have an opportunity to contribute to developing the policies of the OMA. THE ROLE OF YOUR MEDICAL SOCIETY Comprised of your physician colleagues, each Medical Society is defined by Territorial Division boundaries, and primarily follows the provincial electoral boundaries. Every Society has a President, Vice-President and a Secretary/ Treasurer. The Society serves as the local connection for physicians living and working in an area providing them with the opportunity to meet colleagues on both a formal and informal basis. Meetings also allow physicians the opportunity to discuss professional issues and provide an opportunity for learning and increasing camaraderie. Each Society has its own local culture reflecting the surrounding community, and members issues and interests. Each physician in the province is automatically assigned to a Society by virtue of his or her primary office address location. THE ROLE OF YOUR SECTION Sections represent the specialty groupings of members by their areas of practice. The OMA has two types of Sections: Trainee Sections, which includes medical students and residents, and Clinical Sections. Clinical Sections are defined by RCPSC specialty and subspecialty and CFPC certification or CFPC special interest and focused practice programs. Sections are represented and funded within the OMA in proportion to the number of members who belong to them. The funding of any Section is determined in large part by how many members identify with the Section that represents the main focus of practice. Supporting Physicians in their Professional and Personal Lives ONTARIOMD OntarioMD is a wholly owned subsidiary of the Ontario Medical Association and receives funding from the Ministry of Health and Long-Term Care through its agency, ehealth Ontario. OntarioMD manages the Electronic Medical Records (EMR) Adoption Program on behalf of ehealth Ontario. OntarioMD also offers value-added services such as Hospital Report Manager (HRM) to connect EMRs to patient reports produced by hospitals and other sending facilities. EMR ADOPTION PROGRAM The EMR Adoption Program is designed to help community-based family physicians and specialists transition from paper records to EMRs to enhance patient care and practice efficiency. Eligible physicians receive funding and other supports to assist them with the selection through to the implementation of an EMR. We work with individuals, families and workplaces experiencing difficulties with substance abuse and addiction, psychiatric and mental health concerns, stress, burnout, work-related conflict, and a variety of marital or family life issues. 10 ADVOCATING FOR DOCTORS and Promoting Better Patient Care Today, more than 38,000 physicians, residents and medical students are members of the OMA. MEDIA RELATIONS Responsible for liaising between news media and the OMA and its members Develop and execute media relations campaigns to raise awareness, inform and educate, and increase the profile of physicians Leverage extensive network of media contacts throughout Ontario to promote physicians SOCIAL MEDIA Responsible for the OMA s social media initiatives including Twitter, Facebook and Youtube to support the Association s media relations activities. GOVERNMENT RELATIONS Build relationships with key decision-makers and provide strategic advice and counsel on effective methods to influence government and decision-makers Government relations training that provides an understanding of how government works, an overview of the key players in government, and tips for meeting with an MPP Health Care Advocates are the OMA s grassroots lobbying initiative exclusively for Ontario s doctors. The OMA supports your ongoing advocacy efforts through training in government and media relations and social media Design and implement provincial public awareness campaigns to foster awareness of patient and physician issues. Advocating for Doctors and Promoting Better Patient Care PHYSICIAN AND STAKEHOLDER ENGAGEMENT Support physician leaders with the management of Section, District and Territorial division business throughout the province Facilitate exchange of information between Sections, Districts, individual physicians and the OMA. Promote and develop engagement activities between physicians and local healthcare stakeholders in support of improved patient care. Develop enhanced engagement strategies that support the work of the OMA at a regional level. Support and enhance participation within the OMA by members including, Sections, Medical Interest Groups, women physicians, students and residents. Design and deliver educational programs to support physician leadership development. 19

11 Advocating for Doctors and Promoting Better Patient Care HEALTH PROMOTION Health Promotion plays a vital role in ensuring that the voice of Ontario s physicians is heard on important health protection and wellness issues. The OMA s health promotion work includes advocacy and education initiatives on primary injury and illness prevention and avoidance. Examples include mandatory seatbelt use, drunk driving, tobacco, alcohol, exercise and nutritional initiatives on chronic disease prevention, safe drinking water, fluoridation, the health impacts of air pollution, distracted driving, bicycle and pedestrian safety, ATVs, falls prevention, poisoning prevention, water safety, avoiding heat illnesses, sun safety, tanning beds, antibiotic resistance and advocacy on the social determinants of health. Products include complimentary materials for physicians to give to their patients about various health issues, as well as media releases, position papers and advocacy campaigns on these important health issues. KEEPING YOU INFORMED The Ontario Medical Review (OMR) is the flagship publication of the Ontario Medical Association and acts as a vital conduit for disseminating and promoting important information regarding all OMA programs and services, as well as any unique and/or ongoing initiatives undertaken on behalf of Ontario physicians and patients. Published 11 times a year, the OMR provides in-depth coverage of the issues and developments that affect the practice of medicine in Ontario, including legislative affairs, health-care policy, professional issues, health technology, business and finance, and practice management. Tools for Managing an Efficient Workplace LEGAL SERVICES From time-to-time, physicians need legal advice for a broad range of legal issues/ events, such as the incorporation of one s practice, staff management issues, and contract review. OMA Legal Services has been providing members with expert legal advice and support for more than 30 years. The services are complimentary, or available at a nominal charge. OMA Legal Services offers legal counsel and support for: Contracts/agreements Incorporation Corporate Renewal Service Regulatory issues General practice issues Legal Services can also offer advice regarding practice-related issues, such as issues pertaining to privacy and compliance with the Personal Health Information Protection Act (PHIPA), employment-related matters, and matters related to the Medicine Act or Regulated Health Professions Act and their associated regulations. Deciding whether incorporation is right for your practice can be a confusing process. The OMA strongly suggests discussing this option with an accountant to see if you could save thousands of dollars each year. OMA Incorporation Service helps keep things simple without the expensive legal fees and hours tied up in endless government processes. Please consult our website for further information. The OMA will provide all the necessary paperwork via and answer any questions or concerns that may arise during the process. *The service is provided for the fee of $515.64, tax included. Most lawyers charge thousands of dollars to incorporate a medical practice. * Please note that: a) The application process involves time-sensitive documents. These documents will not be mailed by the OMA, and must be mailed by the applicant within the defined time limits; b) The $ OMA Incorporation Fee may fluctuate due to the discretion of the Ministry Government Services Incorporation Fees. Tools for Managing an Efficient Workplace ANNUAL MAINTENANCE AND CORPORATE RENEWAL A Medicine Professional Corporation is required by law to renew the Certificate of Authorization for a Corporation to Practice Medicine as issued by the College of Physicians and Surgeons of Ontario yearly upon its anniversary date. Tracking down the necessary paperwork and information in addition to performing your professional and personal duties can be a hassle. OMA Annual Maintenance and Corporate Renewal Service attempts to simplify the process by providing you with: A draft, completed Application Form for Annual Renewal A Corporate Profile Report Annual resolutions Dividend issuance The Annual Maintenance and Corporate Renewal service is provided for the fee of $133.34, tax included. TOOLS FOR MANAGING an Efficient Workplace CONTRACTS / AGREEMENTS OMA Legal Services is pleased to provide advice to physicians regarding contracts related to their practice. For example, lawyers will review agreements offered to physicians by hospitals and EMR vendors. Legal Services also has several templates for staff contracts available to physicians, as well as templates for cost-sharing agreements between physicians. Finally, lawyers can assist with the development of governance agreements related to Alternate Payment Plans/Alternate Funding Agreements. 25
