It involves a mentality, structure, focus, and commitment to create the environment in which learning is optimized. In the Daggett System, the organizational leaders should take primary responsibility to: Create a culture: Before positive change can occur, stakeholders at multiple levels must become aware of the need for change. This process will help leadership teams align their mission and vision to elements of strategic planning, including building consensus for priority goals with school stakeholders and developing actions that lead to goal achievement. 9 ORGANIZATIONAL LEADERSHIP Needs Assessment Our Needs Assessment process brings administrators and teachers together as a team to identify the strengths and challenges of a district or school and make decisions on how to bring about needed improvements. The process operates on the belief that improving teaching and learning is a continuous effort that requires open and objective dialogue in a professional and non-threatening environment. An important component of the Needs Assessment process is the development of a School Data Profile. The profile provides a comprehensive analysis of student achievement data, student participation data, student subgroup data, college readiness indicators, demographic data, and school characteristics to identify strengths and potential areas of need. The process uses the We Survey Suite to assess how students, staff, and stakeholders perceive the quality of instruction and the learning environment of the school. The information gathered is used to create a report that will be shared with staff, who will review the data and comment on its accuracy. The primary purposes of are to: Develop an accurate Data Analysis Report that identifies school strengths and critical challenges. Make specific recommendations that address critical challenges. Focus and prioritize key actions that will drive the development of an Individualized Action Plan for the school. Strategic Planning Based on the needs and resources/assets identified in a Needs Assessment process, we facilitate a collaborative strategic planning process which can build on improvement planning efforts already in place. Strategic planning includes: Development of focused goals based on data and the current and future needs of the system Creation of consensus around priority goals Determination of professional development plans to support priority goals Development of tactical plans including timelines, roles, responsibilities, and budgets Communication to ensure that both internal and external stakeholders understand the overall goals of the plan Development of a tactical three- to five-year plan including assignment of timelines, roles, responsibilities and budgets Definition of measurements at the one, two, three, four and five year marks Alignment of priority goals to the school performance goals of your state The strategic planning process empowers school leadership teams to build broad-based support for priority goals and to develop a plan for continuous school improvement. The process uses the Learning Criteria and the Components of School Excellence as methods to measure school success and to build the capacity to implement whole school reform. An initiative focused on introducing and practicing differentiated instruction will help all teachers become better facilitators of learning for all students.
