3 Core Strategy Examination Session 5 Employment Does the plan do enough to support the rural economy? 1. Introduction and background By way of background to our representations on the rural economy, it is important to understand our Client and their interests in order to explain why we consider that the policies are currently unsound. Harewood House and its Estate plays a significant role in the rural economy of Leeds through direct employment and economic development and of course has national importance as a premier visitor attraction having designated Museum status. Its contribution towards the leisure and tourism Industry in Leeds cannot be underestimated. The House attracts some 300,000 visitors a year and the House and its Estate employs in the region of 200 full and part-time staff. It is crucial that the LDF process gives appropriate recognition to the importance of this nationally important Heritage Asset and that the plan explicitly supports the tourism and leisure industry and the rural economy. This support is required in order to ensure that this historic estate continues to thrive for the future. Representations have been submitted by Savills to this effect at each stage in the LDF process and more recently at the latest stage of pre-submission changes in February Harewood House is the home of the Earl and Countess of Harewood and is one of England s greatest country houses with outstanding art collections, magnificent Adam interiors and Chippendale furniture. The property was accorded Grade I Listed Status in 1960 and the grounds are identified as an Historic Park and Garden. The Harewood House Trust was established on 25 th March 1986 as a charitable educational trust. The Trust s core aim is to generate sufficient funds to maintain and preserve the House, heritage buildings, gardens, arboreta and to conserve and interpret the historic collections and objects all for the benefit of the public. The development of exhibitions, educational programmes, publications and encouraging scholarly use of the collections are all core objectives. To generate income for the House music and cultural events are run in the grounds every year alongside a growing events business. Harewood Estate Manages the countryside and property interests around the House. The Estate is responsible for managing approximately 4000 acres in Yorkshire, upon which a multitude of activities take place, such as the filming of Emmerdale. The Estate has a nationally recognised conservation programme with particular emphasis on the 2

4 restoration of historic buildings ranging from Home Farm to Harewood Castle, as well as the protection and development of wildlife habitats and the maintenance of Listed parkland. The Estate has wide ranging property interests owning some 90 cottages in the village and within the Park, the vast majority of which are Grade II Listed and which together form the major part of the original Harewood village. As a result, the Estate is able to ensure the maintenance of the appearance of the village very much as it was when originally created in the late eighteenth century by Edwin Lascelles. The cottages are let to estate workers, former employees and to the wider public on shorthold tenancy agreements providing attractive source of rental properties for the local community. At Harewood Yard there is a thriving business community of over 40,000 sq ft. The listed farm buildings in the heart of the Estate have been carefully and thoughtfully converted to superb, fully serviced office suites ranging from 750sq ft to 3,633 sq ft. In addition there are 10 farm complexes which are within the Estate and large parcels of land around Harewood Village itself. Against this context our concerns with the employment policies relating to the rural economy are as follows; 2. Why the Core Strategy is unsound Our representations on the rural economy have focused on the following issues; i) The wording contained in policy SP8 on economic development priorities and part v) specifically that states support for the rural economy can only be consistent with the settlement hierarchy. We do not consider that this gives sufficient positive support to the rural economy particularly in locations which are outside and unrelated to settlements but may offer sustainable location for employment development. Particularly, as NPPF supports the expansion of existing businesses and these may already be outside of the defined settlement hierarchy. It is not consistent with paragraph 28 of NPPF which supports economic growth in rural areas in order to create jobs and prosperity nor in taking a positive approach to sustainable new development in the rural parts of the district. ii) The proposed pre-submission change in respect of paragraph does not reflect the advice contained in the NPPF to support economic growth in rural areas. NPPF paragraph 28 supports well designed new buildings and expansion of all types of business and enterprise in rural areas. The council should adopt the positive and proactive 3

5 wording used in the NPPF which supports economic growth. iii) The thresholds contained within paragraph which require sequential assessments for offices in rural areas over 251 sqm. On the basis that the Council has produced no evidence base to justify such a threshold and concerns on Policy EC2 part iv: and the application of accessibility standards to office developments less than 250 sqm in rural areas. The standards in table 1 of Appendix 2 do not reflect the nature of the rural areas. This attempt to apply accessibility criteria will serve to constrain rural developments for office purposes and this should not be the intent of policy EC2. There is no such restriction contained within the NPPF and this is therefore unsound. We can understand the council is seeking to ensure developments are sustainable but as the NPPF acknowledges levels of sustainability vary from location to location and sustainable transport solutions will vary from urban to rural areas. It is particularly important for the Council to reflect on the rigid nature of EC2 iv) and to the thresholds in now that the Government has introduced a wide ranging permitted development right to change the use of agricultural buildings to uses such as shops and offices. Clearly the drive is to put redundant buildings to positive new uses and the Council s employment policies for rural areas need to be revised to bring them up to date with the new rights. Without further changes the plan is unsound. 3. Proposed changes being sought to make the CS sound We consider that the explanatory text and policies should be amended as follows; 1. Paragraph revise to reflect the wording of paragraph 28 NPPF support the sustainable growth and expansion of all types of business and enterprise in rural areas, both through conversion of existing buildings and well designed new buildings; promote the development and diversification of agricultural and otherland-based rural businesses; support sustainable rural tourism and leisure developments that benefit businesses in rural areas, communities and visitors, and which respect the character of the countryside. This should include supporting the provision and expansion of tourist and visitor facilities in appropriate locations where identified needs are not met by existing facilities in rural service centres; and promote the retention and development of local services and community facilities in villages, such as local shops, meeting places, sports venues, cultural buildings, public houses and places of worship. 2. Amend policy SP8 at v) to delete the words consistent with the settlement hierarchy 3. Revise policy EC2 to delete the reference to accessibility standards for rural areas. 4
