1 Local School Wellness Policy Goals for Student Health: Nutrition promotion/food marketing Definition School based promotion/marketing of positive nutrition behaviors and foods using marketing techniques that reinforce the district s nutrition education and health promotion activities. Main elements to include in the wellness policy to address school based nutrition promotion: 1. All foods marketed must meet the federal nutrition standards for school meals and/or a la carte foods, and competitive foods and beverages 2. Schools are encouraged to market/promote healthy foods, including fruits, vegetables, whole grains, and low fat dairy products (such as through bulletin boards, posters, flyers, signage, product placement) 3. Schools shall market activities that promote healthful behaviors (such as physical activity, health fairs, nutrition education, participation in school meal and after school meal/snack programs) 4. Marketing and advertising of on healthy foods and beverages should be eliminated or heavily discouraged (such as through signage, vending machine fronts, logos, scoreboards, school supplies, in school television, sports equipment and water bottles, ) 5. Use of food and physical activity prohibited as a punishment or reward. Examples of Language: Example One: School based nutrition promotion and marketing will be consistent with our district s nutrition education and health promotion activities. As such it is recommended that schools limit food and beverage marketing to the promotion of beverages that meet the nutrition standards for meals or for foods and beverages sold or offered individually. The promotion of healthy foods, including fruits, vegetables, whole grains and low fat dairy products is encouraged. Marketing activities that promote healthful behaviors include: vending machine covers promoting water or milk; pricing structures that promote healthy options in vending machines, visual nutrition messaging in hallways and classrooms, coupons for gym memberships and sales of fruits for fundraisers. The goal of improving nutritional intake can also be accomplished by applying basic marketing strategies to the sales of healthy options. School based marketing of brands promoting predominately low nutrition foods and beverages is prohibited. The district discourages the marketing and advertising of non nutritious foods and beverages through signage, vending machine fronts, logos, scoreboards, school supplies, and advertisements in school publications, coupon or incentive programs or other means. 1

2 Example Two: In furtherance of the District s goals to provide high quality educational services, create and maintain a school environment focused on learning, protect and promote students health and welfare, and minimize the commercial exploitation of its students, it is the policy of the District to create and maintain a learning environment that minimizes commercial distractions. The District knows that students health related choices are influenced by many factors, but that advertising plays a key role in their decision making. The District endeavors to teach students how to make informed choices about nutrition, physical activity and health. Those efforts can be impeded if students are subjected to advertising on District property that contains messages contrary to, or inconsistent with the health information contained in the District s curriculum. Further, by adopting this policy, the District avoids any impression that it endorses or condones the consumption of advertised foods and beverages or the messages contained in any advertisements. Example Three The District shall create a school environment that supports the promotion of healthy food and beverage products and an active lifestyle by doing the following: a. All food and beverage products accessible to students shall be limited to products meeting the USDA nutritional guidelines and most recent state and federal legislation. Foods and beverages not meeting these guidelines will not be served/sold/provided to students on school grounds during the school day. This includes soda pop or other sweetened soft drinks, sports drinks, iced teas, fruit based drinks that contain additional or artificial sweeteners, high fat snack foods and candies. Only snacks and other foods that meet USDA nutritional guidelines will be acceptable. Each building administrator shall ensure that their school is in compliance with district standards. b. Only plain (unflavored, non carbonated) water, nonfat and 1% unflavored milk, nonfat flavored milk and 100% juice will be available beverages for students during the school day. c. Food and beverage products that do not meet the nutrition requirements in 6a or 6b above will not be promoted or advertised as per Policy KJ, Advertising in the Schools. d. Under Building Administrator oversight, staff at each school will model a positive, healthy school environment. e. Yearly nominations will be accepted from each school s staff for the School Wellness Award that role models a positive, healthy lifestyle. f. The District will encourage parents to support learning by providing nutritional foods for lunches and snacks that meet USDA nutritional requirements according to most recent legislation. Information on healthy snack choices will be provided to parents and teachers through the district website, parent information, and teacher communications. g. School fundraisers will include non food items such as books, gift wrap, magazine and plant sales, white elephant sales, raffles, walkathons, fun runs, etc. If food items are sold, foods not meeting nutritional criteria cannot be sold during school hours and must comprise only 10% or less of product items offered in the fundraiser efforts. h. Food is not to be the focus of student celebrations and events.. If food is part of the event, 2

3 nutrient dense foods (i.e., whole grains, fresh fruits and vegetables) will be included. If a parent/guardian desires to send a food item for the class, the food should be low in sugar and fat. Individual health needs must be considered. Baked goods that are served or provided in the classrooms must be purchased, not homemade, and be in a wrapper which contains nutrition information and expiration date. Celebration foods that are less nutritious should be limited (suggested no more than twice a month) and not served prior to lunch. Lists of acceptable snack foods are included in student elementary handbooks and on the district website. Food provided for students as part of instructional curriculum will be exempt. i. Food rewards or incentives shall not be used to encourage student achievement or desirable behavior. Students with specific Individualized Education Plans (IEP) may be exempted, but healthier rewards are encouraged. j. School faculty and staff will not withhold meals or physical activity, or use punitive physical activity (i.e., running laps for talking in class) consequence. k. Schools shall provide an adequate amount of time for students to eat school meals and shall schedule lunch periods at or near mid day. The national School Nutrition Association recommends at least 20 minutes for lunch from the time students are seated. 3

Is the nutritional content of food displayed in the cafeteria? 5. Are fresh fruits and vegetables placed at the front of the line to encourage students to choose them? 6. Does your school announce healthy menu options over the schools public address system or on the school's radio or television monitor? 7. Are students engaged in promoting healthy eating to their peers (e.g. the best student created nutrition poster, favorite food story or best designed healthy text book covers)? 8. Does your school offer point of decision prompts or reminders on vending machines (e.g. on coffee machines) about choosing healthy foods? 9. Have your staff and appropriate stakeholders been informed about the policy? 10.
