1 A TEMPORARY BIG SCREEN TV ON FROGMOOR FOR THE DIAMOND JUBILEE WEEKEND KEY CONSIDERATIONS REPORT The proposal is to have a giant TV screen at Frogmoor over the weekend of the Diamond Jubilee 2 5 June 2012 streaming coverage of the Jubilee events from the BBC. The following report examines the key considerations that need to be taken into account before making a decision about whether to proceed with this at this stage. Options Options include a mobile screen which is either on the back of a truck (as in the image below) or on a trailer. This could be moved onto and off the site each day if necessary to minimise the chance of vandalism and reduce the need for overnight security or alternatively it could stay on site if overnight security were in place. a screen which could be built onto temporary staging for the 4 day period. This would need overnight security, including fencing around it, CCTV coverage, patrols etc. a screen fixed to a wall of one of the buildings surrounding the Frogmoor open space although permission for this would need to be sought. Having spoken to a number of companies, for the size of Frogmoor it is recommended that a 12 square metre screen would probably be large enough. The image below is indicative of this size. The larger the screen the greater the cost.

This could either be on a truck/trailer or built onto a temporary scaffold structure. It would need to be positioned in such a way so as not to obscure the CCTV cameras on Frogmoor. This is however the same place that the proposed garden is due to be located (see Co-ordination section) For a temporary screen, fixing it to a building would be difficult especially as there are few options where wall space would be large enough. For the 4 day period of the Diamond Jubilee weekend this is probably not the best option as it would take time to secure permission from the building owners, depending upon which building was deemed the most appropriate. This may also need planning permission (discussed later). Availability and cost Seven companies were contacted to see what availability they had for the period. This information is correct as of 20 February. However those companies with some availability remaining at this time say that this situation is changing rapidly as they are getting booked up. Company BigTV Ltd Fonix ODMTV Response No availability over Diamond Jubilee weekend Have a screen available for the 4 days total cost 4,257 + vat Need power and a TV feed which may be possible to take from a neighbouring building although they could install a separate satellite feed For the 4 days they would construct staging rather than have a screen on a truck. It would need to be fenced in with heras fencing for the period. May need overnight security (from Eden?) but this might be OK as there is 24 hour CCTV coverage A technician would come for the set up period but then need to teach someone else how to do it for the remainder of the period. It would be necessary to identify who that person/people could be before proceeding with this option. A screen is available for hire 2 nd 5 th June. The hire charge for those dates would be 3,365 + vat. This

3 Company LMD uk Response includes power for the screen from a generator and the fuel for the 4 day hire and sound system. The screen would be fully staffed throughout the period of operation. The cost of 1 day hire is 1,495 + vat with additional days charged at half the daily hire rate. Additional reductions apply to 5 and 7 day hire. If the screen is required to be operational from early morning on the 2 nd they would get the screen in position on the afternoon of the 1 st at no extra cost. A 15% booking fee would secure the dates requested. 50% of the balance would be due 28 days before the event and the remaining balance required no later than 28 days after the event. 4 Content What will the screen show? If it was just to be live BBC coverage of the Diamond Jubilee, a full schedule of televised events would need to be seen in order to assess how many hours would be screened and what types of audiences this would attract. This is important in terms of applying to have the event on Frogmoor as it would need to be referred to the Safety Advisory Group. If the intention is to show local community films, adverts etc in between the BBC televised programmes a license would be needed as would someone to co-ordinate the screening. Security Security overnight might be an issue. The best option would be for a mobile screen on a truck which could be moved overnight to a secure location (for example, Booker Depot) If the screen was built on staging for the four days of the Diamond Jubilee weekend it would need to be surrounded by 6 foot heras fencing at the very least. 24 hour CCTV would also be required and it would be preferable if security staff were on site overnight. Security would also be needed to control the crowds viewing the screen. This would be assessed as part of the application to hold an event on Frogmoor which would be required for an event of this nature. It would need to go through the WDC Safety Advisory Group. It may require a Police presence or stewards. Consultation Feedback was obtained from the Town Centre Police. They said Each event being shown will have to be looked at individually, as for example if an Olympic football match was being shown this could attract a very different crowd compared to a track event. The issue will mainly be around the drinking of alcohol where it is currently prohibited within the town and any anti-social behaviour. I would suggest that all events are alcohol free events and that you may need security to enforce this unless the prohibition is removed for such events which would then increase the likelihood of ASB and assaults. A temporary screen for the period of the Diamond Jubilee weekend could act as a pilot for a longer-term solution if it was successful and popular. The HWTCP and the High Wycombe Society are both broadly supportive of the idea of a permanent scheme in Frogmoor but with reservations. They both feel that a permanent screen should be part of a wider project to regenerate the area as it will not on its own improve and regenerate Frogmoor. Co-ordination The HWTCP (HW Bid Co) are proposing a temporary garden which will cover some of the public open space area of Frogmoor. At this stage there are no confirmed plans for this but the current proposal is as follows:

5 To build a 60m2 temporary garden-in-a-box in Frogmoor using the local community to influence design and to support the build process; To start the build in April (maybe just after Easter), to have the garden finished for the May Fayre on19th May and to remove the garden in mid-september (subject to weather etc) To use a frame of railway sleepers (new softwood) within which will be an area laid to turf and selective planting that is durable and sensory To enable the garden to be used interactively i.e. to facilitate public access to the central area by step and/or ramp; The garden should be positioned (subject to confirmation) on the area over the fountain to the southern end of the space Whilst the size proposed for the garden is not especially large, there does need to be coordination with the HWTCP/HW Bid Co before a decision is made about a temporary screen as the two activities might conflict with or complement each other. It is not known when their next meeting is or how advanced these plans are. Licensing No license would be needed from the Council to stream live TV but one would be needed for anything pre-recorded. It would be necessary however to purchase a standard TV license for 140 to cover the broadcast of BBC TV programmes. Planning permission Planning consent would not be needed if the screen was on a truck as it is not a temporary or permanent structure. If it was on scaffolding approval (as a local authority) could be given under Part 12 of the General Permitted Development Order but it can be no more than 4m high. If it was on a building the 4m ruling would also apply but if it was higher than this planning permission would be required. If the building was not owned by the Council then formal planning permission would be needed anyway. Other issues to consider The impact on the pubs in Frogmoor which currently show live TV would need to be assessed as it may detract from their business. Yates, the Sir William Loosely and Butlers on Frogmoor all have TV screens. What seating would be required, if any? The options would be for people to sit on the paved ground at Frogmoor or to bring their own chairs; to provide theatre style seating or chairs and tables to simulate a café type environment; or to make use of the proposed temporary garden. If seating is to be provided this would need to be stored away overnight to minimise the risk of theft and vandalism. There are no public toilet facilities at night so people would need to use the local pubs/restaurants. Traffic can be an issue around Frogmoor in the evenings if there events are screened then.

6 People would need to be trained to operate the equipment if left over the 4 day period as to have a technician on site would considerably add to the cost. An appropriate person and or people would need to be identified. (Note: this is already included in the OMDTV quote.) February 2012
