3 Aldi Foodstores Former Fordton Leisure Centre Servicing Strategy 1.0 INTRODUCTION This Servicing Strategy has been prepared by Cameron Rose Associates on behalf of the neighbourhood retail site at the location of the former Fordton Leisure Centre in order to provide details of servicing arrangements for the proposed uses at the development site The principal users of the site with regard to large vehicle deliveries are the Aldi foodstore and the Public House. In addition to these uses smaller delivery vehicles will be present on site to serve the proposed Coffee Shop / Drive-Thru facility and the smaller open A1 units within the site As an international food retailer with over 5,600 stores, Aldi have considerable experience of running efficient service delivery operations to their stores throughout the world. Typical delivery frequencies are also known for the operation of a Public House operated by Joseph Holt s Each potential new site is looked at on its merits and careful consideration is given to the access arrangements for customers, staff and deliveries by Aldi and J. Holts. Both operators are able to draw on considerable experience from their existing operations when considering new site layouts and access arrangements Section 2.0 of this report provides an overview of the type and frequency delivery of vehicles associated with each of the operators on site and where operators are unknown, reference is made to the land use Section 3.0 provides information as to the delivery route options available to the uses within the site /Servicing Strategy 1

4 Aldi Foodstores Former Fordton Leisure Centre Servicing Strategy 2.0 DEVELOPMENT SITE 2.1 The Aldi Store An Aldi store is a modest scale supermarket, generally fulfilling a neighbourhood shopping role. Aldi is complementary to the existing pattern of trade within the local area The total range of products sold in an Aldi store is limited to approximately 850 lines. This compares with many retailers like Tesco and Sainsbury selling between 25,000 and 30,000 products. This has a significant impact on the frequency and type of delivery vehicles to each store A range of 60 seasonal fruit and vegetable items are delivered fresh to the store on a daily basis, sourced from local suppliers where possible. Around 15 products in Aldi s bread and morning goods range are managed and procured in the same way. Milk is also sourced locally Aldi have a policy of limited trading hours, which are generally as follows: Monday Saturday 08:00 22:00 Sunday 10:00 16: Main operational requirements for the Aldi Store can be summarised as follows: There will normally be one Aldi Articulated HGV delivery per day; The daily HGV delivery arrival journey will take place outside peak highway network hours and store trading house; The standard delivery period is ½ hour; Vehicular access to the service yard will be through the car park. In addition, all manoeuvring will be supervised and assisted as necessary by the store manager should the need arrive; and /Servicing Strategy 2

5 Aldi Foodstores Former Fordton Leisure Centre Servicing Strategy In addition to the one Aldi Articulated HGV delivery per day; there will also be a single milk delivery which occurs prior to the store opening. The operator of the milk delivery are advised by the Aldi logistics team as to when their vehicles will be on site; thus avoiding coinciding arrivals All Aldi deliveries are a one-man operation, thus there is no requirement for store staff involvement. The delivery process can be summarised as follows: Service vehicle arrives on site and manoeuvres on to bay; Driver turns off engine and enters the stores back of house via the driver s access door which is located to the bottom of the service ramp; Driver opens roller doors and lowers connection plate to provide a flat level route into the store. All Aldi trailer units are self-levelling; The driver unloads the vehicle and stacks all products within the back of house area without store staff interaction; Driver closes roller shutter and secures the deliver area and exits via the driver s access door; and Enters the vehicle and departs through the car park As noted this operation takes on average 30mins and occurs prior to the arrival of customers on site. 2.2 The Joseph Holt Public House Typical deliver frequency is summarised below and will only occur between the hours of and 21.00: Food three times per week by OGV1; Beer and drinks once a week by a 12m articulated vehicle (OGV2); Waste collection general waste is collected once a week, dry mixed recycling twice a week, food once a week and glass once a week; General supplies every fortnight by rigid HGV (OGV1); and /Servicing Strategy 3

6 Aldi Foodstores Former Fordton Leisure Centre Servicing Strategy Miscellaneous in addition there are irregular deliveries by small vans for pest control, cleaning and gaming machines for example Whenever possible, deliveries will be arranged at times when the pub / restaurant are least busy, ideally between 7am 11.30am and 3.30pm 5.30pm The majority of vehicles will be manned by a driver and driver s mate. When manoeuvring the vehicles within the site, the drivers mate will be outside of the vehicle in a high visibility vest and will act as banksman to ensure the safe manoeuvrability of the vehicle around the site. Where there is no drivers mate present then a senior member of staff will take on this role and assist the driver The frequency of deliveries and collections will be monitored, and amended as necessary to ensure that the site is being served as efficiently as possible Based on previous experience this has resulted in the brewers dray vehicles being utilised to deliver point of sale and consumable items, and collection of cooking oil for recycling, as well as beer and drink, thereby reducing delivery frequency No deliveries will be permitted to stop, wait, park or unload from Sandy Lane West or Chiltern Road. 2.3 Costa Coffee Drive Thru Coffee Shop Costa Coffee Drive Thru deliveries can be summarised as follows: 2 rigid OGV1 vehicles per week to deliver food and drink supplies; and 1 waste collection per week Deliveries occur outside of the customer periods to enable staff and driver to unload and stack arriving goods Should a banksman be required this will be provided by store staff wearing a high visibility vest /Servicing Strategy 4

7 Aldi Foodstores Former Fordton Leisure Centre Servicing Strategy The frequency of deliveries and collections will be monitored, and amended as necessary to ensure that the site is being served as efficiently as possible. 2.4 Open A Class Units These units are of such a size that they do not attract articulated vehicles and therefore are assumed to be delivered to by at most a 12m rigid vehicle Frequency of servicing can be summarised as follows: 1 delivery per week for goods and products; and 1 to 2 waste collections per week depending on final operator /Servicing Strategy 5

8 Aldi Foodstores Former Fordton Leisure Centre Servicing Strategy 3.0 DELIVERY ROUTE OPTIONS 3.1 Drawing Information Each operator will be provided with a set of laminated track plot drawings which illustrate each of the uses servicing routes and unloading areas Each drawing is presented in Appendix A to this report. 3.2 Drawing Information The Aldi service route passes through an area of car parking, which during servicing hours will need to be kept clear In order to achieve this, the area of car parking required to accommodate the Aldi vehicle will be laid with red thermoplastic lines to discern them from the standard white thermoplastic lines to be laid for all other car parking spaces; as illustrated in the Harris Partnership drawing 12007A-200 Rev T included as Appendix B In addition the Aldi Service Vehicle Guide Line will be installed at this site. This is a standard installation at Aldi sites that require service vehicle management. Here a red line is installed within the car park which connects the service ramp to the car park as illustrated in Plate 1 below /Servicing Strategy 6

9 Aldi Foodstores Former Fordton Leisure Centre Servicing Strategy Plate 1: Service Vehicle Guide Line From experience it has been established that the connection of the service vehicle guide line to the service ramp sends a clear message to customers Notwithstanding, the above all Aldi service vehicles will be arrive and depart prior to customers arriving. Accordingly the only potential issue would be is vehicles are left overnight by the public house customers Should overnight parking occur, there are a number of other routes that can be used to access the Aldi Foodstore as illustrated in Appendix C /Servicing Strategy 7
