We assume this will include Helpdesk Support. 2 "List the key locations in Europe, Africa, Asia and Americas within the scope of this RFP from which and to which you could provide competent resources." However the scope of the RFP only mentions, & as key locations. Please confirm. This will include Helpdesk Support. The majority of the work will take place in, &. However, UNHCR would like to know the geographical reach of each bidder. 3 Please provide a roadmap and budget for the next few years for Applications. UNHCR does not normally convey this information in tender documents and is not in the position to do so now. 4 Please provide a roadmap and budget for the next few years for Infrastructure. UNHCR does not normally convey this information in tender documents and is not in the position to do so 5 For T&M engagements, who would be owning the responsibility of the deliverable: Vendor or UNHCR? now. For time and material projects, the vendor should own the responsibility for the deliverables. 6 We assume L1 Helpdesk for Infrastructure would be in UNHCR's scope. Please confirm. Yes, UNHCR will provide L1 support for infrastructure. 7 For application development & maintenance, what is the typical duration and effort (in hours) for an enhancement? In recent years, UNHCR has engaged suppliers from one day to a full work year. 8 For application development & maintenance, what is the typical duration and effort (in hours) for a project? In recent years, UNHCR has engaged suppliers from one day to a full work year. 9 Please provide us the details of the legacy infrastructure that needs to be considered for monitoring. Please refer to the RFP. 10 Is localization and internationalization in scope? If yes, what are the languages which need to be supported from a localization and internationalization point of view? No. 11 What are the Application lifecycle management tools currently in place for Microsoft technology implementation? None are currently in place. 12 What testing methodologies like performance/load testing, automation testing, etc. would be in scope? Testing and methodology tools will be determined on a case-by-case basis. 13 What are the different versions of.net currently supported? Several versions of.net will need to be supported and will vary across time. 14 How many versions of SharePoint are currently supported? UNHCR is implementing SharePoint How many team sites and language packs are currently being used for the SharePoint implementation? We are in the early stages of implementation of SharePoint. 16 Is SharePoint related monitoring required? Possibly. 17 Will multi-lingual content be provided by the different LOBs? No. 18 Can you please share the existing security tools / technologies being implemented in UNHCR IT environment UNHCR's security policy is in the process of being updated. 19 What are the type of security policies that need to be prepared as part of the engagement - DR-backup, Information, infrastructure, etc. Please specify. 20 Proposed Personnel to carry out the assignment - How many CVs should we include per profile as no distinctive assignment has been issued to recommend a team. 21 What kind of activities do you have in? Field Support activities. UNJHCR's security policy is in the process of being updated. A minimum of 2 CVs per profile/skillset available and proposed by the bidder is required for the assessment.
2 2 of 3 22 Can we only apply for a single location (only, or )? Yes 23 Except, &, what are the other possible locations to deliver our services? These are the main locations., but UNHCR cannot rule out the possibility of support at any of its 122 locations. 24 What is the global budget for IT services in the next 2 years? UNHCR will not provide this information. 25 Do you have any idea of the distribution of the services needed in function of the expertise required (maintenance, UNHCR may need support in all areas. development or infrastructure)? 26 Do you have any idea of the distribution of the services needed per location? The majority of the work will be in. 27 Can you provide us with a NDA? This question is not clear. However, UNHCR has no plans in providing an NDA at this time as confidential information is not expected to be shared. 28 We understand that UNHCR intends to implement a flexible Frame Agreement and that the number of man-days will depend on the workload. However can UNHCR specify the forecasted number of man-days per Skill Set and per location (non-binding figures)? For instance, how many man-days will be required per year in for an Infrastructure Security Specialist? 29 The ICT Infrastructure Skill Sets requirements include the maintenance of legacy infrastructure. We understand that these tasks must be performed on-site. However in the price table, off-site daily rates are required? Can you explain how these tasks will be performed off-site? Procedural / Financial Questions May I ask for clarification on how we should acknowledge our acceptance of the General Terms detailed in Annex F? Could you please provide further details on how the price will be calculated for the financial offer? Will this be a straight comparison of day rates or do you anticipate using a forecast? If it is a straight comparison, will there be a higher weighting toward roles that are more likely to be used more often or will all roles be weighted evenly? The technical evaluation section lists two areas with 30% allocated per section but the cover letter states that the technical evaluation is worth 70%. Could you please clarify? The technical evaluation states max 30% per skill set with two sub-criteria are the Ability to provide from a large skill base and Evidence of high quality skilled staff evenly weighted at 15% each to make the 30% or is one more highly weighted than the other? With regard to the profile for each role, are you expecting that consultants proposed meet all of the skills within each profile or just some of the skills? If the consultant must meet just some of the skills, what weight will be given to each skill within the profile and how will this add up to a proportion of the 30% allocated? The cover letter states that the price must be maintained for the duration of the agreement but the TOR state that UNHCR requires a significant cost reduction annually which statement is correct? We are we able to use references from people within UNHCR or can we use only references outside of UNHCR? With regard to the fully outsourced work packages, will these be done on a fixed price basis, using the rate card or a combination? How will the costs for these fully outsourced work packages be evaluated? Regarding our own insurance policy, it may not be possible to name UNHCR as an additional insured under the liability policies, including, if required, as a separate endorsement under the policy. Then, would it be possible to delete the clause in the General Conditions of Contract? Could clauses suggested by the bidder regarding liability be added? UNHCR cannot forecast the number of hours at this time, but is interested in the bidder's capability/capacity to provide the required skills. Most legacy infrastructure is based, but there is also some legacy infrastructure in and to a lesser extent in. In addition, support and maintenance of most of this equipment can be done remotely - unless physical intervention is necessary. You may include a signed statement acknowledging UNHCR's General Terms of Contract or alternatively we also accept an initialled and signed electronic copy of the document itself. The financial evaluation will be based on scenarios for each of the skills. The scenarios will not constitute forecasts but a means to compare the offers per skill. The 70% is the relation to the financial proposal. The two times 30% in the criteria is to weight the areas of the technical evaluation against each other. By using the appropriate formular the combined technical areas will then be weighted 70% against the financial proposal. Both mentioned sub-criteria are equally important for the assessment of the proposal. The proposed consultants are not expected to meet all skills. Ideally all skills for Applications or/and Infrastructure should be available in the proposed pool of consultants. The CVs and the submitted evidence will be reviewed and rated, which then gets calculated as a factor of the 30%. The prices must be maintained for the duration of the agreement, however it will be subject to negotiations to include a price review clause in a potential contract. If possible please submit references outside of UNHCR. For fully outsourced work packages, UNHCR would prefer to work on a fixed price, deliverable based Statement of Work. For any such packages, the value of the fixed price SOW would be agreed by the contractor and UNHCR beforehand and we would expect the total cost to be in line with the established rate cards (e.g. estimate number of days per resource multiplied by applicable daily rate). We prefer when the General Conditions of Contract remain unchanged. All change are subject to a review by our legal department during the potential contract negotiation phase.
3 3 of We understand that UNHCR will award multiple Agreements. Can UNHCR explain how many Frame agreements will be awarded? Will it be one per category (Application Maintenance & ICT Infrastructure) or one per Skill Sets (8 in total)? Is it acceptable for UNHCR to receive a bid with prices provided only for only two locations (e.g. and ) but not for? Or does UNHCR expect to receive offers from companies able to provide services for a given Skill Sets in all locations? Annex C2 Does not have a shaded area to enter the information requested and no amendments to the form are permitted to be made. The number of Frame Agreements to be awarded will depend on the response to the RFP. We are looking for a combination of vendors that can provide us with the full set of required profiles at the named locations, while being aware that certain companies may have a larger pool of recourses but a longer lead time for certain locations. We accept offers from companies that can only provide recourses for certain location. The offers will be evaluated against scenarios. We were not able to find the error in the document, but please find a new copy herewith attached. Amendment should be submitted separately as part of the financial proposal.
