1 JOB DESCRIPTION Job Title: Director of Information Technology (IT) Department: Reports to: Executive Director or Designee FLSA Status: Administrative Exempt Safety Sensitive: No Grade: 11 Salary Range: $64,000 to $84,000 Approved by: Date Approved: EEO Officer: Summary The Director of IT is responsible for daily oversight and management of BJCTA s IT programs for multiple locations. This position directs the operation and development of all aspects of technology/infrastructure, creating and implementing Information Technology developmental goals and objectives. Essential Duties & Responsibilities 1. Develops and monitors long and short range business plans for all information processing/telecommunications throughout the organization, to gain concurrence on an Infrastructure Strategic Business Plan covering 3 to 5 year planning forecast. 2. Assesses and communicates risks associated with IT investments. 3. Initiates Information Security and Systems, which address organizational design and structure, system development and maintenance procedures, environmental protection and detection, and backup recovery procedures. 4. Participates in strategic and operational governance processes of BJCTA as a member of the senior management team. 5. Establishes IT departmental goals, objectives and operating procedures, such as Information Security policies and procedures. 6. Interprets technology, formulates a hardware/software growth path and motivates users and staff in technology use, to achieve benefits associated with technology improvements, including productivity gains, cost savings, improved information, legal obligations, etc. 7. Creates procedures to ensure quality work and security of BJCTA information and assets. 8. Maintains system availability and responds to questions/concerns, to promote quality service that provides for a stable operating environment, ensuring a 24 hour and 7 day/week operation. 9. Develops automated systems using a variety of technology, including data, voice, text and image. 1

2 10. Develops plans ensuring information technology systems capabilities are responsive to the needs of the Authority and remains up-to-date with the changing needs and objectives. 11. Develops and establishes operating procedures for computing and information technology. 12. Evaluates Authority-wide operations of computing and information technology functions and recommends enhancements. 13. Maximizes the effectiveness and cost-efficiency of voice and data communications; manages existing system, recommending needed short and long-term upgrades or new technologies. 14. Oversees development, design, and implementation of new applications and changes to existing software computer systems and software packages. 15. Ensures IT system operation adheres to applicable laws and regulations. 16. Ensures continuous delivery of IT services with end users through oversight of service level agreements, including monitoring IT systems performance. 17. Assesses and makes recommendations on the improvements or reengineering of the IT organization. 18. Directs development and execution of an enterprise-wide disaster recovery and business continuity plan. 19. Maintains knowledge and understanding of IT standards, including National Institute of Standards and Technology (NIST). 20. Keeps current with trends and issues in the IT industry, including current technologies and prices. Advises, counsels, and educates management on competitive and financial impact. 21. Ability to complete an assigned task in a safe manner and in a constant state of alertness. 22. Must understand and follow all safety rules. 23. Must be able to work in a cooperative manner with co-workers and supervisors. 24. Must perform other duties similar in nature and level as assigned when necessary. 25. Must attend mandatory meetings, as required. Formal Education Minimum qualifications include 10 years of applicable work experience, and a Bachelor s Degree from an Accredited College or University in Computer Science, Computer Information Systems, Information System Technologies, Management Information Systems, or a closely related field. A Master s Degree in either of these fields is preferred. 2

3 Knowledge & Experience years experience managing and/or directing an IT Operation/industry. 2. Experience in strategic planning and execution. 3. Substantial exposure to data processing, hardware platforms, enterprise software applications, and outsourced systems. 4. Good understanding of computer systems characteristics, features, and integration capabilities. 5. Experience with systems design and development from business requirements analysis through day-to-day management. 6. Excellent understanding of project management principles. 7. Demonstrated ability to apply IT in solving business concerns. 8. In-depth knowledge of applicable laws and regulations as it relates to IT. 9. Strong understanding of human resource management principles, practices, and procedures. 10. Knowledge of information security tools, such as Nessus, Kismet, Airsnort, NMAP, Ethereal, WebInspect, Nikto; or similar. 11. Knowledge of information system architecture and security controls, such as firewall and border router configurations, operating systems configurations, wireless architectures, databases, and specialized appliances. Qualifications The requirements listed below are representative of the knowledge, skill, and/or ability required. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must understand basic finance and accounting principles and processes. Extensive progressive experience in financial management to include computer operations and supervisory responsibilities; knowledge of finance regulations, regarding utilizing federal, state, and local funds. Must be able to work within a team environment, with the ability to make presentations before internal and external individuals at all levels. 3

4 Mathematical Skills Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, percentages and decimals. Ability to compute rates and percentages. Ability to create and interpret bar graphs and charts from data. Reasoning Ability Ability to apply common sense understanding that carries out detailed but uninvolved written or oral instructions. Ability to communicate to small and large audiences. Ability to deal with concerns involving variables in standardized situations, resolving those concerns within a reasonable amount of time. Certificates, Licenses, Registration Must have a current and valid Alabama driver s license. Professional Certifications such as CISSP, CRISC, ITIL, MCITP, PMP, CompTIA, CCIE are strongly preferred. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit for long periods of time; use of hands and fingers, handle or feel objects; reach with hands and arms; and talk and hear. Must be available for travel within the state and out of the state. Ability to lift a minimum of 40 lbs.
