Menlo Park Academy in Cleveland's West Park neighborhood had the second-highest Performance Index score of any charter school in Ohio this year. Performance Index, a composite of test scores across multiple grades and subjects, is a key measure the state has used in rating districts in the past. The state legislature last year voted to require all districts and schools to be ranked by the score. The Constellation charter school network also landed three schools in the top ten in the state - its Old Brooklyn, Westpark and Lorain elementary schools - using that measure. The Global Village Academy in Parma, a new charter now entering its third year, ranked seventh out of charters statewide in Performance Index. The state did not give out overall grades to schools or districts this year, while it phases in a new report card structure and schools adapt the new multi-state Common Core standards. Overall grades return in Out of all charter schools in Ohio - public schools that are privately-run - Menlo Park scored behind only the Columbus Preparatory Academy in Performance Index. Both of those schools had PI scores higher than any school district in the state, though individual schools in traditional districts outscore them. The score was no surprise for Menlo Park, a school for gifted and talented students which has scored well since the school started five years ago. Located in the former school of St. Mel Church, at W. 144th Street and Triskett Road, the school has always had students pass tests to enter. Once there, said Director Paige 1
2 Baublitz-Watkins, students have smaller class sizes than most districts offer and receive "experiential" lessons - learning through projects and trips out into the community. The Constellation charter school network has 23 schools in Cleveland, Parma, Lorain, Elyria and Mansfield, many of whom also routinely score well on state report cards. "We are pleased that a number of our schools performed well again this year," said Constellation President Richard Lukich. "We always have high expectations for our schools, staff and students." Lukich, however, was critical of the new report cards and the lack of overall rating for districts and schools. "The prior system, despite its numerous flaws, at least provided parents with an understandable reference and an easy comparison," he said. "The current system does neither." Global Village Academy Administrator Alexandra Holowatyj attributed her school's high score to strong teachers and the atmosphere at the school, located on State Road in the former St. Josaphat Ukrainian Catholic Church school building. "We are such a small school, so we are really close," said Holowatyj, who said the school has grown from about 40 students its first year to 130 now in kindergarten through fifth grade. "We really focus on a family concept." Global Village, which draws about two thirds of its students from the local Ukrainian- American population, stresses foreign languages. 3 Charter school performance index: Performance Index measures student achievement, how well the students score on the annual state tests. Some educators point to it as the best measure of a school. Others say it is too limited: It does not measure students' academic growth, or progress, over a school year, which some consider equally, or more, important. Though educators debate which measure to use, Performance Index offers the mostrankable look at school performance that the report cards offer.
